The meeting commenced at 10:20 a.m. with Reeve Loov presiding and the following members in attendance: Ada Ashton, Thor Bottern, Lawrence Grigat, Wray Lucas, Albert Odenbach and Frank Palechek. Also in attendance were Mrs. Gordon, Press Representative and Gordon J. Vold, Municipal Secretary. The agenda was as follows: 1. Adjournment Minutes Item No. 1 The minutes of the January 13, 1978 meeting were adopted as written on a motion by Councillor Grigat. Item No. 1(a) Minutes of the adjourned meeting held January 18, 1978 were adopted as written on a motion by Councillor Ashton. Item No. 1(b) Minutes of the special meeting held February 1, 1978 were approved as written on a motion by Councillor Ashton. Application to sell Building Supplies Item No. 2(a) An application from Mr. G. Rode for permission to sell lumber supplies from N. SW445~15was reconsidered. This application had been previously tabled for further information. be approved. Moved by Councillor Odenbach that the application now Payment Accounts Bank Statement of Item No. 3(a) Moved by Councillor Palechek that all the accounts payable be approved for payment as recommended by the Finance Committee. Total amount $766, Item No. 3(b) The bank statement to January 31, 1978 was approved as presented on a motion by Councillor Lucas.

Applications Item No. 4(a) As this is mostly low lying land and is unsuitable for agricultural purposes, it was moved by Councillor Bottern that the application be approved. Access and culvertsithe responsibility of the developer. Reserves to be taken by cash in lieu at $1, per acre on.8 acres. RP7776 SEl43274 Flug 15 acres (3 parcels) Item No. 4(b) As this is a fragmentation of good arable land, it was moved by Councillor Lucas that this application be refused. RP7780 NE Lance 4 acres Item No. 4(c) As this application is for the creation of another parcel on good arable land, it was moved by Councillor Grigat that the application be refused. Luncheon Adjournment As it was now p.m., it was moved by Reev Loov that the meeting adjourn for lunch. The meeting reconvened at 1:30 p.m. RP778l NE Greenwood 25 acres Item No. 4(d) It was moved by Councillor Loov that the application be approved on the condition that the area be reduced to $12 acres in the most easterly corner of the proposed 25 acres. Reserves to be taken by cash in lieu at $1, per acre on the basis of the finalized acreage being created following a plan of survey. Approaches and culverts the responsibility of the developer. RP7785 E Brokopp 10 acres Item No. 4(e) As this application is actually within the boundaries of the County of Camrose, it is submitted only for the matter of any consideration of objections. Moved by Councillor Bottern that we have no objection to this application for subdivision. RP781 SW Rallison 80 acres split Item No. 4(f) As this is a re-application to split the quarter east and west rather than north and south, it was moved by Councillor Lucas that the application be approved. Access and approaches the responsibility of the developer.

4 February 17, 1978 Page 4 RP782 SEl Jensen 15 acres Item No. 4(g) As the present proposed boundary of the application for 15 acres takes in avconsiderable amount of arable land, it was moved by Councillor Grigat that the application be approved subject to the parcel being reduced to approx. 10 acres. Roads and access the responsibility of the developer. Reserves to be taken by cash in lieu at $2, per acre on the final acreage according to the plan of survey. RP78-3 SEl Beckwell Anderson 25 acres 3 parcels Item No. 4(h) As there has been another proposal for another subdivision in the same quarter section it was moved by Councillor Palechek that this application be tabled in order that the developers may provide a proper plan of subdivision that would be coordinated with the new proposal of the other developer. RP784 SE Wall 80 acres 6 parcels Item No. 4(i) As this plan had previously been approved but the time had expired, it was moved by Councillor Grigat that the application be approved. Road and access the responsibility of the developer. Reserves to be taken by cash in lieu at $2, per acre on 8 acres of reserve. RP785 SEl Prince 14.5 acres Item No. 4(j) As this application is in conflict with RP783and RP789, it was moved by Councillor Palechek that this application be tabled. RP786 SE Marchildon 8 acres Item No. 4(k) As this is a proposal by the County of Ponoka to purchase a site for cemetery purposes to be used jointly by the Town of Rimbey and the County of Ponoka, it was moved by Councillor Odenbach that this application be approved subject to plan of survey. Reserves of.8 acres to be taken in As_FM2r of the newly created parcel. RP787 SE2l4235 Quaife 2 acres Item No. 4(1) As there is a natural boundary created by a ravine that cuts across the NE corner of the quarter section, it was moved by Councillor Lucas that application be refused, and that the developer reapply for subdivision to take out the acreage included severed by the ravine in the NE corner.

