Yes-5; No-0. MOTION CARRIED. LIMITED PUBLIC COMMENT None. LATE ITEMS / CHANGES / DELETIONS Agenda Item #10B: Millage Update. ACTION ITEMS RESOLUTION #17-18 HONORING JIM HEWITT AS A 2017 VOLUNTEER OF THE YEAR WHEREAS, the Parks and Recreation Commission has established an award to publicly recognize outstanding volunteers each year; and WHEREAS, Jim Hewitt work at Lake Lansing Parks and Watershed began in 2009; and WHEREAS, since then, Jim has volunteered for over 1,000 hours of service at Lake Lansing Parks and Watershed; and WHEREAS, this service includes: Planning and planting educational gardens at Lake Lansing North and South Parks. Supervised and taught groups how to plant and care for gardens. Treated and removed many acres of invasive weeds Taught classrooms of eager volunteers how to treat and identify invasive plants Continued care and plant replacement on educational gardens within Lake Lansing WHEREAS, Lake Lansing Parks has over four hundred thousand visitors annually and the 2

3 MINUTES OF THE MEETING April 23, 2018 Page 2 educational gardens and natural lands attracts thousands of visitors, the additional care and maintenance of these gardens leave a positive impression of the parks with visitors; and WHEREAS, Mr. Hewitt s efforts contribute to the Parks Department s ability to provide beautiful well-tended recreational areas to the citizens of Ingham County. THEREFORE BE IT RESOLVED, that the, by adoption of this resolution, recognizes the impact and quality of Jim Hewitt s work and extends its sincere appreciation for his ongoing efforts. BE IT FURTHER RESOLVED, Jim Hewitt is the recipient of the 2017 Ingham County Parks Volunteer of the Year Award. Moved by Commissioner Koenig and Supported by Mr. Schelke that Resolution #17-18 be approved as written. Yes-6; No-0. MOTION CARRIED. RESOLUTION #18-18 HONORING LAURIE KAUFMANAS A 2017 VOLUNTEER OF THE YEAR WHEREAS, the Parks and Recreation Commission has established an award to publicly recognize outstanding volunteers each year; and WHEREAS, Laurie Kaufman work at Lake Lansing Parks and Watershed began in 2009; and WHEREAS, since then, Laurie has volunteered for over 1,000 hours of service at Lake Lansing Parks and Watershed; and WHEREAS, this service includes: Planning and planting educational gardens at Lake Lansing North and South Parks. PRESENTATION OF VOLUNTEER OF THE YEAR AWARD Mr. Witte thanked Jim Hewitt and Laurie Kaufman for their volunteer efforts to make sure the parks stay healthy. Mr. Bennett presented the volunteer of the year award to Jim Hewitt and Laurie Kaufman. ACTION ITEMS Friends of Ingham County Parks - Park Patron Pass MOU Mr. Morgan provided an overview of the MOU with the Friends of Ingham County Parks. Mr. Morgan stated the program would generate a split of $42 for the Ingham County Parks and $58 to the Friends of the Ingham County Parks. This will also generate a membership base for the Friends of Ingham County Parks. Ms. Gregg asked if the annual parking pass for an Ingham County resident is $32. Mr. Morgan stated the resident rate is $32 and the non-resident rate is $42. Mr. Witte asked if the Friends will conduct audits. Mr. Morgan stated there will be an internal audit. Commissioner Koenig stated we could ask that Ingham County Financial Services be the designee for the audit every five years, if the Friends of Ingham County Parks need assistance. MOVED BY MR. PRATT, SUPPORTED BY MS. GREGG To Recommend a Memorandum of Understanding (MOU) with the Ingham County Parks and the Friends of Ingham County Parks for a Voluntary Park Patron Optional Decal Fundraising Program. THE MOTION CARRIED UNANIMOUSLY. Absent: Teri Banas and Cherry Hamrick. MOTION CARRIED. ADMINISTRATIVE REPORTS Director Mr. Schelke asked for an update on the meeting with Mr. Hayhoe. Ms. Buzzard stated she will provide an update under Agenda Item #10B. Park Managers Commissioner Koenig asked for an update on hiring seasonal employees. Mr. Morgan stated we are working with HR for advertising. Mr. Witte stated he still needs two to three lifeguards for Lake Lansing. Mr. Witte stated lifeguards are paid $11 hourly. Mr. Morgan stated we are advertising the jobs and we can do some radio spots if we don t continue to get more applications. Mr. Bennett stated he would recommend sending an to student groups within colleges and to department secretaries to share with their groups. Administrative Office Ms. Wallace stated registration for day camp at Burchfield Park is open and a brochure about day camp is in your packet Visitation Statistics Ms. Gregg asked how the visitation statistics are calculated. Mr. Witte stated it is based on a car counter and a formula, which also accounts for walk in visitation. Mr. Collins stated we counted a couple years 4

