1 Municipality of Chatham-Kent Community Development Community Services - Parks, Cemeteries and Horticulture To: From: Mayor and Members of Council Deb Veccia, Supervisor Chatham Parks Date: May 21, 2015 Subject: 2015 Playground Equipment Replacement Lifecycle Projects Recommendation It is recommended that: 1. The list of 2015 Playground Equipment Replacement Lifecycle projects totalling $203,300 funded through the Playground Equipment Lifecycle Reserve, be approved. Background During 2000 Budget deliberations, Council approved the establishment of a lifecycle reserve for the replacement of playground equipment based on a 15-year cycle. It was determined that approximately $160,000 was required on an annual basis. A Playground Equipment Replacement Priority List was created for the 15-year time frame to guide in the overall replacements based on Canadian Safety Authority (CSA) standards, Chatham-Kent usage patterns as well as, age and condition of the equipment (Attachment A). Since 2000, approximately 92% of Chatham-Kent parks have received new playground equipment. There are seven remaining units that require replacement over the existing 15-year cycle. The average cost of a small multi-use playground unit and safety base is $61,100. Comments As there was only one (1) scheduled replacement and the designated unit was still CSA guidelines compliant, there were no replacements completed in An on-site evaluation of the playground equipment scheduled for 2015 replacement has been completed. Some items have been rescheduled to 2016 as the condition is still good, or the area in question may be under review.
2 2015 Playground Equipment Replacement Lifecycle Projects 2 The 2015 Playground Equipment Replacement Lifecycle projects are as follows: Community Park Item Budget 1 Blenheim Memorial Park Playground Unit $61,100 2 Blenheim Forsyth Park Teeter Totter $ 3,000 3 Chatham Blythe Park, Park in the Gardens, Tecumseh Park and Thornhill Park Playground surfacing upgrades $10,000 4 Chatham London Drive Playground Unit $61,100 5 North Buxton North Buxton Park Teeter Totter $3,000 6 Wallaceburg Colwell Park Playground Unit $61,100 7 Wallaceburg J.L. Thompson Park Slide $4,000 Total Funding Required $203, Memorial Park, Community of Blenheim: Currently, only swings are located at this park site. With the adjacent pool, this park would have a new playground unit installed, as the park is very well used by the community. 2. Forsyth Park, Community of Blenheim would receive new teeter totter units, as the existing units do not meet the required safety standards. 3. Blythe Park, Park in the Gardens, Tecumseh Park and Thornhill Park, Community of Chatham: As part of the maintenance program, these parks would receive engineered wood fibre top-ups to ensure adequate safety surfacing below the playground units. 4. London Drive Park, Community of Chatham: As this unit is adjacent to a drain area and difficult to access, installation is difficult, therefore due to these site restrictions, staff would be looking at options to provide non-traditional play opportunities in this park. 5. North Buxton Park, North Buxton would receive new teeter totter units, as the existing units do not meet the required safety standards. 6. Colwell Park, Community of Wallaceburg: As other playground pieces were removed due to safety standard non-compliance, this area currently only has swings and a slide. The addition of a new playground unit would enhance the local area. 7. J.L. Thompson Park, Community of Wallaceburg: A new slide would be installed, as the existing slide has reached its life expectancy. Other components in the park were upgraded in Therefore, it is recommended that the list of 2015 Playground Equipment Replacement Lifecycle projects totalling $203,300 funded through the Playground Equipment Lifecycle Reserve, be approved.
3 2015 Playground Equipment Replacement Lifecycle Projects 3 Council Strategic Directions The recommendation in this report supports the following Council Directions: Consultation Jobs: Everyone in Chatham-Kent who wants to work is able to work in meaningful employment People: Chatham-Kent is a welcoming community where people choose to live, learn, work, and play Health: Chatham-Kent is a healthy, active, safe, accessible community within a healthy natural and built environment Financial Sustainability: The Corporation of the Municipality of Chatham-Kent is financially sustainable Has the potential to support all Council Directions Neutral issues (does not support negatively or positively) Financial Services has verified the current balance of the Playground Equipment Lifecycle Reserve for the year The Manager, Recreation Facilities and Manager, Parks, Cemeteries and Horticulture were consulted on the Playground Replacement Program. Financial Implications The following is the status of the Playground Equipment Lifecycle Reserve: 2014 Balance Forward 2015 Lifecycle Allotment Playground Equipment Lifecycle Reserve ($513,270) ($188,418) Total Funding Available for 2015 Projects 2015 Proposed Playground Lifecycle Projects Balance remaining in Lifecycle reserve ($701,688) $203,300 ($498,388) The balance remaining in the Playground Equipment Lifecycle Reserve at the end of 2015 will be used for future lifecycle projects.
