1 SUMMER FUN IN THE POOL Volume 2, Issue 5 May 2013 Summer is officially here and the pool will be opening so everyone can cool off in the clear blue water. The pool will be open Memorial Day weekend Saturday 11am to 7pm, Sunday 1:00pm to 7:00pm and then Monday (Memorial Day from 12:00pm to 7:00pm. Then the pool will only open on the weekends until Friday June 7th when school is officially out. The summer hours for the pool are Tuesdays through Saturdays 11:00am to 7:00pm and then Sundays from 1::00pm to 6:00pm. Daily pool passes will remain at $5.00 per person per day over the age of two. Summer passes for residents of Roman Forest are $ In order to receive the resident rate a copy of a utility bill will be required along with a driver s license of the homeowner. Passes for non-residents will be $ Family members in excess of 4 will be an additional $20.00 per member for both residents and nonresidents. Please buy your passes at the pool when the pool is open. The family passes are not valid for Memorial Day, July 4th and Labor Day. Everyone will be required to pay a daily fee on those holidays. Water Aerobics will still be available. The schedule information for water aerobics will be coming soon. Daily entry fee will be $2.00 for an hour of instruction. It s a great way to get out and work that body while cool- ing off in the water at the same time. A body in motion stays in motion!! If there are any certified swimming instructors that would like to give swimming lessons please talk to Liz Mullane at Pool parties can be held on off hours during the season. The price for a pool party is $ plus $40 for 2 lifeguards for the first two hours. Each additional hour is $ Concession will also be open!! 2 Page 2 Mayor s Message Roman Forest Residents, On Tuesday, April 23 rd, Jesse Williams with the State Fire Marshal s Office presented Montgomery County ESD #7 (MCESD #7) with an award for achieving an ISO Class 2 Rating during the board s regular scheduled meeting. Woodbranch and Roman Forest Residents will benefit from this rating with lower Homeowner Insurance rates. Please visit the New Caney Fire Department Website for more information. Spring is here and Lawn Mowers are busy. Please be aware that some residents may require help or assistance with their yard due to health or extenuating circumstances. Be a good neighbor if you can help. City Hall spring cleaning is underway. Special thanks to all involved for their help. City Council Meetings are the second Tuesday of each month. The next City Council meeting is May 14 th at 6:30 pm. This is your opportunity to participate in City Government. I am looking forward to seeing you. She has earned her Law Enforcement Instructor State Certification. Cpl. Jimenez has also been appointed as the Training Coordinator of our Law Enforcement Training School for East Montgomery County. As Training Coordinator, Cpl. Jimenez coordinates training instructors and continuing education & training needed for 7 East Montgomery County Law Enforcement POLICE BEAT For the past several months, RFPD has received numerous complaints revolving around ATVs (All-Terrain Vehicles with a saddle, i.e. 4 wheelers). These complaints range from public nuisances to misdemeanor crimes to felony crimes. To name a few: Criminal Trespassing; Criminal Mischief; drug smuggling; Disorderly Conduct; noise disturbances; burglaries; Copper Theft ; ATV Theft; Evading and eluding the police. Also many riders have been seriously hurt. agencies. She also is the facilitator for our hiring process. This is in addition to her normal duties of patrol supervisor, court bailiff and other tasks assigned to her. Without good, dedicated hard working officers like Gloria Jimenez, I wouldn t be able to properly serve the Roman Forest community. Thank you Gloria, and keep up the good work. If you plan to ride an ATV, please do your homework first. Learn the Texas ATV laws. Complete the required ATV training course. Wear safety gear. Pay attention to where you are riding. Make sure that you are allowed to ride an ATV and that you are not trespassing on someone s property. Never assume that it is okay because you have been doing it for years. This area is growing and land has been sold to new owners who do not want ATVs on their land. Below is only some ATV riding information. Some Texas State Laws: Chief Stephen Carlisle All ATV owners must apply for a title before selling or disposing of their ATV. All ATVs operated on public property must be registered, renewing registration once every year. No passengers are allowed at any time while the ATV is on public lands, unless the ATV is designed to carry a passenger. ATV use on public streets is prohibited, except to cross these roads or for agricultural purposes. All operators under 14 must be accompanied by a parent or guardian. While on public lands, all operators must have a safety certificate or be with an adult who has obtained a safety certificate. CONTINUED.

