1 2005:3 17. maí 2005 Samræmd vísitala neysluverðs 2004 Harmonized indices of consumer prices 2004 Samantekt Verðbólga á Evrópska efnahagssvæðinu, mæld með samræmdri vísitölu neysluverðs, var að meðaltali 2,0% árin 2003 og Sambærileg verðbólga árið 2004 var 2,3% á Íslandi, en árið 2003 var hún 1,4%. 2,0% hækkun árið 2004 Vísitalan árið 2004 Samræmd vísitala neysluverðs í EES-ríkjum var 115,3 stig (1996=100) árið 2004, hækkaði um 2,0% frá fyrra ári. Á sama tíma var vísitalan fyrir Ísland 128,1 stig, hækkaði um 2,3% frá árinu Mesta verðbólga á Evrópska efnahagssvæðinu á árinu var 7,4% í Slóvakíu, 6,8% í Ungverjalandi og 6,2% í Lettlandi. Lægst verðbólga á öðrum Norðurlöndum 27 ríki innan Evrópska efnahagssvæðisins Verðbólgan var minnst 0,1% í Finnlandi, 0,6% í Noregi, 0,9% í Danmörku og 1,0% í Svíþjóð. Verðbólga á Ísland var nálægt meðaltali Evrópska efnahagssvæðisins en á hinum Norðurlöndunum er verðbólgan minni en 1% og í Bretlandi 1,3%. Meðalverðbólga í helstu viðskiptalöndum Íslands var 1,8% árið 2004, mæld með gengisvog Seðlabanka Íslands. Í maí 2004 fengu tíu ný ríki aðild að Evrópusambandinu. Löndin eru: Eistland, Lettland, Litháen, Pólland, Tékkland, Slóvakía, Ungverjaland, Slóvenía, Kýpur og Malta, en þau höfðu um nokkurt skeið áður tekið þátt í vinnuhópi um gerð samræmdu vísitölunnar. Samræmd vísitala neysluverðs fyrir löndin hefur verið birt frá desember 2001 og frá maí 2004 eru meðaltöl fyrir Evrópska efnahagssvæðið miðuð við öll ríkin 27 og fyrir Evrópusambandsríkin 25. Í tveimur nýju aðildarríkjunum var verðbólgu undir meðaltali EES árið 2004, á Kýpur þar sem hún var 1,9% og í Litháen en þar var verðbólgan 1,1%. Í Slóvakíu og Ungverjalandi, þar sem verðbólga var mest árið 2004, hefur dregið hratt úr henni, í janúar 2005 var hún komin undir 4%. Í Lettlandi hefur verðbólgan verið meiri en 6% og í Eistlandi hefur hún aukist undanfarna mánuði. Í Finnlandi var verðbólgan aðeins 0,1% milli ára. Helsta skýringin á því er mikil verðlækkun á sterku áfengi í mars 2004, en Finnar ákváðu að lækka skatt á áfengi skömmu áður en Eystrasaltsríkin gengu í Evrópusambandið, til að fyrirbyggja aukinn innflutning áfengis frá þeim löndum.

Í Bandaríkjunum, Japan og Sviss er miðað við neysluverðsvísitölur. Ársmeðaltalið er meðaltal vísitalna janúar til desember. Reiknuð aftur til 1995 Um samræmda vísitölu neysluverðs Samræmd vísitala neysluverðs, hefur verið reiknuð mánaðarlega frá janúar árið Til maí 2004 náði hún til 17 EES ríkja og eftir það er hún reiknuð fyrir 27 ríki. Vísitalan var sett á 100 miðað við árið 1996 og var reiknuð aftur til janúar 1995.
3 3 Tilgangur hennar er að mæla á samræmdan hátt breytingar á verðlagi innan EES og auðvelda með því samanburð á verðbólgu milli ríkjanna. Verðbólguviðmið fyrir myntbandalagið Reist á sama grunni og íslenska vísitalan en munur er á umfangi Vinnsla vísitölunnar Í Maastricht-samkomulaginu frá 1991 var kveðið á um stofnun myntbandalags Evrópuríkja (EMU) og að komið skyldi á fót sameiginlegum gjaldmiðli, evrunni. Þátttökuríkin þurftu að uppfylla viss skilyrði til fá að taka þátt í bandalaginu. Eitt þeirra var um viðmiðunarmörk fyrir verðbólgu. Nauðsynlegt þótti því að taka upp samræmdan mælikvarða fyrir verðbólgu innan Evrópusambandsins. Til undirbúnings á útreikningi samræmdu vísitölunnar hófst umfangsmikil samræmingarvinna þegar árið Sú vinna stendur enn og hefur Ísland tekið fullan þátt í henni frá upphafi. Í kjölfar þessarar undirbúningsvinnu hefur Evrópusambandið gefið út leiðbeiningar og sett lög um hvaða aðferðum skuli beita við útreikning vísitölunnar. Grunnur samræmdu neysluverðsvísitölunnar er reistur á sömu gögnum og íslenska neysluverðsvísitalan, þ.e. á niðurstöðum úr rannsókn á útgjöldum heimilanna sem Hagstofan framkvæmir reglulega. Frá árinu 2000 er útgjaldarannsóknin samfelld og frá desember 2002 eru niðurstöðurnar nýttar við árleg grunnskipti. Samræmda vísitalan er að mestu leyti undirvísitala íslensku neysluverðsvísitölunnar þó munur sé á umfangi þeirra. Mestu munar að eigið húsnæði er ekki með í samræmdu vísitölunni. Útgjöld erlendra ferðamanna og útgjöld þeirra sem búa á stofnunum eru með í vog samræmdu vísitölunnar en ekki í íslensku neysluverðsvísitölunni. Grunnskipti vísitölunnar eru árleg, í desember og er vísitalan birt á nýjum grunni í janúar næsta ár. Á Íslandi er samræmda neysluverðsvísitalan reiknuð samhliða vísitölu neysluverðs og fer verðsöfnun því fram 2 fyrstu virku daga mánaðar. Mismunandi er hvenær í mánuði verðsöfnunin fer fram í hinum ríkjunum og er vinnslutími alls staðar lengri en á Íslandi. Þegar gögn hafa borist til Eurostat fer úrvinnslan fram; vísitölurnar eru vegnar saman og heildarvísitölur reiknaðar. Sú vinnsla tekur nokkra daga. Vísitalan er jafnan birt um 20. mánaðar eftir útreiknings/gildismánuð.
4 4 English summary The inflation in the European Economic Area measured with the Harmonised Indices of Consumer Prices (HICP) was 2.0% in the years 2003 and The inflation in Iceland during the same time period was 2.3%, rising from 1.4% in The highest inflation rate in 2004 was in the Slovak republic, 7.4%, Hungary, 6.8% and Latvia, 6.2%. The lowest inflation rate was in Finland, 0.1%, Norway 0.6% and Denmark, 0.9%. The tables show the development of the HICP in the period January 2004 to January 2005.
