2 The project was declared effective on February 15, Since then, the project has focused its activities on preparatory work and initial implementation of the project components. Preparatory work included: settling local offices, hiring staff, conducting feasibility studies for components C1 (capacity building of Water Users' Organizations), C2 (capacity building of agriculture producers) and D (formalization of water rights) within the National System for Public Investment SNIP. In addition, the project conducted awareness campaigns/ training (5,530 events for 156,948 beneficiaries) for all Water Users' Associations (WUAs) and irrigation committees of the Sierra. As a result of this training, 7 out of the 12 selected WUAs were declared eligible and could benefit from irrigation sub-projects (components A and B). All of the 10 Regional Governments involved in the Project have now signed the agreements which stipulate their participation in the project, in particular their level of financial participation in the sub-projects. Irrigation sub-projects are being prepared. By the end of December 2012, it is expected than 10 sub-projects will be completed under component A ( collective system modernization and rehabilitation) and 8 sub-projects under component B (on-farm irrigation improvement). Under component C1, detailed assessment and capacity building action plans for prioritized WUAs are being formulated and first capacity building activities are taking place. To date, 133 capacity building events took place benefiting 1,000 water users. With the regard to component C2, 17 awareness building events with the participation of 600 farmers took place to promote the constitution of farmers' groups to benefit component B. The implementation of Component D (formalization and registration of water rights) which is implemented by the National Water Authority (ANA), is showing delays. Only 3 of the 12 prioritized valleys have their feasibility studies completed within the SNIP. The 9 others have not started for lack of budget. By the end of December 2012, it is expected that formalization of water rights will be on-going in three valleys and water rights assigned to 50 irrigation units. As of today, US$2.1m have been disbursed from the loan (10.5% of the loan amount). Disbursement are expected to pick-up before the end of December 2012 with sub-projects implementation.
