9 PROMPTS CONTENT NOTES SL-1-OML I. INTRODUCTION A. REVIEW/TIE-IN The previous lesson addressed issues surrounding the proving/validation tests and certification process. This lesson addresses OpSpecs/MSpecs/LOAs for SAOs including relevant components of authorizations. B. MOTIVATION To be able to correctly and consistently issue Operations Specifications (OpSpecs), Management Specifications (MSpecs), and Letters of Authorization (LOAs) to operators and individuals desiring to operate in Special Areas of Operation (SAOs) by thoroughly understanding OpSpecs/MSpecs/LOAs through consultation with the appropriate Regional NextGen SAO Specialist and in coordination with a Dispatch Inspector Oceanic and International Operations Page 9 of 50

12 PROMPTS CONTENT NOTES SL-5-OML II. OPSPECS FOR EACH SAO A. OPSPECS OpSpecs are legal documents. Issuing OpSpecs for SAOs can be complex. Principal Inspectors (PIs) should, and in many cases must, contact a Regional NextGen SAO Specialist. For example, there are increasing numbers of U.S. operators requesting a Data Link authorization using CPDLC and ADS-C. These capabilities are being used in a number of geographic areas and the ASI should consult the Regional NextGen SAO Specialist when an operator requests this authorization. Oceanic and Remote Continental (formerly Class II) - Stress the fact that an FMS by itself is not an LRNS. Magnetic Unreliability (AMU) -Inertial platform is required. North Polar - Inertial platform is required. Canadian MNPS (C-MNPS) - Operators with NAT HLA authorization meet C-MNPS requirements (e.g. 2 LRNS and 2 LRCS). Basic Area Navigation/Precision Area Navigation BRNAV/PRNAV BRNAV (RNP 5) - Issued for operations in Europe, the Yankee routes in the Caribbean and the Quebec routes in the Gulf of Mexico. China and Mongolia - RVSM altitude assignments are based on the metric system. China does not follow the ICAO Flight Level Allocation Scheme (FLAS). Oceanic Required Navigation Performance (RNP) (2/4/10) RNP 2, RNP 4 and RNP 10 are currently the only Oceanic/Remote navigation RNPs that can be authorized. There are also provisions to allow a single LRNS that meets a RNP 10 requirement to be used in the Gulf of Mexico. OpSpec B054 (single LRNS) is the vehicle for this authorization.. KEY COMPONENTS OF THE OPSPEC(S) FOR EACH SAO Key components include identifying: the airspace the specific aircraft type the specific CNS system requirements It s important to realize that a number of OpSpecs may have to be considered when a single SAO is requested. 16 PROMPTS CONTENT NOTES SL-8-OML For example, a Part 121 operator requesting NAT HLA authorization for unrestricted operations will require additional OpSpecs such as: B036 (multiple LRNS) B046 (RVSM) B041 (Twin Engine Operations in NAT) B342 (ETOPS Twin Engine Operations) Note(s) to Instructor: Ensure/reinforce what OpSpec B036 is. Also, there could be additional requirements such as data link (A056). 17 PROMPTS CONTENT NOTES B SL-9-OML Reviews of OpSpecs have revealed that a number were issued contrary to Order guidance. Regional NextGen SAO Specialists are familiar with OpSpecs and can help in fact, SAO involvement is mandatory with some. A number of B054 (Single LRNS) OpSpecs have been issued for part 135 operators without validation flights in the relevant oceanic/remote airspace. If this B054 OpSpec is the operator s initial request for oceanic/remote operations, tabletops and validation flights are required. In addition, OpSpec B050 (Authorized Areas) reviews have revealed numerous omissions or incorrect reference paragraphs. Another area of concern is OpSpec B040 (AMU) or B055 (North Polar Operations) with only GNSS navigation equipment. Note(s) to Instructor: B040 and B055 require two inertial systems as a minimum. In these cases, the appropriate specialists have often not been consulted, as recommended in FAA Order Oceanic and International Operations Page 17 of 50
18 PROMPTS CONTENT NOTES SL-10-OML Range should be considered before issuing authorizations. Range-limited aircraft have erroneously been authorized for remote oceanic operations, without adequate fuel reserves For example, an LR-35 aircraft with B037 (CEP) authorization to fly to Hawaii from the mainland does not have sufficient range to complete the flight. OpSpec/MSpec requires identification of aircraft make, model and series. Note(s) to Instructor: An LOA also requires aircraft registration. Specific identification of aircraft special equipment for the OpSpec is required to meet the SAO airspace requirements. Any limitations or special conditions should also be identified for the aircraft or equipment. V. 19 PROMPTS CONTENT NOTES SL-11-OML Question: LOAs for B paragraphs are issued to what