On Friday the chair of Uenuku Charitable Trust Aiden Gilbert and the Minister for Treaty of Waitangi Negotiations Hon Andrew Little signed an Agreement in Principle (AIP) at Parliament. Ahead of the signing Mr Gilbert said the mamae (hurt) felt by others going through the settlement process was the same for the tribes of Wainuiārua. The grief is the same and today I m humbled, humbled because of the enormity of the kaupapa (issue). I m reminded by our kaumātua and kuia of the tautoko (support) that has been necessary as we continue on this journey to the goal of redress for all of those who have and have handed down this rākau (challenge) but now passed. When we started off on this journey we looked around at all those who have been through this Crown process and we also acknowledge them for their taha (part) and their endurance. In reply, Minister Little acknowledged the importance of reaching such a significant milestone in the Treaty process for Wainuiārua. This is a significant day for you. The wiata was written by Uenuku Charitable Trust member Mahanga Williams on behalf of the Uenuku people, explained Robert Cribb. The wiata references the hapu of Uenuku, Tamahaki and Tamakana in its words. The group that travelled to Wellington for the signing of the Agreement in Principal at Parliament first heard the waiata at Orautoha School earlier. 3 Blind Finch wins top business award Ohakune s Blind Finch owner Derek Allomes says his supreme win last week at the Whanganui Business Awards came as a complete surprise after he was hoping for maybe one of the minor prizes, or at least a mention to help promote his business. When he heard a rival hospitality business taking a runner-up prize, he thought that was it. We weren t expecting prizes we just thought it would be a good night out away from Ohakune, says Derek. They were stoked to win the WDC Waste Minimisation Fund Environment award and the UCOL - Hospitality category, thinking that was a surprise. But at the end, they also picked up the Supreme Award at Whanganui Chamber of Commerce Regional Business Awards despite being up against a whole range of much larger companies in the Whanganui area. It was so unexpected and I m still feeling blown away, he said. He said entering was quite an effort though, taking about 50 hours to complete the 7800-word entry. Derek Allomes opened his gourmet burger restaurant in Goldfinch St, Ohakune in 2016 and it has received many excellent reviews. More than 300 businesspeople gathered for the awards and gala dinner on Saturday night at the Wanganui Racecourse Function Centre. Iwi signs $22.5m Treaty agreement Derek Allomes is over the moon with his triple business awards for the Blind Finch in Ohakune. North Island ski field injuries a third of the South Island s Ski field injuries in the North Island have cost ACC around a third of those in the South Island since 2014, from less than a third of the total number of claims. The total number of claims from North Island ski areas (Mt Ruapehu and Mt Taranaki) is 12,100 for 2014, 15, 16, 17 and 18. South Island claims total 43,477. In dollar terms, the North Island claims add up to $17,628,333, compared with $46,007,424 for South Island fields. The worst year for North Island claims was 2015, when 2646 claims added up to $4,663,601 for treatment, weekly compensation, rehabilitation support and equipment. In 2016, 2087 claims cost ACC $3,118,282 the lowest claims year for the North Island. In 2018, 2582 claims were made, but so far ACC has spent $1,320,247 for North Island injuries. ACC explains the reason why the cost of 2018 injuries is lower than previous years is that the more serious injuries from this season will still be receiving support, so the total amount will continue to increase over time. The South Island s worst year in terms of numbers was 2018, costing ACC $5,045,032 so far, from 9237 claims. Financially, ACC was hit hardest for South Island claims in 2017, costing $11,547,758 for 8551 claims. Ski field operators say the growth in the number of injuries is slower than the increase in visitor numbers to the slopes. Almost 80 per cent of the claims relate to South Island ski fields with 55 per cent in the Southern Lakes region. Ruapehu Alpine Lifts CEO Ross Copland told Stuff that the figures were a really good news story after an absolute record number of visitors. Over the last five to six years there had been a consistent reduction in the injury rate. The injury rate at the Whakapapa and Tūroa skifield was less than three injuries per thousand visitors. This year they had about 450,000 visitors. The company is investing in trail design and technology, mapping locations of accidents and using ski patrollers. The patrol crew and trail safety [team] are always about looking after people around speed, educating about technique, helmets and protective equipment. The whole industry had tried to grow the FUNdamentals programme, educating children in snow safety as well as technique, Copland said. A lot of injuries are from people who aren t in control skiing into someone who is. Investment in snow making on the lower mountain means trials could be wider and less congested, says Copland. The signing of your agreement in principle is an important turning point in the relationship between the Crown and Te Korowai o Wainuiārua on behalf of Uenuku, Tamakana and Tamahaki. By signing this agreement, we are committed to work together to address your historic grievances and raise the socio-economic situation of the hapu within your rohe. Included in the Wainuiārua agreement is an acknowledgement