1 ZTL/ZJX 1 ATLANTA ARTC CENTER AND JACKSONVILLE ARTC CENTER LETTER OF AGREEMENT SUBJECT: INTER-CENTER COORDINATION PROCEDURES EFFECTIVE: May 28, PURPOSE. This Agreement between Atlanta ARTC Center (ZTL) and Jacksonville ARTC Center (ZJX) covers radar handoff and coordination procedures and is supplementary to the procedures in FAAO CANCELLATION. Atlanta ARTC Center and Jacksonville ARTC Center Letter of Agreement, Subject: Inter-Center Coordination Procedures dated December 12, RESPONSIBILITIES. When common underlying approach control facilities are unable to provide approach control services or radar service due to emergency or temporary situations, each ARTCC must, after proper coordination, assume control jurisdiction of the airspace within the confines of its ARTCC boundary. The Host ARTCC must manually forward all necessary flight data within the adapted airspace to the Non-Host ARTCC. 4. RADAR HANDOFF PROCEDURES. In areas of limited radar coverage, separation must not be based upon a radar handoff. 5. COORDINATION PROCEDURES. a. Automated flight data and mandatory radar handoffs suffice for coordination on aircraft climbing or descending to the altitude displayed in the data block. The altitude may be an interim altitude or the altitude forwarded by automation. When an aircraft will cross the boundary in a climb or descent posture, the transferring facility must: (1) Effect the handoff to the sector controlling the altitude to which the aircraft is assigned. (2) Effect all necessary point outs to the sectors controlling the altitudes through which the aircraft will transition. Note: The intent of this paragraph is not to supersede required altitudes specified within this letter. It merely gives the ability to use automated coordination in lieu of verbal coordination when compliance isn t possible. b. Time updates less than 5 minutes are not required. c. During automated operations, either ARTCC may change an aircraft's assigned beacon code when the aircraft is within 10NM of the boundary.

2 ZTL/ZJX 2 d. ZTL must advise ZJX prior to activating the Bulldog Military Operations Area (MOA). e. ZJX must route aircraft around the Bulldog MOA while active. f. ZJX must advise ZTL prior to activating the Moody 3, Cordele, or Rose Hill MOAs. g. ZTL must route aircraft around the Moody 3, Cordele, or Rose Hill MOAs while active. h. ZJX Seminole sector must advise ZTL LaGrange sector when AR200 aircraft have passed the ARCP and are proceeding down track. i. Deviations from the procedures in this letter of agreement must be made only after verbal coordination, which completely defines responsibility in each case. j. ZTL must notify appropriate ZJX Area upon receipt of the 30 minute notification required by the military for Grove Hill Air Traffic Control Assigned Airspace (ATCAA) activation. When the airspace is activated, ZTL must notify appropriate ZJX sectors. 6. ALTITUDE ASSIGNMENT - GENERAL. a. Aircraft operating on V115 must be assigned westbound altitudes southbound and eastbound altitudes northbound. b. Aircraft operating on V579 must be assigned eastbound altitudes southbound and westbound altitudes northbound. c. Aircraft at or below FL230 operating on J53 must be assigned eastbound altitudes northbound and westbound altitudes southbound. d. Aircraft operating at or above FL240 between 4 miles west of the centerline of J47 eastward to the Washington ARTCC boundary, or entering AMG/MGR sectors, must be assigned the following altitudes: (1) Transitioning from ZTL to ZJX - westbound altitudes (2) Transitioning from ZJX to ZTL - eastbound altitudes e. Aircraft operating at or above FL240 on J43 and entering the SZW sector, must be assigned an eastbound altitude. 7. ROUTE ASSIGNMENTS.

3 ZTL/ZJX 3 a. Aircraft must be cleared via routes or route segments that conform to the normal flow patterns at the point of the common center boundary crossing (i.e., CTY. J151.VUZ, AMG..IRQ, ATL..OTK, BNA..SZW, b. Overflights which transition the Grove Hill ATCAA must either be routed or at an altitude to remain clear of the MOA when active. c. Overflights at or below FL230 which transition the Moody 1 MOA must either be routed or at an altitude to remain clear of the MOA when active. d. Aircraft which have SZW, OTK, CRG or TAY in their route of flight must not be cleared direct beyond SZW, OTK, CRG or TAY respectively. 8. ARRIVALS WITHIN ATLANTA ARTCC a. Hartsfield-Jackson Atlanta International (ATL) (1) From centerline J89 westward: (a) Must be routed via GOONS.WARRR STAR or LGC STAR. EXCEPTION: Turboprop aircraft departing Albany (ABY) may be cleared over Macon (MCN). (b) Aircraft must cross the common boundary at or below FL340. (c) Aircraft departing from the PNS, VPS, PAM complex must cross the common boundary at or below FL270. (d) Aircraft entering the LaGrange sector are released for descent to FL280 within ten (10) miles of the common boundary. (2) From centerline J89 eastward to ZJX/ZTL northern boundary: (a) Must be routed via the ONYON or SINCA STAR (b) Aircraft from Moultrie sector must cross the common boundary at or below FL350. (c) Aircraft from Ridgeway sector must cross the common boundary at or below FL360. (d) Aircraft from Aiken, Ridgeway, Alma and Moultrie sectors are released for turns of up to 30 degrees within 10 miles of the common boundary within the same stratum to ZTL.

