1 Outreach Notice FREMONT-WINEMA NATIONAL FOREST Forestry Technician (Prevention) GS Temporary 1039 Lakeview, Oregon THE POSITION This position serves as the Fire Prevention Officer for Fire and Aviation on the Fremont-Winema National Forest, Lakeview District BLM and the US Fish and Wildlife Sheldon-Hart National Wildlife Refuge Complex. This is a temporary position with an emphasis on planning and execution of fire prevention, suppression, and education programs. This person will also be a spokesperson for fire management activities for the South Central Oregon Fire Management Partnership (SCOFMP). We are looking for candidates who have the knowledge, skills and experience to assist in maintaining and enhancing our proactive fire prevention program in a fast paced, quickly evolving environment. Strong writing and speaking skills are desired. Some of the major duties with this position includes: Performs a variety of fire prevention/suppression duties and in the process, learns about fire behavior under a variety of conditions. Provides technical expertise on fire protection and prevention/suppression issues. Supervises inspections in compliance with Federal, State, and local codes and Special Use permit requirements and contract provisions relating to fire precautions.
2 Cooperatively designs and executes joint programs in fire prevention including enforcement, education and fire prevention engineering. Reviews development plans for compliance with fire safe practices to ensure a fire safe environment. Develops, implements and makes presentations on the role of fire in the ecosystem management educational programs on unit, both internally and externally. Develops a means to disseminate information to the public. Establishes partnerships to promote fire prevention communities. Provides culturally diverse fire education programs for targeted audiences. Manages and implements special events. Designs and develops displays and specialty items for specific events. Is responsible for recruiting, training, and scheduling volunteers for a variety of fire prevention education duties.. ** Prior wildland firefighting experience on the fireline is a mandatory requirement of this position. Located in "Oregon's Outback," the area provides the self-reliant recreationist the opportunity to discover nature in a rustic environment. The geographic area is known as SCOFMP. The partnership consists of the following land management agencies fire programs: Bureau of Land Management Lakeview District, Fremont-Winema National Forest, Oregon Department of Forestry Klamath-Lake District, US Fish and Wildlife Service Sheldon-Hart Refuge Complex and Klamath Basin National Wildlife Refuges, and National Park Service Crater Lake National Park. This geographic area covers about 9.8 million acres for fire protection and fuels activities. The fire management program is a Service First organization. Several staff member positions are shared between the BLM and Forest Service. Our dispatch organization is multi-agency, and much of our day-to-day work is cross-agency. The BLM fire management organization is centralized, so that all of the BLM suppression resources (engines, crews, aviation, etc.) report directly to the fire staff and not to the Resource Area Managers. The Forest suppression resources report to the unit line officers (District Rangers).
3 Located east of the Cascade Mountains in the high-elevation lava tablelands of south-central Oregon, in an area known as the high desert, extensive stands of ponderosa and lodgepole pine grow on deep pumice and ash soils, while conifer-covered slopes stretch into the farmlands of the Great Basin, home of vast wetlands. The diverse habitats found in the area support a variety of wildlife from deer, elk and bighorn sheep, to numerous water and wetland birds, including eagles, osprey, and herons. More than 300 species of fish and wildlife can be found in the area. Game animals most often hunted include mule deer, Rocky Mountain elk, and pronghorn antelope. Several varieties of trout inhabit lakes and streams, and a few lakes support warm-water fish, such as large-mouth bass. Small populations of some of the larger predators (black bear, mountain lion, and bobcat) and a great variety of nongame species can also be found. The Oregon-California border marks the southern boundary with our neighbors being the Modoc National Forest and Cedarville Resource Area BLM. The eastern boundary flows to the Great Basin including the Sheldon-Hart National Wildlife Refuge Complex. To the north and west, the Forest is bounded by the Deschutes, Rogue River-Siskiyou, and Umpqua National Forests as well as Crater Lake National Park. Four wilderness areas can be found on the combined forest: Mountain Lakes, Sky Lakes, Mt. Thielson, and Gearhart Mountain Wilderness. Picturesque rock formations cap