5 Sarasota County Area Transit Comprehensive Operations Analysis Technical Memorandum: Recommendations Summary 1 Introduction 1.1 Introduction Sarasota County Area Transit (SCAT) is undertaking a Comprehensive Operations Analysis (COA) of its fixed route system in order to identify improvements that can be undertaken to enhance overall network operations. This report documents the various recommendations being proposed both on a system wide level and on a route specific level. As such, the content of this report is divided into four chapters. Chapter 2 presents the system wide recommendations which includes items such as peak versus offpeak scheduling, a new transfer station for downtown Sarasota, and a new maintenance facility in South County. Chapter 3 presents the route level analyses (before presenting the route level recommendations). This chapter highlights the analyses that were done to examine: span of service, days of service, bus stop spacing, route alignment, and route headway. Chapter 4 summarizes all of the recommendations for each route using the analyses that were presented in Chapter 3. Chapter 5 presents the new routes that are being proposed for the SCAT system and why they were recommended. Chapter 6 presents the recommendations that are proposed for implementation (called the Short List ). This chapter also explains the methodology that was used to develop the Short List of recommendations. 1

6 Sarasota County Area Transit Comprehensive Operations Analysis Technical Memorandum: Recommendations Summary 2 System Wide Recommendations 2.1 Introduction As part of the evaluation of SCAT s operations, system facility recommendations were developed. 2.2 Transfer Station Facility Recommendations An evaluation of SCAT s transfer stations/transfer points was conducted in order to determine if improvements could be made to enhance system operations. This evaluation looked at the facility in terms of suitability of the current location, available capacity, and overall operations/utilization. Below is a list of all of SCAT s transfer stations and transfer points that were examined. Transfer locations with an asterisk (*) indicate that recommendations were developed, which are discussed in further detail in subsequent sections. Currently, there is only enough space for three buses to dwell at one time. This constraint prevents future transit service expansions (i.e., new routes) at this location. In 2014, Manatee County Area Transit (MCAT) and SCAT with support from the Sarasota Manatee Metropolitan Planning Organization (MPO) collaborated with the Sarasota Bradenton International Airport Authority staff to improve shelters, benches and bus route information kiosks at the transfer 2

Both MCAT and SCAT each have routes that use this transfer, including the coordinated Route 99. At the June 23, 2014 MPO Public Transportation Task Force Meeting, the Airport Authority representative reported on the positive collaboration. The potential for a more elaborate transfer point was identified as a potential future partnership between all parties, which included support from the MPO to assist with identiftying grant opportunities for funding improvements. The COA recommends that work continue to advance on this effort in order to determine whether additional capacity (bus bays) can be added at the current location or if it is necessary to relocate the transfer station to a new, larger site Downtown Sarasota Transfer Station The Downtown Sarasota Transfer Station (located at 1 st Street and Lemon Avenue) was given a more thorough evaluation because it serves as the main transfer facility for SCAT. Deficiencies in Current Facility This facility, SCAT s busiest transfer station, has undergone significant growth since its construction in Today, the seven bus bay transfer station is generally able to accommodate SCAT s existing operations. However, since the transfer station is already operating at maximum capacity during certain times of the day (with all bus bays being occupied), a disruption in the schedule (a bus arriving early or late) can result in not enough bus bays being available for all routes that need to use the station. Another shortcoming is that the station is not designed to accommodate the 40 foot buses that SCAT uses on its express routes. This forces the express buses to instead utilize a stop on Lemon Avenue (half a block north of the station). This capacity issue also has major implications on implementing any service enhancements. Based on conversations with SCAT staff, they have stated it would be ideal to have at least 10 bus bays. A larger facility with more bus bays would allow SCAT to improve existing operations by allowing more time to dwell and provide the opportunity for future service improvements (e.g., more frequent service, new routes). Since the parcel that this transfer station is on is completely built out, there is no space to expand the current facility or make improvements to increase capacity. Recommendations to Solve Capacity Constraints Since the current site limits adjustments to current services and implementation of future service enhancements, four different alternatives were analyzed. One alternative involves expanding the current site while the remaining three alternatives examine relocating the transfer station to another location. These alternatives are described in greater detail below and in a subsequent table. The first alternative that was examined involved expanding the current site into the Sarasota City Hall parking lot. This alternative would allow SCAT to maintain the existing facility and allow for the construction of additional bus bays. Figure shows the area that was examined for expansion of the current facility. The two major challenges with implementing this alternative are: 1) The Sarasota City Hall Building is designated as a historic structure (this includes the building and the walkway from the building to the parking lot), and 2) Reducing the number of parking spaces will only exacerbate the parking shortage at City Hall. However, both of these challenges could be overcome if a parking garage were constructed over the expanded transfer station. The concept of building a bus transfer station on the ground level of a parking structure is quite common throughout the United States. In the case of Sarasota, building a parking structure over the 3

In addition, the design of the parking structure can allow for the walkway from City Hall to the parking lot to be preserved. They are: Site 1: Sarasota County Parking Garage on Ringling Boulevard between East Avenue and S. School Avenue (see Figure for a conceptual layout of the transfer station) Site 2: Vacant parcel at the intersection of US 301 and Laurel Street (see Figure for a conceptual layout of the transfer station) Site 3: Sarasota Housing Authority parcel on Lemon Avenue (south of 9 th Street) 4

In summary, the current transfer location is located in an ideal location. From a customer standpoint, it is great because no transfers are needed if customers start or end their trip downtown (Downtown Sarasota is a destination for many of SCAT s customers). From a route structure perspective, the location is perfect because it allows for the development of an efficient route structure that does not result in circuitous routing (owing to the fact that it is located close to major roadways which are used by several north south and east west routes). While the existing transfer station is suitable for existing operations, the two major challenges with the current location are: 1) the current station lacks a suitable number of bays, and 2) the existing bays cannot accommodate the 40 foot buses in SCAT s fleet. 9

14 Sarasota County Area Transit Comprehensive Operations Analysis Technical Memorandum: Recommendations Summary As shown in Table 2.2 1, the analysis shows that the most preferable option would be to expand the current site into the Sarasota City Hall parking lot. Additional due diligence and outreach to the City of Sarasota should be done to determine if this alternative is viable. In the event that the expansion of the existing site is deemed not viable, SCAT should consider proceeding with relocating the transfer station to Site 1 (the Sarasota County Parking Garage). With this relocation, it is recommended that consideration be given to establishing a circulator that would run from the transfer station to downtown Sarasota. One of the major considerations for the establishment of a circulator that will need to be addressed is identifying a funding source that would cover the operations and maintenance expenses Cattlemen Transfer Station An examination of the Cattlemen Transfer Station revealed that it is not located in an ideal location. While this location is considered a destination location for many of SCAT s customers, it is not considered an ideal location to facilitate transfers between routes that run along Fruitville Road and on I 75. As can be seen in Figure 2.2 5, the current location of Cattlemen Transfer Station results in a circuitous route for Route 1, which runs along Fruitville Road. This deviation adds approximately 15 minutes of travel time for all customers wishing to ride through to the end of Route 1. As a result, this deviation also requires additional buses to operate, which ultimately translates into higher operating and maintenance costs. In the long term, it is recommended that SCAT consider relocating the Cattlemen Transfer Station, potentially to Fruitville Road. Prior to relocating the station, appropriate due diligence work should be done to identify suitable sites and to evaluate the cost and operational impacts with relocating the station. 15 Sarasota County Area Transit Comprehensive Operations Analysis Technical Memorandum: Recommendations Summary Westfield Southgate Mall Transfer Point Currently, the Westfield Southgate Mall Transfer Point is located north of the mall, on the south side of Siesta Drive (see Figure 2.2 6). Buses traveling eastbound stop on Siesta Drive while buses traveling westbound pull into the mall s parking lot and discharge passengers on the opposite side of the westbound buses. Based on discussions with SCAT, Siesta Drive is expected to be reconstructed and a roundabout will be installed east of the current transfer point. At the current time, it is not anticipated that any major alignment changes will need to be made to routes serving this transfer point. However, the COA recommends that SCAT continue to monitor the plans to improve Siesta Drive and make any changes deemed necessary to preserve existing operations at this location. As part of the reconstruction effort, SCAT should examine the possibility of expanding and enhancing the current transfer point with additional shelters or benches. Figure 2.2 6: Current Location of Southgate Mall Transfer Point Image courtesy of: Google Earth Westfield Sarasota Square Mall Transfer Point Currently, the Westfield Sarasota Square Mall Transfer Point is located in the northwest corner of the mall, near Sears. While there are no operational issues with this location, the passenger amenities at this location could be improved. As seen in Figure 2.2 7, there is no shelter at this location. Since there are no trees to provide shade, waiting in the sun during the summer can be an uncomfortable experience. As such, it is recommended that SCAT investigate the possibility of installing a shelter at this location to improve the passenger waiting experience. 11

