3 PREFACE After a hiatus during which the OECS Secretariat underwent significant changes and reorganisation, the Economic Affairs Division is pleased to be able to, again, produce this report. This report, which covers the period , is a compendium designed to provide aggregate information and to monitor the pattern of trade of the OECS 1 by focussing on key trade data. Trade by principal trading partners and by Standard International Trade Classification (S.I.T.C) is presented on a country by country basis. For more detailed information, users may wish to refer to the published trade reports and computer tabulations that are available at the National Statistical Offices. The OECS Secretariat, through the technical and financial assistance of various donor agencies, and from its own, albeit, limited resources has been assisting Member States in the improvement of their trade reporting activities in an effort to produce more timely and higher quality data. With the implementation of the OECS Trade Information System Project, formerly referred to as the ASYCUDA/EUROTRACE Project, users can be facilitated in the extraction, completion and analysis of trade data. Government officials in the Department of Customs and Statistics are currently being trained in the operations of this system, which is expected to improve the quality of the trade statistics currently being produced. The Report is a recognition of the vital importance of the need to have a reliable source of critical summary information readily available to economic actors in the OECS, and to potential investors, local as well as foreign. The Secretariat will welcome feedback on this publication, to determine its future direction. 5 SUMMARY OF OECS MERCHANDISE TRADE 1998 OVERVIEW OECS total imports increased from ES$3.53 billion in 1997 to EC$3.65 million in 1998; whilst total exports increased by 3% to EC$0.73 billion in The balance of trade with principal partners deteriorated; whilst trade among members contracted. IMPORTS The value of OECS imports increased by 3% to EC$3.65 million in The largest consumer of these imports was St. Lucia with EC$ million or 25% of the total. This amount though represented a 1% drop over Montserrat experienced a 31% dropped whilst Antigua & Barbuda was estimated to have dropped by 2%. St. Kitts too experienced a marginal decrease in its imports. The other members (Dominica, Grenada, and St. Vincent & the Grenadines) all saw a rise in their imports. The principal partners for imported goods were USA, Rest of Caricom and UK which accounted for 36.4% 16.8% and 10.7%, respectively, of OECS total imports. Imports from the USA increased by 4.7% to EC$1.3 billion, whilst those from Rest of Caricom and UK increased by 7.1% and 12.8% to EC$0.6 billion and EC$0.4 billion, respectively, in The increased in imports from the Rest of Caricom was due mainly, to increased imports from Trinidad and Tobago, which was valued at EC$ million in 1998; that is 12% of OECS total imports. Imports from members (Intra-OECS imports) declined by 10% to EC$89.79 million in 1998; Intra-OECS trade now accounted for 2.5% of OECS total imports. The main categories of goods sourced were Food & live animals, Manufactured goods, and Machinery & transport equipment which accounted for 16.9%, 21.1% and 23% of OECS total imports in However, imports of the Food category and the Machinery category declined by 3% and 6%, respectively, to EC$ million and EC$ million in 1998; while that of the Manufactured goods category increased by 4% to EC$ million in EXPORTS OECS total exports increased from EC$ million in 1997 to EC$ million in The largest exporter member was Dominica whose total exports increased by 17% to EC$164 million in The exports of St. Lucia, St. Kitts & Nevis and Montserrat declined by 12%, 23% and 88% to EC$145 million, EC$84.14 million and EC$2.60 million, respectively, in Whilst that of St. Vincent & the Grenadines, and Grenada increased by 14% and 61%, respectively, over the same period. The principal trading partners were Rest of Caricom, USA and UK which accounted for 19.8%, 18.7% and 31.3%, respectively, of the total OECS exports. OECS total exports to Rest of Caricom increased by 19% to EC$ million; while those to USA and UK decreased by 8% and 1% to EC$ million and EC$ million, respectively, in The increase in exports to Rest of Caricom was due, mainly, to increased exports from Dominica to Jamaica; whilst the drop in exports to the UK was due to the decline in banana exports to that market. The major categories of merchandise goods exported were Food & live animals, Beverages & tobacco, and Chemicals and related products which accounted for 43.5%, 6.4% and 13.5% respectively, of the total merchandise goods exported in The total export of Food & live animals declined by 14% to EC$ million in 1998; whilst that for Beverages & tobacco increased from EC$22.30 million to EC$48.66 million in The exports of the category of Chemicals & related products increased by 30% to EC$ million over the same period. v

