Your Committee New Australian Region Secretary - Michael Cleaver Aviation forms part of Mike's earliest memories seeing the Bristol Brabazon on one of its test flights, and flying from Bristol (where he lived under the circuit of the Filton works of Bristol Aeroplane Company) to Guernsey in a DH Dove before he was 2. At school, Mike joined the Air Training Corps, took part in aircraft recognition competitions and was awarded scholarships to learn to fly gliders (1965) and aeroplanes (1966), obtaining a PPL. In the course of his Chemical Sciences degree, Mike spent 3 years running the university gliding club at Tibenham in Norfolk. Subsequently, as a science teacher in Gloucestershire, Mike would come into contact with pioneering figures in several other new areas of aviation which he still values today: the Bristol & Gloucestershire Gliding Club had among its members founders of ballooning and hang gliding, as well as Australian former Spitfire and Meteor pilot (and F1 racing driver) Tony Gaze who still is a member of the Guild, living in Melbourne. A desire to see the World Gliding Championships held at Waikerie in South Australia in 1974, led to a job with the NSW Education Department in a small town near Wagga Wagga. He spent his entire Christmas/New Year holiday as a volunteer helper getting Waikerie ready for the championships and then as an extra crew member for the Great Britain team. During 8 years in Junee, Mike became a gliding instructor and converted his aeroplane licence to an Australian one, also commencing study for night flying ratings and a commercial pilot licence. Mike left teaching in 1981 to train as an air traffic controller. This endeavour left Mike with the nickname Wombat which has stuck ever since, but no Air Traffic Control rating. Instead Mike ended up as a public servant in Canberra. In 1983 he transferred to the Department of Aviation as an accounts clerk. His interest in aviation and knowledge of flying eventually led to the position of Sport Aviation Inspector in He continued active participation in flying in Canberra and joined the Aero Club and Gliding Club in Temora, which was developing from a sleepy country aerodrome into the hub of aviation activity that it has become today. The CAA provided Mike with opportunities to learn to fly hot air balloons and ultralight aeroplanes, as well as a brief introduction to hang gliders and paragliders. He still maintains a senior instructor rating with what is now Recreational Aviation Australia and is a pilot examiner with the Australian Ballooning Federation. Mike completed Commercial and Airline Transport Pilot Licences, a multi-engine instrument rating and a flight instructor (aeroplane) rating. Mike retired from CASA in early 2008, adding two aeroplanes to his fleet of toys a Bellanca Scout for glider towing and tail wheel training and a J5F Auster. The Auster received an airworthiness certificate in time to attend the Anzac weekend rally of the Antique Aeroplane Association of Australia at Echuca in April The long term plan is to move from Canberra to live permanently in Temora, building a house on the Temora Aviation Estate, and continuing his involvement with the various aviation activities the town has to offer including the world-class Temora Aviation Museum where Mike volunteers. 2 Mike was introduced to the Guild in 2006 by Stephen Ingham and regrets not finding out about the Guild sooner in his career. Visiting family in the UK means that Mike has had the opportunity to become involved in activities such as the Guild Flying Club's dinners and fly-aways and joining in the Guild's industry visits program. He helped form an active Working Group in the Australian Capital Territory in 2010, represents the Guild at several aviation consultative meetings in Canberra, and is now Secretary of the Australian Region. Chairman s Update This report covers the first quarter of Usually the first month is a quiet time for the Council as we do not hold a monthly meeting. This year was a bit different for some of us as we worked on the revised constitution for the Region right through the holiday month. It became a race against the clock as the Executive Council first had to approve the draft, then it went to London for the Court members to endorse and it had to be ready for distribution with all your AGM agenda papers. With a great deal of work from our Honorary Legal Officer, Spencer Ferrier and Dr Carol Durkin our draft document gained all the necessary approvals and the Special Resolution was passed unanimously at the AGM. At the time of writing the Constitution has one final hurdle as we are incorporated in NSW it requires approval and registration at the NSW Department of Fair Trading. During December and January we often get a resignation or two when people assess their lifestyle before paying their annual subscription. This occurred this year with one of those being Stephen Phillips, the Chairman of the Education and Training Committee. Stephen has retired to the South East of SA and has moved away from any involvement in aviation. It was a loss to the Guild and the ETC but we do understand