The station is located at a dead end street below a major bridge over the canal which results in awkward and inefficient routings to serve the station. These routings are confusing for passengers to understand and also results in added operations and maintenance costs for each bus route that services the transfer station. The current location of the transfer station also dictates the route structure on Venice Island. Currently, SCAT s major two north south routes (Route 17: Venice to Sarasota, and Route 9: Venice to North Port) use US 41 Bypass to access the Venice Train Depot because access is easier from the east. With this route structure, any customer wishing to travel onto or off of Venice Island must make a transfer. In an ideal case, Routes 9 and 17 would use US 41 Business, which is where most of the commercial activity is. Routing along US 41 Business will also help to improve the passenger experience by eliminating some of the forced transfers to/from the Route 13 to access Venice Island today. Based on a preliminary evaluation, potential locations for relocating the transfer station include: Venice Island, someplace along US 41 Business Intersection of US 41 Business and US 41 Bypass (south of Venice Island) SCAT should work to identify appropriate locations for a relocated transfer facility which would improve operations and enhance the overall transit network. Prior to relocating the station, appropriate due diligence work should be done to evaluate the cost and operational impacts with relocating the station. 12

17 Sarasota County Area Transit Comprehensive Operations Analysis Technical Memorandum: Recommendations Summary South Venice Walmart Transfer Point Based on a field visit and discussions with SCAT, it has been determined that the South Venice Walmart Transfer Point is inadequate and impeding systemwide operations. This conclusion was reached based on two major pillars: 1. Safety: As shown in Figure 2.2 8, given the lack of passenger landing pads/bus bays, there are safety concerns with passengers boarding buses in the middle of a parking lot. There are also safety concerns with freight trucks delivering cargo to the loading dock (immediately behind the buses) while buses are idling and transferring passengers. Figure 2.2 8: Transfer Situation between Buses at South Venice Walmart 2. Mid Route Dwelling: This transfer station is located in the middle of Routes 9 and 16. As such, holding either of these routes for transfers requires additional running time, which increases the operating and maintenance expense and also impacts on time performance further along Routes 9 and 16. SCAT should work to identify appropriate locations for a relocated transfer facility which would improve passenger safety and overall operations. This transfer facility could be co located with a new South County maintenance facility if deemed to be appropriate at the given time of implementation. Prior to relocating the station, appropriate due diligence work should be done to evaluate the cost and operational impacts with relocating the station Shoppes of North Port Transfer Point The Shoppes of North Port Transfer Point is located west of the building anchored by Goodwill and north of the Busey Bank building. From a passenger perspective, the Shoppes of North Port Transfer Point is not very comfortable for passengers. While this location does feature benches, it does not have any shelters. From an accessibility standpoint, this transfer point is also not ideal as it does not feature any landing pads. These conditions are presented in Figure

As such, SCAT has stated that they are actively working on identifying a new transfer location in the City of North Port. At the present time, the most suitable location that has been identified is approximately one mile northwest of the current location, near the intersection of US 41 and North Port Boulevard. A conceptual layout of the site is shown in Figure Based on a review of the conceptual layout, it does not appear that there are any operational issues with routes accessing the proposed site. As such, it is recommended that SCAT continue to advance planning work to determine what impact this will have, if any, on the operations and maintenance costs of routes that will be serving the site. 14

19 Sarasota County Area Transit Comprehensive Operations Analysis Technical Memorandum: Recommendations Summary Figure : Conceptual Layout of New Transfer Facility in North Port 2.3 South County Maintenance and Storage Facility Within the last ten years, SCAT began storing vehicles at a satellite facility in the City of North Port (at the intersection of Amelia Way and Largo Boulevard), two miles north of the Charlotte/Sarasota County Border. This facility is currently shared with the Sarasota County School Board which also uses the site to park their school buses. Five buses are currently parked, fueled, and cleaned daily at this facility. However, this facility can accommodate up to seven buses. The utilization of this facility resulted in reductions in SCAT s overall operating costs, due to the reduction in non revenue mileage required for service in the southern part of the county. Additional costs associated with maintaining two maintenance operations (including extra staffing, travel time, materials) were unaccounted for in this analysis. Unfortunately, while this facility reduced overall operating costs, the location of the satellite facility is at the southern most end of SCAT s service area. This results in issues with labor assignments (travel time between SCAT s main facility and the southern facility can be almost an hour), and difficulty in optimizing non revenue movements (being at the southern end of the service area means buses still must undertake long non revenue movements to perform maintenance). Given these challenges, it is recommended that SCAT consider phasing out the usage of the satellite facility in the City of North Port until such time that operations in South County increase to warrant having a separate facility. Based on discussions with SCAT, there is interest in developing a maintenance facility in either the City of Venice or the City of North Port. When the next COA is conducted, a re evaluation of service levels in South County should be undertaken to determine if a new South County Facility is warranted. If a 15

20 Sarasota County Area Transit Comprehensive Operations Analysis Technical Memorandum: Recommendations Summary new facility is deemed to be warranted, SCAT should work with the City of Venice and the City of North Port to identify an appropriate location for a new maintenance facility when operations in South County increase. Prior to selecting a location, appropriate due diligence work should be done to evaluate the cost and operational impacts. If a maintenance facility is ultimately constructed in the City of Venice, it would not be feasible to have another facility in the City of North Port (or vice versa). 2.4 Bus Shelter Recommendations As documented in the Service Standards Report, SCAT bus stops with 20 or more boardings per day are eligible for shelters (stops with 10 or more boardings per day are eligible for benches). Additional consideration is given in the service standards to allow for the construction of shelters (and benches) in locations determined to be important based on land uses, high usage of transit by the elderly or disabled, and the overall transit network. Table shows the stops that qualify for shelters under the SCAT service standard of 20 or more boardings per day. As can be seen, 31 of the 50 stops (52%) that qualify for shelters already have them installed. It has been noted that it is a priority of the Sarasota County Commission to increase the percentage of SCAT bus stops with shelters. As such, it is recommended that a two step approach be taken. The first step would be to install shelters at locations that are deemed appropriate for shelter installation. These could be stops that meet the 20 or more boardings per day threshold or they could be locations deemed important based on land uses, high usage of transit by the elderly or disabled, and the overall transit network. The second step would be to remove bus stops with little to no activity to increase the percentage of stops with shelters. A bus stop spacing analysis (see Section 3.4 for more information) was performed for the SCAT system that identifies specific routes which have stops spaced too close (according to the standard documented in the Service Standards Report). These routes would be good candidates to consider for reducing the number of bus stops. 16

They include: Peak and Off Peak Schedules, and development of a High Frequency Grid Peak and Off-Peak Schedules As part of the evaluation of on time performance for routes throughout the county, issues with route performance during the peak season were identified. With constant running time throughout the year, certain routes (particularly those serving beach destinations) have difficulty maintaining on time performance. Systemwide Recommendations for Peak and Off Peak Scheduling From a systemwide perspective (meaning these can be applied to all routes throughout SCAT s system), three recommendations were developed. The first recommendation centers around developing a peak and off peak schedule depending on the time of the year. During the peak season, from December to April (as indicated by the monthly ridership data documented in Figure in the Existing Conditions Report), SCAT could use longer running times for its buses to account for the added congestion on the roadways. These longer running times should improve on time performance and increase customer satisfaction. If SCAT wishes to maintain the headway (time between buses) after adjusting the running time, additional buses may need to be added to the route in order to do so. This will require additional operations and maintenance funding and possibly require the acquisition of additional vehicles and drivers. 18

