The vessels will be delivered in 2009 and 2010, with the optional third sister ship set for delivery in Independent Audits Key to Prevention Taking a proactive approach, OMI Corporation (OMI) engaged BMT Designers & Planners, Inc. (D&P) to conduct third party Shipboard Environmental Management audits on board a portion of OMI s fleet of tankers. The audits were carried out in accordance with quality and environmental auditing standards. As a result, by using D&P as an outside consultant to carry out pre-emptive audits, OMI has made a strategic business decision to follow the prevention course, thus avoiding potential hazards. International Paint s Coatings Technology Benefits Container Giant After intensive testing of International Paint s silicone paint Intersleek, container ship company Hapag-Lloyd AG has determined that 6 percent more fuel is saved by using the silicone coating. Last year four of the company s vessels were painted with Intersleek, a foul release coatings technology which does not use biocides to control fouling, and the tests were so successful that additional Hapag-Lloyd AG vessels are to be coated next year. 3 AM News Cont... Port Canaveral Breaks Multiple Revenue Records Preliminary figures show that total revenue for the Port have topped $50 million for the first time, reaching the $51 million mark in Fiscal Year Records were achieved in overall revenue, operating revenue, cruise revenue, cargo revenue, multi-day cruise passengers and cargo tonnage. Total revenues last year were $44.6 million. New Orleans Welcomes Norwegian Sun; Port, MARAD Agree to Cruise Terminal Expansion Norwegian Cruise Line s Norwegian Sun returned to New Orleans last month as the first cruise ship to homeport in New Orleans since Hurricane Katrina. The ship docked at the city s new $37 million Erato Street Terminal, which is designed to accommodate larger cruise ships. While on Carnival Cruise Line s Fantasy, the second of three homeported cruise lines to return to New Orleans, Port officials inked an agreement with the U.S. Maritime Administration (MARAD) to transfer part of the Poland Avenue Wharf to the Port of New Orleans. This agreement will allow the port to convert the cargo terminal to a cruise terminal, allowing the Port to expand cruise ship capacity. Industry News Investigative Agency Issues Final Report on Star Princess Fire On Oct. 23, the UK Maritime Accident Investigative Branch (MAIB) released its findings on the investigation of a fire which occurred on board Star Princess in March of this year. The MAIB determined that the fire most likely was caused by a discarded cigarette and spread due to the presence of combustible materials on balconies. The cruise industry was lauded for the proactive response to the fire through the ICCL safety notice which was issued to its member lines immediately following the fire. The safety notice included a series of steps to be taken by each line including immediate recommendations and longterm actions such as the replacement of all combustible materials on balconies. The MAIB incorporated all ICCL recommendations into its report. The cruise industry will also continue its participation in meetings with the International Maritime Organization (IMO) to adopt additional fire protections to be incorporated into the International Convention for the Safety of Life at Sea (SOLAS). These changes should be adopted at the December meetings of the IMO Marine Safety Committee. Ballast Water Discharge Update A recent decision from the Northern California District Court declared that under the Clean Water Act, the Environmental Protection Agency (EPA) does not have the authority to exempt certain vessels from requiring permits to discharge ballast water. The court s decision grants the EPA two years to issue new regulations requiring permitting of operational discharges from ships. The Shipping Industry Ballast Water Coalition, which includes ICCL, believe the ruling is problematic in that it could potentially include pool discharges, deck runoff and greywater. The Coalition will be meeting with the EPA and the U.S. Coast Guard on Nov. 6 to discuss the court s decision. The Coalition plans to continue its push for passage of federal legislation, S.363, which would establish a single national standard for ballast water discharges and preempt states from issuing different discharge requirements. ICCL is hopeful for the passage of S.363 prior to the deadline for any EPA regulations. ICCL Submits Comments to U.S. Access Board on Proposed Guidelines The ICCL and its accessibility working group will be submitting comments to the U.S. Access Board on newly revised proposed cruise ship accessibility guidelines in time for the Nov. 13 deadline. ICCL is most concerned with the continued issue of accessible path of travel from the ship to the pier in ports with high tidal ranges. ICCL recommends that the Access Board take performance standards into account when the tidal range exceeds the maximum slope of the gangway from ship to shore port. ICCL s view is the matter of safety moving all persons between the ship and shore is of paramount concern. Another issue is the inclusion of U.S. engineering standards that are not currently recognized in shipbuilding countries and are required to comply with their own national standards. In response, the ICCL hopes that the Access Board would recognize and accept other engineering standards in the final guidelines. Forney to Retire After 35+ years with the Center for Disease Control and Prevention (CDC), Dave Forney will retire this January. For the past 8 years Forney has served as chief of the Vessel Sanitation Program and has been a mainstay to the organization. The ICCL appreciates all he has done for the industry.