the reasons. That left the ETC without a Chairman until the AGM so Harold Walton stepped in to make sure that we assessed and responded to relevant proposed changes by CASA. Peter Holstein was appointed as Chairman, ETC at the AGM. Peter has many years experience as a Helicopter instructor and has been a key member of the Guild team working with the Transport and Logistics Industry Skills Council on the joint scholarship for a Flying Instructor Professional Development course. That program is now finalised and invitations were sent to all Flying Schools that were identified by CASA as having trained an instructor within the last three years. The three day course (worth $1,500) is aimed at CFIs and Grade 1 Instructors who train people to become flying instructors. At the AGM it was time to reflect on the completed year (as reported in the Annual Report and the Audited Financial Statements distributed to you all prior to the AGM) and to thank all those who have served on the Council, doing a great job for all members in the Region. There were special thanks to two outgoing members of the Executive Council. Sandy Howard completed his two years as Secretary. He has worked hard during that time and has re-organised the Administrative support to the region, saving considerable costs in the process. We were very happy that he agreed to remain on the Council as one of the General Members. The previous Assistant Secretary, Mike Cleaver has now taken over as Secretary. Sandy and Mike intend to have the hand-over fully complete by the end of March. The second outgoing member to thank was in the position of Director, Technical and Air Safety. Dr Rob Lee became the Director just after the 2011 AGM. Rob has a vast amount of experience, knowledge and contacts in the aviation industry and we were lucky to have all that brought to the role. However, Rob has found that his work commitments, particularly working overseas would not give him time for the role this year. He has agreed to stay as a member of the Technical and Air Safety Committee. At the AGM, Glenn Elms agreed to a nomination for the position of T&AS Director. Glenn has held this role previously so he is aware of the duties it entails. We were very happy to welcome Glenn back to the Council. Thanks to the assistance of Qantas, almost all Council members were able to be present for the monthly meeting and AGM in Sydney. It is now the only time that the Council meets face to face as all our other monthly meetings are held by teleconference. Needless to say, the face to face meeting without the strict two hour teleconference time limit led to some lively and lengthy discussion on key topics! It is clear that we have another great team to work on your behalf so it should be an interesting and challenging year for me as I continue as Chairman until March Applications for the joint scholarship in Aviation Management with Griffith University have now closed and the selection process is underway. By the time you read this Newsletter the applications for the CPL/ATPL Theory exam scholarships will be closed as well. We look forward to announcing winners in the next Newsletter. Page 2

3 The end of March brings us to the final report for the Strategic Planning goals for the 2011/2012 year. The report is attached so you can see how the Council has met its targets for the year. The Council will be developing the goals for 2012/13 at the April meeting. The list of members elected and appointed to the Executive Council is attached to the Newsletter with details should you wish to contact any of them. You will notice that we still have a vacancy for a General Member on the Council. If you would like to fill that position, please contact me chairman@gapan.org.au or through the Region office. In conclusion I report, with much sadness, the death of two members: Liveryman Charles Stuart has died after a short illness. Charles was the Chairman of the Region in He was an active member of the Guild until recent months. He will be remembered and missed by many Guild members in the Region and particularly in Victoria. Freeman, June Perry died on 31 March. She was a Guild member for 37 years. She will be sadly missed Sue Ball, Chairman Technical and Air Safety Committee Matters Technical Director, Rob Lee, provided a comprehensive Report to the March Executive Council meeting sharing a few thoughts and observations on a number of issues in which he has been actively involved, including the integration of aviation safety management systems required by CASA with safety management systems required under the new national Workplace Health and Safety legislation, as reflected in the policy of AirServices Australia, the RAAF and some airlines, including Qantas. He noted that the release of the ATSB s final report of its investigation into the Brasilia accident in Darwin illustrates yet again the awful sameness (Tony Barrell) of aircraft accidents. As an industry we need to become far more proactive, and focus our primary safety management efforts on identifying and rectifying the pre-existing systemic factors that inevitably combine with events and circumstances