23 Sarasota County Area Transit Comprehensive Operations Analysis Technical Memorandum: Recommendations Summary In the off peak season (May to November), SCAT could use shorter running times to account for less congestion on the roadways. It is possible that with these shorter running times, SCAT could increase the frequency for a given route or reallocate additional vehicles as needed. Additionally, SCAT could change the times of the year in which the run picks are done. Currently, SCAT holds run picks in April and November of each year. If a peak/off peak schedule is implemented, those pick dates could be modified slighltly to accommodate a peak season schedule from December to April. The second recommendation is that SCAT use its Automatic Vehicle Locator (AVL) and Automatic Passenger Counter (APC) data to re examine the running time assumptions used in their scheduling software to create more accurate schedules based on traffic conditions during various times of the day. Using this data, SCAT could develop variable run times for each route depending on the time of day. It is recommended that prior to using the AVL and APC data, SCAT review and validate the data for accuracy. The final recommendation is that SCAT look at potentially implementing Transit Signal Priority (TSP). TSP provides communication between the transit vehicles and each traffic signal along a corridor in order to give priority to the bus as it approaches the intersection. If the signals are green as the bus approaches the intersection, the TSP system would extend the main street green time to ensure that the bus is able to pass through the intersection without stopping. If the main street signals are red as the bus approaches, the TSP system would reduce the side street green times in order to allow the main street signals to return to green early to reduce the delay time for the bus. There are several options for TSP. TSP can be incorporate into real time and adaptive signal system technology, as well as, bus schedule adherence, and next bus arrival times via traveler information systems. Another important element to enhancing transit travel times in congested corridors, and often implemented in conjunction with TSP, are queue jumper lanes at intersections. This treatment allows transit vehicles to enter a restricted lane that would receive a green indication at the traffic signal that would allow the transit vehicle to proceed through the intersection in advance of all other vehicles. This allows the bus to travel past queued vehicles and continue through the intersection ahead of all stopped vehicles. Routes Specific Recommendation for the Peak Season Based on an examination of the monthly variation in on time performance throughout the year, four routes were identified as needing improvements. These routes were identified because of the large difference in on time performance between the peak and off peak season. The recommendations for each route are listed below: Route 4: Lido Key Add buses to keep on time, or realign route so that Route 18 stays on the Island and Route 4 functions as a feeder from the mainland Route 11: Siesta Key Add buses to keep on time, or slow the schedule and frequency to every 90 minutes, or realign route to stay on the mainland and require a transfer at Southgate Mall to connect to a seasonal Siesta Key circulator Route 17: Venice to Sarasota Add buses to keep on time, or slow the schedule and frequency to every 45 minutes Route 18 Longboat Key Add buses to keep on time, slow the schedule and frequency to every 90 minutes, or realign route so that Route 18 stays on the Island and Route 4 functions as a feeder from the mainland 19

24 Sarasota County Area Transit Comprehensive Operations Analysis Technical Memorandum: Recommendations Summary Development of a High-Frequency Grid Network As part of the public outreach process, the development/implementation of a high frequency grid system for Sarasota County was identified as a potential improvement. This type of service has been implemented in multiple cities, including Portland, Oregon and Houston, Texas. Typically, high frequency grid networks are spaced every half mile (allowing for passengers to access transit in a 15 minute walk), and operate service with 15 minute headways or less. This can be done by consolidating multiple parallel routes onto trunk corridors to provide more frequent service. In SCAT s core service area, (defined as north of Clark Road, west of I 75, and south of University Parkway), SCAT operates bus service on almost every major street, with few exceptions. This major street network is spaced approximately one mile apart, with few alternatives available in between. Most of SCAT s routes in this core service area operate on 60 minute headways, with a few having 30 minute headways. With minimal opportunities to consolidate service on trunk corridors, SCAT would need to increase service levels to provide service frequent enough that passengers could transfer with minimal waiting. The cost for implementing this level of service would be significant. Based on a preliminary estimate, it is anticipated that the annual operating and maintenance cost for the entire system would need to be quadrupled and four times as many buses would be needed to run the 15 minute service in the core network. If SCAT chooses to implement this recommendation, SCAT s primary focus should be on providing frequent, reliable service to its core network (roughly bounded by Clark Road to the south, I 75 to the east, US 41 to the west, and Desoto Road to the north). This type of service investment will increase ridership of both transit dependents and new choice riders while improving customer satisfaction and the system s cost effectiveness. Areas outside of this high frequency grid network would have lower levels of service at frequencies that would need to be determined at the time of implementation with a separate study Implementation of Flex Routes SCAT currently does not operate an alternative to fixed route transit. Many transit systems throughout the country are exploring alternative models to provide public transportation to areas within their service area that do not support fixed route transit. These are often areas where the density of people does not meet the threshold for supporting fixed route transit (less than 2,000 persons per square mile). Flexible public transportation can take different forms: route deviation, point deviation, demand responsive connector, request stops, flexible route segments, and zone routes. While each of these forms operates differently, the goal of all these different models is to provide access to the larger transit system more efficiently and effectively than can be accomplished with a traditional fixed route bus. The are no strict guidelines on when these flexible service models should be implemented. Many are implemented in response to an unsuccessful fixed route service that has been identified for elimination. While each agency s productivity measure for fixed route success varies, a common guideline for considering elimination of a route or adopting an alternative service model is less 15 passengers per hour. A report from the National Center for Transit Research (NCTR) does highlight some principles when considering flexible transit: Productivity will likely not exceed 6 8 passengers per hour Flexible service zones should be limited to not more than 5 7 square miles 20

25 Sarasota County Area Transit Comprehensive Operations Analysis Technical Memorandum: Recommendations Summary Route deviations, if used, should return to the point of deviation Ensuring timed connections with fixed routes is critical Providing a reduced fare can incentivize use, especially at the beginning Reduced service spans can provide cost savings Smaller buses improve access to neighborhoods, and result in lower operating costs Technology is important to providing efficient operations Dedicated dispatch is essential if multiple flexible routes are in service Other considerations SCAT will need to keep in mind when implementing this new type of service include: Vehicle Type: There are multiple considerations for purchasing small vehicles for flex route service, including: service considerations, costs, maintenance and storage capabilities, operating environment, along with other regulatory issues. Transit properties typically use anything between passenger vehicles. One of the benefits of using these smaller sized vehicles is the tighter turning radius, which allows them to turn around on narrow/dead end streets. Cost Factors: According to TCRP 140, the average cost for directly operated demand response service in 2007 was $26.95 per passenger trip. According to TCRP Synthesis 41, 24 percent of surveyed properties had a different wage rate for drivers operating small buses versus larger buses. The average reported top small bus wage rate was 69 percent of the top large bus rate. Scheduling: According to TCRP 140, routes should be developed with typical end to end running time, and between percent deviation/recovery time Holiday Service SCAT currently does not provide service on the following holidays: New Year s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day. During the public outreach conducted for this project, there were numerous requests for service on these holidays. Since there is no historical data in Sarasota to determine demand for transit service on these holidays, it is recommended that SCAT test holiday service for one year and then evaluate how the service performed. Based on the results, SCAT staff can determine which holidays, if any, should have service provided. It is typical practice that when holiday service is implemented, Sunday levels of service are used. 21

