3 Prez Says When You Get To A Fork In The Road, Take It Yogi Berra By Darrell Wallace, BCHW President Three years ago, when Bob Gish asked me to serve as vicepresident, I wasn t thinking about succeeding him in office; I was thinking about doing my part for BCHW. Last year, when Bob told me he didn t plan to run again, I had to start my own planning. Should I run? If elected, what would I try to keep the same, and what would I want to change? Bob has led this organization in an outstanding fashion. He seems to have an intuitive sense for what BCHW should be, while I have to analyze the facts and ask for lots of opinions to get to the same place. Fortunately, we have some really sharp directors, committee chairs, and other members who have been willing to give me their perspectives. When the Board of Directors elected me president on December 5th, I told them some things I want to focus upon: Continuity of programs and actions. Stronger partnerships with other organizations, including demonstration activities (think joint work parties!). Improve effectiveness by better communications. Educate our membership on topics related to our mission. More and better public relations on our mission and activities (those demonstration projects!). Rely on input and consensus from BCHW experts in all parts of Washington State. How can we possibly make this happen? Well, I m not worried about support from the Board of Directors. They consistently exercise due diligence (the legal term for make thoughtful decisions ) and provide the energy for making BCHW successful. And we have some of the most outstanding committee chairs! But we have to mobilize the energy from our members not just to work on chapter projects, but also to work on statewide initiatives. Our members are our greatest resource, and we need to capitalize on that to realize our mission. 4 Public Lands Meeting By Janelle Wilson, BCHW Secretary Every year on the first Friday in December the Back Country Horsemen of Washington (BCHW) Board of Directors hosts a conference, meeting, or event in order to have a forum with public land managers from across the state. In 2009 the Public Lands Event was held on Friday, December 4th. Jeff Chapman, Buckhorn Range Director and BCHW Public Lands Committee Chair moderated the event which was held at the Kittitas Valley Event Center in Ellensburg, WA. This event was open to all BCHW members and their friends and family. A total of 55 people signed the attendance sign in sheet from at least 22 different BCHW chapters, three different organizations, the US Forest Service (USFS), the Department of Natural Resources (DNR), Washington State Parks, and Olympic National Park. The morning panel included: Rex Derr, Director of Washington State Parks; Gail Throop, Trail Programs and Travel Management Manager, Region 6, USFS; Mark Mauren, Recreation and Public Access, Assistant Division Manager, DNR; and Larry Lack, Trails Supervisor, Olympic National Park. They addressed the issue of sustaining and enhancing recreation during difficult economic times. All of the speakers noted that recreation on public lands has increased, not decreased, during these trying economic times. They also expressed the continued and increased need for volunteers to help keep trails and facilities open for recreation on public lands. BCHW members were thanked over and over again for their volunteer efforts, dedication, and skill in helping to keep public lands open for recreation. Jon Knechtel, Executive Director, Pacific Northwest Trail Association and Suzanne Wilson, Washington Regional Representative, Pacific Crest Trail Association addressed the group regarding national scenic trail system development in Washington state. Suzanne Wilson gave an overview/history of PCTA. She explained where the money comes from, volunteer work, training, partnerships, etc. Jonathan Guzzo, Washington Trails Association (WTA), spoke on trail advocacy efforts, thanked BCHW for helping to pack in WTA groups and invited BCHW to join in on a legislative day in Olympia. He noted that WTA is committed to working with BCHW to reinvigorate the DNR budget as the economy slowly improves. In the afternoon, Mark Mauren, Recreation and Public Access, Assistant Division Manager, DNR, thanked everyone for their hours of work on the trails and equestrian facilities. He also thanked BCHW leadership for assistance. He went over DNR projects for the next year and outlined the importance of all working together. From the USFS many land managers were also present to thank BCHW for the dedicated volunteer efforts in 2009, explain trail projects completed in their