most of the high-elevation ridge tops. ABOUT THE INTERAGENCY OFFICE The Fremont-Winema NF Supervisor s Office (SO) and the Lakeview District BLM Office is located on Highway 395, approximately a quarter mile south of the city center of Lakeview. They are located within the Lakeview Interagency Office (LIO), and operates as part of the Service First agreement between the Fremont-Winema National Forest and the Lakeview District, Bureau of Land Management. This agreement allows many resources to be shared between the two agencies. ABOUT LAKE COUNTY The estimated population of Lake County is over 7,300. Lake is one of 36 counties in Oregon with Lakeview serving as the county seat. Summers in Lake County are usually warm and dry with cool nights and daytime temperatures ranging from 75 to 95 degrees. Autumn provides the area with crisp days and cold nights. Winter weather brings snow with daytime temperatures ranging from 0 to 40 degrees. Spring is generally mild with warm days. Average precipitation is 14 inches per year. The county claims an average of 265 days of sun with a growing season around 100 days a year. Students in good academic standing, who have successfully completed four years high school in Lake County, have the opportunity to apply for the Collins-McDonald or Daly fund. These funds can provide up to four years of tuition assistance
4 The Fremont-Winema National Forest is one of the five largest employers in Lake County which include the Bureau of Land Management's Lakeview District, Lake District Hospital, Warner Creek Correctional Facility and Lake County School District 7. Communities in Lake County include: Adel, Christmas Valley, Fort Rock, Lakeview, Paisley, Plush, Silver Lake and Summer Lake. ABOUT KLAMATH COUNTY The population of Klamath County is over 65,000. The county lies in the southern part of Oregon along the California border. Oregon's High Plateau, a region bordered by the Cascades on the west and several minor mountain ranges on the south and east, comprises much of Klamath County and parts of Lake and Deschutes Counties. Due to generally high elevations, the Plateau has cool temperatures and can receive a significant amount of snow. Its distance from the coast, coupled with its location downwind of the Cascades, causes it annual precipitation to be lower than in the mountainous areas surrounding it. Elevation averages 5,500 feet and precipitation is 14 inches of per year. Temperatures can vary considerably between the day and night. Incorporated towns in the county include Bonanza, Chiloquin, Klamath Falls, Malin and Merrill. Other communities in Klamath County include: Bly, Chemult, Chiloquin, Fort Klamath, Rocky Point and Sprague River. Klamath County was named after the descendants of varying cultures of indigenous peoples, The Klamath or Clamitte tribe. The Fremont-Winema works closely with the Klamath Tribes, as much of the western portion of the Forest was formerly Klamath reservation lands. ABOUT THE COMMUNITY OF LAKEVIEW Lakeview is known as the "Tallest Town in Oregon," at an elevation of 4,800 feet. It is located in the high-desert outback of south-central Oregon and serves as the county seat. The Lakeview area is home to approximately 4,100 citizens including the adjacent areas located outside the town limits (2,294 within town limits). The basic industries are agriculture and timber resources. The town is surrounded by lands managed by Federal agencies including the Forest Service, Bureau of Land Management, and Fish and Wildlife Service. Lakeview is a welcoming, full-service town. There are several locally owned restaurants, a grocery store, clothing, furniture and variety stores, banks and a credit union, beauty salons, motels, community swimming pool, computer dealers and repair shop, gift shop, public library, public golf course, tennis courts, florists, radio station, Ford and GM car dealership, and more. Lakeview is located at the intersection of Highways 140 and 395 approximately 15 miles north of the Oregon-California state line, and travel time is approximately three and a half hours to Ashland, Medford, and Bend, seven hours to Portland, eight hours to San Francisco, and four hours to Reno.
5 Recreation opportunities include wilderness backpacking, hiking, boating, camping, sailing, fishing, biking, snowmobiling, cross country skiing, horseback riding, hunting, hang gliding, and bird watching. Downhill skiing opportunities are available locally at the Warner Canyon Ski Area; at Mt. Bachelor Ski Park in Bend, approximately four hours away in winter conditions; Mt. Shasta Ski Area in Mt. Shasta, California, approximately three and a half hours away; and Mt. Ashland Ski Park in Ashland, approximately three and a half hours from Lakeview. Within two and a half hours, you can reach Crater Lake National Park or Lava Beds National Monument.