and apology from the Crown, cultural redress including a partnership agreement with the Department of Conservation and the vesting back of land within the Erua Forest Conservation area for the iwi to develop a ecosanctuary and tourism venture at Pōkākā. The Wainiārua core area of interest mainly consists of Crown conservation estate including the Tongariro and Whanganui National Parks that are being settled separately. A number of relationship agreements sit alongside financial redress of $21.7-million and cultural redress of $900,000. Crown owned properties including 183-hectares of Crown Forestry land at Erua and the former 500-hectare Waikune Prison will be purchased. National Park and Raetihi Schools and Police Stations along with the Landcorp farm Raurimu Station have been identified for potential transfer and leaseback. Historically, the Crown has had very little contact with the Wainuiārua tribes from the remote interior of the Whanganui District. With negotiations continuing, Wainuiārua lead negotiator Chris McKenzie said discussions to confirm the historical account are yet to be finalised. Our kōrero is that first contact with the Crown occurred on 24 February, 1865 when the 68th regiment invaded Ohoutahi Pā. This first contact preceded one of the largest single Crown acquisitions in the North Island in 1886 being the Waimarino block followed by two other big blocks being Taumatamahoe and Whitianga. These three blocks totalled a combined 715,000 acres. Crown research suggests this contact occurred 14 years later in 1879 when the Crown sought to acquire land from the Kīngitanga, who at that time the Crown considered to be rebels. The land was acquired to allow for European settlement through the construction of the North Island Main Trunk railway. From the beginning of the twentieth century, the Crown disengaged again with Uenuku, Tamakana, and Tamahaki, except when it required the hapū to relinquish further tribal lands for public works purposes, Minister Little said. Now, Uenuku, Tamakana, and Tamahaki are all virtually landless, this landlessness has contributed to many of your people leaving your rohe to seek economic opportunities elsewhere. Those who remain have endured difficult socio-economic conditions which must be rectified. The Wainuiārua negotiations team are now working towards finalising a Deed of Settlement with the Crown which they hope to initial by late Every adult welcome (not suitable for children). Phone (06) ruapehubulletin.co.nz CROSSWORD New approach for Maori women to quit smoking Associate Minister of Health Jenny Salesa welcomes a new report released highlighting innovative ways of working with young Māori women to successfully quit smoking. It is seriously concerning that young Maori women, aged 18 to 24, have the highest rate of smoking in New Zealand and the Ministry of Health is working to address this as a priority, says Jenny Salesa. This report evaluates four prototype initiatives working with young Māori women to quit smoking. It for everything Ohakune, go to ohakune looks at some of the key reasons they start smoking and what makes it hard for them to stop. The evaluation shows that addressing some of the wider issues in these women s lives was more helpful in getting them to stop smoking than emphasising smoking cessation as the most important goal. This holistic wellbeing approach has had extraordinary results, which I have seen when visiting Turuki Healthcare in South Auckland. These young Māori wahine also helped in co-designing the stop smoking service which meant it was truly responsive to what was going to work for them. This work will guide how we deliver stop smoking services in the future. It will also help in achieving greater equity in the health system, which is a key health priority for this Government. I would like to congratulate all those involved in these four initiatives. 5 New finance boss for power company A finance executive with extensive experience in the utilities sector will join The Lines Company (TLC) team before Christmas. Audrey Scheurich has been appointed general manager finance, reporting directly to TLC chief executive Sean Horgan. Scheurich will replace current chief financial officer Kevin Barnes who is leaving TLC after four years in the role. Audrey Scheurich joins TLC from Wellington Water Ltd where she was chief financial officer for more than three years. Prior to that she worked in senior financial roles at Genesis Energy, including as general manager finance. All up she has more than 20 years experience in senior financial roles as well as significant commercial experience with large infrastructure projects. TLC chief executive Sean Horgan welcomed her appointment and thanked Barnes for his significant contribution over the last four years. In addition to his role as CFO, Kevin played a key role in developing the new pricing system, which we are rolling out now, Horgan said. We wish him well in his next endeavours and look forward to the contribution and leadership that Audrey will provide in the finance space and as part of our senior leadership team. Scheurich has two adult children, is a chartered accountant and holds a Bachelor of Management Studies degree from the University of Waikato. She will begin her new role in mid-december. Following is a report taken from Papers Past on the epidemic as it was reported in the Waimarino, 100 years ago this week: IMPROVING AT OHAKUNE. I believe we have the influenza epidemic now in hand, was the welcome message flashed along the wires this morning by Mr Swindells, the local health officer. Drs