on the day to result in an accident or serious incident. He illustrated this point using examples of accidents and serious incidents, ranging from the 1950s to the present day. He also emphasised the critical role of organisational culture in safety management. Rob noted that due to his full time civil consultancy and military work commitments, in Australia and overseas, he is restricted in the amount of time he has been able to dedicate to the duties of the T&ASD, and that he would stand down from the role. He expressed his sincerest thanks to Executive Committee Members who assisted him during the year. The Chairman thanked him for his work on the T & AS Committee as noted in her Report above. Rob also provided a full report of the activities of the T & AS Committee during the past year which was included in the Annual Report to the recent AGM. Harold Walton. Editor Education and Training Matters Following the resignation of Stephen Phillips in December, Harold Walton stepped into this role until the AGM. As noted below, Captain Peter Holstein has taken over the role of Chairman of the ETC for Flight Instructor Project: The scholarship course will be offered in three locations, Perth, Sydney and Melbourne. Invitations to apply have been sent to all flying schools who have trained instructors within the last three years. The planning is well advanced and attracting some interest on Pprune. The course is for three days. Participants will be invited to return for a 4 th day a month after the course to gain a Certificate of Attainment for the course. Scholarships were only available for the initial run of 3 locations. The courses will run in May Scholarships: Both Griffith University and Assessment Services Limited (ASL) have undertaken to continue their provision of scholarships for Griffith University has revised the scope of their Aviation Management scholarship to encompass either undergraduate or post graduate entry. ASL will cover the CASA/ASL examination fees for one complete set of CPL Examinations and one set of ATPL Examinations. CASA Standards Development Projects: Comments were provided to CASA on the draft Part 61 (Flight Crew Licensing) and Part 142 (Integrated and multi-crew pilot flight training and contracted recurrent training and checking). Final copies of these Parts are awaited. Page 3

4 RAPAC matters: Concern has been expressed over the proposed Fly Neighbourly areas up to 6000 ft in Parts of Yorke Peninsular, SA and the large expansion of Restricted areas at Cultana (Port Augusta /Whyalla area) due to relocation of 2RAR from Darwin. Increase is from 50,000 to 290,000 sq km with a VFR transit corridor between Port Augusta and Whyalla proposed. Harold Walton,Acting Chairman, ETC, Australian Region.+ Trophies and Awards The Guild of Air Pilots and Air Navigators presents aviation industry awards each year to mark achievement and excellence within the industry. These prestigious awards are presented in Guildhall, London (often) by a member of the Royal Family or The Rt Hon The Lord Mayor and in the presence of over 700 individuals involved in aviation. A copy of the terms of reference of each award is attached to this newsletter. They cover a broad spectrum of achievement within the industry from individual to corporate, both civil and military. The Guild also awards Master Air Pilot and Master Air Navigator certificates, and a newly introduced Master Rear Crew certificate, throughout the year in recognition of long and distinguished professional aircrew achievement. Nominations together with sincere and well-drafted citations in support should be sent to the Chairman of the Australian Region Awards, Trophies and Livery Committee, Captain Peter Raven [awards@gapan.org.au]. It is not necessary for the submission to specify a specific award. Nominations, together with supporting citations (max 400 words), are requested for this year s awards. Nominations should reach the Captain Raven by Friday 11 May 2012 and ideally earlier. Award proposals should not be sent direct to London. This has been known to cause confusion in the past. These awards serve a useful and high-profile public relations purpose to the benefit of all in aviation. They help to maintain the deservedly high esteem in which aviation as an industry and profession is held by the public at large. The awards are important and distinctive because they recognise achievement which may otherwise not fit the criteria for a national award (honours list etc) and therefore remain unrecognised by the industry and public alike. We ask that you help the Guild to fulfil that aim Master s Visit The Master, Air Marshall Cliff Spink and his wife are currently planning to visit Australia in November 2012 arriving in Brisbane on Saturday 10th. They will visit Sydney arriving Tuesday 13th November, Canberra Friday 16th November, Melbourne Tuesday 20th November and Adelaide Thursday 22th November before departing for Hong Kong on Sunday 25th November. Note that these dates are subject to confirmation at this time and further details will be provided in later Newsletters. We look forward to their