Box 383 Aguanga, CA Presidents Message Well friends, what a great year we have had. We started early in the year with the installation of the PCT monument. Mike sure did a great job making it. We followed by hosting a multi-unit officers training. Cathy hosted a ride in the Beauty Mountain Wilderness and we got a sample of the great trails in our back yard. Tom and his helpers have done a great job. We had a great turn out for our booth at the Horse Expo and the highway cleanup. Then the multi-unit packing clinic in March was a huge success. It was cold and windy the morning of the Sloan ride so we redirected to the PCT a little further south. I really enjoyed the packing trips this year; multiple trips to Snow Creek, Mission Creek, Fuller Ridge and Palm Canyon. There were other trips packing water for the fire areas that I missed. We had some members donating their time to getting water to the PCT hikers due to dried-up springs. A big new pat on the back for Stacey, Audrey and Tom for conducting a very successful and extremely educational Train the Trainer Leave No Trace class. Their class will become a model for BCHC to copy for the future. Susan and Dave hosted a unit ride in Trip Flats and then again for the Poker Ride. Wow, was there ever some great trail work done there! I heard a lot of folks worked hard at it but Jack and Gretchen did double time. Stacy had record turn out for the Santa Margarita River ride and I got the Sloan Lake/Gold Shot Mine ride in before year end. We finished up the year with getting the frame installed for the Kiosk at Tule Peak trail head. Remember those little red tickets Allison Renck has been handing you all year. well. There were some great prizes and cash drawn at the party year-end party. Ken Leach was the $100 winner. The only new comer to the board will be Jack Ketcham for Vice President. Non-member are covered for things that members are not. Insurance only covers weekdays from 8-5. $250 per year horse covers up to $1M. Mercy Air has a service as well for $45/year but you need to ask for them and problem comes where there is no Mercy Air coverage Tip When you ride, always wear some information on your medical issues and contact information as well as identification. Currently there is not a lot of access for horse trailers and access for horses to trailheads. Riverside County Regional Trails will hopefully be mapped by the District Trails Committee Anza Trail Town Vision and Goals, signed by the Supervisor Stone Cahuilla Mountain sign is still down Forest Service needs to replace Mike or Tom to discuss with him. POKER RIDE REPORT: given by Alison Renck Earned $ Expenses $ Netted $ ) Thanks for donations and desserts 2) Many items not won from raffle to be used at Christmas party drawing OLD BUSINESS: TOP HAND AWARD PRESENTED BY MIKE LEWIS Best exemplified the best worker Tom Firth awarded a mug HELICOPTER INSURANCE: given by Susan Blankenfeld -She is insured with Medical and received a bill for Helicopter extraction for her daughter for $56,000 -Tom Firth saw a guy who dislocated his shoulder in the wilderness had Helicopter Extractor insurance RADIO REPORT: given by Mike Lewis Radios were found, showed to and OK d by Wilderness Coordinator able to be programmed for Forest Service frequencies. Kenwood TK $275 / unit plus holster, rechargeable batteries, belt clip and charger we need to order 3 units for about $850 (includes shipping). Need to buy extra batteries. Tom Firth added that a set or two of the inexpensive radios for trail rides so we have a Uniden radio for the lead rider and one for the drag rider and use them for all rides and pack trips for the groups. Ed Puett offered to give the unit a set of his radios (Uniden walkie talkies). Motion was made by Susan Blankenfeld to have walkie-talkie radios go with all future rides and seconded by Alison Renck. Motion passed. First Aid kit and releases will also be used for all future rides for safety. Host of ride will be responsible to make sure their ride is accompanied by the walkie-talkies, first aid kit and releases. Susan Blankenfeld made the motion to create a four-part kit (1. Walkie-talkies, 2. Releases, 3. First aid kit for people 4. First aid kit for horses) for all unit rides. Mary Ann Puett seconded the motion. There was an amendment to the motion by Robert to not include the Forest Service radios. The amendment passed. The amended motion was passed. Pack trips are separate issues where the Kenwood radios are to be used for Forest Service business only. Perhaps Susan Anderson or Cathy Firth can help (Continued on page 4)

