Membership Changes (Manny Cela) Approve the following Membership Nomination for submittal to SERC (see attached) Jose Tovar, Environmental Resources Project Manager, WASD, from Alternate to Primary Member replacing Yvette McLeod in the Local Environmental Category 6. HazMat Emergency Response Plan Update (Miguel Ascarrunz, Chair) The updated 2016 Hazmat Plan was completed and accepted by FDEM 7. SoFlaLEPC Officer Elections The positions of Chair and Vice Chair have two-year terms which are up at this time. Both Gary Koen and Ray McDonald have expressed an interest in remaining in their current roles. If any other member is interested, please contact Coordinator Manny Cela via by COB Tuesday, August 23, Vote on the candidates for the positions of Chair and Vice Chair 8. SERC Thomas Yatabe Award and Certificates of Appreciation Selection Each year, the State Emergency Response Commission presents the prestigious Thomas Yatabe Award to one individual selected from each LEPC in Florida for outstanding service to their Committee. Certificates of Appreciation are also awarded to LEPC members selected for their contributions to their respective Committees. For 2017, the nominations are as follows: o Thomas Yatabe Award: Miguel Ascarrunz o Certificates of Appreciation: Bret Maxwell and Maikel Garcia Vote on the nominees for the Thomas Yatabe Award and Certificates of Appreciation 9. SoFlaLEPC Coordinator Report (Manny Cela) South Florida HazMat Incidents List May to August 2016 (see attached) 2016 Emergency Response Guide Books (ERGs) were delivered to County EMs for further distribution within their agencies and local governments August 9 Risk Management Program (RMP) site visit to Wittkop Park WTP in Homestead with FDEM inspectors LEPC Members and Florida s Sunshine Law Generally, if the discussions are related to planning activities, then they are exempt. Discussions regarding public policy are not. Most, if not all, LEPC activities are related to planning. South Florida LEPC Shirts Members who purchased shirts can pay and pick them up at the meeting 2016 SoFlaLEPC LNG Transport Biennial Exercise Presentation and Discussion 10. 3 SOUTH FLORIDA LOCAL EMERGENCY PLANNING COMMITTEE MEETING MINUTES - Draft WEDNESDAY, MAY 25, 10:00 AM South Florida Regional Planning Council 3440 Hollywood Blvd, Suite 140 Hollywood, FL Welcome and Opening Remarks Chair Gary Koen welcomed the members at 10:01 am. 2. Introductions In attendance were Junieth Arana, HazMat Plan Chair Miguel Ascarrunz, Robert Avery, Niel Batista, Kenton Brown, Ed Carberry, Bob Christensen, Michael DiGiovanni, Dave Dungan, Maikel Garcia, Jaimie Johnson, Hugh Johnston, Jeasy Justiniano, Jim Jutras, Vince Kalson, Chair Gary Koen, Eduardo Koenig, Craig Marston, Bret Maxwell, Vice Chair Ray McDonald, Jeffry Peleg, Martin Senterfitt, SERC TTF Rep Steve Shaw, Irene Toner, Jose Tovar, Freda Vaughn and SoFlaLEPC Coordinator Manny Cela. Also present were Willie Bouie, Frank Cesario, Steve Swett and Whittaker. Excused were Eric Borbe, Mauricio Gomez, John Johnson, Axel Rodriguez and Howard Vollovick. Retiring Member Irene Toner, Monroe County EM Director, introduced new Director Martin Senterfitt. On behalf of the Committee, Ms. Toner was presented a Certificate of Appreciation for her decade-long membership in the South Florida LEPC and support of its activities. 3. Previous Meeting Summary Jim Jutras moved the minutes from the previous meeting, which were seconded by Ray McDonald and approved unanimously. 4. Subcommittee Reports Training Subcommittee (Manny Cela) Coordinator Manny Cela updated the members on recent training activities. Two LNG Training sessions are scheduled for June 28 and 29 at the Broward Fire Academy in Davie. Each class is limited to 25 students and registration will be handled through the TRANSCAER website. Our annual HazMat 160 Technician Class will be hosted by Hialeah Fire Rescue at their Training Facility for their personnel and that of Miami Fire Rescue. All 25 slots are accounted for. The class will run June 6 through July 1. Negotiations continue for other classes. In addition, a second training prop is expected to be purchased this year for use by any District Department in its training. Manny Cela (celam@sfrpc.com) Page 1 of 3