5 1/10 February 17, 1978 Page 5 RP788 SW Gauthier & Vold 10 acres Item No. 4(m) As the application included the old established farm site, it was moved by Councillor Odenbach that the application be approved subject to the NS boundary being reduced by approx. half, and the EWboundary being increased by an equal number of feet to still retain the 10 acres including the farm site. Reserves to be taken by cash in lieu at $1, per acre on 1 acre. RP789 SE Prince 18.8 acres Item No. 4(n) Moved by Councillor Palechek that this application be tabled for the presentation of a plan to conform to the other applications for subdivision on the quarter section. It was moved by Councillor Odenbach that the following applications which had arrived for this meeting but had not been investigated be tabled to the March meeting. These are: RP7810, RP78l1, RP7812 Reserves NE A decision on the reserves for the parcel of land purchased by the County in the amount of 1 acre under application RP771O in the NE ,which presently is the location of the County's radio transmitting tower has previously not been made. It was therefore moved by Councillor Odenbach that the cash in lieu be established at $1, per acre acre at $ Utilities Item No. 5 The following Calgary Power line extensions were approved on a motion by Councillor Palechek: NE442264& SW Moved by Councillor Grigat that gas line road crossings be approved subject to the County of Ponoka's regulations on pipeline crossings. Torchinsky Consulatants Presentation Item No. 7 Mr. Vince Mulloy and Mr. Sam Bulych of Torchinsky Consultant Service in road engineering pr0jects met with Council to discuss possible needs for the County engaging their services for road engineering and design. Examples of results of Torchinsky's service done in other M.D.s and Counties were examined by Council. Cost of this service to the County in providing profiles and supervision runs approx. $1, per mile. No action was taken or commitment made by Council at this time. Mr. Mnlloy and Mr. Bulych were thanked for their presentation.

6 however, February 17, 1978 Page 6 Closed Session As some of the material that was to be presented to Council on the Gull Lake Study at this time by Mr. Bill Shaw of the Red Deer Regional Planning Commission was not for public information, it was therefore moved by Councillor Ashton that the Council go into closed session. Gull Lake Management Study Item No. 6 Mr. Bill Shaw of Red Deer Regional Planning Commission and Mr. Gary Mott and Mr. Bob Ridett of the B.R.R.P.C. were in attendance to present and examine a study which has been completed on the Gull Lake Management. Council is to consider the areas adjacent to the lake as to land use, such as recreation development and agricultural use. A prepared brief was handed to Council for their consideration and review. A question arose how many users will the lake support. Depending on the expansion and the development of the facilities, additional recreation access roads would be required. It was generally agreed that consideration should be given to an arterial recreation access road north and south on the west side of the lake joining with the County of Lacombe road south from Birch Bay. Return to Open Session After considerable discussion and review of the presentation, it was moved by Councillor Lucas that the meeting return to open session. County News Item No. 8 Two quotations were received for the printing of the County News to be issued once a month. These were from the Ponoka Herald and the Rimbey Record. The quotations were for a four leaf, eight page tabloid newspaper. The quotation from the Rimbey Record was for 2,500 copies at $1.80 per copy per year; for 5,000 copies or more, $1.25 per copy per year. These prices would include mailing and postage they do not include the charges for the changes to be made in the address plates when they occur. The Ponoka Herald quotation was in printing and distributing the Couty News as a four leaf, eight page insert in the regular edition of the Ponoka Herald. This would be sent out once a month to over 5,900 receivers, including the town of Ponoka and Rimbey, hamlets of Bluffton, Menaik and Farentosh, and the village of Bashaw. The cost would be $ per issue. There would be no other charges for postage or changing of address plates. It was moved by Councillor Odenbach that the quotation as submitted by the Ponoka Herald to print the County News as a four leaf, eight page insert once a month for $ per issue be accepted.