4 ZTL/ZJX 4 (e) Aircraft from Waycross and Baxley sectors are released for turns of up to 30 degrees within 10 miles of the common boundary within the same stratum to ZTL. (3) Turboprop arrivals from the western edge of V35 to the eastern edge of V267 must cross the common boundary at or below FL200. b. Atlanta Terminal Area Satellite Airports (PDK, FTY, MGE, RYY, LZU, VPC,) (1) From the eastern edge of V97/J43 westward to the ZHU/ZJX boundary: (a) Must be routed via LGC.DIFFI STAR. (b) Turbojet aircraft must cross common boundary at or below FL340. FL230. (c) Turboprop/Prop aircraft must cross common boundary at or below (d) Aircraft entering the LaGrange sector are released for descent to FL280 within ten (10) miles of the common boundary. (e) Turbojet aircraft departing the PNS, VPS, PAM complex must cross the common boundary at or below FL270. (2) From the eastern edge of V97/J43 eastward to the common northern boundary must be routed via JRAMS STAR. Aircraft incapable of flying JRAMS must be cleared over MCN, DBN or IRQ. (a). Turbojet arrivals over IRQ and DBN must cross the common boundary at or below FL330. (b). Turboprop arrivals over IRQ and DBN must cross the common boundary at or below FL240. (c). Aircraft cleared over MCN must cross the ZTL Macon boundary at appropriate altitude for direction at or below FL230. (d). Aircraft from Aiken, Ridgeway, Alma, and Moultrie sectors are released for turns of up to 30 degrees within 10 miles of the common boundary within the same stratum to ZTL. (e). Aircraft from Waycross and Baxley sectors are released for turns of up to 30 degrees within 10 miles of the common boundary within the same stratum to ZTL. c. Dobbins ARB (MGE, NCQ) (1) High performance military aircraft must be routed:

5 ZTL/ZJX 5 (a) From the CAE area via direct ODF direct MGE or NCQ. (b) From the AMG/SAV area via direct DBN direct MGE or NCQ. (c) From centerline J89 westward via direct LGC direct MGE or NCQ. d. Augusta, Georgia, (AGS) (1) Aircraft operating on V185 northward to V311 must be coordinated with AGS ATC Tower (ATCT). e. Columbus, Georgia, (CSG, LSF) (1) Aircraft from centerline of V97 westward to the centerline of V7 must cross the ZJX/ZTL boundary at or below FL230 descending to 11,000. f. Macon, Georgia, (MCN, WRB) (1) Aircraft from centerline of V154 westward to the centerline of V97 must cross the common boundary at or below FL230 descending to 11,000. EXCEPTION: Military aircraft to WRB requesting a high approach must be cleared to 16,000. Type of approach requested must be coordinated with ZTL. g. Montgomery, Alabama, (MGM, MXF) (1) Aircraft west of V168 must cross the common boundary at or below FL230 descending to 11,000. h. Greenville-Spartanburg, South Carolina, (GSP, GMU, SPA, GYH) (1) Aircraft from centerline of V37 westward to the northern edge of V325 must cross the common boundary descending to 12,000 or requested altitude appropriate for direction of flight, if lower. i. Hickory, North Carolina, (HKY) (1) Aircraft above FL240 must cross the common boundary at FL240. (2) Aircraft inbound to HKY on and east of J47 must be cleared via direct CLT..BZM..HKY. j. Statesville, North Carolina, (SVH)

