The data in this publication are different from the preliminary data published for This annual publication contains 22 tables for International Trade of Kosovo with some comparisons for the years These tables deal with imports and exports according to the flow of goods, sections, countries, border crossings and articles. Imports are presented according to the country of origin of goods. Compared with previous publications, in this publication are added some new tables which present our country's trade exchange with key partners. 9 Flow of export and import in 2016 In this publication of the statistics of trade in goods, more detailed explanations are given about what our country exports to the international market and what it imports from the international market. Trade in goods in 2016 had trade deficit in the amount of Euro 2,479.8 million, which indicates a higher trade deficit by 7.4% compared to 2015, where this year we have a negative balance. Total exports in this year were Euro 309,6 million, while imports Euro 2,789,4 million. Export covers import for only 11.1%. Comparing data for Kosovo exports in goods during 2016 with that of 2015, figures show an annual decline (-4.8%), a drop which further increased Kosovo's negative trade balance. Exports by sections increased this year in the following groups: various articles produced in the amount of about 9,8 million euros (compared with 4,6 million euros or 3.2% of total exports with growth of 111.7%), products of the chemical industry in the amount of about 4,7 million euros (compared to 2,8 million euros or 1.5% of total exports with an increase of 63.9%), mineral products worth about 63,8 million euros (compared to 41,6 million euros or 20.6% of total exports with growth of 53.5%), wood and wooden articles worth about 3.6 million euros (compared to 2,4 million euros or 1.2% of total exports with an increase of 46.9%), articles of stone, plaster, ceramic and glass products in the amount of about 3,5 million euros (compared to 2,4 million euros or 1.2% of total exports with an increase of 45.9%), paper and paper articles in the amount of about 3,9 million euros (compared to 2,8 million euros or 1.3% of total exports with 40.7% growth), plastics, rubber and articles thereof in the amount of about 28,8 million euros (compared to 23,4 million euros or 9.3% of total exports with an increase of 23.0%), footwear (footwear and parts of such articles) worth about 3,3 million euros (compared to 3,0 million euros or 1.1% of total exports with an increase of 11.2%), prepared foods, beverages, alcoholic beverages and tobacco in value about 27,6 million euros (compared to 25,4 million euros or 8.9% of total exports with an increase of 8.7%), plant products worth about 16,7 million euros (compared to 15,5 million euros or 5.4% total exports with a growth of 7.9%), leather and articles thereof in the amount of about 11.1 million euro (compared to 10,7 million euros or 3.6% of total exports with 3.9% increase). During this period, exports declined in these groups: base metals and their articles in the amount of about 111,1 million euro (compared to 157,7 million euros or 35.9% of total exports with a decrease of 29.5%), textile and textile articles worth about 8,7 million euros (compared to 11,9 million euros or 2.8% of total exports with a decline of 26.5%), machinery, mechanical and electrical equipment worth about 9,2 million euros (compared to 12,3 million euros or 3.0% of total exports with a decrease of 25.0%). The positive growth trend of exports from 2005 to 2016 had the following groups of sections: prepared foods, beverages, alcoholic beverages and tobacco from 4,5 million euros to 27,6 million euros, plastics, rubber and articles from 968 thousand euros at 28,8 million euros, plant products from 2,8 million euros to 16,7 million euros, leather and articles from 6,1 million euros to 11,1 million euros, paper and paper articles from 379 thousand euros to 3,9 million euros. 5

