1 SUBJECT: APPROACH CONTROL SERVICE EFFECTIVE: December 22, PURPOSE. This agreement between Jacksonville Center and SAV TRACON covers approach control service for airports within TRACON delegated airspace and Tower en route control service. This agreement is supplemental to Air Traffic Control Handbook CANCELLATION. The Jacksonville Center and Savannah Tower Letter of Agreement, dated July 10, 2003 is canceled. 3. RESPONSIBILITIES. Center delegates to TRACON authority and responsibility for control of IFR aircraft operations within the Terminal Area described in Appendix PROCEDURES - RADAR. The Center and TRACON shall transition arrivals, departures, and overflights via filed routes or an ATA/DTA as appropriate. a. Arrivals. (1) Center shall clear aircraft landing Savannah/Hunter AAF operating at or above 11,000 feet and inbound between Savannah 270-degree radial clockwise to the 090-degree radial, to cross 35 miles from Savannah at 11,000 feet. All other aircraft landing Savannah/Hunter AAF shall be delivered on course descending to 11,000 feet. (2) Center shall deliver aircraft landing Hilton Head operating at or above 11,000 feet to cross 35 miles from Hilton Head at 11,000 feet. (3) Aircraft landing in TRACON airspace from within the Allendale, Brunswick and Jekyll sectors, as depicted on Appendix 1, that are at or descending to 11,000 feet are released to the TRACON for descent to 9,000 feet, for speed restrictions, and turns not to exceed 30 degrees within 10 miles of the ZJX/SAV common boundary. Center shall advise TRACON when Brunswick/Jekyl sectors are split, TRACON shall coordinate with the Brunswick sector for aircraft descending to 9000 feet. (4) Unless prior coordination is effected, arrivals released to the TRACON for a published JAL penetration shall maintain Center assigned altitude until over the Initial Approach Fix (IAF) commencing penetration. The Center is responsible for coordination with all affected Center sectors. (5) Center shall clear aircraft operating at 10,000 feet or below to the destination airport to cross the Center/TRACON boundary LEVEL at an altitude appropriate for direction of flight. 2 b. Departures. (1) Automatic departures are authorized. (2) TRACON shall clear aircraft requesting 11,000 feet or above to maintain 10,000 feet and expect requested altitude 10 minutes after departure. Savannah Airport departures that are climbing to 10,000 feet and requesting at or above 11,000 feet are released to the Center for turns, not to exceed 30 degrees from the route. c. Overflights. Overflights shall be cleared via the Route/altitude printed on the strip. Center shall ensure overflight aircraft are on routings clear of special use airspace. 5. PROCEDURES - NONRADAR a. When Center and TRACON radar is not operational, and CENRAP is not available, nonradar arrival and departure routes, clearance limites and transfer control points shall be used as depicted in Appendix 1. Automatic departures shall be discontinued. b. In the event of a TRACON radar outage ZJX shall implement the support procedures contained in the Automated Contingency Tool 2 (ACT2) in support of TRACON. (as on midnight shift) c. When TRACON radar is not operational, the TRACON shall verify with the Allendale/Brunswick Sectors receipt of flight plans on all traffic affected by the redelegation of airspace. The TRACON shall forward to the Allendale/Brunswick Sectors any amendments concerning these flights. 6. PROCEDURES - ARTS a. In the event of an ARTS failure at TRACON, aircraft shall be coordinated on an individual basis. The following NON-DISCRETE beacon code assignments shall be assigned as follows: 1. ZJX shall assign the following non-discrete codes: (a) Overflights code 0400 (b) Arrivals code TRACON shall assign the following non-discrete codes and shall DM all IFR departures: (a) Departures 0300 b. ZJX may change the beacon codes of departure/overflight aircraft to NAS assigned codes on contact. c. ZJX shall advise SAV when aircraft are clear of SAV APCH delegated airspace. 2 Rev 3: January 7, 2013

3 7. DTA/ATA OPERATIONS. Arrivals at or descending to 11,000 feet and departures requesting above 11,000 feet operating between the SAV270 radial and the SAV330 radial shall utilize the appropriate Arrival Transition Area (LOTTS ATA) and Departure Transition Area (STATESBORO DTA) as depicted on Appendix 1. These aircraft shall be on routings or headings to ensure transition within the confines of the appropriate ATA/DTA. 8. MISCELLANEOUS. a. The TRACON hours of operation are as published in the SE United States airport/facility directory. At other times, the Center shall assume approach control service and airspace delegated to the TRACON. When commencing or ceasing operations, the Center and TRACON shall coordinate the following: (1) Equipment Status, NOTAMS. (2) Traffic Information. (3) NAS Interface. (4) Other pertinent information. b. The TRACON will remain open for up to 2 hours past normal operational hours when requested by the Center Watch Manager-in-Charge. c. The TRACON shall coordinate for release on departures from Statesboro Airport that will enter Center airspace prior to issuance of clearance. Departures shall be assigned 3,000 feet unless otherwise specified by Center. The Center shall advise TRACON when departures from Statesboro Airport are clear of TRACON airspace. The TRACON shall advise Center when arrivals to Statesboro Airport are clear of Center airspace. The TRACON shall coordinate with the Center prior to clearing aircraft for the RNAV (GPS) RWY 32 approach at Statesboro Airport. d. Aircraft operating from the ZJX Brunswick sector to SAV, must be cleared northbound at odd altitudes. e. Aircraft operating from SAV, south to the ZJX Brunswick sector must be cleared southbound at even altitudes. Aircraft operating north of SAV to the ZJX Allendale sector, east of V185, must be cleared at odd altitudes. Aircraft on or west of V185 to the ZJX Allendale sector must be cleared at even altitudes. f. Automatic departures are not authorized during Center RDP/FDIO outages. 3 Rev. 3: January 7, 2013