3 Page 3 Police Beat, continued ATVs shall not be operated from ½ hour after sunset to ½ hour before sunrise without a lighted taillight and headlight. Cannot trespass on private land. Cannot disturb the peace. Before riding an ATV on public property, you are required to obtain an OHV Decal from Texas Parks and Wildlife Department ( ) and place it on your ATV; and complete the fun and informative ATV safety course (Contact the All-Terrain Vehicle Safety Institute at ). If you ride on public property your ATV must be equipped with; An effective brake system; A muffler system in good working condition; A United States Forest Service qualified spark arrester; and An effective headlight and taillight to be displayed one-half hour after sunset to one-half hour before sunrise, and at anytime when visibility is reduced. A helmet, properly fastened, and eye protection are required year round. Whether pleasure riding, hunting, camping, playing in the sand dunes or riding in the forest, you must wear safety gear while riding on public land. Pay attention to where you are riding. Ask if ATVs are allowed in the area you plan to ride. Trespassing penalties can be severe and result in fines up to $4,000 and jail time up to one year. Trespassing can include entering a posted area; and area noting crop for harvest; a fenced area; or remaining or returning after being asked to leave. Always stop and check the entrance to lands where you want to ride. Look for chains, rope or wire that may span the entryway. Stop and look. These barriers can be difficult to see. No ATVs are allowed on roads, bridges, Roman Forest Police Blotter Mar April. 13 ditches, shoulders of the road, grassy area along the roadway and private land without permission. When crossing a roadway you must stop the ATV completely, yield the right-ofway of traffic, cross with headlight and taillight on, and go safely at a 90- degree angle to the roadway. If a police officer tells or motions you to stop, the law requires you to obey. An offense of the ATV laws is a Misdemeanor Crime. A report was made and referred for investigation. Charges are pending. On March 21, Officer Sieman made a traffic stop in the City of Roman Forest. The traffic investigation determined that the 30 year old male driver was in Possession of Drugs and Open Container of Alcohol. The driver was charged with Possession. On March 20, Sgt. Jasonis conducted a traffic stop on Galaxy Blvd resulting in the arrest of the 31 year old male driver for Falsely Identifying himself to conceal his being a Fugitive of Justice. During the traffic investigation Sgt. Jasonis determined that the suspect had provided him with false identifying information and that the suspect was a fugitive of justice out of Florida. Sgt. Jasonis also located the Methamphetamine on the suspect's person. The suspect was arrested on both charges. On March 23, Officer Sieman and Chief Stephen Carlisle responded to a Burglary of a Habitation in The City of Roman Forest. Officer Sieman noticed damages to the new residence still under construction. The electrical panel along with other parts of the residence was stolen. A report was generated and referred for investigation. The suspect was chased by the neighbor s small dog into the on-site port-a-can and remained there until the dog gave up. On March 23, Sgt. Jasonis made a traffic stop in the City of Roman Forest. The male driver was arrested for warrants through The City of Roman Forest. On March 24, Officer J. Snipes made a traffic stop in The City of Roman Forest. The traffic investigation determined that a 20 year old female passenger was a wanted fugitive and was arrested. On March 24, Cpl. Jimenez made a traffic stop on Galaxy Blvd. The traffic investigation resulted in the arrest of a 40 year old male for warrants out of Harris County. On March 28, Officer Morgan made a traffic stop in The City of Roman Forest. The traffic investigation determined that the male driver was driving with suspended license with a previous conviction of Driving While Intoxicated. The operator of the vehicle was arrested for Driving While License Suspended for DWI. On March 29, Officer Sieman made a traffic stop. The traffic investigation determined that the 60 year old male driver was driving with a suspended license. The driver was arrested for Driving While License Invalid with Previous Convictions. On March 29, Sgt. Jasonis made a traffic stop on Roman Forest Blvd. resulting in a drug arrest of the operator a 42 year old male for Possession of a Controlled Substance; a Narcotics Investigation. 