10 Data of trade in goods for Kosovo Import in 2016 recorded an annual growth of about (5.9%) compared to the previous year of Growth of imports by sections was observed in these groups: various means of transport worth about 220,0 million euros (compared to 164,1 million euros or 7.9% of total imports with an increase of 34.1%), wood and wood articles worth about 72,6 million euros (compared to 62,4 million euros or 2.6% of total imports with a growth of 16.3%), plastics, rubber and articles thereof worth about 188,4 million euros (compared to 163,1 million euros or 6.8% of total imports with a growth of 15.5%), various articles produced in the amount of about 90,9 million euros (compared to 78,9 million euros or 3.3% of total imports with an increase of 15.3 %), machinery, mechanical and electrical equipment worth about 357,6 million euros (compared to 310,4 million euros or 12.8% of total imports with an increase of 15.2%), footwear (footwear and articles thereof) in the value of about 35,0 million euros (compared to 30,5 million euros or 1.3% of total imports with an increase of 14.4%), textiles and textile articles worth about 136,6 million euros (compared to 122,5 million euros or 4.9% of imports with a growth of 11.5%), paper and paper articles worth about 41,7 million euros (compared to 38.7 million euros or 1.5% of total imports with 7.8% growth), prepared foods, beverages, alcoholic beverages and tobacco in the amount of about 373,0 million euros (compared to 352,6 million euros or 13.4% of total imports with 5.8% growth), base metals and articles thereof in the amount of about 275,3 million euros (compared to 260,5 million euros or 9.9% of total imports with 5.7% growth), stone, plaster, ceramic and glass products worth about 111,2 million euros compared to 106,6 million euros or 4.0% of total imports by 4.2%), products of the chemical industry in the amount of about 221,5 million euros (compared to 213,8 million euros or 7.9% of total imports with 3.6% increase), plant products in the amount of about 147,9 million euros (compared to 143,4 million euros or 5.3% of total imports with a growth of 3.1%). Also during this period we have decreased imports in these groups: mineral products (fuels) in the amount of about euro 327,5 million euros (compared to 404,1 million euros or 11.7% of total imports with a decrease of 19.0%), and livestock, products of animal origin in the amount of about 109,8 million euros (compared with 111,9 million euros or 3.9% of total imports with a decrease of 1.9%). International trade of goods with EU 28 countries Kosovo's exports to EU-28 countries amounted to 69,9 million euros, or about (22.6%) of total exports, therefore down by 34.0%. The main partners for export of goods in EU are Germany 4.5%, Netherlands 3.8%, Bulgaria 3.6% and Austria 2.2%. According to chapters the highest participation of the EU countries are for the following groups: plastics and articles thereof, of 12,4 million euros or about (17.8%), ores, colors and grain of 11,5 million euros or about (16.5% ), processed and unprocessed leather of 6,5 million euros, or about (9.3%), etc. Kosovo's imports from EU-28 countries amounted to 1,202,1 million euros or (43.1%) of total imports, up by 8.0%. The highest share of imports were from Germany (12.3%), Italy (7.3%), Greece (4.2%), Poland (2.7%) and Slovenia (2.2%). EU countries cover most of Kosovo's total imports. Exports with the highest participation were in these chapters: various means of transport reaching 192,0 million euros, or around (16.0%), mineral fuels, mineral oils and their destination products, reaching 178,7 million euros, or about (14.9%), etc. 6

11 Trade with CEFTA countries During 2016, Kosovo's exports to CEFTA countries amounted to million euros, or (46.6%) of total exports, with an increase of 16.6%. The main partners for export in CEFTA countries are: Albania (13.6%), Serbia (13.3%), Macedonia (12.5%) and Montenegro (4.5%). According to chapters, the highest participation of CEFTA countries have to the following groups: mineral fuels, mineral oils and products of their destination, totaling 32,4 million euros, or about (22.5%), iron and steel articles reaching to 17,7 million euros, or around (12.3%), etc. While imports from CEFTA countries in 2016 amounted to 753,1 million euros, or (27.0%) of total imports, down by (2.1%). The countries with the highest participation for import were: Serbia (13.9%), Macedonia (5.6%) and Albania (4.2%). Highest imports were in these chapters: iron and steel, amounting to euro 110,2 million euros, or around (14.6%), mineral fuels, mineral oils and products of their destination, totaling 72,2 million euros, or about (9.6%). Trade with other countries of the world Kosovo's exports to other countries reached 95.3 million euros, or (30.8%). The most important export partners are Kazakhstan (12.6), Switzerland (5.4%), China (3.8%) and India (3.0%). While Kosovo's imports to other countries reached million euros, or (29.9%). The countries with the highest import share in this group were: Turkey (10.3%) and China (9.3%). 7

