1 City of Villa Rica Michael Mansour, Interim City Manager June 1, 2017 The people who work for the City of Villa Rica do their best to respond effectively to community needs. We are dedicated to excellent customer service, openness and transparency in our activities and proactive problem solving. This weekly report is published online at to inform the City Council, city staff and the public about the operations of their local government. Financial Administration (Sarah Hefty, Chief Finance Officer) Administration: Prepared account analysis for the ongoing 2016 audit. Assisted the City of Temple after going live on new software. Met with all customer service staff to share information and ideas on dealing with difficult customers, as well as how to perform certain tasks in the system. Accounts Receivable: Three payments were received for a total of $6,663 As of May 26 th, the total of outstanding invoices due to the City is $7,240. Purchasing: For the week ending May 26 th, staff processed 47 purchase orders. Accounts Payable: For the week ending May 26 th, staff processed 62 checks for a total of $536,687. Staff continues to train the City of Temple staff on the purchasing and accounts payable portion of Caselle. Customer Service: For the week ending May 26 th, the customer service staff receipted a total of $57,351. Of that total, $41,063 was for utility payments. The remainder was for reconnects, inspections, licenses and other miscellaneous receipts. Staff continues to train the City of Temple staff on the utility billing portion of Caselle. Over 5,730 bills were sent to the vendor be printed and mailed on May 25 th and around 460 paperless bills were uploaded to Xpress Bill Pay. o The total amount of revenue generated (water, sewer, and garbage): $496,501. o The total gallons of water consumed: 38,878,000 Villa Rica City Manager s Weekly Report Page 1

2 Public Works (Peter Zorbanos, Director) Water Plant: The plant was in compliance with State and Federal regulations. Conducted routine distribution samples. Wastewater Treatment Plants: The West and North Plants were in compliance with the National Pollutant Discharge Elimination System (NPDES) requirements. Serviced Florence Circle, Catamaran Cove, Cleghorn, Bivins Road, Weatherstone, Guardian Angel, Hickory Falls, Luther s Mill and Ashbury lift stations. West Plant maintenance included: o Work on the drain pump station. o Work on the pump in the ATAD building. o Work on the grit pump and the lab dishwasher. Distribution: Staff completed the Municipal Separate Storm Sewer System (MS4) Permit training. Checked a water leak on Conners Road. Checked a sewer leak at Cambridge Subdivision. Checked on a water leak at Highway 78. Checked the lots at Northwoods and Southwoods Subdivision in Mirror Lake. Installed a new water hook up and pressure release valve at Paradise Place. Met with a contractor about the roadway at Hawthorne Apartments. Checked on and blew out a sewer line at 717 North Avenue. Checked the manholes on Elm Circle and Edge Road for sewer maintenance. Met a contractor at Charleston Place. Dug up and isolated a one-and-one-half-inch (1½ ) water main on North Avenue. Repaired a road cut with road patch and gravel on North Avenue. Checked a sewer main at Thomas Dorsey Drive. Checked a fire hydrant in Ashbury Subdivision. Checked a road patch at Darden Street. Staff received hands on backhoe training. Checked with the contractor at the new Dairy Queen location regarding a new water line location on Highway 78. Checked a sewer main at Mirror Lake Parkway. Checked a water meter at Brandywine Subdivision Re-checked the sewer line at 717 North Avenue. The Locate crew member processed 56 locates. 3 Streets and Solid Waste: Completed all vehicle daily maintenance inspections. The junk and chipping crews completed all daily routes. Completed greasing and daily maintenance of the equipment. Cleaned equipment and some of the vehicles that are used daily. Removed dead animals from the streets and hauled them to the dump. Used the spray truck along guardrails, sign poles, and other obstacles that we have to mow around. Used the weed trimmers on grass where the mowers couldn t get to. Used the tractor bush hogs to mow streets that have been picked up. Used the sidearm on the road where overgrowth was blocking visibility. Called the Georgia Department of Transportation about a traffic light that was out and also about a sign that was down. Removed material from dump sites along the city streets. Repaired some small pot holes with asphalt patching. Flagged traffic. Reinstalled several city regulatory signs and poles that had been damaged at different locations. Filled in along the shoulder of roads where traffic is running off