1 Flight Movement Weekly Air Traffic Management Situation Report Due to maintenance of the eastern runway at the Suvarnabhumi Airport from 11 e 212, Aeronautical Radio of Thailand Ltd (AEROTHAI) compiled data and analyze situation affecting provision of Air Traffic Management service. AEROTHAI, in cooperation with agencies involved such as Department of Civil Aviation (DCA), Airports of Thailand PCL (AOT) and airline representatives prepared joint Air Traffic Management (ATM) plan during runway maintenance in order to minimize operational impact for Air Traffic Control Officers, aircraft operators and passengers as follows: Release Notice to Airmen (NOTAM) explaining Air Traffic Management initiative and procedures employed to manage the situation Coordinate Departure and Arrival Time information aircraft operators should use to plan and operate into and out of the Suvarnabhumi Airport in order to minimize operational impact of the runway maintenance Establish website to provide Air Traffic Management information AEROTHAI takes this opportunity to provide weekly situation report and analysis for the first week of e 212 with details as follows. 1. Air Traffic Statistics Suvarnabhumi Airport: Monday, 11 Sunday, 17 e Actual Daily Traffic & Runway Utilization Departure-19L Departure-19R Arrival-19R Total Total traffic was highest in the week on Saturday, 16 e 212 at 842 movements Total traffic was lowest in the week on Monday, 11 e 212 at 796 movements On an average day of the week, 824 movements operated at the airport Arrivals (blue) used full western Runway 19R
2 Flight Movements Departures (red) used full western Runway 19R Departures (green) used remaining portion of eastern Runway 19L (2, m TORA) Planned and Actual Utilization of Eastern Runway 19L 18% 17% 16% 15% 14% 13% 12% 11% 1% %19L Planned 15.85% 15.74% 15.37% 14.82% 15.57% 14.77% 14.86% %19L Used 11.81% 13.95% 14.23% 13.53% 14.73% 13.9% 14.81% When compared to final published Departure / Arrival Time Window, utilization of Runway 19L (2, m TORA) as percentage of total traffic started off lower than projected on Monday, 11 e 212 As the runway maintenance continued throughout the week, the use of eastern runway 19L converged with planned utilization on Sunday, 17 e 212 Peak Hourly Traffic Peak hourly movement at the airport was highest on Wednesday, 13 e 212 at 5 movements/hour Blue dotted line represents agreed Single-Runway Capacity of 34 movements/hour on the full western Runway 19R Peak-hour movement on full western Runway (19R) were consistently above agreed Single-Runway Capacity of 34 movements/hour with maximum of 4 Departures - 19L Departures - 19R Arrivals - 19R Total-19R Total

5 - 5 - Number of delayed arrivals was highest on Friday, 15 e 212 at 14 movements Aircraft with Ground Delay and Airborne Delay 1.% 9.% 8.% 7.% 6.% 5.% 4.% 3.% 2.% 1.%.% Percentage Delayed (Airborne) 51.26% 3.3% 17.55% 23.23% 37.2% 29.72% 23.37% Percentage Delayed (Ground) 48.49% 71.54% 66.34% 59.9% 51.7% 42.82% 57.82% Percentage of airborne delay being lower than ground delay reflect prioritization given to arrivals for utilization of the runways, ensuring aircraft operational safety, while minimizing operational impact on aircraft operators and minimizing flight diversions to alternate aerodromes However, it should be noted that while ground delay included delays up to 15 minutes, which is considered operationally insignificant, airborne delay did not include delays up to 15 minutes.
6 Summary of Events affecting Departures and Arrivals: Suvarnabhumi Airport: Monday, 11 Sunday, 17 e Events affecting departures and arrivals a. On Sunday, 17 e 212 between and h convective weather surrounded the Suvarnabhumi Airport resulting in reduced visibility resulting in further ground and airborne delays. 2. Overall Summary a. There was one diversion throughout the week of e 212. The decision to divert was made by the pilot although expected delay information has been provided ahead of time in order to adjust operations and/or fuel reserve. b. Cooperation from all involved in accordance to agreed Air Traffic Management (ATM) plan along with Departure / Arrival Time Window especially during the peak period between UTC daily would contribute to reduce operational workload and operational impact for all involved. c. Airborne delay was lower than ground delay reflecting priority given to landing aircraft in order to minimize the need for diversions to alternate aerodromes and associated impact to aircraft operators and passengers. Ground delay was incurred at aircraft stand with engines off under Gate Hold Procedure. d. Agreed Single-Runway capacity on the full western runway 19L of 34 movements / hour was in line with actual operational results. e. Based on feedback from the airlines, delay advisories provided based on Departure / Arrival Time Window was in line with operational results. 3. Recommendations a. Operational adjustment by aircraft operators, airport operators and ANSPs in accordance to agreed ATM plan along with Departure and Arrival Time Window recommended in order to ensure operational safety, reduce workload for Air Traffic Control Officers, pilots and operational staff of all involved, and minimize operational impact on passengers and impact on passengers as well as their confidence. b. More operational data sharing among all involved in handling operations at Bangkok Suvarnabhumi Airport to ensure smoother operations during normal operations and during adverse conditions. Airport Collaborative Decision Making (Airport CDM) and all information sharing initiative needs to be implemented to enhance decision making.
