2 THE PRESIDENTS CHANNEL Frank Moskowitz February 2016 Slow Roll Presidents Letter Welcome to February s Slow Roll. I trust everybody had a very happy and healthy holiday season. Since there was no January Slow Roll, here is a review of two important items from the last two months activities; 1. According to our club s Administrative Action Schedule, our members were to review the AMA Safety Code, SVF Field Safety Rules and the SVF Constitution and By-Laws. These discussions took place during our January meeting. There were no comments at the time, so I recommend that all members have a look at the documents and comment if necessary at our upcoming February 5 th club meeting. If you need a copy of our By-Law,you cangotothis link AMA members are now required by regulation to register their aircraft with the FAA to avoid federal enforcement and potential penalties. All Radio Control modelers must register aircraft weighing greater than 0.55 pounds online no later than February 19, The registration fee is $5. However, FAA is offering free registration when registering on or before midnight EST on January 21. Online registration can be accomplished on the FAA webpage at, RegisterMyUAS.faa.gov. Several AMA staff members and AMA leaders have been working with legal counsel and the FAA to find a solution for our members on the registration rule. To date, FAA has agreed in principle to several proposed initiatives that will help ease this process for our members in the future. Visit modelaircraft.org/gov to learn more The 2016 CAMAC calendar is out with the following three SVF location events posted for later this year. Here is a link to the newest calendar showing all 2016 events Phoenix Helicopter Fly-In is Friday, Saturday and Sunday; March 11 th,12 th and 13 th Electric Fun-Fly is Saturday November 12 th CAMAC stands for Central Arizona Modelers Advisory Council. It was founded to coordinate, promote and preserve the enjoyment of recreational model building and flying in Arizona. CAMAC is the best source for locating information on upcoming contests and events in and around Arizona. Be sure to write down the above mentioned event dates on your calendars so you ll know which weekend days our field is closed to general membership flying. We will be asking for your help as usual to support kitchen, parking and gate duties. Please volunteer some time if possible. We will be discussing the need for volunteers at some of these events in our upcoming meetings. Last month on January 15 th through 17 th, we had the 4 th Annual Winter Warbirds Fly-In event at our field. It was a huge success with 55 pilots registered and over 100 aircraft. Thanks to Tony Quist for all the hard work and planning that made this event successful, and Mother Nature cooperated completely. Thanks to all the SVF members that volunteered their time for Registration, Gate duty and Flight Line help. Pictures are in this edition of the Slow Roll As our membership grows and new faces appear, we all need to insure that our field maintains its stature as the best looking and most desirable club around. It s everybody s job to help out. If you would like to voice your opinion regarding anything to do with our club, then please come to the monthly meetings. We look forward to hearing from each of you. For those of you that haven t attended a club meeting in a while, February is the time to start. Please join us for the February 3 rd club meeting. We will have many raffle prizes and the 50/50 could make you very happy $$$. You never know what might happen, and you don t want to miss it. Meetings start at 7:00 pm. 3 Sun Valley Fliers General Membership Meeting Minutes 12/2/2015 Meeting called to order by Frank Moskowitz at 7:03 Pm. There were 26 members present. Absent: Tony Quist VP, Eric Stevens, John Russell. Open: Frank welcomed the guests and wished them a Happy Holiday. Told the member s food was available for the meeting in the back. Treasurer s Report J B Bowers J B gave his financial report to the members. His report is on record for review upon request by the members. The financials for 11/4/2015 were approved as written. Membership Director s Report Mike Peck 292 members for renewed for 2016 Safety Officer s Report Tom Kametz Tom has mentioned that he saw 2 planes go thru the tennis netting last week as they run off the runway. The Tennis netting will be replaced shortly. Old Business The Board will hold off on the paving project. We will see if we get more member donations for this project and revisit this in 2 months. The New Tennis Netting will be installed now. Thanks to Bob True for installing the Blast Shield on Station #3 As per Board Approval Bob will install the rest of the flight stations with Blast Shields. Pilots will now be directed to (START YOUR PLANES FACEING OUT TO THE NORTH!) Thanks to John Geyer for running the 15 th Electric Turkey Fly-In. John raised a nice sum of money and DOG FOOD for a GREAT cause for a NO KILL animal shelter HOME FUR GOOD! They had 21 registered pilots there. Thanks to Dan Bott and Duncan Hobbies for their donations for the fly-in. New Business: There will be NO SLOW ROLL for the month of January. Winter War Birds is coming up on January 15,16,17th. 14 Academy of Model Aeronautics Member Communication Monday, January 25, 2016 Dear Members, Last month the Federal Aviation Administration (FAA) announced that it would require owners of model aircraft to register with the agency by February 19. AMA participated in the task force designed to provide recommendations to the FAA on the registration of small recreational unmanned aircraft, and we urged the FAA to exempt AMA members from registration. AMA also recommended the FAA consider several factors, not just weight, when determining which model aircraft would need to be registered. Instead of exempting our community, the FAA created an unnecessary burden for our more than 188,000 members who have been flying safely for decades. As you know, AMA members already abide by a voluntary registration system that fulfills the safety and accountability objectives of the federal registration system. We made this point very clear to the FAA and other task force members. We are exploring all options to alleviate this burden on our members and we are actively engaged in talks with the FAA. For now, the requirement is federal regulation and therefore we must advise all of our members to comply by the February 19 deadline. We have an existing petition with the US Court of Appeals regarding FAA's 2014 interpretation of the "Special Rule for Model Aircraft" and we will continue our advocacy work in Washington D.C. Recently, our leadership brought representatives from the FAA to one of our flying fields to witness AMA's safety protocols, observe club camaraderie and mentoring, and speak with AMA members firsthand about their concerns. In addition, this week AMA staff and the Executive Council will arrive at Capitol Hill to speak to members of Congress and their staffs about the importance of protecting model aviation for future generations. We will continue to work on behalf of our members, but since a solution to the registration requirement is unlikely by February 19, members should register at Once registered pilots will receive a Federal registration number that is to be placed on or within aircraft over 250 grams (0.55 lbs.). Members are encouraged to continue placing their AMA numbers on their aircraft as well. Members only have to register once, they do not have to register each unique aircraft. The FAA requires registration regardless if you fly a multirotor, helicopter, fixed wing, or any other type of radio control model aircraft that uses a ground control system with a communication link, such as a transmitter.