26 Sarasota County Area Transit Comprehensive Operations Analysis Technical Memorandum: Recommendations Summary 3 Route Level Analyses 3.1 Introduction This chapter documents the methodology used in developing the proposed service changes. This methodology is structured around the Service Standards, which were developed earlier in the study. These standards were developed consistent with the vision of being an efficient provider of transit throughout the County. The analyses that were conducted include the following: span of service (hours of operation), days of service, bus stop spacing analysis, route alignment analysis, and headway analysis. 3.2 Span of Service (Hours of Operation) Analysis The goal of the span of service analysis was to examine whether the start and end times for service are appropriate given the level of transit demand on the first and last trips of the day. In order to conduct this analysis, ridecheck data collected during April 2015 was used. Multiple factors are evaluated when determining the appropriate span of service for a bus route. Maximum loads are used to make determinations on if service should be added or removed; however, consideration must also be given to the route s span of service relative to other routes in the system. In the event the route is already operating to serve the core hours of service (generally defined as 6:00 AM to 9:00 PM for SCAT), it may not make sense to eliminate service despite a low maximum load. Additionally, in some cases, it may make sense to continue to operate a trip in revenue service in order to position the bus for the return trip (and receive credit in the Federal Formula Funding). The following thresholds were used in flagging trips for further examination: Maximum loads of 22 people or higher: Add another trip Maximum loads of 9 to 21 people: Consider adding an additional trip if conditions deem it appropriate Maximum loads of 4 people or fewer: Eliminate the trip Table is a condensed table that shows the routes that were identified for modification to their span of service as it related to adding or removing trips. 28 Sarasota County Area Transit Comprehensive Operations Analysis Technical Memorandum: Recommendations Summary 3.3 Days of Service Analysis SCAT currently operates Sunday service on a limited number of routes. As part of this COA, a comprehensive evaluation was done to determine which routes should be operated on Sunday (new additions in service as well as elimination of existing Sunday service). To perform this evaluation, a weighted metric comprised of the combined average weekday and average Saturday service was developed, with average weekend ridership counting double that of average weekday ridership. Routes that are in the top 50 th percentile were identified as candidates for Sunday service. Based on this metric, the following routes should have Sunday service: Routes 1, 2*, 4, 5, 6*, 7*, 8*, 9*, 11*, 12*, 14*, 15*, 16, 17*, and 99 (Note: * indicates route already in service on Sundays). SCAT is currently testing Sunday service on Routes 1 and 15 and the preliminary results have shown a positive response to the service thus far. In addition, based on direction from SCAT, the following routes are being recommended for a modified span of service: Route 100X: Due to overall low ridership, it is recommended that Saturday service be eliminated (note that Routes 80X and 90X are being proposed for elimination). Route 40: Since this route already runs in non revenue service between the SCAT bus yard and the Downtown Sarasota Transfer Station, it is recommended that this route run in revenue service on Sundays as well as it would result in a minimal increase in cost. These recommendations, along with existing levels of service and the average daily ridership for each route, are summarized in Table An analysis was also performed to determine whether or not SCAT should operate reduced service on Saturdays. When average daily ridership was examined, it was determined that since all local routes had very similar average daily weekday and average Saturday ridership, the same schedule should be operated on both weekdays and Saturdays. It was found, however; that the express routes (Routes 80X, 90X, and 100X) had low average Saturday ridership when compared to weekdays. As such, it is recommended that service on the express routes be discontinued on Saturdays. 24

30 Sarasota County Area Transit Comprehensive Operations Analysis Technical Memorandum: Recommendations Summary 3.4 Bus Stop Spacing Analysis Based on feedback from multiple stakeholders, a bus stop spacing analysis was undertaken to determine the adequacy of bus stops spacing along routes. Bus stop spacing should balance the need between transit accessibility and route speed. Too many bus stops can slow down service, especially if the bus needs to stop at consecutive stops. Too few bus stops results in the need to walk long distances to access transit. Based on the bus stop spacing standard documented in the Service Standards Tech Memo, routes with an average bus stop spacing of less than 0.25 miles should be evaluated for potential stop removal. This analysis utilized two datasets: the SCAT route shapefile (which was used to obtain the one way distance for each route) and the April 2015 ridecheck dataset (to determine the number of stops in each direction for a given route). In order to compute the distance between bus stops for each route, the following procedure was used: 1. Using the route shapefile, take the one way route length for each route and multiply by 2 to get the roundtrip route length. If the route performed a loop at the end of the route and/or if the route used different streets in each direction, the number was modified accordingly using distances measured in Google Earth. 2. Using the ridecheck data, obtain the number of bus stops in each direction and add them together. 3. To compute the spacing between bus stops, first take the total number of bus stops for the route in question and subtract 2 (this is to convert the number of stops into the number of segments between bus stops). Then, divide the round trip distance by the number of segments between bus stops (computed previously) in order to get the distance between bus stops. Overall, the results (shown in Table 3.4 1) show that SCAT has too many bus stops for most of the routes in its system. It is recommended that further examination be done to these routes to remove bus stops that are not heavily utilized in order to speed up service. A preliminary estimate shows that approximately 15% of all bus stops are considered too close and can be considered for removal. As an example, routes that are circuitous increase the running time from end to end (which results in higher operating costs) and also confuses passengers (which likely suppresses ridership since the route is too confusing to understand and use). As such, a comprehensive look at each route s alignment was conducted to determine if the alignment could be changed to improve route performance. 27

The ridecheck data collected in April 2015 was used in identifying underperforming segments of a route. In general, the following items were examined for each route s alignment: Route termini: Each route s start and end points were examined to determine whether they were located in logical places. Logical places include locations with adequate space for buses to layover and turn around, facilities for passengers and operators, and connections with other transit routes. Routes that did not have logical termini (e.g., eastern end of Route 3) were recommended to have the terminus changed. Route deviations: Any deviations from a major road were examined to determine whether the stops along the deviation were being utilized. Depending on the number of boardings and alightings at the stops along the deviation, a person delay analysis was conducted. This analysis was used to determine whether the added travel time for all through traveling customers outweighed the travel time that would be incurred by eliminating the deviation (and forcing those customers to walk to the major road). Unproductive segments: Using loading profiles for each route, each route s alignment was examined to determine if there were portions of the route that were not heavily utilized (relative to other portions of the route). In cases where there were segments with low utilization, these segments were recommended for elimination or introduction of peak hour service only. The following routes were identified for alignment changes: Route 1, 1A, 2, 3, 4, 5, 6, 7, 9, 12, 14, 15, 16, 18, 28, 99, 100X, 1713S, and 215S. Details on the alignment changes are documented by route in Section

33 Sarasota County Area Transit Comprehensive Operations Analysis Technical Memorandum: Recommendations Summary 3.6 Headway Analysis A headway analysis was performed to determine whether sufficient service was being provided on a given route to meet demand. This analysis was broken into two parts: one which evaluated headways for weekdays and Saturdays and one which evaluated the headway for Sundays. For the weekday and Saturday headway analysis, the max load per trip was examined. Trips which were at or near a seated load (computed to be by taking the average seating capacity of all of SCAT s vehicles) were recommended for shorter headways. The following routes and trips were recommended for shorter headways: Route 99 o 9:05 AM southbound trip (34 people) o 1:35 PM southbound trip (32 people) o 2:45 PM northbound trip (35 people) o 4:05 PM southbound trip (36 people) For the Sunday analysis, a different approach was taken. Using the average daily ridership by route, average Sunday ridership was compared to the average weekday and average Saturday ridership. This was done to see if lower levels of transit service provided on Sunday were suppressing transit demand on any routes. In instances where the average Sunday ridership was much lower than the average Saturday and/or weekday ridership, a reduction in headway (i.e., increase in frequency) was proposed. As seen in Table 3.6 1, average Sunday ridership on Routes 6, 7, 8, and 12 are noticeably lower than an average weekday or Saturday. These cases appear to be indicative of suppressed demand to noticeably longer headways on Sundays when compared to other days of the week. As such, it is being recommended that Routes 6, 7, 8, and 12 have headways shortened on Sundays to 60 minutes. The recommendations for each route generally fall into one of seven categories: Span of service (time service starts and ends, as well as the days of the week service should be provided) Headway Running time Bus stop spacing Route elimination Restructuring (alignment changes) Scheduling 4.2 Route Specific Recommendations This section summarizes the route specific recommendations for each route in the SCAT system. A summary table that lists the improvements for each route is included as Appendix B. Route 1: Fruitville/Downtown This route operates between downtown Sarasota and the Sarasota County Offices on Sarasota Center Boulevard. For most of its alignment, Route 1 operates on Fruitville Road (State Road 780). This route operates Mondays through Saturdays. This route performs well with a high number of passengers per revenue mile, a high number passengers per revenue hour, a low ratio of non revenue mileage to revenue mileage, and a good cost recovery percentage. Changes to schedule specifications (headways, spans of service and running time): Introduce new Sunday service: Based on the high average daily ridership on weekdays and Saturdays, it was determined that this route would warrant service on Sunday. Examine running time: Since the on time performance rate of 74% for this route falls below the service standard of 85%, it is recommended that running time be examined and additional resources be allocated to the route. 30