operators and for what type operations? Answer: Part 91 (rest of answer on next slides).c-52 is being offered as an LOA. The driver is that European RNP approaches cannot be flown without authorizations, which the FAA does not offer for GA. CAA have required evidence of Member State authorizations to fly RNP. Other than the ones we are about to discuss, there are currently no LOAs issued for any other SAOs. The LOAs used to have a 2-year expiration date, which was eliminated several years ago. A. OPSPEC B039 NAT HLA Note(s) to Instructor: Open 14 CFR Part link and review document. This is subject to FAA rulemaking effort to delete that paragraph. Instructor should confirm this is still a valid paragraph. Upon removal of Part , regulatory authority for NAT HLA authorizations will be of Part (Annex 2 and Doc 7030). OPSPEC B054 S-LRNS B054 Oceanic/Remote Operations in Airspace where RNP 10 Is Applied Using Single Long- Range Navigation System (S-LRNS) E. There are two sets of B050 in system when we paired 67 areas to 34. It did not trigger a mandatory update to B050 and now have two sets of authorized B050 in system. Debrief Debrief the exercises by reviewing the answers for each scenario soliciting responses from participants. See copy of exercise on following pages. Answers are in bold. 23 Exercise: OpSpec/MSpec/LOA Scenario #1 Instructor Copy Purpose: This activity requires participants to use the OpSpec for each SAO page in the participant guide to answer questions about OpSpecs. Directions: Answer the questions on the four scenarios based on the respective sanitized OpSpecs provided. Scenario #1: This is a part 135 operator with FAA authorizations to fly an LR-55 type aircraft throughout most of North and South America and the Caribbean Sea. 1. Does this description of the LRNSs adequately identify what is installed in the aircraft in OpSpec B036? Answer: No. There is inadequate information in Table What additional information is required in Table 1? Answer: All the blocks need to be completed. 3. What RNP type is required? Answer: RNP 10 or RNP 4 4. In B050, please identify where: a. B036 is authorized. Answer: South America, where B036 is not required. b. B046 (RVSM) is authorized since the B046 OpSpec has been issued. Answer: It is not referenced for any geographic area. c. B450 (Sensitive International Areas) applies. Answer: Central and South America, with no references to the applicable countries. 5. Are there any other reference paragraphs in B050 that appear to be missing? Answer: B034 and B035. Scenario #2 Instructor Copy Scenario #2: This is a part 121 supplemental operator with FAA authorizations to fly a B-727 and a B-767 type aircraft throughout most of the world. Please note that this operator has not been issued OpSpecs B039 (NAT-HLA) or B032 (ETOPS). 1. In B036, what is unique about the B-767 LRNS? Answer: The model block gives a part number only. It should contain the model of the LRNS. 2. In B050, where is the operator approved to fly in RVSM airspace since the OpSpec B046 has been issued? Answer: In U.S. lower 48 States only. 3. In B050, how does this operator get to Africa or New Zealand, legally? Answer: To Africa, only by flying below NAT HLA airspace or across the South Atlantic. To New Zealand, it is not possible due to aircraft range. 4. What do you notice about OpSpec B037 in geographic areas since this OpSpec is for CEP routes between North America and Hawaii? Answer: East Asia, Japan, and New Zealand are not within the geographic area of B037, yet they have this reference paragraph. 5. Various geographic areas have OpSpec B044 Redispatch/Rerelease, which is a specialized authorization. Who should the POI consult before issuing this OpSpec? Scenario #3 Instructor Copy Scenario #3: This is a part 135 operator with FAA authorizations to fly an AMD-50 type aircraft throughout most of North and South America and the Caribbean Sea. 1. B039 for NAT HLA has been authorized, where is this geographic area listed in OpSpec B050? Answer: It s missing from OpSpec B050, as is Europe, and it should be determined whether or not the operator was properly validated. 2. Since B050(b) states that oceanic/remote navigation (B036) is only authorized for a HS-125 aircraft, and B036 is only approved for an AMD-50 aircraft, is this operator approved for oceanic/remote navigation in any of the authorized areas identified in B050? Where is NAT HLA (formerly NAT MNPS) authorized in OpSpec B050? Answer: It s omitted. 2. B046 has been issued to the operator. Are there any geographical areas in B050 not showing RVSM? Answer: Yes. B046 should have been issued and Mexico/Gulf of Mexico does not have B046 listed. 3. The operator has authorization for B036 (multiple LRNS).