4 Page 4 Roman Forest Police Blotter Continued On March 30, Officer Sieman made a traffic stop on Roman Forest Blvd. The traffic investigation determined that the 25 year old male driver had multiple warrants through several departments throughout Montgomery County. The driver was arrested for those warrants. On March 31, Officer J. Snipes assisted officers with a traffic stop. The 40 year old male driver was arrested for several warrants through The City of Roman Forest. On April 1, Officer J. Snipes responded to a motor vehicle accident in the City of Roman Forest. Officer Snipes arrived on the scene and found two vehicles to be involved with no injuries. Officer Snipes conducted a thorough investigation and a citation for Fail to Yield Right-of-Way was issued to the driver of the vehicle to be at fault in the accident. On April 1, Officer Gustafson made a traffic stop on Roman Forest Blvd. The traffic stop resulted with the arrest of a 22 year old female for two warrants out of the Montgomery County Sheriff's Office. On April 5, Sgt. Jasonis made a traffic stop on Galaxy Blvd. The traffic investigation later resulted in the arrest of the 51 year old male driver for Possession of a Controlled Substance. The 39 year old male passenger was also arrested for a Felony Warrant out of Montgomery County. On April 6, Sgt. Jasonis made a traffic stop on a vehicle for an equipment violation. The traffic investigation later resulted in the arrest of a 37 year old male passenger of the vehicle for multiple warrants out of Montgomery County. On March 6, Officer Morgan and Officer Carswell stopped a suspicious person. Upon searching the subject we located Marijuana and smoking pipes. The 15 year old male was charged with Possession and released to a parent. On April 8, Officer J. Snipes, responded to a Criminal Mischief at a residence in Roman Forest. A report was made and referred for investigation. On April 13, Officer Sieman made a traffic stop. The traffic investigation resulted in the arrest of a 26 year old male passenger for Possession of Marijuana. On April 13, 2013, Sgt. Jasonis made a traffic stop on Roman Forest Blvd. The traffic investigation resulted in the arrest of a 19 year old male passenger for possession of marijuana and Felony tampering with Evidence. Between March 16 & April 15, RFPD officers, while enforcing Roman Forest Police Department s No Insurance and No driver License Tow Policy, 4 vehicles were impounded due to the Driver having No Driver License and No Insurance. The vehicles can only be released once insured and a licensed driver unless towed away. Memorial Day Service Roman Forest Special Events Committee (RFSEC) is hosting a Memorial Day Service starting 10:00 am, Monday, May 27, 2013 in front of the Purple Heart Memorial at the park. Please come out an honor our fallen service men and women. Little bit of history about the Memorial Day Service. In 2005 two residents in Roman Forest, Dale Myers and Floyd Atkinson held the first Memorial Day Service. They both served in the armed forces. RFSEC began hosting the Memorial Day Service in In the beginning years there were only about 5 people who attended the Memorial Service. Since 2009 there are 40 plus people who come to observe Memorial Day. Each year there are new faces in the crowd. Both gentlemen have passed, so it is with great pleasure the RFSEC carries on the Memorial Day Service in honor of Dale and Floyd.

7 Page 7 FLEEING BURGLARS CAUGHT BY ROMAN FOREST POLICE As reported by the Montgomery County Police Reporter Roman Forest Police arrested two men allegedly caught red-handed during a burglary. Chief Stephen Carlisle said officers were dispatched to a burglary in progress on Roman Forest Boulevard on Tuesday, May 7 th around 11:30 am. The fleeing suspects were caught and arrested for Burglary of a Habitation, a second degree Felony and for Evading Arrest. Suspects Justen Clough, 23, and Rogelio Sanchez, 18, of Porter allegedly kicked in the back door of a residence on Roman Forest Blvd. to steal items of value without the owner s consent. The resident unexpectedly returned home and walked in on the burglars as they were taking an HD television off the wall. The resident dialed 911 as suspects fled out of the house. An arrest warrant has been issued for Elias Sanchez, 20, of Porter for an enhanced Burglary of a Habitation, a first degree Felony, due to prior criminal history. Elias Sanchez allegedly was the driver of the vehicle used in the burglary that got away after nearly ramming the resident trying to prevent him from getting away. Chief Stephen Carlisle himself and Officer Jason Snipes pursued the suspects as they fled a few blocks away. After a foot chase through several residences yards, Officer Snipes held the suspects at gunpoint until Chief Carlisle restrained them. For the resident, this is a worst nightmare come true, Chief Carlisle said. Walking in on a burglary in progress is a very dangerous situation for both the burglar and victim. Several things go through their mind like, do I pull my gun or my phone to call 911 or similar thoughts for the burglar like fight or flight. Regardless, this is not a situation to be in. Chief Carlisle warned all crooks to stay out of Roman Forest because they will be caught and prosecuted to the full extent of the law. With response times of less than 2 minutes and vigilant preventive patrol, he said, the criminals will be caught. With the summer fast approaching, the Roman Forest Police Department is urging everyone to please remain vigilant. Your attention to not only your property, but that of your neighbors has a significant impact on our ability to quickly respond, locate and apprehend criminals, Chief said. Any suspicious person or vehicle should be reported or should you observe or feel a crime is in progress or about to occur, please call 911 immediately.