Peltham and Mitchell have recovered sufficiently to renew their efforts in fighting the scourge. They also have the assistance of a medical student from Otago. Inhalation chambers have been installed at Rangataua, and two are in operation at Ohakune and two at Raetihi, through which a large number of people are passing, with very obvious benefit. It is a painful thing to have to chronicle the death of Nurse Drummond who has been fighting the epidemic ever since it started. She was taken ill, and succumbed. AUCKLAND STAR: THE WALKING ANGEL. The influenza epidemic of 1918 exacted a heavy toll at Ohakune, with a large proportion of the railway staff on the sick list. Nurse Ruth Drummond, only daughter of the Rangataua Workshops Manager, was at home after becoming run-down while in her second year of training at Auckland Hospital. Some years ago Miss Drummond met with a serious accident, and was for months in the hospital, where she conceived the idea of becoming a nurse. She had not properly regained her strength when she was asked to assist fighting the epidemic. She was to become a veritable Florence Nightingale to the many Railway employees whom she nursed back to health. Working long hours, with little food, Nurse Drummond finally collapsed, and died on November 15th, being buried at Rangataua on the 17th. Her good work was so appreciated at Ohakune that she was known as The Walking Angel. Her death was mourned by the whole community, and the presence of white-faced semiconvalescents at her graveside brought a tragic poignancy of the passing of a warm young life. Her name will live in the annals of Ohakune as a noble woman who offered up her life on the altar of duty and for suffering humanity. Nurse Drummond intended entering Dunedin College next year in order to take up the medical profession. Ruth Drummond a teen-aged student nurse from Rangataua was the heroine here and saved many lives. RUAPEHU BULLETIN 28 November

6 Social workers bring wealth of experience Four new care and protection social workers at the Oranga Tamariki-Ministry for Children site in Taumarunui bring a range of skills and experiences to the rohe, says the organisation that has hired them. Oranga Tamariki supports children whose wellbeing is at significant risk of harm now, or in the future. It also works with young people who may have offended, or are likely to offend. The Taumarunui site is responsible for a geographical area ranging from Mapiu in the North to Waiouru in the South. It has been through a period of change this year, taking time to recruit new wellqualified people who want to support the transformative work underway. Site manager Ray Wiley says he is delighted the site has been able to recruit the new social workers and acknowledges the efforts of staff and community partners this year. Staff have done a great job responding to the needs of tamariki referred to us over the past few months and community organisations have supported and contributed massively. The new social workers are Ann Pothen, Liz Nelson (Te Atiawa, Te Whānau-ā-Apanui), Sheranne Haugh (Ngati Raukawa) and Nikhil Jacob. Liz, Ann and Nikhil have relocated Helicopter Inspections of power lines in your area to Taumarunui from other parts of the country, while Sheranne is Taumarunui born and bred. Ann and Nikhil are originally from Kerala, India. All four new staff members are qualified social workers and collectively bring experience ranging from working for the Navy, to working in schools, for iwi social services, and in hospitals. The site now has full staffing, with six staff in the social worker team who report to a social worker supervisor. Ray says the team is at the forefront of efforts to build safe, loving and lifelong relationships for children. Our purpose is to ensure that all tamariki are in loving whānau and communities where their oranga tamariki can be realised. Children deserve to be able to achieve their potential and enjoy happy lives. Nationally, Oranga Tamariki has recruited over 200 social workers since it was established in July last year. Children and young people told Oranga Tamariki they want a social worker who will stay with them and doesn t change, who listens to them and explains things and takes their needs into account, who involves them in decision making and who takes the time to hang out with them and gets to know them. Supermarket property for sale The owner of the property occupied by Ohakune s only supermarket has put the property up for sale. Ohakune New World proprietor Daniel Rolls points out that the company has a lease that has some time to run, so for them it will mean a new landlord and not a move for them, if the property sells. 7 Phoenix split sides with panto Kings, knights, princes and princesses, the Lady of the Lake (aka LOL), witches, wizards, fishes, flies and minstrels all came together for a Christmas season of shows at the Royal Theatre in Raetihi last week, where the audience were entertained to a side-splitting laughter stage. Director Phyl Cameron said the Phoenix Players were once again rapt with the response from the community to their ninth Christmas pantomime. Forty three adults and children many mothers and daughters as well as fathers and sons made up the cast, playing around 100 different roles. The lead character King Arthur was played by Ben Carter who Phyl said had never been on stage before but carried out the role fantastically. Audience numbers grew from around 30 on the first night (Tuesday) to full houses by Friday and Saturday. A large group of kindergarten teachers from the wider region made