8 GENERAL EXPLANATORY NOTES 1. SYSTEM OF TRADE In the preparation of the External Merchandise Trade Statistics for the OECS Region, the Special Trade System is employed by all Member states except Antigua & Barbuda, and Montserrat. The General Trade System is employed by Antigua & Barbuda, and Montserrat. Special Trade excludes imports into bonded warehouses from total imports; and excludes exports from bonded warehouses from total exports. General Trade includes imports into bonded warehouses and exports from bonded warehouses. 2. QUANTITIES AND VALUES (a) Quantities and values are based upon declaration of importers and exporters. (b) All values are shown in Eastern Caribbean (EC$) dollar currency 1. Imports are valued in c.i.f., that is the value of the goods, which represents the cost of the goods plus the additional charges of insurance and freight incurred in importing the commodity. The value, therefore, excludes duty imposed by customs. (c) Exports are valued free on board (f.o.b.) that is, the cost of the goods including all charges; (e.g.) inland freight, dock dues, packing and loading, etc. before the goods are loaded on board the exporting vessel or aircraft. (d) Articles imported into the country for repairs are not valued on importation; only the cost of repairs and other incidental charges are shown for re-exportation. Similarly, articles exported from the country for repairs are not valued on exportation; only the cost of repairs and other incidental charges are shown on re-exportation. 3. DEFINITION OF COUNTRIES (a) Imports are ascribed to the country of origin of the goods. Country of origin is defined as the country in which the goods are wholly produced or manufactured or the country in which an imported commodity undergoes some substantial alteration in character, composition and the value and is subsequently exported. (b) Exports are ascribed to the country of final destination (when known) or the country of last known destination. 4. EXCLUSIONS FROM MERCHANDISE TRADE STATISTICS (a) Ship/aircraft stores and bunkers supplied to locally registered craft. (b) Gold coin and bullion, issued coinage and issued Bank notes. (c) The personal and household effects of visitors. (d) Goods on lease such as cinematographic films (e) Goods on loan such as samples for exhibition or study. 5. PERIOD COVERED The figures for imports and exports shown for the year represent the total record on customs documents brought to account in that period. They do not necessarily represent the actual amount of goods imported into the country or exported from the country during that period. 1 EC$1.00 is approximately US$0.37 viii

SCOPE AND LIMITATIONS This report brings together external merchandise trade statistics of the Member States as a group as well as a country by country presentation for the period 1994 to The figures and values in some tables have been rounded off to the nearest final digit. As a result, addition of the rounded figures may not always agree exactly with the rounded off totals shown in the tables. All values are in thousands of Eastern Caribbean dollars. Users will note that the trade data for Antigua and Barbuda has been estimated using times series method. This may overestimate or underestimate its level of merchandise trade. It is important to note here also that some countries have a large element of schooner trade, all of which may not have passed through customs documentation and consequently not fully reflected in the recorded data. Since this may affect different states differently, intercountry comparisons on the basis of available statistics may not be valid in the strict sense. Another source of complication is the fact that total values of imports and exports are not in themselves good guides to real changes because of the effect of price changes. In spite of the reservations mentioned above, it is hoped that this Annual Merchandise Trade Statistics Report would provide some useful orders of magnitude in respect of regional trade. Its is also hoped that in light of this experience and as a result of the efforts by the OECS, mentioned earlier, to standardise the method of trade reporting that it would be possible to present more refined analysed in the future issues. 7. SYMBOLS AND ABBREVIATION USED IN THE REPORT SITC, Rev 3 contains 3,118 basic headings and subheadings, which are assembled in 261 groups, 67 divisions and 10 sections.