12 Kosovo international trade statistics - methodological notes Resources Trade statistics consist mainly of documents submitted to the customs authority by importers or exporters (or their agents). This document is a Single Customs Document (SCD), which is used for customs clearance purposes. Information from the document is transferred to the customs information system. Responsibilities for collecting, compiling and publishing data The customs administration is responsible for collecting, entering and processing the customs declaration data. Data in the field of statistics, which are registered in SCD, are reported on a monthly basis by Customs Administration at KAS, electronically. KAS is responsible for processing and publishing Kosovo international trade data. These statistics include data according to the type of customs procedures. Additional work involves the correction and approval of customs data. Scope Kosovo international trade statistics do not include imports and exports of temporary goods which, in the unaltered state or condition, will be returned after a certain time, such as services, repairs, money in terms of wages, money in gold, supply of fuel of Kosovar vehicles abroad, import of goods for liaison offices and other diplomatic missions in Kosovo, personal luggage of passengers, commercial samples and low value mail packages. The registration system Kosovo international trade statistics are compiled according to the "special" (facilitating definition) system of international trade registration. Under this system, imports and exports are recorded at a time when goods move through the territory under free circulation, and this is the part where goods can be sold without customs restrictions. The mitigating definition implies that in addition to the regular export and import transactions, both external and internal processing is involved. Special exports include exports of goods: exports after inward processing, exports for outward processing and exports that are not registered in customs. Special imports consist of imports of goods from: imports for inward processing (S.S), imports after external processing, imports that are not registered in the customs. Excluded are goods that are in transit. Estimation For imports, the cif value (including cost, security and transport of goods at the entry point in Kosovo) is used. The export value is fob (free on board). This is the price of goods purchased abroad including packaging, transport within the country, the charge price, insurance and other costs incurred when the goods are placed on the vessel for export, on airplanes or transported to remote areas. The value of the invoice is recalculated to the value of the Kosovo border by adding or subtracting, in whole or in part, the costs of transport, loading, unloading, which depend on the terms of supply specified in the contract. 8

13 The value excludes: " any amount received by the exporter on the route of reimbursement, reimbursement of the customs duty, subsidy or any other granted. " any foreign customs duty or modification of the carriage of goods other than at the customs point or at the point of exportation. The value is in euros. For transactions where the value is denominated in another currency, the euro exchange rate is made using the weekly exchange rate. Reference period The calendar month is a basic time to collect the data. Based on customs data, the date of delivery of the customs declaration or other valid dates for the implementation of the customs rules are the time to register the import / export transactions. Quantity units The quantity of imported and exported goods is shown net weight, if it can be determined, taking into account the nature of the product as well as the additional unit when described by the customs tariff nomenclature. Net weight is the usual unit of the given quantity. The weight of containers, luggage, bottles and packing materials are excluded. Other units of quantity used for some of the most important goods such as livestock, motors for vehicles, local equipment, watches, clothes (where the numbering unit is used), shoes (where the number of pairs is used), wrappings for the floor (where the square meter is used) and beverages (where volume is used). Partner states In this publication, imports are registered by country of origin (as opposed to the country of destination). Goods obtained or produced in a country of origin but from the same country. A product in whose production are involved two or more countries, then as a country of origin is considered the country where the last major processing was made. Packaging, repackaging and classification are not considered as manufacturing processes. Exports are classified by country of final destination. The last destination of goods is considered the last state for which the goods are intended. This does not mean that it is the country where the goods will be discharged or where the final consumption will be made. Classification of the state The country nomenclature is the classification of countries (geo-nomenclature), according to the Official Journal of the European Commission, published annually. Since January 1999, the United Nations' ISO alpha 2-digit system is used, where each state is identified by a figure composed of two-letters. Classification of goods Statistics are collected by using the Combined Nomenclature (CN) 8 digit - tariff and statistical nomenclature of the EU. This nomenclature is managed and updated annually by the Commission in cooperation with Member States. CN is aligned with the 6-digit system of the Harmonized System of Commodity Description and Coding System (HS) - the 9

14 Nomenclature of the Customs Council for Co-operation that is used throughout the world for applying customs tariffs and compiling international trade statistics. The CN contains about 10,400 sub-head 8-digit number, the first six digits are identical with the figures of the Harmonized System (HS). The Standard Classification of Trade (SCT), revision No.3 (SSCT Rev 3) has been developed by the United Nations for advanced international comparability of international trade statistics. Standard Classification of External Trade (SCET) Revision No.3 contains about 3,100 basic headings (5-digit). These are combined into 261 groups (3-digit), 98 divisions (2-digit) and 10 sections (1-digit). For example, Section 6 (manufactured goods classified mainly by material) consists of 9 Divisions, 61 to 69. Division 64 (paper, paperboard and articles thereof) consists of two groups, 641 and 642, which together consist of 72 basic headings, such as (paper handkerchiefs, towels, tablecloths, and the like). SCET Revision No.3 is identical to the structure of the Harmonized System. Each of the categories in the SCET (including all the basic headings) is equivalent to a combination of HS headings (and therefore to a combination of CN headings). Publication of data Monthly data are provisional and are published 30 days after the reference month. Annual data are published in June.
