7 INTRODUCTION In February 2012 Horry County Schools initiated a Long-Term Facility Plan. The purpose of the plan is to evaluate the adequacy of existing educational facilities, plan for future capital facilities spending and address how the student population will be housed over the next 10 years. This document also provides for facility improvements or adjustments to the programmatic needs of the District. This report contains data and analysis that will provide the basis for decisions regarding when and where to build new capacity, renovate existing facilities, replace facilities, and when and how to provide sustainment activities to maintain our facilities to the highest quality. Additionally this report provides a comprehensive analysis of athletic facilities, playgrounds, and grounds along with recommendations for improvements to these areas. The District also produced a set of Educational Specifications. That document provides the guidance necessary to ensure that school facilities are planned and designed to support the mission and vision of Horry County Schools. District staff brought in several consulting experts to provide a variety of services. These included Facility Condition Assessments of all facilities; Educational Adequacy Assessments of all schools; Athletic and Playground Condition Assessments for all schools; and Grounds Assessments for all facilities. HORRY COUNTY SCHOOLS FACILITIES The District serves over 39,000 students and more than 5,000 employees making it the third largest school district in South Carolina, and the largest employer in Horry County. The District currently operates nine high schools, 10 middle schools, and 26 elementary schools. Most of these facilities have been heavily renovated or replaced in the last 20 years, through a series of local funding referendums. Eleven new schools were also added over this period to accommodate the student growth the District has experienced, and two new academies were also constructed. The District currently is constructing a facility for Early College High School and Scholar s Academy. Since 1990 the District has completed capital construction projects totaling over $600 million. Additionally the District operates an alternative school, a therapeutic learning center, an adult education facility, and an environmental education center. District support facilities include the District Office, Transportation, Records Retention, and Maintenance and Facilities, All together the District has responsibility to operate and maintain 56 facilities (soon to be 58) containing over seven million square feet of space. 1