6 ZTL/ZJX 6 (1) Aircraft on and east of J47 must be cleared via direct CTF..SVH and handed off to CLT ATCT. k. Birmingham, Alabama (BHM) (1) Aircraft from the Seminole sector must cross the common boundary at or below FL340. l. Auburn, Alabama (AUO) (1) Turboprop/Prop aircraft from centerline of V97 westward to the centerline of V7 must cross the ZJX/ZTL boundary at or below FL ARRIVALS WITHIN/OVERFLYING JACKSONVILLE ARTCC a. Alabama: (1) Dothan (DHN) and Cairns (OZR) b. Florida: (a) Aircraft must be descending to 11,000. (1) Jacksonville (JAX), Craig (CRG), Cecil Field (VQQ), Navy Jax (NIP) (a) Aircraft which will enter the AMG Sector must be cleared via AMG.AMG STAR, or DUCHY/FINNE transition of the OHDEA STAR (advanced NAV turbojet aircraft landing JAX only). (b) Aircraft cleared via AMG.AMG STAR from Dublin sector must cross the common boundary at or below FL260. (c) Aircraft cleared via AMG.AMG STAR from Macon sector must cross the common boundary at or below FL240. (d) Aircraft cleared via FINNE transition of the OHDEA STAR (advanced NAV turbojet aircraft landing JAX only) from Dublin sector must cross FINNE intersection at or below FL260 (e) Aircraft cleared via DUCHY transition of the OHDEA STAR (advanced NAV turbojet aircraft landing JAX only) from Macon sector must cross DUCHY intersection at or below FL240. (2) St. Augustine (SGJ), Fernandina Beach (FHB) (a) Aircraft which will enter the Alma sector must be cleared via AMG.

7 ZTL/ZJX 7 (b) Aircraft from the Dublin sector must cross the common boundary at or below FL260. (c) Aircraft from the Macon sector must cross the common boundary at or below FL240. (3) Eglin AFB (VPS), Hurlburt (HRT), Destin (DTS), Crestview (CEW) (a) Aircraft at or above FL240 from the centerline of J73 westward to Troy, Alabama (KTOI) must be routed DARED..CORKY direct destination and cross the common boundary at or below FL260 descending to FL240. (b) Aircraft at or above FL240 from Troy, Alabama (KTOI) westward must be cleared via either PIGON..CEW or J39.CEW direct destination and must cross the common boundary at FL240. (c) Turboprop aircraft operating at or below FL230 from Troy, Alabama (KTOI) westward must cross the common boundary level at or below 16,000, in all cases below Pensacola, Florida, (PNS, NPA) arrivals. (4) Pensacola (PNS, NPA) (a) Aircraft at or above FL240 from the centerline of J73 westward to Troy, Alabama (KTOI) must be routed DARED..CEW..PENSI, direct destination and cross the common boundary at or below FL260 descending to FL240. (b) Aircraft at or above FL240 from Troy, Alabama (KTOI) westward must be cleared via J39.CEW..PENSI or PIGON..CEW..PENSI, direct destination and must cross the common boundary at FL240. INBRD. (c) NPA aircraft at or above FL220 filed over INBRD may be cleared direct (d) Turboprop aircraft operating at or below FL230 from Troy, Alabama (TOI) westward must cross the common boundary level at or below 16,000. (5) Panama City (ECP) FL240. (a) Aircraft west of J43 must cross the common boundary at or below (6) Tallahassee (TLH, 68J) (a) Aircraft from the Macon and La Grange sectors must cross the common boundary at or below FL270 descending to FL240.

8 ZTL/ZJX 8 (b) Atlanta departures must cross the common boundary at or below FL230. (7) Orlando Area (MCO, ORL, ISM, MLB) (a) Seminole or Geneva sector must have control for turns of up to 30 degrees on aircraft from Macon or Hampton sectors within 10 miles of the common boundary. (b) Alma or Moultrie sectors must have control for turns of up to 30 degrees on aircraft from Macon, Hampton, Dublin or Clark Hill sectors within 10 miles of the common boundary. (c) Aircraft on routes over and east of SPA must be routed via CAE..SAV..OMN thence the appropriate STAR. (8) Daytona Beach (DAB) and Sanford (SFB) (a) Aircraft entering the Moultrie sector must cross the common boundary at or below FL360. (9) Tampa (TPA) and Ft. Myers (RSW) (a) ZJX must have control for turns of up to 30 degrees on aircraft operating at or above FL240 and transitioning from the Dublin or Clark Hill sectors within 10 miles of the common boundary. c. Georgia: (1) Albany (ABY) (a) Aircraft must be descending to 11,000. (2) Valdosta Area (FZG, TMA, 15J, VAD, VLD, HOE) (a) When the Moody 1 MOA is active, aircraft must be descended to cross the MOA boundary at or below 7,000. (3) Brunswick (SSI, BQK) (a) Aircraft which will enter the AMG Sector must be cleared via AMG and must cross the common boundary at FL240. (4) Savannah (SAV), Hunter AAF (SVN)

