3 OUR 2013 PRESIDENTS & ROYALTY Our 110th carnival presidents are Mr John and Mrs Janet Hill. John and Janet have been involved in the carnival for many years and in many ways! Indeed it was at a carnival event in 1970 that they first met. The committee are delighted that John and Janet accepted their invitation to be presidents. This year s Queen is Miss Jazzmine Stacey. Jazzmine is currently studying journalism at Exeter College and works part time at the Manor House Hotel. Jazzmine has taken part in the carnival since she was a baby, first appearing as a mouse in a block of cheese! Jazzmine and her family sold all 1000 of Queens s tickets. Jazzmine has chosen Make a Wish Foundation as her charity (meaning that they will get a percentage of any profits made) saying it is an amazing opportunity for children to have their dreams made true and their final moments on earth made special. Our Prince and Princess are Tyler Ware and Alisha-Marie Slee who both attend Hatherleigh Primary School. Tyler, aged 5, enjoys football and playing with his friends. Alisha-Marie, aged 7, enjoys swimming and walking. The committee hope they all have a fantastic day! 3

6 THE TAR BARREL SUB COMMITTEE The aim of the tar-barrel sub-committee is to work alongside and support the main committee, particularly ensuring that the fire aspect for which Hatherleigh Carnival is well-known keeps on burning. This year the tar barrel sub-committee held a ten pub pull fund raiser in September. This raised over 500 which will help to buy a new supply of barrels. The committee would like to thank all those who supported the event. In particular a big thank you must go to Carmel Coaches for the use of a coach for the day and the following pubs for their support and hospitality: The George, Hatherleigh; Duke of York, Iddesleigh; Seven Stars, Winkleigh; Copper Key and the Railway, North Tawton; Red Lion, Exbourne; Green Dragon, Northlew; Clovelly Inn, Bratton Clovelly; Junction Inn, Halwill Junction; Torridge Inn, Black Torrington and the Golden Inn, Highampton. 6

7 As in previous years the committee would also like to say Thank You to Mr Chris Hancock for donating the paraffin that is needed on Carnival day. The more astute of you may notice that, this year for the first time, there are two colours of t-shirts. The team of 20 pullers will be sporting yellow t-shirts whilst the rest of the committee who support in other ways (such as carrying the frame and shaking collecting boxes) will have black t-shirts. This is another health and safety measure ensuring that only the team chosen prior to carnival day pull the barrels. Although more torches were carried last year we are still looking for more people to carry one. YOU can carry one with all instructions given on the night (you do not need to be a member of the committee). The torches really do help to make the procession an even greater spectacle. 7

9 THE HUNTING HORN BLASTS! At 11am the Eggesford Hunt meet near the town square where the riders receive their stirrup cup. Although hunting of foxes is no longer legal, the hunt is a traditional part of the carnival and is a wonderful spectacle. The hunt moves off to spend the day following a pre-laid trail enjoyed by riders, followers, horses and dogs alike! The hunt supports the carnival by giving an annual donation. 9

10 A message from the 110th Carnival Presidents Mr John & Mrs Janet Hill We would like to thank the carnival committee for inviting us to be this year s 110th carnival presidents, which we had much pleasure in accepting. Janet and I were both born in Hatherleigh and, although Janet moved away for 10 years, we have both been involved in the carnival from an early age. This has included taking part, stewarding and helping with various floats which our children and grandchildren have been on. Today, as a family, we are still helping the carnival in many other ways. Hatherleigh carnival holds a lot of happy memories for us as it was at a carnival skittle week in 1970 that we first met. Two years later we married. In our role as this year s presidents we ask that you take a few hours on the 9th of November to come along, enjoy and support this fabulous long running event. Finally we would like to thank the small committee, and band of helpers, who work tirelessly throughout the year; without their dedication and hard work this spectacular event would not be possible. We hope this, the 110th carnival, will be a carnival to remember with many more to come. Janet and John Hill 10

