To confirm and sign the Minutes of the April Parish Council Meeting The minutes for the April meeting were agreed by the Councillors and signed by the Chairman. Progress on items in the previous minutes Letter resent to Hatchet Wood regarding BCC report. Clerk spoke again to BCC regarding damage to setts at Lower Goddards Farm they have advised the kerbs have nothing to do with the flooding, which is caused by the adjacent pond being silted up and not allowing the gully pipe to empty into the pond. Clerk will contact residents. Letter sent to Thames Valley Police thanking them for support with Speedwatch in the Hambleden Valley. External Auditors Return completed and returned. Money spent on the Church Wall in October 2014 was for tree cutting, and November 2014 was for extra grass cut and cleaning debris. At the time there was no budget allocated for church yard maintenance this has been altered for 2015/16 budget. 1. sent to BCC regarding dropped sign at Rockwell End junction, they will fix. 2. Clerk has asked the Woman s Tour of Britain team for the final map of the route of the last day that affects the Parish, to put onto website and noticeboards. 3. Clerk sent an to WDC regarding Mill End car park and the problems caused by the film crew. Clerk has spoken to BCC regarding the lighting column at junction of Skirmett Road and Hambleden Village. The transfer of Electrical service is still outstanding, once it is completed the old lamp will be removed. SSE have yet to advise on a transfer date. SSE have permission from homeowner for access to fix light in the car park by the Stag and Huntsman, waiting for SSE to confirm a date that this will happen. Clerk has raised an order for works to be completed at Ellery Rise play area. Frieth Village Society have advised that due to lack of support from villagers it will not be possible to enter Frieth into Buckinghamshire Best Kept Village this year. Clerk has written to South Central Ambulance Service following on from a serious incident where a resident was not informed of the AED machine. Clerk discussed having individual addresses for each Councillor It was resolved to proceed with this.

Buckinghamshire Voice Newsletter April from SSE Enterprise quotation for works of lighting column in car park by the Stag and Huntsman forwarded to Alex Dick from Chairman of NALC, welcome after election forwarded to Cllrs Minute 8458 Minute 8459 Minute 8460 Minute 8461 To discuss the request for an advertising sign for Frieth Pre School to be placed on the road during operational hours An A board has been requested to be placed on the grass by the road, to advertise the Pre School to those driving past who may otherwise be unaware that it is there. The Pre School currently advertise in local magazines, the Frieth Village Newsletter the website is almost up and running. It was agreed that a wooden sign, in keeping with the area, could be placed outside during business hours, Monday Wednesday 8.30 am 3.30 pm and Thursday Friday 8.30 am pm. To nominate a new representative for the JCC Councillor Nigel Snell volunteered as the new representative. To approve the payment of a 75 honorarium to the Internal Auditor It was resolved to pay the Internal Auditor a 75 honorarium To discuss applying to extend the speed limit of 40 mph further along the Skirmett Road, near Hambleden Village at a cost of approximately 5000 The test period carried out by Buckinghamshire County Council showed no cars passed at a speed of over 40mph, and the MYSI equipment placed nearby shows only 1 car over 40 mph. It was resolved that as there is no evidence to show that this is needed, there will be no application to extend the 40mph limit further. Clerk will advise Buckinghamshire County Council.

3 332/15 Minute 8462 Action: South Ward Minute 8463 Action:Cllr Mann & Clerk To allocate footpaths for Councillors to regularly check for accessibility The Area Secretary for Chiltern Society will have representatives to walk paths within the Parish, they also have maintenance volunteers. The Cllrs will walk to make sure that footpaths are clear and accessible. Cllr Walker-Allies will take footpaths: 2, 2a, 2c, 14, 16 to Colstrope Lane, 49, 48, 47, 50, and 51. Cllr Mann: 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 15, and the top of 2. Cllr Jackson: 1, 49, 50, and 51 Cllr Nixey: 13, part of 17, 18, 19, part of 21 and 23. The South Ward will meet to discuss and inform Clerk afterwards of the outcome. To discuss co-opting a Councillor for the North Ward Cllr Mann will approach a resident who expressed an interest but did not apply for the election. The vacancy will be advertised the vacancy, it would preferable for a Frieth resident as there is currently only 1 Cllr for a large village. Signs will be put up on noticeboards, advising to contact Clerk for details. Cllr Webb reported that a water main is leaking at the bottom of the drive at Bell House into the road. A tree has fallen across Bottom Hill out of the Common, they have been cleared but need a tidy up Cllr Armstrong will do so. 2. Cllr Snell raised the refurbished telephone box, which is currently still empty. It was suggests to fill with footpath maps, defibrillator information, Community Bus information, adverts for local businesses, and copies of the Hambleden Magazine.

Cllr Hussey spoke of the CPRE Bucks branch, Countryside Awards Scheme 2015 are welcoming applications, and are keen to encourage applications from schools and young farmers. 4. Cllr Walker-Allies raised that the County and District Cllrs often have meetings on a Monday night, which means they can never visit a Parish meeting. It is difficult to know what stand they take on an issue if the Parish Councillors never see them personally and have to rely on or telephone calls. Would changing the Parish Council meeting to a different day be a good idea? Once the Local Councillors have a schedule of their meetings this will be discussed again - July agenda item. Cllr Walker-Allies also suggests to agendas to Cllrs, rather than deliver. It was agreed that hard copies delivered would be favourable for the moment. As such it should be viewed in context with the Planning history of North House. No doubt there will be further applications on an ad hoc basis. 1. The Parish Council notes that a single garage/store (on Southern end of the house) is not listed in the Planning history. 2. A barn with stables and storage facilities for agricultural use has already been annexed into the house.

5 334/15 3. A new double garage, with planning permission has already been built. 4. Planning application 14/07586/FUL change of use of paddock to residential use was refused as it is illegal. 5. We also object to the new residential close board fencing and gate which has recently been erected without permission within the agricultural curtilage. The Parish Council objects to the present application 15/0/05759/FUL in view of the above, as the application represents an overdevelopment of a site adjoining the Conservation Area. The design for a 'field store' resembles yet another double garage. A remodelled track (already constructed without permission) contravenes policy numbers L1 and also C10 and G3. Policy L1 is a policy which Wycombe District Council cited in its refusal on application 14/05154/FUL.