visit. Vale, Liveryman Charles (DBH) Stuart and Ms June Perry As noted by the Chairman above we are saddened to record the passing of two Guild stalwarts in Charles Stuart and June Perry. Charles Stuart passed away after a short battle with cancer. A Liveryman, he was the Chairman of the Region in and was an active member of the Guild until recent months. Charles was also a former IFATCA and CivilAir Australia President. He will be remembered and missed by many Guild members in the Region, particularly in Victoria and many old air traffic controllers from the world over remember him fondly as a much loved friend and colleague. June Perry was a freeman of the Guild for 37 years. The following article, by Cath Hobson, was printed in the 2011 April/May/June edition of the 99 News. "Born November 6, 1931 in Sydney, New South Wales (NSW), June Perry learned to fly in 1965 at Navair, Bankstown. She obtained her Commercial Pilot License (CPL) in 1978 and started Bookaire, her travelling Christian bookshop. In order to carry out God s work, June flew or drove throughout the Northern Territories and all states (except Victoria), providing religious and educational material for over 15 years. The aircraft used was her beloved Queenie, VH-ETQ, a 1972 Grumman Traveller known to the Scouts as Page 4

5 Baby Elephant after the Boeing Jumbo that was also nice and smooth to fly. June joined The Ninety-Nines in July, In order to fly in all weather, she applied for the AE scholarship for a Class One Instrument Flight Rating Single Engine, which she won in 1981 and completed in 1983 with Frank Young at Navair, Bankstown. She was a member for seven years and attended the 1978 Canberra, Australia, Ninety-Nines International Conference. In addition to her travelling Christian bookshop, June also designed and wrote an educational booklet, Careers in Aviation, distributed to schools with the assistance of the Australian Women Pilots Association. It included all possible aviation careers. These she distributed throughout NSW for many years, notably at many school Careers Days". She was the Amelia Earhart Memorial Scholarship Winner in From the driver s seat of the B787 to that of a Tiger Moth Last Newsletter we carried an article on Captain Phil Davenport being fortunate enough to be asked to fly the Boeing 787 from Sydney to Melbourne. One month later his children bought him a half hour Tiger Moth flying session. As they say "You never want to lack versatility in aviation" 2012 Australian Region AGM The Australian Region AGM was held on 13 March 2012, in Sydney. 17 Members and observers were present. Special Resolution The Special resolution before the AGM: To consider and if thought fit, to pass by Special Resolution of the Members of the Australian Incorporated Association known as The Guild of Air Pilots and Air Navigators Australian Region Incorporated the following: 1. The Guild of Air Pilots and Air Navigators Australian Region Incorporated (herein called the Company ) shall forthwith adopt the Constitution presented to the Meeting as circulated to the Members and a copy of which is initialled by the Chairman (herein called the replacement Constitution ). 2. The former Constitution of the Company (being the Articles of Association of 2003) shall cease to operate upon the replacement Constitution coming into force. 3. The replacement Constitution shall be forthwith lodged with the NSW Department of Fair Trading for registration under the laws of NSW and shall operate immediately upon Registration thereunder. Sir Alan was an English aviation pioneer. Among his many exploits he experimented with in-flight refuelling which led to a non-stop flight from London to India during the 1930's. I have among my papers an original of the souvenir that Sir Alan Cobham gave to those people along the route of his flight from London to Cape Town. In addition I have the original of a letter from Sir Alan to a Mrs Walmsley at Atbara [in Sudan, look it up, it has a great history] thanking her for her support. The company he formed is still active in the aviation industry as Cobham plc. and includes an Australian offshoot. Page 6

Internal Goals Investigate re-activating the NSW & Vic Working Groups by establishing and maintaining communications with a specific member in each state to: o attend RAPAC meetings o develop a social program o co-ordinate the Master s annual visit. Investigate forming a WA Working Group. Conduct a review of the governance of the Australian Region including: o Articles of Incorporation o Policies o Manual of Operations Report as at March 2012 for Internal Goals. The Chairman invited Victorian members to a dinner in July to discuss re-establishing the Vic Working Group. The outcome of the dinner and meeting is that a WG will not be re-established at this time. The review of Governance in the Region is complete. The updated policies and other operational documents were uploaded to the new website in 2011 and most documents are now available to all members in the Australian Region. The updated Constitution to match the updated NSW legislation for Incorporated bodies, the updated Objectives