the road causing ruts. Used the grapple truck for debris removal. Installed new signage and poles along several streets. Continued with the sign reflectivity program. Completed the yearly inventory of subdivisions within the city limits. Working on The Falls subdivision project. Coordinated with contractors about pricing of possible upcoming projects. Coordinated with the Stormwater Department on a culvert issue that was affecting the street. Per a resident, we moved a mailbox that had been knocked down to the proper property owner s address. Removed the barricades from street intersections following the Sugar Foods 5k run. Vehicle and Building Maintenance and Inmate Work Detail Crews: Twelve vehicles were serviced or repaired. Repaired a portion of the security fence at the Water Treatment Plant. Fleet Management has acquired a new fleet organization and repair program. Repaired skid plates on a John Deere bush hog as well as the street sweeper truck. The Douglas County inmate crew picked up trash on the Douglas County side of Villa Rica. The Carroll County inmate crew picked up trash and cut grass on the Carroll County side of Villa Rica. Stormwater/Watershed Management: The Best Management Practices continue to be implemented as outlined in the Stormwater Management Plan (SWMP) to meet the federal guidelines of the Municipal Separate Storm Sewer System (MS4) permit. Staff has completed the BMP (Best Management Practices) portion of the annual watershed protection report due by June 30 th. Staff is continuing to work with the long-term water quality consultant that collects water sampling data from the streams to make sure everything is being properly done as outlined by the Georgia Environmental Protection Division (EPD). Staff attended the annual Municipal Separate Storm Sewer System (MS4) training as outlined in the Stormwater Management Plan. All of the Public Works staff, with the exception of the treatment plant staff, has to attend this every year. Handled a complaint from a homeowner at 609 South Dogwood Street. The homeowner had a sinkhole form around his driveway culvert causing parts of the driveway to cave in. Talked with the homeowner about the culvert and explained that the culvert is located on private property. Villa Rica City Manager s Weekly Report Page 3

4 Attended a site visit along with other city departments, contractors, and engineers located at 420 East Montgomery Street. The site visit was to discuss the upgrades the business will need to do to improve an existing culvert to accommodate the additional amount of storm water runoff that will be coming off the property at the mentioned address. Continuing to inspect storm water structures inside sector four of the city that are identified as the city s responsibility for maintenance and upkeep. As outlined in the stormwater management plan, the city was divided up into five sectors where as all structures in the entire city would be inspected and inventoried in a five-year span. Continuing to complete general maintenance to various drainage structures that are located inside of the city right-of-ways. Trash and other noted items are removed from the structures as needed. o South Dogwood South Candler Street: The sidewalk grate and flume were full of debris and silt. Staff removed the grate and cleaned all debris and silt from the drainage basin. o City Hall Drive thru: The drop inlet located on the exit of the drive thru was 100% blocked with silt and debris. Staff removed and cleaned the top of the inlet. o Stone Street Sewer easement: The trash rack was full of loose debris from the heavy rain events that occurred during the week. o Pebble Creek Laurel Springs Cove: Handled a complaint about a clogged storm drain. Staff removed all loose debris and trash from the storm drain that was blocking the throat of the catch basin. Fullerville Trailhead: A walk through was held May 15 th in order to develop a punch list. The contractor has been working to address those items that were identified on the list. After those items are completed, a final inspection will be scheduled with GDOT. Staff participated on GDOT monthly meeting regarding the North Loop Bypass. Staff will coordinate with GDOT on their upcoming Open House meeting to be held this summer. The meeting will be hosted at a city facility. The Open House meetings will be advertised to the public when a meeting date is determined. The cost was $ a week; open to ages 6-12 and limited to 50 registrants per week. This week s camp theme was Moving Parts. We had 45 paid participants this week. We did not attend any field trips this week; however, Steam Engine provided their mobile lab. STEAM Engine is West Georgia Regional Library s mobile markerspace.