districts, outline upcoming trail projects expected for 2010, and highlight the numerous volunteer opportunities. Several Okanogan Wenatchee USFS land managers addressed the group: Becki Heath, Forest Supervisor; Mary Bean, Recreation Program Manager, Supervisor s Office; Brenda Yankoviah, Supervisor s Office; Judy Hallisey, Cle Elum Ranger District; Randy Shepherd, Naches Ranger District (retiring, having worked with BCHW for 21 years); and Irene Davidson, Naches Ranger District (starting January 2010). Mount Baker-Snoqualmie USFS was represented by Gary Paull, Wilderness and Trails Coordinator who shared a Pacific Crest Trail slide presentation. The Umatilla USFS was represented by both Kevin Martin, Forest Supervisor, and Larry Randall, Recreation Program Manager. The last speaker was Cynthia Wilkerson, WA State Wilderness Society Director. She thanked BCHW for putting on the forum and for BCHW s dedication to and hard work on public lands. Bob Gish, BCHW President, gave the closing remarks. Bob Gish received a standing ovation for all his hard work and diligent efforts as BCHW President over the past two years. 5 Legislative Report Legislative Report By Bob Brooke, BCHW Legislative Chair First and most importantly, we will have our legislative day on Wednesday, February 3, 2010, in the Legislative building (dome) 2nd floor, Lt. Governor s office, Senate Rules Room. Full details will be sent to directors and legislative chairs. We will be having a combined day with Washington Trails Association. As we know the state budget shows an excess of two anda-half billion dollar short fall. In an effort to cover expenditures the entire NOVA fund was diverted to State Parks. These 9.5 plus million dollars went a long way towards maintaining, repairing, building, and managing recreational opportunities on a variety of trails that directly benefit equestrians. We are all aware that although State Parks welcome equestrian access at specific locations, there is a very limited choice as to where to ride on State Park property. As a result we look at the NOVA fund loss as a real loss of trail management on DNR, USFS, and a number of motorized systems. At the time of this writing I was informed that the Governor has recommended that the NOVA advisory committee be eliminated. The immediate question that pops in to my mind is; what financial advantage is there to eliminate a committee that is all voluntary, represents all users and has within its ranks members of land managers and law enforcement? That combination of participants provides a well reasoned allocation of recreational funding. The only obvious conclusion to the elimination of the managing committee is that there will be nothing for them to manage. Are we witnessing the total and permanent loss of NOVA funds? I hope not, but what other conclusions are available? We will be addressing this in preparation for our day in the Capitol. Observations indicate as soon as the session starts there will no doubt be other matters of concern that will be raised. The agenda for the day will include up to four items that we support or reject. As things develop we will coordinate with WTA so as to have a common agenda and consistent point of view to present to your legislators. IT IS VITAL THAT WE HAVE MEMBERS FROM EVERY LEGISLATIVE DISTRICT. In order to accomplish that goal, you need to discuss legislative day in your chapter meetings during January. This legislature will absorb money from anywhere they can. If we don t show a unified and statewide concern over trail funding, we will certainly loose funding on many systems. 6 General Membership Meeting January/February 2010 General Membership Meeting, Leadership Training, Auction, Dinner and Dance at the Kittitas Valley Event Center (fairgrounds) in Ellensburg Friday, March 19 to Sunday, March 21, 2010 This will be the second year that BCHW is having a combined Leadership Training, Annual General Membership meeting, Directors Meeting and Celebration. Friday will be the BCHW Board of Directors meeting, preceded by a Potluck Dinner in Teanaway Hall. Leadership training Part 1 and 2 will be held Saturday morning and Sunday morning. The General Membership meeting will convene after the Awards Ceremony on Saturday, followed by the annual auction, dinner and dance. Plan to attend now and participate in the weekend activities. Visit with old friends, make new friends and enjoy the fun and support BCHW, and get up to date information at the General Meeting. 