Your Committee Queensland Working Group Chairman Captain Doug Stott Doug Stott joined the Guild over twenty years ago. He has been involved in airspace matters as a Guild representative and Industry Convenor for various RAPAC s since the early 80 s in the Northern Territory, Victoria-Tasmania, and in recent years Far North Qld. Doug was also Convenor for NAPAC (the national airspace body) for nine year until Over the past 18 years, Doug has been involved in safety management and auditing with QANTAS as a Flight Safety and Quality Manager with QantasLink and as Qantas representative on the IATA Accident Classification Working Group for three years. This was followed by a move to Cairns as Operational Safety Manager with Australian Airlines. A period of consulting followed where he conducted IOSA audits of major international airlines. He has also conducted audits in PNG and Australia for the resource industry. Doug has been flying almost fifty years and has over hours on approximately seventy aircraft types. Prior to his involvement in safety, Doug was a Shorts SD330/360 and Dash 8 Captain with QantasLink. His flying career has included instructing and check and training. Doug has a strong sense of airmanship and professional knowledge which has led him into a wide range of roles within the industry, including the safety team at the Avalon Airshow and being on the committee and President of two aero clubs. Doug has owned a modified Airtourer for 38 years and following his move to the Sunshine Coast has recently built a hangar at Watts Bridge. He is also in the process of rebuilding a Super Cub and is looking forward to the day it flies. Chairman s Update Change of Name of the Guild Firstly, members will receive with this Newsletter the advice that the Australian Region Executive Council has decided to recommend adoption in Australia of the new name of the Guild " The Honourable Company of Air Pilots" which is planned for adoption in London from 19 February We are currently working on the necessary changes to our Constitution and related matters and once updated the normal procedure of a Special Resolution of members at a General Meeting will follow. Members will be able to vote to endorse the required changes in the constitution at that meeting. We are planning for this at the AGM next March (2014). The following outlines details of the name change. The Guild in London advised earlier this month that, at a meeting of the Privy Council held on 12 December at Buckingham Palace, Her Majesty was pleased to grant a Royal Charter to the Guild in the name of the Honourable Company of Air Pilots. The Guild has confirmed the date on which the title of the Guild (Company) will change to that of the Honourable Company of Air Pilots, preparatory to or co-incidental with receipt of the Royal Charter itself, is Wednesday, 19 February 2014.
2 On that date, there will be a formal 'white-tie' dinner in Guildhall in London to mark this event. 2 The main point to note from the Regions' perspective is that although all members (worldwide) will still be members of the same company (by its new name), the Regional bodies which represent their interests in each Region can maintain their own identity if this is thought preferable. Although the Australian Region is an incorporated body in Australia, we are all members of the Guild in London. The Australian Executive Council has considered the change of name at meetings during the year A significant discussion point was the dropping of the words '..and Air Navigators.." form the title. However the Council noted that there will be no change in the eligibility of prospective members in the organisation and in fact in Australia I will be actively encouraging applications from operational flight crew who are not pilots. Master s Visit The visit of the current Master, HH Judge Tudor Owen and his partner Maria during November was a great success. Details are included in this Newsletter. Personally I wish to thank all the members who put their considerable time and efforts into the preparation and execution of the visit. On departure for Hong Kong the Master noted what a great time they had had in Australia, the professionalism of all he had met and was particularly grateful for the help, support and friends he and Maria had received during their visit. From me, thank you all. Bicentennial Award Anniversary I am happy to report that some 11 of the past 21 recipients of the Australian Bicentennial Award were able to attend one of the functions held during the Master s visit. That included the 2013 recipient, Chris Sperou, and some of his many supporters attended the Adelaide Dinner, as did many from Cobham who were there to support Gordon Browne who received a MAP Certificate from the Master. Ongoing Efforts Since the last Newsletter the Guild has been active in considering changes by CASA to its [too?] many regulations particularly Part 61. The Guild was also represented at the October Safeskies 2013 Conference in Canberra. From Me Andrea and I had the pleasure of attending the Trophies and Award Dinner in London in October. We were joined by Secretary Mike Cleaver and Chris Sperou and his partner. A great night and a 'bucket list' matter for all members. From me a big thank you to all the members of the Executive Council who all put considerable amounts of time and effort into the Guild. And to all have a very merry Christmas and look forward to a happy, healthy and prosperous new year. Harold Walton, Chairman Education and Training Matters-Scholarships 2013 GAPAN/Griffith University Scholarship winner receives her Certificate. Miss Caitlin Stephenson, from NSW, is the winner of the 2013 GAPAN/Griffith University Masters in Aviation Management scholarship. On 22 October 2013, the Chairman of the Education and Training Committee, Peter Holstein (JP) MAP, presented Caitlin with her Scholarship Certificate on behalf of the Australian Region of GAPAN and Griffith University. The presentation was made at 2 Squadron, RAAF Base Williamtown, NSW, where Caitlin is presently employed by Boeing Defence Australia as an Avionics Engineer working specifically on the Airborne Early Warning and Control (AEW&C) Wedgetail project. The project provides in-service support to the Wedgetail aircraft operated by the RAAF Number 2 Squadron. Caitlin is 28 years of age and holds a current CPL(A) and Grade III Instructor Rating. She has approximately 400 hours and is involved with the RAAF Williamtown Aero Club.