Discussion regarding who is actually qualified to perform first aid for people and horses. FIRE SERVICE CLOSURE ORDER (PCT) REPORT: given by Mike Lewis Possibility that our section of the PCT will be open next week. Update next meeting. FIRST AID / CPR CERTIFICATION CLASS: Ed Puett stated that he is setting up a CPR class for Calvary Chapel and will be happy to include anyone from Redshank Riders who wants to learn CPR. Ed will have an update at the next meeting. TEXT LIST: Everyone get on the list! NEW BUSINESS: BLM/MOU STATE SPECIFIC UPDATE: given by Mike Lewis Mike is part of a group to help BLM know how we are involved with BLM so they can write up an MOU. BCHC SAW CERTIFICATIONS: given by Mike Lewis Forest Service is wanting to certify Saw Instructors in January Mike, Tom and Stacey were chosen by Forest Service to be part of this certification. RENDEVOUS UPDATE: given by Mike Lewis March 17, 18, 19 in Bishop, CA Big emphasis will be on SAFETY and PREPAREDNESS. 5 Poker Ride Fund Raiser is Now History By Allison Renck Well the Ghosts, Goblins, Witches and a Horse or Two Poker Ride is now a part of the Redshank Riders History Book. From the talk of attendees and organizers it was a great time with, great trails, good food and great fun. As with all fund raising events the stress ran high due to the trickle in of registrations and trying to arrange for the correct amount of meals, but in the end the Poker Ride held its own with a nice profit. 43 riders participated in the ride and we did not run out of food for the catered meal. The three winners that took home the poker hand monies were First Place- Valerie Schmidt, Second Place- Stoney and Third Place- Scott Lamky. The monies raised from this event will be used in a variety of ways such as; education, trail signage, trail work, etc. As the Poker Ride Committee Chairperson I want to THANK all of those that volunteered their time to make this event a success, without their generosity and commitment it would not have happened. In closing I want to give a special Thank You to Dave and Susan Anderson for allowing us to use their Iron Horse Ranch at no charge. So ends another fund raiser for Redshank Riders Unit, history books and another one that will leave those that attended with good memories as well. 5
6 6 Information from Backcountry Horsemen of California, Public Lands Meeting held on October 8, 2016 at Santa Neila, California Legislation HR 845- National Forest Trail Maintenance Legislation- This bill has passed the House of Representatives, congress and BCHC and BCHA is in support of this. BCHC will be sending a letter to California Senators in support of this Bill. Individuals can write to California Senators to support National Forest System Trails Stewardship Act HR 845 Directs the Department of Agriculture (USDA) to publish a national strategy to significantly increase the role of volunteers and partners in trail maintenance. Requires the strategy to: (1) augment and support the capabilities of federal employees to carry out or contribute to trail maintenance; (2) provide opportunities for volunteers and partners to carry out trail maintenance in each region of the Forest Service; (3) address the barriers to increased volunteerism and partnerships; (4) prioritize increased volunteerism and partnerships in those regions with the most severe trail maintenance needs, and where backlogs are jeopardizing access to national forest lands; and (5) aim to increase trail maintenance by volunteers and partners by 100% within 5 years. Directs USDA to study opportunities to improve trail maintenance by addressing opportunities to use fire crews in trail maintenance activities. Deems a volunteer with a partner organization to be considered a federal employee for the purposes of civil claims relating to damage to, or loss of, personal property of a volunteer incident to volunteer services. Sets forth provisions for the selection of priority areas for increased trail maintenance accomplishments. Directs USDA to establish a pilot program to offset all or part of the land use fee for outfitting and guiding permits. National Park Service Yosemite Plan- BCHC and BCHA have been working hard to lobby to keep stock use in the park. Hopefully you were able to get your comments in by September 30, The next meeting will be November 2 at the Yosemite Lodge and all the scientific studies will be presented, regarding impact of visitors to park. To read all information go to link listed below The Bill listed below is in Committee and Backcountry Horsemen of California is against this Bill. S Human-Powered Travel in Wilderness Areas Act Introduced in Senate (07/13/2016) Human-Powered Travel in Wilderness Areas Act This bill requires the Department of Agriculture (with respect to National Forest System land) and the Department of the Interior (with respect to public land) to authorize relevant local officials to determine all permissible forms of recreational use by nonmotorized transportation methods over any permitted routes within their jurisdictions. The bill defines "local officials" as officers or employees who are the heads of units or jurisdictions of the Bureau of Land Management, the National Park Service, the Forest Service, or the U.S. Fish and Wildlife Service. If a local official fails to make such a determination about a permitted route more than two years after this bill's enactment, then any form of recreational use by nonmotorized transportation methods shall be allowable on that route.