Service to the Sarasota County Operations Center will be eliminated. Assuming that the existing resources (vehicles) assigned to this route stay the same after this realignment, the headway on this route will remain at 60 minutes. o Extend Route 1A to serve the Sarasota County Operations Center via Cattlemen Road. Assuming that the existing resources (vehicles) assigned to this route stay the same after this realignment, the headway on this route will increase from 60 minutes to 120 minutes. The two recommendations as part of this package must be implemented together. Figure shows the proposed alignment changes for Route 1 and 1A. The reason this change is being proposed is that stop level boarding and alighting data shows that very few customers use the bus stops east of Cattlemen Transfer Station (see Table 4.2 1). This observation is supported by the loading profiles (Figure and Figure 4.2 2) which indicate very light loads east of Cattlemen Transfer Station. For most of its alignment, Route 1A operates on Fruitville Road (State Road 780) and Bahia Vista Street. This route operates Mondays through Saturdays. This is an average performing route with a high number of passengers per revenue mile, a high number of passengers per revenue hour, and a low ratio of nonrevenue mileage to revenue mileage. Changes to schedule specifications (headways, spans of service and running time): Examine running time: Since the on time performance rate of 80% for this route falls below the service standard of 85%, it is recommended that running time be examined and additional resources be allocated to the route. Changes to route design (streets of operation, bus stop spacing): Examine bus stop spacing: Since bus stops are spaced an average of 0.19 miles apart on this route, it does not meet the service standard for bus stop spacing of ¼ mile or greater. It is recommended that bus stops be removed from this route. As mentioned previously, a Route 1 and 1A reconfiguration package is recommended as follows: o Realign Route 1 to use Coburn Road/Apex Road to access the Cattlemen Transfer Station. Service to the Sarasota County Operations Center will be eliminated. Assuming that the existing resources (vehicles) assigned to this route stay the same after this realignment, the headway on this route will remain at 60 minutes. o Extend Route 1A to serve the Sarasota County Operations Center via Cattlemen Road. Assuming that the existing resources (vehicles) assigned to this route stay the same after this realignment, the headway on this route will increase from 60 minutes to 120 minutes. 39 Sarasota County Area Transit Comprehensive Operations Analysis Technical Memorandum: Recommendations Summary Route 2: Cocoanut/Old Bradenton/SRQ Airport This route operates between downtown Sarasota and the Sarasota Bradenton International Airport. For most of its alignment, Route 2 operates on Cocoanut Avenue and Old Bradenton Road. This route operates Mondays through Saturdays. On Sundays, portions of this route are served as part of Route 215S. This route has mixed performance, with a high number of passengers, a high ratio of nonrevenue mileage to revenue mileage, a low cost recovery, and poor on time performance. Changes to schedule specifications (headways, spans of service and running time): Later northbound service: Based on the relatively high maximum load (9 people) on the last northbound trip departing the Downtown Sarasota Transfer Station at 9:00 PM, it is recommended that another northbound trip be added. This would extend the northbound span of service beyond the current ending time of 9:21 PM. Look at potentially interlining with another route due to high non revenue mileage: Interlining this route with another route will reduce the non revenue mileage for Route 2 and increase the overall productivity of the system. If this recommendation is selected for implementation, further analysis will need to be done to determine an appropriate route to interline with Route 2. Examine running time: Since the on time performance rate of 78% for this route falls below the service standard of 85%, it is recommended that running time be examined and additional resources be allocated to the route. Changes to route design (streets of operation, bus stop spacing): Reconfigure the loop on Myrtle Street that currently serves the Walmart Neighborhood Market: Based on the feedback received from bus operators, it was determined that there are safety issues associated with executing the current loop due to the need to perform two left turns onto and off of US 41. As such, it is recommended that the loop be reconfigured (left onto Carolina Avenue, right onto Putnam Drive, right onto US 41, right onto Collenton Drive, left onto Carolina Avenue, and right back onto Myrtle Street). This revised alignment is shown in Figure Examine bus stop spacing: Since bus stops are spaced an average of 0.21 miles apart on this route, it does not meet the service standard for bus stop spacing of ¼ mile or greater. It is recommended that bus stops be removed from this route. 35

For its alignment, Route 3 operates primarily on Ringling Boulevard, Bahia Vista Street, and Webber Street. This route operates Mondays through Saturdays. This route has mixed performance with relatively high ridership, a high ratio of non revenue mileage to revenue mileage, a low cost recovery, and poor on time performance. Changes to schedule specifications (headways, spans of service and running time): Earlier eastbound service: Based on the relatively high maximum load (10 people) on the first eastbound trip departing the Downtown Sarasota Transfer Station at 7:45 AM, it is recommended that another eastbound trip be added. This would extend the eastbound span of service before the current start time of 7:45 AM. Examine running time: Since the on time performance rate of 76% for this route falls below the service standard of 85%, it is recommended that running time be examined. Changes to route design (streets of operation, bus stop spacing): Move eastern terminus to Cattlemen Transfer Station: To improve connectivity to other SCAT routes, it is recommended that the eastern terminus be moved to the Cattlemen Transfer Station. The proposed alignment is shown in Figure Examine bus stop spacing: Since bus stops are spaced an average of 0.20 miles apart on this route, it does not meet the service standard for bus stop spacing of ¼ mile or greater. For its alignment, Route 4 operates primarily on Benjamin Franklin Drive and John Ringling Boulevard/John Ringling Causeway. This route operates Mondays through Saturdays. This is a well performing route with a high number of passengers per revenue mile, a high number of passengers per revenue hour, a low ratio of nonrevenue mileage to revenue mileage, and good cost recovery. Changes to schedule specifications (headways, spans of service and running time): Introduce new Sunday service: Based on the high average daily ridership on weekdays and Saturdays, it was determined that this route would warrant service on Sunday. This recommendation was supported by attendees at the public workshops. Later service on Fridays and Saturdays: Based on feedback received at the public workshops, it was determined that later service on Fridays and Saturdays should be considered, enabling people to have dinner at St. Armands Circle. Currently, all service on Route 4 ends at 7:05 PM. Changes to route design (streets of operation, bus stop spacing): Eliminate service along Orange Avenue, Osprey Avenue, Mound Street, and Ringling Boulevard: Using stop level boarding and alighting data, it was determined that very few customers use the stops along these streets (see Table 4.2 2). To improve route level reliability and reduce the travel time associated with this diversion, it is recommended that this segment be eliminated. Alternative transit would be available within ¼ of a mile or less via Route 18 or Route 5. Instead, it is recommended that buses use the alignment that Route 18 buses use to access the Downtown Sarasota Transfer Station. The changes are as follows: o From Lido Key: At the intersection of John Ringling Causeway and US 41/Bayfront Drive, continue straight onto Gulfstream Avenue. Turn left onto Cocoanut Avenue, right onto 2 nd Street, and then right into the Downtown Sarasota Transfer Station. o From Downtown Sarasota: Departing from the Downtown Sarasota Transfer Station, turn left onto 1 st Street, right onto Orange Avenue, and then right onto Ringling Boulevard. At the intersection of US 41/Bayfront Drive and Ringling Boulevard, turn right and resume the original route. Figure shows the proposed alignment changes. Osprey/Swift/Beneva This route operates between the Westfield Sarasota Square Mall and downtown Sarasota. For its alignment, Route 5 operates primarily on S. Osprey Avenue, Swift Road, and Beneva Road. This route operates Mondays through Saturdays. This is an average performing route with a good number of passengers per revenue mile and revenue hour, and a low ratio of non revenue mileage to revenue mileage. The cost recovery and on time performance for this route fall below the service standard thresholds. Changes to schedule specifications (headways, spans of service and running time): Later northbound service: Based on the relatively high maximum load (14 people) on the last northbound trip departing the Westfield Sarasota Square Mall Transfer Point at 6:35 PM, it is recommended that another northbound trip be added. This would extend the eastbound span of service before the current end time of 7:20 PM. Introduce new Sunday service: Based on the high average daily ridership on weekdays and Saturdays, it was determined that this route would warrant service on Sunday. Examine running time: Since the on time performance rate of 82% for this route falls below the service standard of 85%, it is recommended that running time be examined and additional resources be allocated to the route. Changes to route design (streets of operation, bus stop spacing): Eliminate the southbound loop around Westfield Southgate Mall: Using stop level boarding and alighting data, it was determined that very few customers use the stops from the intersection of Osprey Avenue and Versailles Street to the Westfield Southgate Mall Transfer Point (see Table 4.2 3). Since this routing can be confusing to customers and is not well utilized, it is recommended that this loop be eliminated. Alternative transit would be available within 1/2 of a mile or less via multiple routes along Bee Ridge Road and Siesta Drive. Buses traveling southbound would turn left onto Siesta Drive, right onto Shade Avenue, left onto Bee Ridge Road, and right onto Swift Road to resume the rest of the route. Buses traveling northbound would perform the same maneuver in reverse. Figure shows the proposed alignment for this recommendation. 41