Judging of Shop Windows Children s Procession assembles at Claremont and moves through town to Market for Crowning of Royalty and judging of child competitors. Carnival Floats assemble in Market for judging at 6.00pm PROMPT. Entrants must register floats in Market Office on arrival. Judging of Walking Guys Judging of Visiting Carnival Royalty Royalty Floats leave Market followed by floats to assemble in Park Road. 15 Okehampton Police Station Exeter Road Okehampton EX20 1NN Dear Residents of Hatherleigh, HATHERLEIGH CARNIVAL 9th NOVEMBER 2013 As I am sure you are aware, this year s carnival takes place on Saturday 9th November. As has been the case in previous years, cones will be placed around the town to keep the carnival route clear. I am writing to you to make you aware of where and when the parking restrictions will apply. The route is the usual figure of 8 around the town, and the following roads will be affected: Victoria Road, South Street, High Street, Holsworthy Road, Market Way, Hole Court, Market Street, The Square, Park Road, Bridge Street, Normandy Place and part of the A386 by-pass. The restrictions will come into force from 04:30hrs on Saturday 9th November 2013 until 22:00hrs on Saturday 9th November Please note that any vehicle parked in contravention of the parking restrictions is liable to be issued a Fixed Penalty Notice of 30.00, and if necessary, vehicles can be towed away at the owner/driver s expense ( !). I hope you understand that the restrictions are necessary for the safety of everyone involved in the carnival. I am aware of the issues that can arise from the restrictions but your patience and co-operation is appreciated by everyone. 18 RULES AND REGULATIONS a) In the interest of safety, every local trailer entering the carnival should have a certificate of road worthiness: this must be displayed in the towing vehicle. b) Any local entry displaying a sponsorship sign will be disqualified, forfeiting their grant and the right to be judged. Entrants may display loaned by signs for the following items only: tractors, trailers, generators and lighting. c) All persons MUST comply with Road Traffic Regulations. d) A safety chain must be fitted from towing vehicle to trailer. If one is not fitted the entry will be disqualified from the carnival. e) It is the responsibility of each entrant to ensure that they are in the correct class. f) Insurance details form to be displayed in the towing vehicle. g) STRICTLY NO ALCOHOL to be consumed on any tableaux. h) NO SUBSTANCES including foam or articles must be thrown, sprayed or allowed to escape from any tableaux. i) ALL TABLEAUX MUST CARRY A FIRE EXTINGUISHER. j) In the interest of safety, some form of restraint or handhold MUST be fitted to floats for the use of participants. A rope should be provided around the trailer when a strap or handhold is not practical. k) The entrant to nominate one person walking beside the tableaux to wear a marshall s bib. l) The judge s decision is FINAL. (A & B apply to local entries only) PLEASE NOTE THAT ON THE NIGHT ITSELF A CARNIVAL OFFICIAL WILL BE CHECKING ALL OF THE ABOVE. ALL TABLEAUX ARE TO ASSEMBLE IN THE MARKET AT 5.45PM FOR JUDGING AT 6.00PM PROMPT. ANY TABLEAUX NOT IN THE MARKET AT 6.00PM WILL NOT BE JUDGED. ALL TABLEAUX ARE TO BE REGISTERED IN THE MARKET OFFICE BY 6.00PM. (Please collect your marshall s bib). If there is an unforseen problem (such as a flat tractor tyre) then it should be reported to the Market Office by 6.00pm. Exceptions do not include the lights, music not working or the weather. 18

