4 Financial Administration (Sarah Hefty, Chief Financial Officer) Administration: Special Called Council Meeting for a 2019 Budget Workshop. Met with City Manager multiple times to discuss 2019 Budget. Staff attended a brief discussion on the GEFA loan request process. Accounts Receivable: One invoice was issued for a total of $1,500. One payment was received for a total of $571. As of July 13 th, the total of outstanding invoices due to the City was $43,231. Purchasing: Purchase orders: 116 Utility deposit refunds: 11 Utility over payments: 0 New vendors: 2 Accounts Payable: For the week ending July 13 th, staff processed 100 checks for a total of $465,886. Four checks, totaling $152,926, were issued for SPLOST projects. Customer Service: For the week ending July 13 th, the customer service staff receipted a total of $161,689. Of that total, $105,436 was for utility payments and $16,500 was for water and sewer tap revenue. The remainder was for reconnects, inspections, licenses and other miscellaneous receipts. Over 1,400 bills were sent to the vendor be printed and mailed on July 9 th for Cycle 1 and over 70 paperless bills were uploaded to Xpress Bill Pay. o Total amount of revenue generated (water, sewer, and garbage): $146,849. o Total gallons of water consumed: 8,180,560 Over 1,400 bills were sent to the vendor be printed and mailed on July 13 th for Cycle 2 and almost 80 paperless bills were uploaded to Xpress Bill Pay. o Total amount of revenue generated (water, sewer, and garbage): $172,510. o Total gallons of water consumed: 15,355,980 Meter Reading: Disconnects for closed accounts: 6 Connects for new customers: 27 Leak checks: 3 Install new registers: 7 Delinquent cut-offs: 5 Delinquent reconnects: 5 Villa Rica City Manager s Weekly Report Page 4

Parents were given the opportunity to reserve their child s spot by pre-paying a $25 non-refundable deposit for each week they attend. The cost is $ a week; open to ages 6-12 and limited to 50 registrants per week. This week s camp theme was Kids in the Kitchen. We had 53 paid deposits; however, 46 participated this week. We attended the Regal Cinemas at Arbor Place Mall. Campers had the option to watch Sing or The Peanuts Movie. We also attended Lakeshore Pool in Carrollton. The Carroll County Fire Department set up the firehouse and taught the campers fire safety. Senior Services Division: The center served 145 Congregate Meals and 204 home delivered meals this week. Wastewater Treatment Plants: Preventative maintenance was completed at various lift stations. Goforth Williamson Inc. completed PM s at Guardian Angel LS and the Main Influent station per there PM agreement leaving only Bay Springs LS to complete. Both the Tallapoosa West and The North Sweetwater Plants were in compliance with their NPDES weekly discharge permit limits. Bio Solids were processed and hauled from the North Sweetwater facility, and the Tallapoosa West Facility. Villa Rica City Manager s Weekly Report Page 8
9 Preventative maintenance was completed per the PM schedule for both plants. Distribution: Cleared bush from sewer lines at Charleston Place. Located the man holes on the sewer line at the V Plex on Highway 61. Completed training on traffic control and the proper place of signage on the jobsite. Installed a new meter at 1096 Creekhead Drive. Cleaned, organized and restocked all service trucks. Cleaned in the stock area in the shop. Completed a sewer inspection at 93 Brookhaven Drive. Completed two sewer inspections at Creekhead Drive. Checked a water leak at 307 Sylvan Drive. Repaired a ¾ water service at 15 Paradise Lake Road. Repaired a ¾ water service at 1576 Paradise Lake Road. Repaired a ¾ water service at 307 Sylvan Drive. Repaired a ¾ water service at 509 Rockmart Road. Repaired a 1 water service on Magnolia Street. Repaired a ¾ service line at the intersection of Highway 78 and North Van Wert Road. Locate crew member processed 98 tickets. Streets and Solid Waste: Completed all vehicle morning daily maintenance inspections. Attended weekly update meeting. Greasing and daily maintenance of the mowing equipment was completed. Cleaned equipment and some of the daily vehicles that are used. Compiled information for various projects and scheduling. Removed material from dump sites along the city streets and right of way. Reinstalled, and straightened several city regulatory signs and poles that had been run over, leaning, and had been knocked sideways at different locations. Flagging traffic for work zones. Removed a couple of dead animals from streets and hauled to the dump. Hauled chips and limbs from cleanup. Met with contractor about project. Worked on pedestrian crossing project. Checked on street light outages and call in to the power company. Cleaned and trimmed some concrete island areas. Trimmed around signage, poles and other obstacles along the right of ways where the mowers have cut. Removed gravel that had washed into the road from heavy rains. Attended several meetings. Vehicle and Building Maintenance and Inmate Work Detail Crews: 15 vehicles were serviced or repaired by the Fleet garage. Building Maintenance has coordinated with a fencing company on plans for building an evidence storage are. Building maintenance has pulled the debris catch grates from the Water Treatment plant intake and pressure washed it. Building Maintenance also drained the intake and removed debris that was sitting on the bottom. Villa Rica City Manager s Weekly Report Page 9
10 Building Maintenance has repaired a leak at the Police Department rear door. Carroll County Crew has picked up trash and mowed grass on the Carroll County side of Villa Rica. Douglas County Crew has picked up trash and mowed grass on the Douglas County side of Villa Rica. Stormwater/Watershed Management: The Best Management Practices continue to be implemented as outlined in the Watershed Protection Plan (WPP) and Stormwater Management Plan (SWMP) to meet the Federal and State guidelines of both permits. Staff started inspecting various stormwater outfalls as required in the SWMP (Stormwater Management Plan). Each year staff has to document the number of outfalls added and any issues found. Each outfall is inspected, documented on the GAEPD approved form, inventoried, and updated as needed. Staff continues to coordinate and work with Code Enforcement on various issues. Staff continues to inspect various detention ponds that have a stormwater maintenance agreement and/or installed after Dec per the Phase II MS4 (Municipal Separate Storm Sewer System) permit issued to the City in Staff updated the inspection field sheet to reflect the new changes in the SWMP. Staff continues to inspect storm water structures throughout the city that are identified as the city s responsibility for maintenance and upkeep. As outlined in the stormwater management plan, the city was divided up into five (5) sectors where as all structures in the entire City would be inspected and inventoried in a five (5) year span. Staff started inspecting various roadside ditches as outlined in the SWMP. Much like the drainage structures mentioned above these are part of the five (5) sectors as well. Staff continues to complete general maintenance to various drainage structures located inside of the city right-of-way.