For its alignment, Route 6 operates primarily on Beneva Road. This route operates seven days a week, with limited service on Sundays. This is one of SCAT s best performing routes with a good number of passengers per revenue mile and revenue hour, a low ratio of non revenue mileage to revenue mileage, and a good cost recovery. The cost recovery and on time performance for this route fall below the service standard thresholds. Changes to schedule specifications (headways, spans of service and running time): Earlier southbound service: Based on the relatively high maximum load (18 people) on the first full length southbound trip departing the Downtown Sarasota Transfer Station at 6:00 AM, it is recommended that another southbound trip be added. It is recommended that the previous short turn southbound trip that begins at Beneva Road at Clark Road at 5:52 AM instead run the entire route. This would extend the southbound span of service before the current start time of 5:52 AM. Eliminate last northbound trip: Based on the low maximum load (1 person) on the last northbound trip departing from Westfield Sarasota Square Mall at 9:46 PM, it is recommended that this trip be eliminated. 1 This would shorten the northbound span of service from 10:02 PM to 9:47 PM. Examine running time: Since the on time performance rate of 65% for this route falls significantly below the service standard of 85%, it is recommended that running time be examined and additional resources be allocated to the route. Increased frequency on Sunday: An analysis of average daily ridership shows that average ridership on Sundays is 44% of the average Saturday ridership (see Table 4.2 4). This large difference in usage is most likely due to the infrequent service on Sundays (90 minutes) versus weekdays and Saturdays (as frequent as every 30 minutes). Orange/NE Plaza This route operates between downtown Sarasota and the Northeast Plaza Shopping Center in Kensington Park. Route 7 operates primarily on N. Orange Avenue and Dr. Martin Luther King Jr. Way with a few diversions. This route operates seven days a week, with limited service on Sundays. This is a well performing route with a good number of passengers per revenue mile and revenue hour, a low ratio of non revenue mileage to revenue mileage, and a good cost recovery. Changes to schedule specifications (headways, spans of service and running time): Earlier southbound service: Based on the relatively high maximum load (12 people) on the first southbound trip departing from Northeast Plaza at Monica Parkway at 5:40 AM, it is recommended that another southbound trip be added. This would extend the southbound span of service before the current start time of 5:40 AM. Eliminate last northbound trip: Based on the low maximum load (2 person) on the last northbound trip departing from the Downtown Sarasota Transfer Station at 9:15 PM, it is recommended that this trip be eliminated. 2 This would shorten the northbound span of service from 9:36 PM to 8:36 PM. However, in the northbound direction, there are only two trips servicing the loop. Based on an examination of the boardings and alightings by stop, it was determined that there is good utilization of the southbound service in the loop (see Table 4.2 6). As such, it is recommended that this loop be serviced for all northbound trips as well. Orange/US 301/Tallevast This route operates between Downtown Sarasota and Tallevast. For its alignment, Route 8 operates primarily on N. Orange Avenue, Northgate Boulevard, and 15 th Street E. This route operates seven days a week, with limited service on Sundays. This is a well performing route with a good number of passengers per revenue mile and revenue hour, a low ratio of non revenue mileage to revenue mileage, and a good cost recovery. Changes to schedule specifications (headways, spans of service and running time): Eliminate last northbound trip: Based on the low maximum load (2 persons) on the last northbound trip departing from the Downtown Sarasota Transfer Station at 8:45 PM, it is recommended that this trip be eliminated. 4 This would shorten the northbound span of service from 9:06 PM to 8:06 PM. Eliminate last southbound trip: Based on the low maximum load (0 persons) on the last southbound trip departing from 15 th Street East and 16 th Street East at 9:10 PM, it is recommended that this trip be eliminated. 5 This would shorten the southbound span of service from 9:16 PM to 8:35 PM. Increased frequency on Sunday: An analysis of average daily ridership shows that average ridership on Sundays is 13% of the average Saturday ridership (see Table 4.2 7). This large difference in usage most likely stems from the headways as the headway on weekdays and Saturdays is 60 minutes while the headway on Sundays is 2 hours. For its alignment, Route 10 operates primarily on Midnight Pass Road. This route operates seven days a week, with limited service on Sundays. This is a poor performing route with a low number of passengers per revenue mile and revenue hour, a low cost recovery, and low on time performance. Recommendation: Eliminate route: Due to the low ridership (53 average weekday riders, 69 average Saturday riders, and 63 average Sunday riders) and the fact that Route 11 serves most of the Route 10 alignment on Siesta Key, this route is being recommended for elimination. The portion of Route 10 from the Cattlemen Transfer Station to the Westfield Southgate Mall Transfer Point will be served during the peak season by reintroducing Route 33 (see Figure for Route 33 s alignment). If this route is eliminated, it is recommended that Route 33 be reintroduced to connect the Westgate Southgate Mall Transfer Point with the Cattlemen Transfer Station. Due to the low ridership (2 boardings and 2 alightings for a typical weekday, 1 boarding and 1 alighting for a typical Sunday) along the portion of the route unique to Route 10 (Midnight Pass Road from Stickney Point Road to Turtle Beach) no alternative service is being recommended for implementation. This service change will result in two passengers being left without service. 53

