Chairman Bob Larkin called the meeting to order at 3:32 p.m. PUBLIC COMMENT
2 No public comment. INTRODUCTION OF NEW MEMBERS Lee Oscar was introduced to the Panel. He is the new representative from the Federal Aviation Administration (FAA)/Flight Standards District Office. APPROVAL OF MINUTES The Panel approved the minutes from the 2 nd Quarter meeting of June 16, 2014 with no changes. QUARTERLY REPORTS: Rick Miller, Noise Analyst, presented the quarterly reports to the Panel. SCHEDULED DAILY DEPARTURES The following flight schedule changes have occurred since March 2014: April (53 departures) Southwest Airlines added one (1) non-stop flight to Las Vegas, NV. Southwest Airlines restored one (1) non-stop flight to Los Angeles, CA. United Airlines discontinued one (1) non-stop flight to San Francisco, CA. U.S. Airways discontinued one (1) non-stop flight to Phoenix, AZ. May (53 departments) Same as April. June (61 departures) American Airlines added one (1) non-stop flight to Chicago, IL. American Airlines added one (1) non-stop flight to Dallas/Ft. Worth, TX. American Airlines added one (1) non-daily, non-stop flight to Los Angeles, CA. United Airlines added one (1) non-stop flight to Denver, CO. United Airlines added non-stop service (1) to Houston, TX. United Airlines added one (1) non-stop flight to San Francisco, CA. Delta Airlines added a Saturday only flight to Minneapolis/St. Paul, MN. US Airways added one (1) non-stop flight to Phoenix, AZ. Alaska Airlines added one (1) non-stop flight to Portland, OR. Alaska Airlines added two (2) non-stop flights to Seattle, WA. Southwest Airlines discontinued service (1) to Portland, OR. Southwest discontinued service (1) to Seattle, WA. The current quarter is as follows: July (62 departures) US Airways added one (1) non-stop flight to Phoenix, AZ. August (61 departures) Southwest discontinued one (1) non-stop flight to Las Vegas, NV. September (55 departures) American Airlines discontinued one (1) non-stop flight to Chicago, IL. American Airlines discontinued one (1) non-stop flight to Dallas/Ft. Worth, TX. American discontinued one (1) non-stop flight to Los Angeles, CA. American increased the Reno Los Angeles service from a CRJ-200 with 50 seats to a CRJ-900 with 76 seats. United Airlines discontinued non-stop service (1) to Houston, TX. US Airways discontinued two (2) non-stop flights to Phoenix, AZ. Page 2
3 CARGO ACTIVITY, RUNWAY USE & NOISE COMPLAINTS Amerijet began service on July 7, 2014 using B767 wide body freighters. Reno is its west coast cargo hub and Columbus, Ohio is its east coast cargo hub. Flights have been scheduled to arrive in Reno in late morning and depart in the early afternoon. As of Friday, September 12, Amerijet is discontinuing its domestic air freight service indefinitely. It will continue to have a presence at the Reno-Tahoe International Airport for the trucking portion of its business and will continue to work on building the air freight component. In regard to aircraft runway usage, wind direction determines which runways are used, as the aircraft take-off and land into the wind. During the second quarter, RTIA had increased north flow conditions (36.9%), as compared to the 1st quarter of 2014 (10.7% north flow conditions). Staff referenced the Reno Gazette Journal May 4, 2014 article, in which climatological data shows April through June to be the windiest months in Reno. In the second quarter, RTIA also saw an increase in the number of noise complaints as compared to the 1st quarter This is not surprising, as it is during north flow conditions that the RTIA receives more noise complaints from community members concerned about the change in aircraft location. Staff presented the noise complaints from the 2nd quarter of 2014 (April, May and June). The total number of noise complaints for 2nd quarter 2014 was down in comparison to the number of complaints in 2nd quarter The total noise complaints for 2 nd quarter 2014 numbered 106, with 44 complaints in April, 46 in May, and 16 in June. In regards to location, the largest percentage of noise complaints came from the Huffaker area. The 71 Huffaker complaints represented 67.0 percent of the quarterly total. The Other area logged in with 13 complaints, which represented 12.3 percent of the quarterly total. The Northeast Reno area had 12 complaints, which represented 11.3 percent of the quarterly total. The Sparks area had 8 complaints, which represented 7.6 percent of the quarterly total. The Donner Springs and Stead areas had 1 complaint each, which represented 0.9 percent of the quarterly total, respectively. There were no complaints from the Double Diamond, Mt. Rose Highway, Smithridge, South Hills, Virginia City Highlands or the Virginia Foothills