1 SOUTH STRATHCONA COUNTY TRUCK FILL Council Meeting Date: January 14, 2014 Agenda Item #:11.1 Report Purpose To recommend a truck fill location based on technical evaluations and resident feedback. Recommendation THAT Council direct Administration to bring forward an amendment to Land Use Bylaw to provide for the development of a water reservoir and truck fill within the Hamlet of South Cooking Lake. Council History June 8, 2010 Council moved that Bylaw , an amendment to Land Use Bylaw to provide for a proposed water reservoir and truck fill in South Cooking Lake, be referred back to Administration for consideration of the comments brought forward at the Public Hearing and bring a recommendation on the Bylaw back to Council, Resolution #322/2010. Environmental: n/a Stakeholder: Followed the Public Engagement Policy and Framework for resident surveys and Open Houses. Interdepartmental: Emergency Services, Planning and Development Services, Transportation and Agriculture Services, and Utilities. Summary In May 2013, a telephone survey and a mail-in/online survey was completed asking residents what principles were important to them and what principles they felt were important to the community when considering a truck fill location. The survey results indicated: In terms of what was important to residents, the truck fill would be easy to get in and out of was the overwhelming favorite first consideration, while items associated with being located in a less/more populated area were the lowest. In terms of community impact, making sure there was sufficient distance between truck fills to serve as many people as possible was a clear first choice, while making use of existing pipes was rarely chosen as a preferred option. Four potential locations were identified and evaluated using the results from the telephone survey: South Cooking Lake Airport Northern Bear Developments Hamlet of South Cooking Lake, and Range Road 223 and Hwy 14 /2 Document #:

2 - 2 - Administration then held two Open Houses (June 27, 2013 at Hastings Lake and July 11, 2013 at South Cooking Lake) to present a summary for each location (Enclosure I) and ask residents for their comments. From the two open houses, 56 resident feedback forms were collected and reviewed (Enclosure II). The comments are summarized as follows: South Cooking Lake Airport The majority of the comments were regarding the location being inconvenient: (out of the way, too far from Highway 14, too close to Half Moon Lake fill station) and the cost (extra cost to extend the water main). Northern Bear Developments The comments with respect to location, proximity and convenience were split (close to my house versus too far off Highway 14 and not being located on a main road). There were also a lot of concerns with the cost (cost of land, road improvement costs). Hamlet of South Cooking Lake The majority of positive comments were regarding the location being within five kilometers of home / proximity / convenience and easy access (close to home, best location) whereas the majority of negative comments were with regards to proximity to the school (traffic and pedestrian safety). Range Road 223 and Highway 14 The majority of the comments were regarding proximity, good access and on a main road, however there were also comments with respect to the poor intersection entering Highway 14. In addition to the open house resident feedback forms, the County also received a letter of support for the Northern Bear Development from the Residents of West Bear Haven Community and Northern Bear Villas (Enclosure III). Based on a technical evaluation, the important factors obtained from the May 2013 survey and the open house resident feedback, Administration is recommending that the truck fill be located within the Hamlet of South Cooking Lake. This recommended location was presented to Council on June 8, 2010 where Council moved that Bylaw , an amendment to Land Use Bylaw to provide for a proposed water reservoir and truck fill in South Cooking Lake, be referred back to Administration for consideration of the comments brought forward at the Public Hearing and bring a recommendation on the Bylaw back to Council, Resolution #322/2010. The Public Hearing Minutes, June 8, 2010 (Enclosure IV) documented the concerns raised at public hearing. The following are some measures to mitigate concerns: South Cooking Lake Road speed limit has already been reduced from 80 km/hr to 50 km/hr and is 30 km/hr during school hours. The design of the proposed truck fill takes the potential for road icing into consideration and Administration will commit to monitoring the road conditions throughout the winter. The proposed truck fill requires about one acre of land and can be incorporated into the proposed Area Structure Plan while maintaining the potential to develop future institutional lands (Enclosure V). The proposed truck fill will use landscaping and architectural controls to improve visual aesthetics for the building The truck fill is designed for residential haulers as fill rates are inadequate for commercial haulers. /3 Document #:

Strathcona County is currently determining a location for a truck fill in the south rural portion of the County. There are many factors that need to be considered when building a truck fill. In May, a telephone survey and a mail-in/online survey was completed asking residents what is important to them and what is important to the community when considering a truck fill service. Four potential locations were identified and evaluated using the results from the surveys. We want your input Please provide us with your comments on each of the locations. We have forms available for you to record your comments. Thank you for taking the time to provide your input. Next steps A recommended location based on evaluations and feedback from the community and the County will be presented to Council in August for approval. If approved, construction details will follow. Benefits of a truck fill in the area Convenience can save time and money. For residents that haul their own water, a closer truck fill means not having to travel as far to get water. A closer location will save money in fuel and wear and tear on vehicles. Funding opportunity. Funding for a portion of the truck fill (building) is grant-funded. For local residents. The truck fill would be designed to serve residential water haulers only. It would operate using an access card system (no coins).