4 Planning Subcommittee (Eric Borbe, Chair) The Planning Subcommittee suspended activities this year in support of Exercise Planning. Exercise Subcommittee (Manny Cela) The first Exercise Planning Meeting was held on November 18, The second Exercise Planning Meeting was held on February 10, Mr. Cela reminded the members that there would be a third Exercise Subcommittee Meeting immediately following this meeting. The members engaged in discussion regarding their participation and what to expect at the tabletop. 5. Membership Changes (Manny Cela) The following membership changes were proposed: Mark Steele, Deputy Chief of Administration, Seminole Tribe of Florida as Primary Member in the Firefighting Category; Jeasy Justiniano, EHS Manager for McArthur Dairy as Primary Member in the Facility Owners and Operators Category; Lt. Maikel Garcia, Miami Fire Rescue HazMat/Special Ops as Alternate for Chief Craig Radelman in the Firefighting Category; Martin Senterfitt, Deputy Chief EM, Monroe County EM Department as Primary Member in the EM Category replacing retiring Irene Toner; Vince Kalson, REP Administrator, Monroe County EM as Alternate for Martin Senterfitt in the EM Category; Reinaldo Rivera, EHS Security Manager, Sun Sentinel, as Alternate for Gregory Thompson in the Facility Owners and Operators Category. The names were moved by Ray McDonald, seconded by Bret Maxwell and approved unanimously. 6. HazMat Emergency Response Plan Update (Miguel Ascarrunz, Chair) The updated 2016 HazMat Plan was made available for download and member review when the Agenda and Meeting Notice were sent last week. There were no comments and the item was moved by Niel Batista, seconded by Jim Jutras and approved unanimously for submittal to FDEM. 7. SoFlaLEPC Coordinator Report (Manny Cela) A copy of the reported hazmat incidents in the District from February to May 2016 was included as part of the agenda. Mr. Cela reminded the members that there would be an Exercise Subcommittee Meeting immediately following this meeting. Mr. Cela provided information on his investigation into the purchase of Logo Shirts as requested by the members. The shirts would be priced at $20 each with a 30-shirt order. Steve Swett, on behalf of Jon Hines of Cliff Berry, presented the Committee with a $100 bill to help defray costs. Chair Gary Koen of Sentry Industries, pledged $200 to the same cause. With those two donations, the actual cost of the shirts would be lowered to only $10 each. Coordinator Manny Cela discussed a Florida Sunshine Law presentation handed out at the meeting. The presentation was an excerpt of a longer document recently presented by the South Florida Regional Planning Council attorney to that Board. 5 Finally, Mr. Cela indicated that the 2016 ERGs had been delivered to a State warehouse in Orlando and were awaiting delivery to and Broward for local distribution. 8. Members Comments and Presentations Vince Cesario, USCG, provided a very interesting and informative presentation on their recent Hurricane Exercise, a Category 4 storm hitting Port Miami and the River. 9. Upcoming Meetings The next meeting of the South Florida LEPC will take place August 24, 2016 in Hollywood. 10. 7 State Emergency Response Commission Training Task Force Training Trailer The following items are suggested for each training trailer in all 10 Local Emergency Planning Council regions. This list is considered a suggested based on subject matter experts on the Training Task Force committee and are to be obtained by LEPC regions at their own expense when funds are available. The vendors and items listed are suggestions based on best practices and experiences. The uniformity of the training trailers is to ensure that adequate training is available in all regions and that teams are able to perform in all jurisdictions with similar capabilities.
