1 Bacton & Edingthorpe ORDINARY MEETING OF THE PARISH COUNCIL Elaine Pugh - Clerk to Council Raynham house,10 new road, north walsham, Norfolk, nr28 9df Minutes of the ORDINARY MEETING OF THE PARISH COUNCIL Held on Monday 12 th November /12/ :12 Present: Apologies: Others: Susan Holden (Chair), Richard Barr (Vice Chair), Jim Turner, Lynn Preston, Richard Kimble, Tricia Myles, Nigel Lee and Ian Witham Hannah Gent Members of the public 5, Barry Smith - NNDC Steve Lunniss Village News, 1. To receive declaration of interest in items on the Agenda All Members declared a pecuniary interest as Council Tax payers in the Parish of Bacton & Edingthorpe. This would be dealt with at item 4 and 4.1 where the Clerk would authorize dispensation for Members to vote on the Precept for the Parish. 2. To consider apologies for absence Hannah Gent personal reasons accepted by the Council. 3. To approve outstanding Minutes Bacton & Edingthorpe Ordinary Meeting of the Parish Council Monday 8 th October 2012 Resolved that these were approved. 4 To adopt Councillor Pecuniary Dispensation Policy and delegate authority to the Clerk for this responsibility. The Council resolved to adopt the Policy. 4.1 To receive Councillor requests to this Policy to allow Councillors to participate in setting Precept The Clerk received the required forms which were duly authorised. The Clerk gave dispensation on the setting of the Precept for Members until the next Parish Council elections. 5. Resolution to adjourn the meeting for public participation (15 mins), Norfolk Police, District and County Councillor Reports Resolved to open to the public. Barry Smith informed that NNDC had authorised free parking for the first 4 Saturday s in December leading up to Christmas for a period of up to 3 hours. Polling Day was the 15 th. He urged Coastal Parishes to attend the Coastal Group and that attendance had improved. NNDC were in the process of prosecuting 11 pollution cases in the area. Amy Killington Little Pirates outlined that there was a new toddler group being run in conjunction with Sandcastles PreSchool. The numbers at Sandcastles had really picked up and more sessions were 1

2 being run on a regular basis which meant that Little Pirates Play group had to move out. Little Pirates had relocated to the Beacon Centre and were seeking a donation of 500 from the Council towards new items for the children to play with. Approximately 8 families at the present time attend on a Wednesday morning and there were more who wished to attend. There was a short question and answer session and the Council asked for details of the group so that it could be placed on the website. The large Lego bricks were offered to the group as these were not being utilised at the Lego Club. David Gale Cricket Club requested that a meeting between the Council and the Cricket Club be held. The Cricket Club s facilities were not up to the standards required. The Council outlined that they had investigated the possibility of utilising portacabins which are set up as changing facilities in the medium term. Mr Gale was asked to take the suggestion regarding the mobile changing rooms back to the Cricket Club Committee for their consideration. The Council asked how much the Cricket Club had available and was told approximately 3-4k towards this. Discussion took place on this issue and the Chair asked what fund raising events the Club undertook in order that the Council could see that they were a cohesive group working together; there was no response to this. Other members of the public expressed their thanks to the Council and Gas Terminal Companies for providing the Lifestyle/Exercise classes for the older generation of the village. This facility was really appreciated. The Clerk was seeking additional funding for this to continue to run. The red telephone box at Edingthorpe needed painting and the Clerk informed that this was on the list for next year together with the one in Bacton. Resolved to close to the public. 6. Planning 12/0958 Land rear of 2&3 Kimberley Rd Ext of period for commencement erection of 2 storey dwelling permitted 7. Consideration of dog bins within the Parish (suggested locations Superstore and St Andrew s Church) The Members considered this request at both locations and that the Superstore was a priority. As dog foulings and rubbish can be placed into the same bin the Clerk was authorised to purchase an all purpose bin to the value of 200 and arrange that this is collected by NNDC. This would solve the problem to both types of rubbish. The Clerk would liaise with the Superstore. 2

