2 2 PROJECT OVERVIEW ABOVE-GROUND BUILDING UNDERGROUND CHAMBER The Highbury Interceptor is a large sanitary sewer that carries most of the City of Vancouver s wastewater to the Iona Island Wastewater Treatment Plant. In recent years, odour complaints have increased. Metro Vancouver is planning to construct an air management facility in Musqueam Park to address these complaints and prolong the service life of the sewer pipe. The air management facility includes an above-ground building and an underground chamber. Equipment includes a fan, odour scrubbing equipment, and a vent stack. The building will also contain a public washroom for field users.
3 3 PROJECT OVERVIEW Metro Vancouver is working with the City of Vancouver, Vancouver Park Board, and the Musqueam Indian Band to plan the project. The Vancouver Park Board recently approved the project location and Metro Vancouver is working through the building permit process with the City. Construction is expected to begin in early 2016 and be completed that fall. 5 5 APPEARANCE OF THE FACILITY
6 6 PROVEN TECHNOLOGY The examples below demonstrate similar types of air management facilities currently in operation in other communities. GARDEN OF THE PROVINCES (City of Ottawa) This facility is about half the size of the Highbury Interceptor Air Management Facility and is located next to a high-rise neighbourhood in the City of Ottawa. SANDY HILL PARK (City of Ottawa) This facility is in a park in Ottawa next to an outdoor swimming pool. JONATHAN ASHBRIDGE PARK (City of Toronto) This facility is located in a Toronto park, next to residences and sports fields.
7 7 ODOUR & HEALTH The facility will use both treatment and dispersion to control odours, as illustrated in the diagram below. The treatment process will remove 99.5% of odorous compounds. The remainder will be dispersed through the vent stack. The facility has a continuous monitoring system for sewer gas that is monitored 24/7. Staff can shut down the facility remotely if the need arises. There will be no odour or health impacts from the facility. 9 9 ENVIRONMENTAL IMPACTS WILDLIFE Both environmental and wildlife assessments have been conducted. Site-specific environmental protection and sediment control plans will be developed. No significant impacts on wildlife are expected. TREES AND VEGETATION Metro Vancouver and the Vancouver Park Board focused on a location for the facility within the trees but with the least impact on the tree stand. Trees will be replaced at a ratio of 2:1. As part of this project, Metro Vancouver and the Vancouver Park Board are committed to removing invasive species currently growing near the future site of the facility.
10 10 WASHROOM The Vancouver Park Board has identified a need for a washroom in the park. In order to accommodate users of the park, a universal washroom will be installed in the facility. Vancouver Park Board will maintain the washroom and control access. Access will be restricted to sports field users, who will be issued key cards.