9 ZTL/ZJX 9 (a) Aircraft from the southern edge of V185 southward to the centerline of V154 must cross the common boundary at or below FL230 with a restriction to cross 35 miles west of SAV VORTAC at 11,000. (b) Aircraft from the centerline of V185 northward to the southern edge of V56 must cross the common boundary at or below FL270. d. North Carolina: (1) Raleigh-Durham (RDU) (a) Aircraft must cross the common boundary at or below FL330. (b) Atlanta departures must be assigned FL290 or requested altitude appropriate for direction of flight, if lower. (c) Aircraft from the Dublin sector must be released for turns direct TENNI within 10 miles of the common boundary. e. South Carolina: (1) Charleston (CHS, JZI) (a) Aircraft west of a line CAE to CLT must cross the common boundary at or below FL270. Aircraft east of a line CAE to CLT must cross 60 miles north of MMT at or below FL280. Aiken sector must have control to FL240 within 10 miles of the common boundary from Charlotte sector. (b) Aiken sector must have control for turns of up to 30 degrees on aircraft from Spartanburg/Georgia High or Charlotte sectors within 10 miles of the common boundary. following: (c) Aircraft entering ZJX south of J52 must be cleared via one of the 1. 10 ZTL/ZJX Advanced Nav SPA.OSPRI STAR / TRTLS STAR (TRTLS is for CHS only) or HAVED.OSPRI STAR / TRTLS STAR (TRTLS is for CHS only).. (e) Aircraft entering ZJX east of a line CAE to CLT (except CLT Area departures) must be cleared via one of the following: 1. Non-Advanced Nav..CHS / JZI CHS only). 2. Advanced Nav GSO..OSPRI STAR / TRTLS STAR (TRTLS is for (2) Columbia (CAE), Camden (CDN), JIM HAMILTON L.B. OWENS (CUB) (a) Aircraft over and west of the CLT VORTAC from the Unarm sector must cross the common boundary at or below 15,000 descending to 11,000. (b) Aircraft from the Augusta sector must cross 35 miles west of CAE VORTAC at 11,000. (c) Aircraft from the north routed via the CLT VORTAC must be handed off to CLT ATCT by ZTL in sufficient time for CLT ATCT to meet the crossing restriction in b. above. (d) Aircraft routed via GSO direct CAE or GSO.J75.CAE must cross 55 miles from the CAE VORTAC at 15,000 and must be handed off to Columbia Low sector. (3) Shaw AFB (SSC), Mc Entire ANGS (MMT) (a) Aircraft must cross the common boundary at or below FL ZTL DEPARTURES a. Charlotte, North Carolina (CLT) (1) Aircraft must be climbing to FL230 or requested altitude appropriate for direction of flight if lower, and must be cleared via the appropriate Standard Instrument Departure (SID)/ Preferential Departure Route (PDR)/ Preferential Departure and Arrival Route (PDAR)/ Coded Departure Route (CDR). (2) Turboprop aircraft from EQY, UZA, LKR, DCM and N52 must be transitioned directly to ZJX from ATCT. (3) When CLT ATCT is on a South Operation:

11 ZTL/ZJX 11 (a) Turbojet aircraft departing the BUCKL DP or PANTHER DP/COLUMBIA Transition must be assigned a speed of 280 knots. ZJX ARTCC must have control to assign normal speed on contact. (b) Turboprop aircraft departing CLT will be transitioned directly to ZJX. (4) Aircraft cleared via the PANTHER DP/COLUMBIA Transition may be cleared direct CAE VORTAC without prior coordination with ZJX ARTCC provided they traverse the depicted COLUMBIA DTA as depicted in Annex 6. (5) After completion of radar handoff and communications transfer, aircraft cleared over CAE are released to ZJX ARTCC for left turns direct SAV VORTAC. b. Augusta, Georgia (AGS) (1) Aircraft operating on V185 northward to V311 must be coordinated directly with AGS ATCT. c. Atlanta, Georgia (ATL), and Atlanta Terminal Area Satellite Airports (PDK, FTY, MGE, NCQ, RYY) (1) South departures must be climbing to requested altitude appropriate for direction of flight. (2) South departures entering the ALMA or MOULTRIE Sectors must be climbing to requested altitude appropriate for direction of flight in accordance with paragraph 6(d) of this agreement. EXCEPTIONS: (a) South departures with a destination of Daytona Beach (DAB) or Sanford (SFB) must be climbing to FL320 or requested westbound altitude, if lower. FL230. (b) Aircraft to FLO, SAV, HXD, JZI and CHS must be capped at or below d. Columbus, Georgia, (CSG, LSF, AUO) Montgomery, Alabama, (MGM, MXF, SEM) (1) Aircraft must be climbing to FL230 or requested altitude appropriate for direction of flight, if lower. e. Macon, Georgia, (MCN, WRB)