7 Highlights of the December 5, 2009 BCHW Board Meeting By Dick Yarboro, BCHW Publicity Chair At its December 5th meeting, the BCHW Board of Directors elected Darrell Wallace of Scatter Creek Riders as BCHW President for They also elected Mike Mc- Glenn of Whatcom County to be BCHA Director, and Bob Gish of Northeast as BCHA Alternate Director. The office of Vicepresident received no nominations and was left vacant until the March meeting. President-elect Wallace subsequently nominated Janelle Wilson of Scatter Creek for Secretary, and Teri Starke of Enumclaw Trail Riders for Treasurer. The Directors were casting ballots electronically at press time but were expected to elect both candidates. Directors heard Membership Chair Heather Moorman explain that membership renewals have declined slightly in recent years. Directors were urged to emphasize membership renewal as well as new memberships to their chapters. In other actions, the Board passed a preliminary budget for , and passed several Standing Rules to standardize various procedures. They agreed to implement an on-line membership process during The Leadership Training and BCHW Vice-president When the President is absent, takes his/her place as meeting chair, signer of documents, or BCHW representative. Other duties as negotiated with the President. General Meeting to be held March 19-21, 2010 in Ellensburg at the Kittitas Valley Event Center. More information will be forthcoming in the March issue of. Grant Committee Chair Jeanne Koester announced that BCHW s trail grant application scored highly and is likely to be funded if and when Congress releases funding for the Transportation budget. Public Lands Chair Jeff Chapman explained that BCHW members may need to urge Congress to release such funding if BCHW is to receive the $75,000 grant, as well as the $10,000 Education grant that LNT Chair Jane Byram s application scored so highly on. BCHW Directors also voted to extend the contract with Washington Media Services to publish for the next two years, so readers can expect to see pretty much the same quality newsletter in the future. Bob Brooke reported that there will be a joint Olympia day with WTA on February 3rd. The lobbyist contract is up June 30, There was discussion regarding the need for a lobbyist and whether the cost is still worth the return. The Holiday Inn Express in Ellensburg, is offering a special rate to BCHW members for the Rendezvous and General Meeting March 19th & 20th. The cost is $ tax. BCHW Mission Statement BCHW is affiliated with Back Country Horsemen of America (hereinafter BCHA ) and therefore adopts the BCHA mission statement as follows: The mission of this organization shall be: To perpetuate the common-sense use and enjoyment of horses in America s back country and wilderness. To work to insure that public lands remain open to recreational stock use. To assist the various governmental and private agencies in their maintenance and management of said resource. To educate, encourage and solicit active participation in the wise use of the back country resource by horsemen and the general public commensurate with our heritage. To foster and encourage the formation of new chapters in the state organization. 5

8 Out on the Trails BCHW Peninsula Chapter Restores USFS Trail Jim s Junction to the Kloshe Nanich Lookout January/February 2010 By Sherry Baysinger, BCHW Peninsula Chapter It all started last year at our BCHW Leadership Training when we learned that BCHW had obtained $75,000 grant money to restore trails for the USFS. The grant would pay for our mileage, stock use and tools. On the way home, Larry Baysinger, immediately started talking about requesting money to restore the ridge trail to the Kloshe Nanich Lookout. This spectacular, but sadly neglected trail had never been stock accessible. We felt this piece of trail would be a wonderful addition to the 12 mile Littleton/Mt. Muller loop trail and our Littleton Horse Camp. For those of you who are newer members, this loop trail was completed in 1995 by the USFS and has been maintained by BCHW Peninsula Chapter members since it s completion. Beaver blade Queen. Del with tools on ridge. Since Larry was the chairman of the horse camp project he felt he should take on this new project. We asked for $6,000 of the BCH grant money and then met with USFS Recreational Ranger, Molly Erickson. Most of you know that the Littleton trail was Molly s creation and she had also supported our proposal for the horse camp, which was also partially paid for with a grant. She gave us the thumbs up on restoring this section of trail and making it stock accessible. We knew that we had a short window of opportunity to get this trail done, and would need lots of pack stock support. This is where our chapter comes up short we have