a special trip to Raetihi for the show, dressing up in medieval costume. Phyl says they got right into it, joining in the singing and provided quite a bit of banter and backchat to the performers. Some of the children were taken aback a bit at first but once they saw the adult performers rise to the challenge and enjoy the interaction, they got the hang of it, making it quite a special night, said Phyl. Medieval Mischief is based on the well-loved legend of King Arthur and that wonderful sword Excalibur. Legend has it that he who draws the sword from the stone will be King of all England but he must be honest and reliable, kind and trustworthy. This manner of man was not easy to find around 480AD. Not easy to find in 2018 either, so nothing s changed, explains director Phyl Cameron. LOL has been banished to live under water she s feisty determined to get out of her watery dungeon. Merlin still loves LOL (the Lady of Lake) but he has grown old and she has stayed young. Will she think him worthy still? Pyrethrum and her son Mortein are a dodgy duo collecting poison for nefarious plans. There are knights, witches, village people, maypole dancers and cluster flies and they all have their part to play in this Panto. The Award, sponsored by MAGIQ Software, was taken out by the council s 4D Cemetery project. Using drones and geospatial software, the council created a highresolution 3D map of the cemeteries in the district. The resolution of the headstones images is high enough to see every detail. The imagery was then overlaid on real maps of the cemetery, allowing online visitors to take a virtual tour of the area. Family of those in the cemetery can then link each grave through to a listing on sites such as Ancestry.com. They can also provide photos of the people as they remember them. The 4D aspect refers to the ability to explore in time as well as space. The award judges said that RDC s project exemplified the ingenuity that s present within small New Zealand councils. Man dies on Tongariro Crossing A man died after suffering a medical event at Red Crater on the Tongariro Alpine Crossing on Saturday. Emergency services were alerted at 8:40am when another person activated a personal locator beacon. The man s body was recovered from the mountain and a karakia held at the Mangatepopo Road end of the crossing. A rāhui was put in place on the Tongariro Alpine Crossing until yesterday morning, Tuesday 27 November. Police said the rāhui allows family and whānau to reflect in peace. 12 Rally roars round Ruapehu A rumble of Ford Escorts along with a few Toyotas and a smattering of other makes of cars ripped around a range of roads around Ruapehu on Monday and Tuesday, taking part in the Silver Fern Rally. After travelling south from Taumarunui, taking in a rip round Middle Road, the cars parked up at Ohakune Primary School for the night on Monday, some taking the chance for a car wash from staff, pupils and parents from the school. The playground served as the parc fermé a secure area for teams to leave their cars overnight. Next morning the cars headed away between 7.30am and 8am, for special stages on Oruakukuru Road, Papaiti/ Rangitatau East roads and Mangamahu Road, back to Ohakune Primary School for lunch. The support from the school has allowed them to raise funds from the rally and participants. The oldest car competing was a 1971 Ford Escort RS1600 and the youngest a 2013 Toyota GT86. While New Zealand rallying is still relatively strong at grass roots level today, the cost of performing competitively at the international level is now beyond most teams, says Rally organiser Peter Martin. He said a class for less powerful two-wheel-drive cars and the worldwide resurgence of classic and marathon rallies, is seeing a return of competitors, cars and spectators to the sport. The rally started in Hamilton on Saturday and will finish in Rotorua next Saturday. Taumarunui rally enthusiast Cambell Wright and his navigator Donna Elder with their 1970 VW Type 1 car at Ohakune. The pair missed much of Monday s stages after their motor blew up. But they managed to replace the motor in time to get to Ohakune to rejoin the event for Tuesday. More plans for Raetihi Christmas Carnival Plans for the Raetihi Christmas Carnival with parade on Saturday 8 December are being added to all the time. Organiser Lucy Conway says they ve been asked by people what the committee would like them to do. Come and have a fun day, says Lucy. Come along and enjoy the stalls and activities, buy raffles for firewood and other things, have brunch, chill out and listen to the music. Do some Christmas shopping and then get your float to the sale yards for judging at 12, so the parade can move down the street at On the line up is a vintage jazz singer. There are miniature pony rides and rides on a larger horse for the bigger kids. The drenching machine returns bring a good throwing arm and a towel. Children can have their photo taken with Santa in the grotto before the parade. Silhouettes will be painted in the car parks. The usual quick fire raffles of frozen chickens and more, will be there again. There will be a hunt the needle in the haystack for prizes. Spot prizes are up for grabs for decorated bikes, scooters, prams and fancy dress. People with decorated bikes and scooters and prams and other fancy dress contestants are welcome to join the parade from the BNZ corner, if the sale yards are too far. Stalls selling haangi, cakes, jams, pickled pork, jewellery, handmade clothes, fresh veggies, ice cream and popcorn. There are more stall applications arriving daily.