3 3 She is also a keen sailor involved in racing yachts, which she likens to having very many interesting similarities with flying, especially regarding aerodynamics and navigation. Caitlin first joined GAPAN in She says the Guild offers many opportunities for aviation enthusiasts, especially the young. She says "the Guild offers good networking opportunities and is a great source of information and advice to budding young aviators." Caitlin commenced studies toward her Masters in Aviation Management degree earlier this year and says the qualification will be a beneficial addition to her Bachelor of Engineering in Aerospace Avionics that she presently holds, particularly in broadening her knowledge in the civil aviation industry and airline management. The Guild of Air Pilots and Air Navigators and Griffith University congratulate CAITLIN STEPHENSON on being awarded this welldeserved Scholarship. Just by way of explanation, the Guild offers various Scholarships to the Aviation Fraternity at various times throughout the year. Last year the Guild promoted Scholarships for examination through ASL, Certificate IV's in Aviation through my organisation and a Masters Degree in Aviation through Griffith University. We try for a diversity of qualifications on offer. The Guild actively promotes any Scholarships on offer through our Newsletters and any other publication offering us space for promotion. This often includes Australian Pilot, AirWaves and Helinews. We also promote on various websites. The Scholarships are open to anyone involved in Aviation throughout Australia and are not limited to Guild members. The applicants usually submit their applications with a Resume and a short essay on what the particular scholarship will contribute to their careers. All applications are scrutinised and voted upon by a committee comprised of Guild Executives and the winning entrant is notified. They are then followed up with a presentation by a Guild person of their Scholarship Certificate, and once again, that is promoted widely. The only requirement the Guild asks is that the offered Scholarship is genuine and that both the Guild and the provider of the Scholarship agree to the logos of both organisations (the Provider and the GAPAN) appearing equally on all promotion material used throughout the advertising period and the Certificate awarded to the successful applicant. Peter Holstein, Chairman E&TC Strategic Planning Goals The December report on Strategic Planning Goals is attached to this Newsletter. Master s Visit The Master, His Honour Judge Tudor Owen, and his partner Maria arriving in Brisbane on 4th November and after a hectic 4 weeks during which they visited the capital cities in Queensland, NSW, ACT, Victoria and SA, as well as Heron Island and Ayers Rock, departed for Hong Kong on Sunday 1st December. Formal black tie dinners were held in Brisbane [9 November], Canberra [22 November] and Adelaide [29 November] and luncheons in Sydney [20 November] and Melbourne [25 November].
4 4 This year is the 25th Anniversary of the Guild's Australian Bicentennial Award and as noted in the last newsletter the previous winners of the award were invited to attend one of the above functions. We are happy to report that 11 of the 21 previous winners were able to attend including 6 at the Brisbane dinner. The first formal dinner held in Canberra during the Master s included Martin Dolan, Chief Commissioner of the ATSB and Greg Hood, Chief Executive from Airservices, whom the Master had met and had discussions with earlier in the day. The dinner was a great success thanks to Peter and Jane Norford and Kym and Debbie Osley. During his visit the Master presented Awards to Emergency Management Queensland, Helicopter Rescue [Grand Master s Australian Medal], to Chris Sperou [Australian Bicentennial Award] and Sue Ball [Master s Australian Award]. Master Air Pilot Certificates were also presented to Captains Hodder and Woodward in Sydney and to Captain Browne in Adelaide. Thanks to the generous support from operators, and the hard work of a few of the members on the Executive Council, the Master enjoyed flights in Helicopters and fixed wing aircraft. I think the smile on his face says it all. In Adelaide the Master participated in the annual spot landing competition at Aldinga. As Sue Ball reports "...Tudor flew in the Malcolm Cross spot landing competition at Aldinga. He has not flown fixed wing for about 5 years so his fun of the event was to enjoy the scenery (sea on one side, hills on the other) while he flew the two circuits... errr.. well, it was supposed to be just two circuits but he was having such a good time he forgot the full stop, just doing a touch and go and a third circuit..." The competition was won by Guild member John Eastlake, an ex RDFS pilot who also had not flown for four years. So congratulations john. All in all the current Master s visit was a great success particularly for the 61 + attendees at the Adelaide dinner many of whom came to support new member Chris Sperou. Perhaps the best picture of the trip was taken by John Eacott at Sunbury! Next year the Master will be Dorothy Saul-Pooley and we look forward to that visit next November.