lots of riders, but only a couple of packers. Tom Mix was searching for his replacement pack stock and we were booked through the summer 6 into October with pack trips. That left us part of September and a couple weeks in October to get the job done. Another challenge is the lack of water on the trail going up and across to the look out. The trail is a steep incline with very few places to safely tie off a lot of stock. Last winter s storms had almost completely washed out some of the trail. Those washouts had to be fixed before we could even get to the junction where the trail restoration would begin. One of our first projects was to turn pike the trail and channel the spring water at Oasis Creek, which is about half way up to Jim s Junction. We packed in and laid pipe so that next spring we can put in a stock tank there. So not only were we limited with the time we had to get the work done before winter snows came, we were limited to the number of stock we could actually take up there and not too many people want to hike three miles uphill, do trail work and hike downhill. We needed more help, so we ended up networking with Peninsula NW Trails Association, Gray Wolf Trail Crew, some local trail enthusiasts, as well as our Peninsula chapter members. Many of us worked on the lower section of trail since we couldn t all be on top. We all found our favorite trail tools and groomed the trail to USFS standards. Zorina specialized in tread work, I fell in love with the beaver blades (hi-performance weed eater/chainsaw tool), and Tom Larkin was the sawyer. There were too many others to mention here who used loppers and other tools on the trail. continued on page 7

9 Out on the Trails Jim s Junction continued from page 6 Chapter members Larry, Del Sage along with Rod Farlee (Gray Wolf) ended up being our trail warriors. They started at Jim s Junction on the west end of the ridge, and day after day they packed water and tools up the mountain slowly progressing westward, clearing downed trees and brush. Most of the time, their stock stood waiting patiently while they worked. Once they got about half way across the ridge, they decided it would be easier to drive up the look out road, campout on the road, ride in from the USFS decommissioned road and then make their way through the timber to the trail. This saved miles and miles of stock time and hiking, but meant they would stay on the trail day after day, camping with their stock. I took supper up there a couple times. One night after supper we were sitting in the camper finishing telling horse stories, when we heard a strange thumping noise on the trailer. Next thing I heard was those dreaded words, The horses are gone! Sure enough, Taz and our two mules were nowhere in site. Somehow they had gotten the paneled corral open and had left camp. The guys, who had just started to get warm after a stormy day of trail work were none too anxious to get out in the cold and rain again. We got in the truck and caught up with them about a mile down, heading for home, I m sure. That wasn t the end of the story. Later that night, Larry awoke to more thumping on the trailer, and strange scraping sounds. He finally got out of bed, put on his head lamp to see what was going on. This time, believe it or not, the entire corral was gone. Looking down the road he saw that those incredibly brilliant and determined critters had decided to work on this going home idea together. They had managed to push the corral down the road about 100 feet until one corner got stuck in the ditch bank. If Rod and Del hadn t been there as witnesses, I don t know if anyone would have believed that story! Next thing I heard was those dreaded words, The horses are gone! 10 Out on the Trails January/February 2010 R2R 2009 Founder s Award Presented to BCHW Presented by John Selby to Tom Faubion Every year, the Race Committee of the Rainier to Ruston (R2R) Rail- Trail Relay and Ultra recognizes the individual or organization who made the most significant contribution to the event during the preceding year by awarding them the Founder s Award. With my sincere apology for the nearly five-month delay, it gives the founder himself a great deal of pleasure to present the Founder s Award for the 2009 R2R to the Back Country Horsemen. Every year these volunteers have made significant contributions to the R2R. This year was extraordinary. Pacific Crest Trails Association Trail Maintainers of the Year Award In early December, BCHW Pierce County Chapter members Ron Downing and Tom Poste attended the Pacific Crest Trails Association Meeting in Portland and accepted an award from the PCTA on behalf of Tahoma, Pierce and Enumclaw Chapters of BCHW. They were named Trail Maintainers of the Year for 2009 for the North Cascade Division, and received a plaque to honor their achievement. 8