7 February 17, 1978 Page 7 Moved by Councillor Bottern that the cost of printing the County News be shared on a basis with the County Board of Education. 6 for 1 against Fire Fighting Item No. 9 The fire call boundary areas as served Agreement by the Rimbey Fire Department manning the County of Ponoka fire truck were discussed at some length. The present rate for the Rimbey fire fighting crew to go into the County of Lacombe in and was established at the rate of$l00.00 per hour or part thereof for the first hour and $ per hour or part thereof for each additional hour. This rate has not been reviewed since It was moved by Councillor Bottern that the rate of charge for fire calls out of the County of Ponoka boundaries which would include the County of Lacombe, County of Wetaskiwin and possibly I.D. #11 be established at $ for the first hour or part thereof, and $ per hour for each additional hour or part thereof, but that the present specified area in the County of Lacombe be eliminated, and that no particular boundary is applicable within that County. The decision as to the attendance of the County fire truck at any fire outside the boundaries of the County of Ponoka will be at the discretion of the fire chief. Alberta Item No. 10 A recent telephone call from Telephones Telephone & Utilities and Utilities, Edmonton, requested that the Council of the County of Ponoka consider a decision as to which utility company shall serve the Hamlet of Bluffton, particularly the new subdivision of nine lots onwthe west side of the hamlet, and that the decision of Council when reached be submitted in a letter to the Deer Creek Gas Co-Op signifying the Council's decision. Moved by Reeve Loov that a letter go to the Deer Creek Gas Co-Op informing them that the Council of the County of Ponoka c»// favours the Northwestern Utilities to serve the Hamlet of Bluffton, including the new subdivision under plan 171 MC. Alberta Item No. 11 A letter from Alberta Environment, Land Environment Conservation and Reclamation Division was read to the meeting. The Department of Environment is prepared to assist Municipalities and M.D.s for the reclamation of old gravel pits, garbage dumps or other such depleted industrial sites. All these properties must be titled to the County of Ponoka in order to qualify. It was agreed that the County did not have any depleted sites for reclamation at this time.

8 February 17, 1978 Page 8 Montgreenan School Site Item No, 12 Advice from the County Board of Education indicated they had revie7ed tenders submitted for the sale of the Montgreenan School Site located in the NE , but the Board of Education felt that the tenders were not acceptable as they were too low according to t e going market value of small acreages. It was their recommendatidn that the Pr P9TtY be re tendered later in the summer. Railway Signal W.SW Item No. 13 The matter of considering a railway flasher signal at the railroad crossing W Of SW was discussed. It was generally agreed that this i: not a dangerous crossing, and that sight distance i ample in both directions. However, it was suggested that there are a number of small trees on the outside of the track that could be cleared for better approach vision. Miscellaneous Item No. 14 Moved by Councillor Lucas that the following ad for private snowplowing in the County of Ponoka requested by ratepayers be run in the County News through the winter months: NOTICE SNOWPLOWING Charges for snowplowing to ratepayers in the County of Ponoka No. 3 are based on government equipment rental rates. Minimum charge for any land or roadway is $5.00. If more than 10 minutes is required, time will be charged at the rate of $30.00 per hour, including the first 10 minutes. Following heavy snowfall or severe storms private driveways and lanes are considered secondary to opening the main arteries and bus routes first. Requests for private snowplowing should be indicated by posting of a sign or contacting your snowplow operator for arrangements....carried Committee Reports Item No. 15 The County discussed at some length the recreation formula rate which is the basis of making contributions to the various recreation boards. The present rate of $8.00 per capita, based on the population formula is not considered sufficient to carry the County of Ponoka's share of operating costs in the various recreation boards. It was moved by Councillor Odenbach that the recreation grant formula used to support operating costs of the recreation boards of Ponoka, Bashaw and Rimbey be increased from $8.00 to $9.00 per capita for for 1 against