If you haven't already done so your early payment would be greatly appreciated. Members with over 40 years of continuous membership of the Guild are entitled to have their future subscriptions waived. If you believe you newly fit into this category please advise the Guild office who will make the necessary arrangements with the London Office. Articles for this Newsletter Articles are sought from members for inclusion in this Newsletter. These may cover any subject that are judged to be of interest to Guild members in Australia and ideally should be limited to around 500 words. Pictures may be included and are encouraged. The Australian Region Chairman and the Editor reserve the right to refuse to publish any article offered, to make minor editorial changes or shorten the article. 6 Australian Region of the Guild of Air Pilots and Air Navigators Progress Report from April to 31 December - Strategic Planning Goals for 2013/14 1. External Goals Goal Measure progress Progress to 31 December 2013 Positively influence Government and its agencies in relation to aviation matters. 6 Record the number of Guild responses to Government aviation matters and subsequent outcomes Responded to CASA consultation on Part 61 MOS. Ensure that the Guild has representation at all meetings of the SCC, ASTRA, RAPAC, the Bureau of Meteorology and other relevant CASA, AirServices and Department meetings. Grow the membership generally and particularly target airline pilots, military pilots, flying instructors and younger people starting their careers. Positively influence pilot & instructor training. Distribute a minimum of 4 Australian Newsletters to members during Maintain working relationships between the Technical and Air Safety Committee and relevant Aviation Industry agencies (CASA, ATSB, Air Services, Govt. Departments). Record and publish attendance of Guild members at the respective meetings. Target of 3% increase in members in the Australian Region from April2013 total by 31 March Promote or sponsor a Guild linked scholarship each year. Work on establishing more scholarships, particularly in relation to improving flying instructor training. Count of Newsletters distributed Maintain contacts and meet with heads of agencies at least once per year. RAPAC attendance in SA and ACT. (May & Aug ACT). Recruited new representative for VIC RAPAC. Attended 2 days of Met Bureau consultation. Attended CASA Standards Consultative Committee meeting + 1 subcommittee. Attended ASTRA meeting GAPAN becoming a full participant. Membership as at Mar 13 = 220 Updates New member = +8 Resignations: --6 Deceased: -5 Transfers: 0 Membership as at end Dec 13 = 217 Nett change in membership = -3 members. (-1% on March 2013) Sponsored PACDEFF CRM conference, distributed recruiting material with 2 possible applications to come. Sponsored and attended SafeSkies conference with promotional material to attract new members. 4 scholarships awarded: Aviation Management (Griffith University) 2 * ATPL theory exams (ASL) Cert IV Helicopter (Aerowasp Helicopters) June, September, December Newsletter distributed. Visits undertaken during the Master s visit to Canberra: Secretary, Department of Infrastructure and Transport Chief Commissioner, Australian Transport Safety Bureau
7 7 Research the apparent decline of General Aviation, particularly low numbers of new students in Australia, provide comment on likely consequences and seek discussion with other Guild Regions. Investigate sponsorship to support scholarships. Promote the Australian Region of the Guild to benefactors for bequests to enable scholarships. Investigate the forming of Guild Affiliations with suitable not-forprofit organisations (Museums, military units, Angel Flight etc) Paper to be prepared by December 2012 Monitor number of new scholarship sponsors Monitor the number of bequests. Monitor the number and outcomes of any affiliations established during the year. Chief Executive, AirServices Australia Associate Director of Aviation Safety, Civil Aviation Safety Authority (CASA) Action on this item has been delayed. To be carried forward to 2013/14. Investigate the idea of member donations to form a scholarship fund. London approved a policy for Affiliated Units at the May Court meeting. The Council is considering whether to proceed at this stage. 2. Internal Goals Offer the option for all Australian Region members under 35 years of age to form an Electronic Young Members Group. Jemma Heatley has agreed to be the AGYM co-ordinator. Design and purchase two new display banners for the Region. New design and quotes being investigated. Project on hold pending decision on the future name for GAPAN.