12 Out on the Trails R2R 2009 Founder s Award continued from page 8 above Carbonado. They spent 531 hours on that trail and in Gale Canyon. More than 15 different Back Country Horsemen participated in 12 work parties on the upper Carbon River trail and two in Gale Canyon. That s not counting Speedy the mule or her girlfriend Big Jen who packed in the tools for the final cleanup before the R2R. The Back Country Horsemen work independently of the Coalition doing work that may not otherwise be done. They pride themselves on being able to see projects that need to be done and doing them without causing any problems with land managers. They attempt to predict problem areas and to solve safety issues before anyone gets hurt. A good example of this was their insistence that the R2R provide radio contact with course monitors along the isolated trail in the upper Carbon River which we finally did this year. The Foothills Trail Coalition is extraordinarily lucky to have the Back Country Horsemen working for us, because they also volunteer for the U.S. Forest Service, Mt. Rainier National Park and the Dept. of Natural Resources, contributing over 5,000 volunteer hours to these combined land managers. In fact, the Back Country Horsemen are working somewhere every single weekend from January through the end of December. From all of us to all of you, thank you, Back Country Horsemen! Awards will be presented at the BCHW General Meeting in April, Jim s Junction continued from page 7 It was just a day or two later that a big winter storm blew in. The guys had to leave their tools stashed, pull up camp and go home to wait for the weather to clear. Finally, the weatherman said we had one clear day before another storm would dump snow in the high country. So November 12, Larry and I drove up the lookout road. Even with 4-wheel drive we barely made it to the campsite. We had no time to spare to get out before dark The views on the entire trail, including the old road, were panoramic. The Straits of Juan de Fuca, Lake Crescent and the Olympics clearly visible. The mountain beaver holes under the snow were horrible, and the trail was both hair-raising and breathtaking. Especially the mountain goat trail we took Summer time picture of Mt. Muller/Littleton Trail from the east end. up through the timber and the snowy bald face we switchbacked on. We got to our stashed tools, finished the last section of trail, loaded Kate and headed out just as the fog rolled in and the snowflakes started flying. I was never so happy to see the truck and trailer. This section of road is steep enough that we both agreed that I would take the horses down the road a piece before we loaded them, since we didn t have our chains and there s nothing slicker than wet Washington snow. As Del says, most of this packing and trail work is about the memories and stories. Well, we have stories and as long as we keep repeating them, they ll go down in history, even when we ve been long forgotten. 10

13 Out on the Trails Joint BCHW/PCTA Trail Work Project By Lori Lennox, BCHW Grays Harbor Chapter A popular section of the Pacific Crest Trail (PCT) in the Mt. Adams Wilderness, Gifford Pinchot National Forest, was refurbished in August, thanks to a partnership between the Pacific Crest Trail Association (PCTA), who provided the trail crew, and the Mt. Adams Chapter BCHW, who supplied pack stock to get tools and food into the base camp. This ten-day project started around Riley Creek and went south, ultimately 4,855 ft. of trail was rehabilitated. The crew installed 30 check step/ waterbar combinations on a heavily eroded section of trail; selectively cut Alpine Fir with a crosscut for material and pinned in structures with limbs from harvested trees; and dug borrow pits to fill in massive cupping in the trail. They also cleared the overgrown trail corridor. Eric Mason, Technical Advisor for the PCTA, worked with a five-person trail crew from the Northwest Youth Corp. from Eugene, OR. Dave Welch, Director of Photos by Connie Baugher Crew setting up packs. the Mt. Adams chapter, could not participate but made the initial arrangements with the PCTA and Dean Robertson, USFS. On August 18th, four packers showed up with five pack animals and three head of riding horses: Dick Woodfin, Jerry Throop, and Iris and Alan Bennett. Alan hiked in, leading his mule and rode it out. Four other members also showed up to help: Craig Schuster, Jim Pence, Connie Baugher