Residents were asked to rank five factors associated with the location of a truck fill that were important to them. The rankings were as follows: Factor (in order of preference) 1.The truck fill would be easy to get in and out of 2.The truck fill would be within a 5 kilometer proximity of their house 3.The truck fill would be located on a main road 4.The truck fill would be located in a less populated area 5.The truck fill would be located in a more populated area Comments from survey analysis Overwhelming favourite choice Factors 2 and 3 were relatively close together This factor was rarely chosen as a preferred option Residents were asked to rank five factors associated with the location of a truck fill that were important to the community. Easy to get in and out The size and constraints of this potential location will make access a little more challenging. Within 5 km of your home Hamlet: 7 km away from the hamlet and requires a highway crossing Rural: Because the site is on the southern border, the 5 km radius to the site includes residents outside of Strathcona County Located on a main road Located on Range Road 222 which will require significant upgrades north of the potential location to accommodate traffic. Avoid densely populated area Within the vicinity of dense residential development that have municipal piped water. Adjacent to a country residential subdivision. What is important for the community... Sufficient distance between truck fills Location is approximately 20 km driving distance (12.5 km as the crow flies) to serve as many people as possible from the existing Half Moon Lake truck fill Cost of project The condition of Range Road 222 between the location and Twp Rd 512 will require road improvements increasing the cost of the project. Future land use(s) before constructing This location has an existing water reservoir and is adjacent to the golf the truck fill course. Future growth opportunities for South Location would not take into consideration future servicing of the hamlet. Cooking Lake hamlet Use existing pipes The potential truck fill and existing water reservoir could use common infrastructure creating more effective operations. It is also located next to an existing water supply main. Other considerations Subject to land negotiations, purchase and approvals. Some residents living in the Northern Bear area have indicated support for the truck fill to be located in the area even though it has a higher population density.

Easy to get in and out Location can accommodate a truck fill designed similar to Half Moon Lake. Within 5 km of your home Hamlet: Approximately 4 km away from the hamlet Rural: The site s 5 km radius will intersect with the 5 km radius of Half Moon Lake. Located on a main road Located on Twp Rd 514 which is paved to Range Road 221, however the road turns into gravel prior to the entrance to the proposed site. Avoid densely populated area There are minimal impacted neighbors with the majority of the site being surrounded by the airport. What is important for the community... Sufficient distance between truck fills Site is approximately 9 km driving distance (or 5.5 km as the crow flies) from to serve as many people as possible the existing Half Moon Lake truck fill. Cost of project A new water line would be required increasing the cost of the project significantly as it is not grant eligible. Future land use(s) before constructing Future land use could include additional airport hangers the truck fill Future growth opportunities for South This location does not take into consideration future servicing of the hamlet. Cooking Lake hamlet Use existing pipes This location requires approximately 2 km of water supply main to be extended and it is not grant eligible. Other considerations Subject to land negotiations, purchase and approvals. This location will require re-zoning.

Located on a main road Located on South Cooking Lake Road which is in good condition, however it is close in proximity to the school. Avoid densely populated area Located in the middle of the hamlet, adjacent to schools and dense residential development. What is important for the community... Sufficient distance between truck fills Site is approximately 12.5 km driving distance (7 km as the crow flies) to serve as many people as possible from the existing Half Moon Lake truck fill. Cost of project On County-owned land adjacent to the existing water supply and an existing access. Future land use(s) before constructing Location is in the middle of the hamlet on land that may have a higher the truck fill level purpose than a truck fill station in the community s future vision. Future growth opportunities for South This location could be used in the future to build a water reservoir to Cooking Lake hamlet service future growth of the hamlet. Use existing pipes Location is directly adjacent to the existing supply water main. Other considerations Proximity to fire hall for possible support in the case of a fire. Some concerns raised at Council public hearing in 2010: Proximity to the school Proximity to the residents Ice on South Cooking Lake road Not what the residents want to see in the center of the hamlet Potential for increase traffic into the hamlet Location requires re-zoning.

Within 5 km of your home Hamlet: Approximately 4 km away from the hamlet and does not require hamlet residents to cross a highway. Rural: Truck fill users do not have to go through town to access the truck fill. Located on a main road Potentially located directly on Range Road 223. The existing road is wide enough to accommodate vehicles turning into the site. Avoid densely populated area Depends on the future development plans for the area. What is important for the community... Sufficient distance between truck fills Location is approximately 10.5 km driving distance (6.5 km as the crow flies) to serve as many people as possible from the existing Half Moon Lake truck fill. Cost of project Land acquisition processes are required for this location. Future land use(s) before constructing The location will be designated as public utility lot (PUL). the truck fill Future growth opportunities for South Location would not take into consideration future servicing of the hamlet. Cooking Lake hamlet Use existing pipes Location is directly adjacent to the existing supply water main. Other considerations Subject to land negotiations, purchase and approvals. More investigation is required on the location to determine suitability for truck fill. Site requires Alberta Transportation approvals.