3 8. To report on Matters Arising (updates and for information only) 8.1 Police Report The Clerk read out the report which included 5 crimes from July to September. Calls made to the Police were 40 (10 of which were for the routine Bacton alarms). A Street Surgery would be held at Bacton Superstore on 17 th November 2012 and a meeting was being set up for Homewatch. 8.2 Website update - Richard Barr 1758 hits last month approximately 60 per day and information is being added regularly. 8.3 Footpaths update Ian Witham The Coastal Footpath plan was handed to Ian for his attention. 8.4 Removal of tree at entrance to Pavilion - completed 8.5 Work list Trim trail to be installed/renovation of the 2 nd outside toilet/red telephone boxes need painting and glass renewing, shelves inside the container and replacement post/barrier for gate at the Playing Field work in progress. Purchase of a section of safety netting. 8.6 Coast Road car park lease with NNDC 8.7 Land at Edingthorpe Asbestos removed Clerk to chase NNDC regarding the next stage. The Parish Council would need to appoint an independent solicitor to progress this. 8.8 Bus Shelter at Coast Road quotations requested and suppliers were slow in responding. Clerk advised to contact Freewheel in North Walsham. 8.9 Playing Field conditions of use The conditions of use were circulated to Members for their attention. Richard Kimble extended his thanks to both Richard Barr and Jim Turner for their work on this document. This would be an Agenda item for December. Agenda 8.10 Planting of Jubilee Oak Tree Jim Turner The planting ceremony would be extended to others in the Village and a piece would be written by the Village News asking residents to apply. The aim would be to plant the Oak Tree in December Children s Christmas party and funding booked and organised for 22 nd December Meeting dates for 2013 These were handed out. 9. Finance 9.1 To consider budget and set Precept for The Clerk supplied the budget and after careful consideration it was resolved that the Precept remain at 15,000 this year. Clerk to complete paperwork and forward to NNDC. 3

Installation of matching fencing is to be awarded to Stalham Fencing and must be installed within 28 days of the order being placed. Cost of 935. Clerk to organise. 9.4 To consider purchase and installation of water heater at Pavilion It was resolved that a new water heater be purchased for the Pavilion and that 250 plus installation and VAT be allowed for this. The Clerk was given delegated authority to purchase and get this item installed. It was resolved that item 9.8 on the Agenda be moved to become item To consider implementation of water meters at Pavilion for users and review of charges The Clerk had supplied a detailed log of expenditure for water used between the Bowls, Cricket and Pavilion. After careful consideration it was resolved that the installation of water meters would be both costly and time consuming and that it should not progress any further. 9.6 To consider and agree donation to Royal British Legion It was resolved that be authorised for this donation. Susan Holden, the Chair to the Parish Council had placed a wreath on behalf of the community of Bacton on Remembrance Sunday at the Church Service. 9.7 To consider donation for Little Pirates Play Group The Council had listened carefully to the request by the coordinator for the funding for this community initiative. The Members considered the request and it was resolved as this Play Group is vital to the Pre-School and then the Primary School that the Council supports this group. 4

5 It was resolved that a donation of 500 be made and a further 250 would be made if necessary; the large Lego held at the Pavilion would also be donated. It was requested that a detailed list of expenditure be supplied to the Clerk in due course from Little Pirates. Clerk to liaise. 9.8 To authorise expenditure for Clerk s new computer (pro rata) The Clerk outlined that her own personal computer had come to the end of its life span. As there were a total of 7 Councils involved the cost would be calculated equally on a pro-rata basis to each Council. It was resolved that 200 plus VAT be made available for this purpose. 10. Consideration and review of Bacton Play Area inspection The Clerk outlined the Play Inspection report and informed that the main issues were with ground erosion. The Clerk was instructed to utilise the tiles which will be removed when the tyres are dismantled and purchase matting as necessary and ask Secret Gardens to undertake this work. 11. The overhanging branches over the entrance to the Pavilion needed trimming. This would be added to the work list. Nigel Lee the seats in the village need sanding and re-varnishing. This will be added to the work list. The footpath from Abbey Street to the School has become overgrown. Ian Witham informed on the condition of the red telephone box at Edingthorpe. The Clerk informed that this would be programmed in for next year. Richard Kimble outlined that the Block Club signage had deteriorated and it was due to be replaced by the company who printed the item. Susan Holden had attended the opening of the New Coastguard Station and it was now up and running. A remembrance wreath had also been placed at the Church on behalf of the Parish. Clerk was pleased to announce that finally the red post box had been moved to its new location. 13.