21 Wet Weather Policy In the event of adverse weather conditions - this does NOT include drizzle or light rain. 1. Friday night will continue as normal. 2. The Town Crier Competition will be held in The Square as normal. AFTERNOON 3. A decision on the Afternoon Procession will be made at 1.30pm, and signs informing everyone - COMPETITORS STRAIGHT TO MARKET, will be placed at The Square, outside Co-op and Claremont. 4. If the Procession is still on, the decision will be with Royalty as to taking part with their Tableaux or their own car, and to inform the Chairman by 1.45pm. 5. Procession starts at 2pm prompt. 6. If weather deteriorates after 2pm, the Procession will take a short cut via Hole Court to Market. 7. Crowning will take place outside at the Market - 1st Prince and Princess, 2nd Queen. EVENING 8. Carnival will NOT be cancelled unless instructed by Devon & Cornwall Police Authority. 9. All tableaux to arrive at Market via by-pass by 5.45pm, so judging can start by 6pm prompt. Classes 1-4 may enter via Hole Court. 10. Tableaux arriving after 6pm will NOT be judged but can still receive their grant and take part in the Procession. 11. If raining when all tableaux leave the Market, children from tableaux may (if they wish) walk up through Market Street to the top of town, while the tableaux travel around to line up for the Procession. 12. The Band Leaders to make the decision of the Mass Bands taking place. A representative of the bands to inform the Committee at Market Office by 7pm. 13. The Committee reserve the right to change any of the above as unforseen circumstances dictates. 21

23 The Chairman s Message 2013 This year our committee took the decision to review our procedures to see if we could reduce our expenditure. This in turn will allow us to give more to local organisations and charities because I am sure that you will agree, during this time of austerity, every penny makes a difference. We as a committee are also endeavouring, on a reduced income, to maintain our commitment to quality and participation. Our aim is to encourage more public involvement in the carnival; from shaking a collecting tin to building a float and all the other facets in-between. Everyone who currently participates loves to be part of the proceedings; so come along, be involved! On behalf of the carnival committee I would like to thank all of you who are involved and contribute to the carnival for helping us keep the spirit of Hatherleigh carnival alive. This year our committee has had a baby boom with little Zoe Wonnacott nearly making a guest appearance at one of our committee meetings! Zoe has attended all subsequent meetings, escorted by Natalie, but is sworn to secrecy not to gossip outside of the committee room! Next to arrive was Sophie born to Linda and Roy King. She may be a King but I am sure she will be a princess one day. The tar barrel team had a break from fundraising last year but this year Eddie Edwards, with a lot of help from Kay Stevens, organised a successful ten pub pull to raise funds for barrels as we have used all of our current supply. We were delighted with the number of carnival entries last year and thank all who participated for all their effort and dedication. We also appreciated everyone who helped behind the scenes to ensure the carnival ran smoothly. Our new torch carriers loved carrying a torch for the first time but we still had torches left over, and yes you can carry one, with all instructions given on the night. On behalf of Hatherleigh carnival committee we look forward to seeing you in November helping us to celebrate 110 years since the carnival started. Mark Reddaway 23

26 The carnival is an expensive event to stage and it may seem as if we are always trying to sell you something but, without this fundraising we would not be able to fund the carnival as we are unable to generate sufficient income on the day. The 2012 carnival cost over 10,000 to run. Any profit that is made is given to charities with being given away last year. Behind the Scenes! Throughout the year the small committee (why not come along and join us next year?) and its supporters organise various events. Without the help of this band of loyal supporters it would not be possible to run the carnival so we extend our thanks to them. Our major fundraising event is our annual Island Park Party. This is a fun-filled evening with music, duck races, a bar, a tasty BBQ and entertainment for all ages. Our carnival royalty is also introduced. Next year the proposed date for this event is Saturday 30th August - we look forward to seeing you there!

27 Another of our main fundraisers is our unique lucky badges. Every year they are a different colour and by tying them to an item of your clothing, you are showing your support of the carnival. There is also a chance of winning a cash prize as each badge is numbered. This year the badges are yellow and, as no one claimed the prize last year, it has been rolled over so the holder of the lucky badge number (chosen by the Carnival Queen at the final meeting) will win 50. The winning number will be displayed in Hatherleigh post office and on our website at the beginning of December. Make sure you buy yours now! 27 This year, as it is the 110th anniversary of the carnival, we held a competition where we invited children from Hatherleigh Primary School to design a picture to go on a reusable bag. The winners William Bennett and Demelza Brock (whose entries were chosen to be the winning designs by this year s Presidents and last year s Carnival Queen) were announced at Island Park Party. To commemorate our 110th year all children entering in the afternoon procession and each tableaux entering in the evening will receive a free bag. Bags are also available to buy from Hatherleigh Paper shop and on Carnival day itself.