This would extend the southbound span of service before the current start time of 7:15 AM. This is a poor performing route with a low number of passengers per revenue mile, low number of passengers per revenue hour, and a low cost recovery. Recommendation: None. SCAT eliminated this route in April 2016 as part of their proposed changes in the City of North Port. Route 30: SRQ Airport/University/Lakewood Ranch This route operates from the Sarasota Bradenton International Airport to Lakewood Ranch. For its alignment, Route 30 operates primarily on University Parkway. This route operates Mondays through Saturdays. This route was recently introduced and is currently a poor performing route with a low number of passengers per revenue mile, low number of passengers per revenue hour, a high ratio of non revenue mileage to revenue mileage, low cost recovery, and a low on time performance rate. Changes to schedule specifications (headways, spans of service and running time): Reduced frequency to every 90 minutes: Due to low ridership, it is recommended that the headways on this route be increased from every 60 minutes to every 90 minutes. After one year, it is recommended that this route be re evaluated to determine if the headway should be restored to 60 minutes (ridership increases), the headway should stay at 90 minutes (ridership stays the same), or if the route should be eliminated (ridership decreases). Route 40: Downtown/Webber/McIntosh This route operates from the SCAT Administration Building/Bus Yard to downtown Sarasota. For its alignment, Route 40 operates primarily on McIntosh Road, Webber Street, and US 41/US 301 (S Tamiami Trail). This route operates Mondays through Saturdays and features limited stops. This is a poor performing route with a low number of passengers per revenue mile, a low number of passengers per revenue hour, and a low cost recovery. Recommendation: Introduce new Sunday service: Since this route already runs in non revenue service between the SCAT bus yard and the Downtown Sarasota Transfer Station on Sundays, it is recommended that this route run in revenue service. The introduction of this service would result in minimal operating costs to SCAT, and would increase the overall revenue miles accounted for in Federal formula funding allocations. 71

For its alignment, Route 99 operates primarily on US 41 and US 41 Business. This route operates Mondays through Saturdays and is jointly operated by SCAT and MCAT. This is an average performing route with a high number of passengers per revenue mile, a high number of passengers per revenue hour, and a low ratio of nonrevenue mileage to revenue mileage. Changes to schedule specifications (headways, spans of service and running time): Introduce new Sunday service: Based on the high average daily ridership on weekdays and Saturdays, it was determined that this route would warrant service on Sunday. Earlier northbound service: Based on the relatively high maximum load (21 people) on the first northbound trip departing the Downtown Sarasota Transfer Station at 5:15 AM, it is recommended that another northbound trip be added. This would extend the northbound span of service before the current start time of 5:15 AM. Earlier southbound service: Based on the relatively high maximum load (20 people) on the first southbound trip departing from the intersection of US 41 and Bayshore Gardens Parkway at 5:25 AM, it is recommended that another southbound trip be added. This would extend the southbound span of service before the current start time of 5:25 AM. Eliminate last southbound trip: Based on the low maximum load (2 people) on the last southbound trip departing from Sarasota Bradenton International Airport at 8:50 PM, it is recommended that this trip be eliminated. 19 This would shorten the southbound span of service from 9:10 PM to 8:10 PM. Increase in frequency: Increasing the frequency during the following time periods and directions would address trips with loading at or exceeding a seated load: o 9:05 AM southbound (34 people) o 1:35 PM southbound trip (32 people) o 2:45 PM northbound trip (35 people) o 4:05 PM southbound trip (36 people) Consider implementing limited stop service: Due to concentrated loading at select major stops (see Figure and Figure ), it is recommended that limited stop service be implemented for this route. Examine running time: Since the on time performance rate of 65% for this route falls below the service standard of 85%, it is recommended that running time be examined and additional resources be allocated to the route. 19 This recommendation will need to be explored further in the scheduling process to determine its feasibility. 72

This recommendation was developed in coordination with Manatee County Area Transit (MCAT), which supports this recommendation. MCAT has stated that if this recommendation was implemented, they would introduce a new route to continue to provide transit connectivity between Downtown Bradenton and Palmetto. Figure shows the proposed alignment change. Eliminate service along Ringling Plaza and Bay Shore Road: Due to schedule adherence issues associated with executing this maneuver, it is recommended that service be eliminated on Ringling Plaza and Bay Shore Road. Buses will instead stay on US 41. This recommendation was developed in coordination with Manatee County Area Transit (MCAT), which supports this recommendation. Figure shows the proposed alignment change. Examine bus stop spacing: Since bus stops are spaced an average of 0.21 miles apart on this route, it does not meet the service standard for bus stop spacing of ¼ mile or greater. This route operates as an express route, stopping only at designated express stops. For its alignment, Route 80X operates primarily on I 75, Bahia Vista Street, and US 41 (Tamiami Trail). This route operates Mondays through Saturdays. This route has incomplete data as it was recently introduced (November 2015). Based on the available data, this route is a poor performer with a high ratio of non revenue mileage to revenue mileage and a low on time performance rate. Recommendation: Eliminate route: Since this route has low ridership and roughly serves the same areas as Route 100X, it is recommended that this route be eliminated. In order to mitigate for the loss of express bus service to the PGT Office Park, it is recommended that the Route 100X alignment be changed to serve the area. In the event that loads on the Route 100X increase following the elimination of Route 80X, it is recommended that additional trips be added to accommodate the additional demand. Route 90X: SRQ Airport/Downtown/Venice/North Port This route operates from the City of North Port to Sarasota Bradenton International Airport. This route operates as an express route, stopping only at designated express stops. For its alignment, Route 90X operates primarily on US 41 (Tamiami Trail) and I 75. This route operates Mondays through Saturdays. This is a poor performing route with a low number of passengers per revenue mile, a low number of passengers per revenue hour, a high ratio of non revenue mileage to revenue mileage, a low cost recovery, and a low on time performance rate. Recommendation: Eliminate route: The low ridership experienced by the Route 90X (16 boardings on weekdays and 7 boardings on Saturday) indicates that there is low travel demand for express bus service from Venice to Sarasota. As such, it is recommended that this route be eliminated. Route 90X customers will continue to have transit service from Venice to Sarasota via Route 9. 76

This route only operates on Sundays. For its alignment, Route 1713S operates primarily on US 41 (Tamiami Trail). This is a poor performing route with a high ratio of non revenue mileage to revenue mileage, a low cost recovery, and a low on time performance rate. It does, however, have a high number of passengers per revenue mile and revenue hour. Changes to schedule specifications (headways, spans of service and running time): Eliminate last southbound trip: Based on the low maximum load (1 person) on the last southbound trip departing from the Downtown Sarasota Transfer Station at 9:51 PM, it is recommended that this trip be eliminated 20. This would shorten the northbound span of service from 10:09 PM to 9:08 PM. Consider splitting the route: Since Route 1713S is a combination of Routes 9, 13, and 17, the route length is very long, and the overall on time performance rate of 61% falls significantly below the service standard of 85%. In order to improve on time performance, it is recommended that this route be split at the Venice Train Depot. The alignment from the Venice Train Depot to the current northern terminus (Downtown Sarasota Transfer Station) would be called the new Route 17S. The alignment from the Venice Train Depot to the current southern terminus (City of North Port City Hall) would be called the new Route 9S. Changes to route design (streets of operation, bus stop spacing): Not Applicable Route 215S: Downtown/SRQ Airport/Lakewood Ranch This route operates from downtown Sarasota to Lakewood Ranch. This route only operates on Sundays. For its alignment, Route 215S operates primarily on Desoto Road and University Parkway. This is a poor performing route with a high ratio of non revenue mileage to revenue mileage, a low cost recovery rate, and a low on time performance rate. Changes to schedule specifications (headways, spans of service and running time): Earlier northbound service: Based on the relatively high maximum load (11 people) on the first northbound trip departing the Downtown Sarasota Transfer Station at 9:10 AM, it is recommended that another northbound trip be added. This would extend the northbound span of service before the current start time of 9:10 AM. Changes to route design (streets of operation, bus stop spacing): Consider splitting the route: Since the route length is so long, it may be beneficial to the route s on time performance (66%) if this route were split into two routes. The split could occur at the Sarasota Bradenton International Airport and result in a new Route 2S and a new Route 15S. The new Route 15S could be the portion east of the airport, the entire weekday Saturday Route 15 alignment, or a combination thereof. 22 This recommendation will need to be explored further in the scheduling process to determine its feasibility. 80