5 MINUTES OF THE MEETING April 23, 2018 Page 4 back by hand and this is a pretty close count. Financial Report Mr. Morgan provided an overview of the report. Mr. Morgan stated $15,000 was put into the budget for the Hawk Island dog park sidewalk and $11,500 for canoes, kayaks, and trailer for Burchfield Park. Mr. Morgan stated it is early in the year and winter sports did great. Millage Coordinator Report Mr. Schelke asked about the trails in Austin, Texas. Ms. Buzzard stated the trails were wonderful. FLRT Trail Ambassador Report Mr. Bennett asked for an update on the MOU with Delhi Township. Ms. Ross stated she has verbally been informed that the Township attorney has instructed them not to sign the MOU. They are verbally willing to work with FLRT on volunteer efforts, but they are not ready to enter into a legal agreement. Commissioner Koenig asked for a written response from the Township detailing why they will not enter into a MOU. Ms. Ross stated she discussed this with the FLRT board, and they are not ready to push this issue further. Commissioner Koenig asked if we can get more information, written documentation, any response of any kind, be it a phone call or written response. Ms. Ross stated she can find an thread about initial concerns, but beyond that there is no written response. Commissioner Koenig asked Ms. Ross to send the to the Park Commission. DISCUSSION ITEMS Hawk Island - South Boardwalk & Fishing Pier Ice/Flood Damage Update~ Mr. Morgan showed photos of the damage to the Hawk Island boardwalk. Mr. Morgan stated the south pier has been damaged. Mr. Morgan stated the flood and ice damage at Hawk Island has also caused damage to three fishing piers-two of which are unrepairable. Redoing the south pier boardwalk is a major undertaking, and that is on the action plan for next year. We are looking at redoing this on land and then have pop out floating piers to replace the two stationery piers that got damaged. Mr. Collins stated for the west side of the lake, we are looking into floating docks. Mr. Morgan stated Mr. Collins is working on drafting the RFP to demo the south pier boardwalk and the two fishing piers. Commissioner Koenig asked for clarification if this can be paid for from insurance. Mr. Morgan stated Financial Services stated it is not covered by insurance, but we can pay from it from the insurance fund. Mr. Earl asked if people are utilizing this now and what is the timeframe to replace this. Mr. Morgan stated it would be a 2019 grant application, December notification and construction in Mr. Morgan stated we will bring this back to the Park Commission at a future meeting after we get bids. Millage Update~ Ms. Buzzard stated she and Mr. Morgan met with George Hayhoe. Ms. Buzzard stated Mr. Hayhoe has been in communication with Dart Container about the Holt to Mason trail. Ms. Buzzard stated Mr. Hayhoe has spoken with Delhi Township, and then Ms. Buzzard, Mr. Morgan and Mr. Cypher met with Delhi Township about the Ram 2 Burchfield project. Delhi Township wants all the funding or none for this project. At the most recent Human Services and Finance committees, the Board of Commissioners did not recommend funding the Ram 2 Burchfield project, but instead $40,000 for engineering/design for the Holt to Mason trail from Esker to College Road. Mr. Morgan stated Evan Hope was at the meeting, and they asked Delhi Township if that was acceptable. Delhi Township wanted a commitment that the Board of Commissioners was serious about the project. Ms. Gregg stated our lack of enthusiasm for the Ram 2 Burchfield trail, was not because it isn t a good project, but because it was not our priority. Ms. 5

6 MINUTES OF THE MEETING April 23, 2018 Page 5 Gregg stated she would like to see our priorities match up to the funding. Mr. Bennett thanked Ms. Buzzard for taking the lead on coordinating this. Ms. Buzzard stated she will send an to the Park Commission if the resolutions passes. Commissioner Koenig stated some commissioners had asked that the Holt to Mason project application be considered sooner than the next round. Ms. Buzzard had a concern that it wouldn t be scored with all of the rest of the applications. Ms. Gregg stated this is a multi-jurisdiction project, and she doesn t have a problem seeing that application outside of our normal application process. Mr. Schelke stated all projects are multi-jurisdictional, every trail is going through different townships and cities. Mr. Bennett stated he is happy to see Dart Container interested in this project. Commissioner Koenig stated she would like to know what MDOT will do to help, but they won t have a conversation until you make progress on the project. Tri-County Regional Planning is excited about this project. Ms. Buzzard stated we need to get stakeholders together. Ms. Buzzard stated for the next round, she will send the application and scoring criteria to the Park Commissioners for edits. Ms. Buzzard stated we will review this at the May 14, 2018 Park Commission meeting, and then in June for the Board of Commissioners meetings. The deadline to submit applications for the next millage round will be in the end of August. Ms. Gregg asked for an update if the Meridian Township project will be funded. Mr. Morgan stated it will go before the Board of Commissioners for approval at the April 24 th meeting. BOARD/STAFF COMMENTS Ms. Buzzard stated she will be out on trails as the weather improves, and invited the Park Commissioners to hike, bike, or go boating with her. Mr. Morgan stated we interviewed for the vacant Assistant Park Manager position and we had 25 applicants. We interviewed seven candidates. We hired Cristina Estrada who has worked seasonally for the last 14 years at Hawk Island. Mr. Morgan stated she will begin work at Lake Lansing South on April 30th. Mr. Morgan stated we will be working toward a managerial and ranger rotation starting in LIMITED PUBLIC COMMENT None.