9 February 17, 1978 Page 8 Committee Reports Mr. Laurance Anderson, who is selling 71 acres of gravel pit area to the County of Ponoka met with Council and voiced disappointment that the plan of survey, which is now completed, cannot be registered without a caveat being filed or cash in lieu being paid on the property by the County. Mr. Anderson explained that he refuses to sign the plan of survey if the condition is that a caveat will be filed against the property. Under the new planning act which will become law April 1, 1978, there is provision that a caveat will not be required. However, Mr. Anderson does not feel he should have to wait until then to receive most of the balance of the money that is due him towards the purchase of the gravel pit. It was moved by Councillor Odenbach that Mr. Laurance Anderson be paid a further $60, towards the purchase of the gravel pit by the County prior to registration. Advice was received from Mr. J. A. Glowach, Secondary Road Engineer of Alberta Transportation, that Secondary Road #606 from the junction of Secondary Road 766 west twelve miles is being scheduled for upgrading during In order to obtain a proper crosssection and 132' right of way width, additional right of way.1. _ L7 3 /3 will be required to be purchased by the County of Ponoka on both sides of the road. A bylaw 578~P of the County of Ponoka No. 3 to authorize the purchase of land for roadway widening on Secondary Road 606 west of Rimbey was given first reading on a motion by Councillor Lucas and was carried. Received second reading on a motion by Councillor Odenbach and was carried. A motion by Councillor Palechek for the bylaw to be given third reading at this time received unanimous approval. Received third reading on a motion by Councillor Grigat and was finally passed. It was moved by Councillor Lucas that the rate of purchase be determined by the assessment of the property being purchased and that the land owner be paid at the rate of 10 times the assessment of the land being utilized for road widening on each quarter section of land. Moved by Councillor Ashton that should it be required, the auditor be authorized to transfer any portion of the 1977 reserve fund of $60, to revenue in 1977.

10 February 17, 1978 Page 9 Committee Reports A letter from Rimbey Fish and Game Association dated February 11, 1978 was read to the meeting. The association would like the County's support in requesting to the Department of Energy and Natural Resources a proposal to lease further land in the vacinity of the Open Creek Dam. At the present time, the County of Ponoka holds a 21 year recreation lease on the E% The proposal is to increase the present holding to include the ~ Wk-ZS4265, all of Sec and all of Sec. 30 & , thus forming a aquare block. With this increased lease this would protect the access road to the dam from the main road and from other types of leases. It would also give thewassociation the opporé tunity to expand the winter and summer reacreation area. It was moved by Councillor Odenbach that the County of Ponoka apply to Energy and Natural Resources on behalf of the Rimbey Fish and Game Association to increase the amount of land area at the Open Creek Dam as heretofore mentioned. Correspondence with: Item No. 16 The following correspondence was dealt A letter from Mr. James Hamilton of Rimbey was read to the meeting. Mr. Hamilton refers to the widening of Secondary Road #606 just west of Rimbey. When the road was straightened and the old road diversion #1733 was considered for cancellation, the road plan #1733 was later cancelled and consolidated with the larger portion of the property in the SW which was not the land occupied by Mr. Hamilton. Since that time, Mr. Hamilton has stressed that he requires the land for access to the bottom part of his acreage. He now requests that the road be titled to his property rather than the other parcel. It was agreed that the matter be referred to the Battle River Regional Planning Commission, and that an inspection of the access road plan #1733 be investigated. The Secretary was requested to advise the Rocky Mountain School Division that a committee of Council has now been set up to look at and investigate the possibility of annexing a portion of I.D. #11 to the County of Ponoka. «\ J be filed.