85 Sarasota County Area Transit Comprehensive Operations Analysis Technical Memorandum: Recommendations Summary 5 New Route Recommendations 5.1 Introduction This chapter analyzes the results from the evaluation of service standards in Chapter 2 and provides insight into which routes are performing well and which are not. It also provides insight into areas of strength and weakness for each route. 5.2 New Route 1: Swift Road/Tuttle Avenue This new route proposes service primarily along Swift Road/Tuttle Avenue, connecting the Sarasota Pavilion/Gulf Gate Transfer Station to the Sarasota Bradenton International Airport. In the northbound direction, this route will start at the Sarasota Pavilion/Gulf Gate Transfer Station, go north on Gateway Avenue, turn right to go east on Stickney Point Road, and turn left onto Swift Road. The route will continue on Swift Road until it turns into Tuttle Avenue. The route will travel on Tuttle Avenue until it reaches University Parkway where it will then turn left to head west. Once on University Parkway, it will finally turn right onto Airport Circle to terminate at the Sarasota Bradenton International Airport. The route going southbound would follow this routing in reverse. Figure shows the alignment for this new route. This route is being proposed because this segment of Swift Road/Tuttle Avenue is served in various segments by six different routes (Routes 3, 5, 6, 10, 11, and 15) with none of them providing northsouth connectivity along this entire corridor. Based on the analysis of population density and household vehicle ownership that was presented in the Existing Conditions Report (Figure 2.6 3), it was determined that this route has the potential to be successful as a large portion of the route would pass through areas that have high population densities and/or a large portion of households without a personal vehicle. 81

86 Sarasota County Area Transit Comprehensive Operations Analysis Technical Memorandum: Recommendations Summary Figure 5.2 1: New Route Alignment along Swift Road/Tuttle Avenue 5.3 New Route 2: Venice to PGT/Tervis/Nielsen Office Park This new route proposes service from the Venice Train Depot to the PGT/Tervis/Nielsen Office Park. In the northbound direction, this route will start at the Venice Train Depot, go east on Venice Avenue, turn left onto Pinebrook Road, and continue going north. At the end of the road, this route will turn right onto Laurel Road, and then turn left onto Haul Road. Once on Haul Road, this route will serve both Technology Drive and Triple Diamond Boulevard. The route going southbound would follow this routing in reverse. Figure shows the alignment for this new route. The reason this route was suggested was twofold: 1) provide more transit service (in terms of number of trips) to the office park than is currently provided today and 2) to provide better connectivity to the office park from both City of Venice and City of North Port. Currently, Route 80X serves the office park with one northbound trip in the morning (from North Port to Sarasota) and one southbound trip in the afternoon (from Sarasota to North Port). One of the major challenges with running this schedule is that it does not cover all of the different shifts at the office park. By introducing this route which provides all day local service, SCAT has the opportunity to make transit a more viable option for workers in the office complex that cannot match their work schedule 82

Also, since this route terminates at the Venice Train Depot, connections to North Port (via Route 9) are possible throughout the day when Route 80X is not running. Another major challenge with the current Route 80X schedule is that it does not provide any connectivity to the City of Venice. Based on discussions with SCAT, about half of the workers in the office park live in Venice. By introducing this new route, the Venice workers will now have transit access to their jobs in the office park. One important thing to point out is that this COA is proposing to eliminate Route 80X. If the Route 80X is eliminated, this COA is recommending that the Route 100X alignment be modified such that service to the office park is provided. 88 Sarasota County Area Transit Comprehensive Operations Analysis Technical Memorandum: Recommendations Summary 5.4 New Route 3: Lakewood Ranch Circulator In the event that Route 30 is discontinued in the future (per the recommendation documented in Section 4.2), one way to mitigate for the loss of service in the Lakewood Ranch area would be to introduce a circulator that would serve that same area. The exact alignment will need to be determined; however, it could include service to areas that currently are served by Route 30 east of I 75. This circulator should service the Cattlemen Transfer Station in order to provide connectivity to other SCAT routes. 5.5 New Route 4: Service to Englewood s Beaches Based on the public outreach that was conducted, it was determined that there is strong interest in SCAT starting a route to Englewood s beaches. The exact alignment will need to be determined, which may also necessitate some alignment changes with Route 16. In the event SCAT chooses to implement such service, a more comprehensive evaluation will need to be undertaken. This includes identifying origins and destinations, spans of service (hours of the day, days of the week, and months of the year), anticipated ridership, and expected operating and maintenance costs. While the public did not have a consensus on which beach they would like to see service to, the most logical beach to provide bus service to would be Manasota Beach Park. It is possible that service to the beach can be provided if an Englewood Circulator is introduced (see Section 5.8 for more information). 5.6 New Route 5: Venice Circulator As documented in Section 4.2, in the event that Route 13 is eliminated, it is recommended that a new circulator be implemented in order to serve Venice Island. For the purposes of this analysis, a conceptual alignment for the new route was developed (see Figure 5.6 1). Using this conceptual alignment, it is anticipated that one bus with 45 minutes of running time will be needed. It is anticipated that the final route for the circulator will be determined by SCAT in consultation with the City of Venice. 84

In order to mitigate for this loss of service, a new circulator for in Englewood is proposed. In terms of the route s alignment, it is recommended that SCAT coordinate with business interests and property owners in Englewoodto determine where the circulator should provide service. The circulator can cover portions of Route 16 that are no longer being served and also provide service to areas currently not served by SCAT. 87

In essence, the Short List consists of recommendations that can be implemented in the short term. This chapter first presents the methodlogy used in developing the Short List and then presents the recommendations included in the Short List. 6.2 Methodology for the Development of the Short List Six public workshops and four workshops with SCAT staff were used to gather input to select which recommendations would be included in the Short List. Using primarily the cost estimates, with some consideration for the ridership impacts, a package of service reductions and service additions will be compiled. It is anticipated that cost savings from route eliminations and reductions in the span of service could be used to offset the introduction of new routes and proposed increases in the span of service. It is important to note that some recommendations that involve service cuts or reductions are anticipated to have minimal to no impact on cost or ridership. Try to park after 9:30/10 Extended routes would benefit a lot of people in the East Englewood Area businesses and citizens as well. Make restaurant owners on Englewood Beach operate their own shuttle for their employees and open up additional 50+ parking spaces at beach for beach goers This survey is very confusing as to the way it's written. Thanks for taking the lead on this. I would love to see this happen! We're only able to get down 3 times a yr for 2 wks at a time until we retire in 4 years. Sadly we have been shut out from the beach due to lack of parking during season. One of the reasons we purchased where we did was because of public transportation. I didn't realize at the time how limited it is. Great idea to cut down traffic and frustration at not finding a parking spot. Benches with shelters Thank you for your consideration--this community is growing and it would be very nice to get some of the cars/drivers off the road or give access to those without cars the ability to get around! Do not need them, Empty busses all thru town! A regular bus service would aid better transportation throughout the counties. Timely services would give older residents more confidence to go out more. Thank you for your concern for the community. I believe mass transit will be the only way to alleviate traffic and parking issues I do think this is a much needed service, I am a snowbird but would use it, when I am there. Thanks these times would be peak season. Transportation to the beach during boat races worked perfectly from the parking lots. That service would be great. Punta gorda to Englewood final run at 10 pm. Not interested in bus service. They hog the road and cause more pollution. I am not sure what kind of response you can expect when you send out this survey on the same day that you expect to get it back by 5 PM that day. Charlotte county should consider a transit service like SCAT with transfers at a reduced cost between buses for those needing to cross the county lines. hope we can help here At tis time we are not using public transportaion but can foresee and interest/need further down the road. I would not use the buss but it may be good for others not having transporation Charlotte County Transit & Sarasota County Transit Authority need to work together to fulfill the public transportation needs of Englewood! I think public transportation is a great idea for Englewood but I would not use it and (1) the bus stops don't come near my business (2) our employees who might use SCAT have to be to work at 4 a.m. Frequency and times could be adjusted when in season when there are more people in the area Thank you...these services are needed Manasota Key needs a trolley service that runs up and down the Key, just like on Anna Maria Island. Maybe from Blind Pass Beach to Stump Pass Park. Then another trolley to cart people to a mainland parking lot, grocery stores, or shopping.