of the Guild in London and the revised policies for the Aus Region was approved by Special Resolution at the AGM. 10 TROPHIES AND AWARDS CRITERIA FOR INDIVIDUAL AWARDS Any nomination for an award in any category which, in the opinion of the Committee, should rightly be brought to the attention of HM Government for a national award or other recognition will be so referred with the endorsement and support of the Court of the Guild. LIFETIME CONTRIBUTION TO THE AEROSPACE INDUSTRY The Guild Award of Honour Awarded to an individual who has made an outstanding lifetime contribution to aviation. FLIGHT TEST The Derry & Richards Memorial Medal Awarded to a test pilot who has made an outstanding contribution in advancing the art and science of aviation. TRAINING The Sir Alan Cobham Memorial Award Awarded to the most meritorious student pilot graduating from a college or school of civil or military aviation and nominated by the Principal or Commanding Officer. Particular consideration will be given to the candidate s progress during the course, including qualities of character, leadership, involvement in sport, recreation and voluntary service, in addition to flying and academic achievement. The CFS Guild Trophy A periodic award to an individual, group or organisation that, in the opinion of the Court of the Guild and with the endorsement of the Central Flying School, has made an outstanding contribution toward the achievement of excellence in the delivery of flying training or instructional standards. The Pike Trophy Awarded to an individual who has made an outstanding contribution to the maintenance of high standards of civil flying instruction and safety, taking into account working conditions and opportunities. The John Landymore Trophy Awarded to the outstanding candidate of that year for a Guild PPL Scholarship. The award is recommended by the Guild Scholarship Committee. FLIGHT OPERATIONS The Sir Barnes Wallis Medal Awarded in recognition of an exceptional and innovative contribution to aviation. The Grand Master s Medal Awarded to a pilot under the age of 30 for outstanding achievement and endeavour in any field of flying activity. The Master s Commendation Awarded at the discretion of the Master for commendable achievement in any sector of aviation. The Brackley Memorial Trophy Awarded to an individual, a complete aircraft crew, or an organisation, for an act or acts of outstanding flying skill, which have contributed to the operational development of air transport or transport aircraft or new techniques in air transport flying. The Johnston Memorial Trophy Awarded to an individual, a complete aircraft crew, or an organisation, for an outstanding performance of airmanship, for the operation of airborne systems or for the development of air navigation techniques and equipment. The Guild Sword of Honour Awarded for an outstanding contribution to any sector of General Aviation (all elements of Civil Aviation other than Air Transport), whether in the air or on the ground. SAFETY AND SURVIVAL The Sir James Martin Award Awarded to an individual, a group, team or organisation, which has made an outstanding, original and practical contribution leading to the safer operation of aircraft or the survival of aircrew or passengers. The Cumberbatch Trophy Page 10

11 Awarded to an individual, a team, group or organisation for an outstanding contribution to air safety, whether by the development of techniques contributing to safer flight, by improvements in ground equipment and services or by improvements in aircraft and component design. GUILD ONLY The Guild Award of Merit Awarded for meritorious service to the Guild. REGIONAL AWARDS The Grand Master s Australian Medal Awarded to an individual, a group or organisation involved in any branch of aviation in the Australian Region or to Australian nationals abroad, who or which has made a meritorious contribution to any aviation activity, either by displaying technical excellence or by the development of a procedure or operational technique of an outstanding nature. The Jean Batten Memorial Award Awarded in memory of the late Liveryman Miss Jean Batten, to recognise an outstanding individual contribution to New Zealand aviation. AVIATION MEDIA The Guild of Air Pilots and Air Navigators Award for Aviation Journalism Awarded to an individual journalist, publication or organisation for an outstanding contribution to the promotion or public awareness of aviation in general or of any important aspect of aviation activity. FOR OUTSTANDING COURAGE OR DEVOTION TO DUTY IN THE AIR The Grand Master s Commendation Awarded at the discretion of the Grand Master for an act of valour or outstanding services in the air. The Hugh Gordon-Burge Memorial Award Awarded to a member or members of a crew whose outstanding behaviour and action contributed to the saving of their aircraft or passengers. The Prince Philip Helicopter Rescue Award Awarded to an individual member of a helicopter crew, a complete crew or the crews of multiple helicopters, for an act of outstanding courage or devotion to duty in the course of land or sea search and rescue operations.
