1 Washington Metropolitan Area Transit Authority Establishment of Opening Dates for New Carrollton Yard and College Park and New Carrollton Parking Garages P D E C Presented to the Board of Directors: Planning and Development Committee by CONSTRUCTION June 2,

2 I. Purpose That the Planning and Development Committee concur and forward to the Board for approval of the following Opening dates: College Park Garage - June 25, 2005 New Carrollton Garage - October 29, 2005 New Carrollton Yard - January 8,

3 II. Background Prior Board Approvals: June 2002 Board approved initial parking garage and yard projects funding and two grant amendments with MDOT January 2003 Board approved Public Hearing Staff Report and Recommendations October 2003 Board approved award of design-build contract for New Carrollton Yard Improvements and Shop Expansion, the College Park and New Carrollton Parking Structures under the same contract 3

4 II. Background (cont d) Due to the successful close-out of the 103-mile project, WMATA accumulated residual funds which were used to fund the Yard improvements. The parking garages were funded through bond proceeds, temporary parking funds and increase in parking surcharge. $ 84.8M 103-mile Residual Funds $ 25.5M MdTA Bond proceeds, surcharge, temporary parking funds $110.3M - Total 4

Project Overview & Status College Park Garage: Board approved parking garage at College Park Station in line with Prince George s County s expanded parking program in 2001 Build a new 6-level 1345 car parking structure at College Park Station 740 commercial spaces, 605 WMATA spaces Commercial spaces earmarked for a developer WMATA will use all available spaces within the structure and the temporary surface parking until they are needed by the developer. Total Capital Cost: $17.3 Million; 80% has been expended to date The Work is within Budget and Ahead of schedule Site utilities complete Precast erection started September 19, 2004, completed December 23, 2004 All permits approved from jurisdictional agencies (Prince George s County, PEPCO, WSSC) Final Inspection and Acceptance scheduled with Prince George s County Department of Parking and jurisdictional agencies (DPW&T, Fire Marshall) June

Project Overview & Status New Carrollton Garage: Board approved parking garage at New Carrollton Station in line with Prince George s County s expanded parking program in 2001 Build a new 8-level 1850 car parking structure at New Carrollton Station WMATA will use all surface lot spaces until they are needed by the developer. Total Capital Cost: $22.6 Million; 60% has been expended to date The Work is Within Budget and Ahead of Schedule Completed erecting precast concrete panels April 29th Underground utilities complete Started mechanical, electrical and service line installation Continue installation of garage storm drainage plumbing All permits approved from jurisdictional agencies (Prince George s County, PEPCO, WSSC) Final Inspection and Acceptance Scheduled with Prince George s County Department of Parking and jurisdictional agencies (DPW&T, Fire Marshall) October,

Project Overview & Status New Carrollton Yard Shop and Inspection Facility: Approved Fleet Management Plan recognized the need for additional maintenance capacity to service new rail cars, delivery to commence for testing Summer 2005 New Carrollton Yard was identified as one of the highest priorities to accommodate the new 6000 series rolling stock Build a new 20 Railcar S&I Shop Expanded loop tracks to accommodate entrance into north end of shop New storm water management pond to replace the pond displaced by new shop building Employee parking for the new shop (150 car capacity) Total Capital Cost: $70.4 Million; 40% has been expended to date Within budget and on revised schedule to include weather delays All permits approved from jurisdictional agencies (Prince George s County, PEPCO, WSSC) Final Inspection and Acceptance scheduled with Prince George s County Fire Marshall November,

The Authority's construction activities on the expansion of New CarroHton Yard Shop and Inspection Facility in New Carrollton, Maryland have progressed 'SO that an opening date of January 8, 2006, can be anticipated; and WHEREAS, The opening of the maintenance shop at New Carrollton Yard will enhance space to accommodate and service additional rolling stock and help the Authority to achieve its transit goals; now, therefore be it RESOL VED, That the Board of Directors establishes January 8,2006, as the opening date for the New Carrollton Yard Shop and Inspection Facility; and be it finally RESOL VED, That this Resolution shall be effective immediately.
