Welcome To Seven Hills The Board of Directors and members of the community would like to take this opportunity to welcome those of you who are new to Seven Hills.

2 Welcome To Seven Hills The Board of Directors and members of the community would like to take this opportunity to welcome those of you who are new to Seven Hills. We trust that you will find us a welcoming community. The Membership Services Office is here to help answer questions you may have about the community or amenities offered. You may contact Nadene at Members of the Board of Directors are listed above and are available to help you with questions or concerns you may have regarding Seven Hills. The Seven Hills Property Owner s Association publishes an annual directory in January of each year. Copies are available, contact Nadene. If you would like your name, address, phone number and published, please fill out the Resident Information Form found in this newsletter and mail it to the address on the form. Changes can be sent anytime during the year. You choose the information you would like to have published. Birthdays and Anniversaries are published monthly in the newsletter; if you would like to be included, please provide that information on the resident form. The Board of Directors recommend that you have emergency contact information on file with the office. We use this information only if it becomes necessary to contact someone on your behalf. Seven Hills offers amenities such as golf, restaurant, and Member s Club. This information is listed on the front of the Annual Directory, or you may call Membership Services for the information. A Seven Hills Welcome Wagon volunteer may be contacting you either by phone or by mail. Please take the time to respond. They would enjoy meeting you and giving you valuable information about the community. 3 Message From Your Board President Don Kritzer The rules committee is proposing two additional rules. They are published on page 4 of this issue, for the required 30 day comment period. Members may submit comments to board members or by mail to the SHPOA mail box. The board's agenda for the September meeting will include them as new business. Members may also comment at the meeting. Among other items the rules committee is working on are limits on rentals, storage shed rules and modifying our fines rules. These items will be presented for discussion in a future newsletter. The SHPOA Board of Directors met in executive session on July 11 and three members were invited to discuss CC&R violations. None of the violators showed up for the meeting. The results were agreements reached on all 3 cases and a fine was assessed in all 3 cases. Each year we publish telephone directories for Seven Hills property owners. This year there were several requests that we not distribute them on the mailbox clips. The reasoning was that a stolen directory could somehow lead to identity theft that could be used for illegal purposes. The distribution this year was at the Members Club. Pickup dates were announced three times in this newsletter including full page notices and a page 2 notice. We still have seven boxes of unclaimed directories. You may still request a directory at to arrange for a pickup. We may decide to limit the number printed next year based on the lack of interest this year. The budget report for the first six months can be found on page 5. The annual members meeting will be on November 1. December is reserved for our recognition dinner our volunteers. 3

4 Proposed Rules July 13, 2017 The purpose of this rule is to allow for a business to be conducted in the home (lot) where such a use is not in conflict with Article 7.2 of SHPOA CC&Rs. This rule is patterned after Hemet City Code A request for permit to operate a home business must include the applicable city license and may be granted and at the discretion of the Board. The permit will not be issued unless the Board is satisfied that the applicant will meet all of the following conditions: 1. Non-occupants of the dwelling are not allowed 2. No home inventory and/or supplies shall be stored on the premises. 3. Displays of any kind shall not be visible from the exterior of the premises. 4. No mechanical or electrical apparatus, equipment or tools shall be permitted except those items which are commonly associated with residential use or are customarily associated to home crafts. 5. Pedestrian or vehicle traffic shall not be in excess of that customarily associated with area in which the business in located. 6. There shall be conformity with fire, building, plumbing and electrical city code requirements. 7. The residential character of the premises shall not be altered, nor shall the use disturb the peace and quiet of the area. 8. The Board, in approving a home business, may impose any additional conditions as deemed necessary to carry out the intent of this section. Signs and advertising shall not be displayed on the premises except for signage permitted under article VII, 7.5 The following rule further defines Article 6.1 concerning landscaping repairs. Repair of existing artificially colored or painted rock used as ground cover may be repaired. Replacement of ground cover as described above is NOT permitted. Replacement of existing ground cover must be in compliance with Section The following materials are specifically prohibited: any other material (s) used as ground cover need prior approval by the architectural designee. Synthetic trees or shrubs Recycled rubber/chips Processed sludge Use of artificially colored or painted rocks as ground cover Use of rocks or landscape materials to spell out names, nicknames, names of states, athletic teams, slogans, emblems, communications, designs, geometrical shapes or animal shapes (topiary) 4

