1 CHAPTER FIVE ENVIRONMENTAL CONSEQUENCES Pursuant to the environmental documentation requirements of FAA Order E, Environmental Impacts, Policies and Procedures, this chapter describes the reasonably foreseeable environmental consequences of the Proposed Action and the No Action. However, because the Proposed Action does not contemplate any construction or direct physical impact to the Airport property or surrounding environs, the following areas of potential environmental consequence were determined to have no potential for impact. Water Quality Wetlands Floodplains Wild and Scenic Rivers Farmlands Hazardous Materials, Pollution Prevention, and Solid Waste Construction Impacts 5.1 NOISE This section provides a summary of the noise analysis for the 2008 No Action and the 2008 Proposed Action. Additional descriptions of the operational characteristics of each alternative are provided in Appendix C, Noise No Action The 2008 No Action noise exposure contour for 65, 70, and 75 DNL levels is graphically depicted on Exhibit 5-1, 2008 No Action Noise Exposure Pattern. Average annual runway end utilization was derived from the Broward County Airports Noise and Operations Management System (ANOMS) data for the time period of March to December of The runway utilization was then annualized to develop a typical year. This time period was used to develop the runway utilization because it was after the Court s ruling 15 took affect. Once the ruling took affect, the FAA Air Traffic Control Tower (ATCT) began to operate the airfield in a manner according to the Court decision. Therefore, this time period would represent runway use conditions for the 2008 No Action. The projected increase in operations and changes in fleet mix from 2004 to 2008 is based on an analysis of the FAA s Terminal Area Forecast (TAF) United States Court of Appeals for the District of Columbia Circuit, City of Dania Beach, Florida, et al. vs. Federal Aviation Administration (Case No ). 5 The shape of the contour is primarily a function of the combination of runway use and flight tracks at FLL. For the 2008 No Action, the airport is assumed to operate in east flow approximately 80 percent of the time (Runways 9L, 9R, and 13) and west flow approximately 20 percent of the time (Runways 27R, 27L, and 31). East of the airport the noise contour reflects usage by aircraft departing to the east, as seen in the large width of the contour. To the west of the airport the noise contour reflects usage by aircraft arriving from the west, as seen in the narrow spike-shaped contour. The area within each 5 db noise exposure contour is shown in Table 5-1, Area Exposed to Various Noise Levels 2008 No Action Noise Exposure Contours. The 65 DNL noise contour of the 2008 No Action noise exposure contour encompasses 4.5 square miles. The ANOMS data used to develop the runway end utilization for this noise contour covered the period from April 2005 through March The projected increase in operations and changes in fleet mix from 2004 to 2008 is based on an analysis of the FAA s Terminal Area Forecast (TAF) 17. For a portion of the time between April 2005 and March 2006, FLL Air Traffic Control (ATC) was using Runway 9R/27L and Runway 13/31 to efficiently operate the airfield. The Proposed Action operations and noise for this EA are based on this data as representative of how FAA Air Traffic would utilize the existing runway configuration were the Proposed Action to be selected. The 2008 Proposed Action noise exposure contour for 65, 70, and 75 DNL levels is graphically depicted on Exhibit 5-2, 2008 Proposed Action Noise Exposure Pattern. Exhibit 5-3, Comparison of 2008 No Action and Proposed Action Noise Exposure Pattern, depicts a comparison of the 2008 Proposed Action to the 2008 No Action. The 2008 Proposed Action noise exposure contour is the same size as the 2008 No Action noise exposure contour.