and Lori Lennox. The staging area for this project took place where the PCT crosses FS Road 23. Gear was spread out there and put into packs, then everything and everyone drove north on the 23 Road to where the Table Mountain Trail crosses the road. The Youth Crew assisted the BCHW members with packing the animals, helping with the lifting and securing of the loads, and learning the tricks to packing and working around stock. Then packers and crew headed up the trail, which connects with the Riley Creek Trail, which leads to the PCT and the base camp. After unloading, the BCHW members headed south on the PCT for an eight and a half mile ride through an especially beautiful part of the trail and back to their rigs, which were parked again at the staging area, having been ferried back there by the on-foot members. On August 27th, Jerry, Alan, Teunis and Pat Wyers rode in and hauled everything out. Alan had ridden in the day before and camped over night near the crew. Alan said, They were very hospitable and invited me over for dinner. Boy, can those folks cook. A couple of the volunteers even got a back massage from Willy the mule who gives world famous massages. That was a bunch of fun! I will definitely be going back next year to help. The hard working young trail workers thanked the packers over and over for their help. Eric Mason commented, That was an awesome project and the BCHW made it all possible. 14 Out on the Trails January/February 2010 Whatcom Chapter and 4H Youths Work Party at Herman Miller 4H Park By Fran Van Diest, BCHW Whatcom Chapter On November 14, 2009 there was a joint work party with Back Country Horsemen of Washington and 4H groups at the Herman Miller 4H Park. We had approximately 80 people show up. The pack animals were ready to haul in gravel. The 4H youths headed for the trails to rake all the leaves off, while others headed for the gravel piles to start filling up buckets to load on the L boards and fill up the gravel bags. Another group headed for the muddy sections of the trails to get the area ready to spread gravel. Some cleaned trails and clipped low branches. There were four different muddy sections that were completed that day. At each work section there were Back Country Horsemen and 4H youths working together. The group would fill buckets at the gravel pile and as soon as the pack animals arrived, buckets were loaded on the L boards and the gravel bags were filled. Rocky Leavitt, Mick Blakely, Gary Anderson, Roy Van Diest, John Hollins and Bill McKenna were all ponying the pack animals and hauling gravel to the sections of trails that needed work. There were a total of 10 pack animals. Back and forth this continued until the areas were completed. For the Backcountry Horsemen this is a great opportunity to pass on our knowledge and appreciation of keeping the trails open for our future horsemen. 18 Calendar of Events January/February 2010 BCHW Presence at Washington State Horse Park Land Celebration By Karen Bailey, BCHW Alpine Lakes Chapter How do you prepare 112 acres of raw land for over 600 visitors? As always you ask the Back Country Horsemen of Washington (BCHW). Alpine Lakes Trail Riders chapter (ALTR) assisted the Washington State Horse Park (WSHP) Foundation with set up of the newly acquired site. In true BCH form, the ALTR volunteered many hours, created a parking area under the power lines, spread chips on the dusty rough roads, cleared walking trails that showcased the proposed facilities, set up vendor row and the children s area, plus moved 150 bales of straw. Leave No Trace principles were placed around the walking trails, in the form of seven posters and ALTR members Julianna Birklid and Sheila Frericks set up the ALTR tent in a prime location, next to Suncadia s famous Barbecue and the WSHP celebration tent. They were able to showcase the ideals of the Backcountry Horsemen, highlight the many riding trails in our area, and answer questions about BCH and Leave No Trace. Tractor rides were offered by ALTR members, allowing visitors to fully appreciate the lay of this beautiful land. Normally, the only visitors to this site are elk, deer and other local residents, but on September 26th this land was bustling with anticipation. The Horse Park is planning for a soft opening in the fall of 2010, and it will be open to many disciplines, but it will also offer front country camping and trail riding, plus the opportunity for BCH members to share their love of riding and, of course, offer volunteer hours for the construction of new trails Calendar of Events Check with the ride host on whether or not weed-seed-free feed is required by law.