This was a typo by the SHPOA secretary. The Article is actually Recreational Vehicle Parking. An amendment will be read into the approval of the May minutes at the September members meeting. Susan Caraveau, SHPOA Secretary Article VIII Architecture 8.1 No improvement of any kind shall be commenced, erected or maintained within the Property by an Owner, nor shall any exterior addition to or change or alteration be made in or to any Lot by an Owner until the plans and specifications showing the nature, color, kind, shape, height (including front, side and rear elevations) materials, and location of the same shall have been submitted to and approved in writing by the Board as to quality of workmanship and material, harmony of external design and location in relation to surrounding structures, setback lines, topography and finish grade elevation. Prior to submittal of plans and specifications to the Board as provided in Section 8.2 of these CC&Rs, the owner shall obtain a building permit from the City for the Improvements and comply with all City requirements set forth in the city Municipal Code and other applicable laws. 8 By Christine Collins also SAFETY & SECURITY New Incidents that happened between June 12 and July 11, /12/17 Almond Tree. Scam call from Jamaica stating that homeowner had won $2M plus a Mercedes. Homeowner knowing it was a scam, asked how come as no "contest" was entered, to which the answer was "because you pay your bills on time". That's a new one!! 6/12/17 Basswood Way. Received call that the gate of the Seven Hills RV parking lot was left open, maybe because of the roadwork that was going on. Managed to find an RV lot renter, called him and he was kind enough to go down there and lock the door. THANK YOU to both for letting me know and for locking the gate. 6/12/17 Ailanthus. Around 5 p.m. burglary reported by HPD. 6/14/17 Basswood Court. Mail put out for pickup at 9 a.m., homeowner came back a.m. and mail was gone. Suggestion: For those who want to use their mailboxes, maybe we should NOT put the flag signaling that there is mail waiting to be picked up 6/30/17 Jasmine. Mail stolen and mail person mentioned that previous day she saw several boxes with the flag up but no mail to go out. 6/19/17 Dog owners. When dogs meet, it is normal for them to react. Sometimes even though we have them on a leash with a collar, it can happen that they slip out to go after the other dog... and then what??? To avoid this situation, why not keep your pet safe and restrained from doing anyone accidental harm by getting a dog halter harness... available at Target for around $10. 6/22/17 Balsa Wood Drive This morning, man observed jumping into the backyard of this home. A quick thinking neighbor several homes down called Police who came so fast, they caught the perpetrator who broke in via the garage door that did not have a dead bolt lock. The next door neighbor of this home, also spoke to Police and contacted the owner whom he knows and undertook to fix the door. THANK YOU Balsawood neighbors watching out for each other 6/224/ block Almond. Breaking and entering around 4 p.m. reported by HPD. 6/25/17 Cashew Tree 9.30 p.m. While husband was working in the garage with door open, a young Caucasian girl, mid 20s, chubby, short 1 inch long hair cut, dressed in black but did not look homeless, walked in the garage and asked for water and to use the bathroom. What was this young girl doing walking around our neighborhood at that time of night and was she alone??? Never let a stranger in your home. 6/26/17 Hickory. Homeowner got a call about winning $250K because her credit card had been picked as a winner BUT $1.99 would have to be paid with the credit card and from San Clemente they 8

9 would drive to the home to deliver the prize. Clever homeowner said to contact her attorney, Christine Collins... the name and number was taken down but I never got a call. Good thinking and Well done!!! 6/26/ block of Dogwood Way, around 3 pm. Breaking and entering reported by HPD. 6/27/17 Maple Drive. Silent alarm went off, Police came but left. Homeowner in hospital, when friend with key came, asked her to wait for me so that we could go in together for safety purposes, but nothing was amiss. 6/30/17 Brentwood Way. 8 P.M. Young Hispanic man and woman drove up in white van, saw homeowner ADT sign and knocked on sliding door. They were told to leave. Middle age Hispanic woman was driving the van. Number plate # was taken and Police called. Van was driving very slowly like "scanning" our neighborhood. This is NOT an ADT practice, don't allow strangers in your home. 7/3/17 Willowleaf Drive. Homeowner had 3 feet tall beautiful ceramic like, hand painted, frog flower pot holder in front yard on gravel... when homeowner came back from shopping this morning, frog, which is quite heavy, was gone. 7/4/17 On our Independence Day of all days, call received from fake "officer Michael Anderson" threatening lawsuit if debt not paid. I called the but listened to music for nearly 2 minutes, I guess they did not like "my" number, pity I had some pertinent questions for him! SCAM. 7/4/17 Tamarack Lane. Resident provided very good report with photographs of 2 "transients" 1 male 1 female in their mid 20s hopping into peoples' backyards on Tamarack, when challenged by homeowner they ran and further down jumped in an Alamo backyard, asked for water and were told to get out. Police were called but did not find anyone. The SAME woman was POSITIVELY identified in the 6/25 Cashew incident above. I ed ALL information to the HPD and they now have photo ID. AS ALWAYS - First and foremost, if you are in imminent danger call 911. The Police phone number for non-emergency reporting of suspicious activities is Crime Prevention tip for this month Caregivers. Before "hiring" a caregiver, please check references and ensure the person has good credentials. Someone befriending you, appearing to be an "Angel" sent from heaven, may be anything but. We have just had a problem with one of these ladies in Seven Hills trying to access this homeowner's debit card and managing to change the PIN number, but thanks to a good Samaritan, all ended well. 10 C&R Committee for August First, again a big note of THANKS to all of you for responding positively & acting quickly when receiving a letter or Violation Notice, it takes ALL of us living in Seven Hills to make this a wonderful 55+ community. Please note that the CC&R rule (RV s, boats etc.) has been amended as of 5/3/2017, changed to 72 hours in ONE month, you may request a one-time exception during ANY month, this approval may be granted by the President or his designated representative. The city doesn t enforce this rule but the Seven Hills Board can. FYI Del Webb s allows 48 hours a month. Feral CATS & their kittens are becoming a problem in some parts of Seven Hills, please don t encourage by feeding them, you are welcome to purchase a cage to catch them, turning them into Animal Control or Ramona Animal Shelter. UNDERAGE residents continue to be a SERIOUS problem for our 55+ community, the board is actively working to resolve each case brought to us. BACK YARDS need to be maintained as well as the front, I have been receiving complaints regarding this issue. I am here to address & hopefully resolve your complaints, but I can t help if I am not aware of them, please fill out the complaint form, I will do my best to take of it.