areas. These 106 complaints came from a total of 13 locations (households). There were three main contributing factors to the number of noise complaints received during the 2 nd quarter. These were north flow arrivals, military aircraft operations and helicopter activity mainly from the Nevada Army National Guard based at the Reno-Stead Airport. In regards to north flow activity, staff mentioned that they have not had complaints related to the SPLTM departures. However, they have seen a concentration of flight tracks on some of the other departure procedures. Essentially, there is less dispersion of flight tracks then what was seen prior to the FAA implementation of Area Navigation (RNAV) Required Navigation Performance (RNP) procedures at RTIA. Daily commercial airline operations for the 2nd quarter averaged 100 in and out of the airport. The daily cargo operations averaged 12. Of the 106 total noise complaints, 83 percent referred to flights occurring during daytime hours and 17 percent referred to flights occurring during nighttime hours. There has not been much change in the day/night split. Commercial airline carriers had 85 percent of their operations occur during the day and air cargo carriers had 71 percent of their operations occur during the day. (Daytime operations occur between 7:00 a.m. and 10:00 p.m., while nighttime operations occur between 10:00 p.m. and 7:00 a.m.) Page 3
4 In response to a question from the Panel, Staff said that the number of commercial flights did not increase during the Burning Man event; however general aviation (GA) activity increased during the event. According to the RTIA FAA Tower Manager, the Burning Man temporary airport saw approximately 100 operations per hour during the peak days of the event. SOUND INSULATION PROGRAM STATUS Trish Tucker, Manager of Airport Noise Program, presented an update on the sound insulation program to the Panel. This is the second to the last presentation that will be given with regard to the sound insulation program. The last presentation on this topic will be given at the December 2014 meeting. Phase 21.5 is currently in its construction phase. G & G Specialty Contractors has two construction teams working concurrently on the residences. Construction is scheduled to be completed by October 30, This is final phase for the sound insulation program. The Federal Aviation Administration (FAA) has determined that the two schools (Marvin Picollo and Elizabeth Lenz Elementary) are not eligible for the program. The two schools were part of block rounding during the Part 150 study that was approved in However, the FAA clarified that block rounding is only allowed for residential homes and not for schools. Despite the sun-setting of the program, staff will continue to have work associated with sound insulation program, such as administrative grant closure work and warranty calls. In response to a question from the Panel, Staff explained that the RTAA could not use the remaining money for any other projects at the airport. The money can only be used for FAA approved environmental projects. Therefore, the money needs to be returned to the FAA and reallocated to other airports for their programs. AIRPORT AUTHORITY STAFF ITEMS None. GENERAL COMMITTEE COMMENTS, QUESTIONS & ITEMS FOR FUTURE COMMITTEE MEETINGS Karl Scribner, FAA Tower Manager, offered to conduct a tower tour at the March meeting. Chair Larkin asked staff to research what other airports of similar size have done with respect to the noise issues in their communities (i.e. building codes and/or regulations) after their noise mitigation programs have been completed. Ms. Tucker informed the Panel that she would be attending a Noise Symposium at the beginning of October and she would put out some feelers with other attendees to see what their respective communities have done. Karl Scribner reported that there will be a runway closure (16R/34L) coming up which could last for approximately 45 days. The runway will be closed from 7:00 a.m. to 5:00 p.m. It will probably cause some irregular traffic patterns and it may cause some complaints as everything will be on the east runway. Page 4
5 Karl Scribner also reported that Alaska Airlines would be going through an instrument/equipment certification the weekend of September 20. Alaska Airlines, along with the FAA, will be certifying a new Head-Up Display (HUD) in a 737. This will need to be run on runway 34 (north flow) for the steep glide slope. Testing will include numerous full-stop landings. HUD is a highly technical and sophisticated avionics system that allows pilots to achieve greater precision and situational awareness at all times, including during difficult weather conditions with limited visibility.
