2 1.0 INTRODUCTION (1) This Advisory Circular (AC) is provided for information and guidance purposes. It describes the means that have been established and approved for demonstrating compliance with regulations and standards. This AC on its own does not change, create, amend or permit deviations from regulatory requirements, nor does it establish minimum standards. 1.1 Purpose (1) The purpose of this AC is to inform the aviation industry of changes to Air Operator Certificates (AOCs) as they are transitioned to the International Civil Aviation Organization (ICAO) format and identify changes to Private Operator Registration Documents (PORDs). Specifically, it will serve to: (a) (b) (c) (d) (e) 1.2 Applicability Identify changes to the Transportation of Dangerous Goods (TDG) program; Identify changes to the Area of Operations section of the AOC and PORD; Clarify how Special Authorization (SA) RNP APCH is annotated on an AOC and/or PORD; Provide the definition of scheduled point, as annotated on an AOC or PORD, in section 2.3(a) of this AC; and Provide specific guidance to operators on SA INSTRUMENT PROCEDURES (GNSS)(100) and OPS SPEC 100. (1) This AC applies to all Canadian air operators holding an AOC or PORD issued under Part VII or subpart 604 of the Canadian Aviation Regulations (CARs). These will be commonly referred to as operator in this AC. (2) This document is applicable to all Transport Canada Civil Aviation (TCCA) employees, operators, flight crews, and to individuals or organizations exercising privileges granted to them under an External Ministerial Delegation of Authority. 1.3 Description of Changes (1) Not applicable. 2.0 REFERENCES AND REQUIREMENTS 2.1 Reference Documents (1) It is intended that the following reference materials be used in conjunction with this document: (a) Aeronautics Act (R.S., 1985, c. A-2); (b) Part VI, Subpart 04 of the Canadian Aviation Regulations (CARs) Private Operators; (c) Part VII, Subpart 00 of the CARs General; (d) Part VII, Subpart 02 of the CARs Aerial Work Operations; (e) Part VII, Subpart 03 of the CARs Air Taxi Operations; (f) Part VII, Subpart 04 of the CARs Commuter Operations; (g) Subpart 705 of the CARs Airline Operations; of 7 AC Issue 01

(2) By default, it is understood that the publication of a new issue of a document automatically renders any earlier issues of the same document null and void. 2.3 Definitions and Abbreviations (1) The following definitions are used in this document: (a) Scheduled Point: Specific aerodrome, where an air operator arrives or departs with passengers and/or cargo, for remuneration according to a published timeline, or so regular or frequent as to constitute a recognizably systematic series. (2) The following abbreviations are used in this document: (a) AC: Advisory Circular; (b) AOC: Air Operator Certificate; (c) APCH: Approach; (d) CARs: Canadian Aviation Regulations; (e) GNSS: Global Navigation Satellite System; (f) ICAO: International Civil Aviation Organization; (g) IFR: Instrument Flight Rules; (h) LNAV: Lateral Navigation; (i) LP: Localizer Performance without Vertical Navigation; (j) LPV: Localizer Performance with Vertical Navigation; (k) NACIS: National Aviation Company Information System; (l) OPS SPEC: Operations Specification; (m) PBN: Performance based Navigation; (n) PORD: Private Operator Registration Document (o) RNP: Required Navigation on Performance Approach; (p) RNAV: Area Navigation; of 7 AC Issue 01
4 (q) SA: Special Authorization; (r) TCCA: Transport Canada Civil Aviation; (s) TDG: Transportation of Dangerous Goods; and (t) VNAV: Vertical Navigation. 3.0 BACKGROUND (1) This AC provides guidance on specific operator certification topics until incorporated into the revised Transport Canada Publication (TP) 4711 Air Operator Certification Manual. (2) In 2010, TCCA adopted a revised standard for issuing AOCs as defined by ICAO Annex 6 Operation of Aircraft Part I, International Commercial Air Transport Aeroplanes and Part III, International Operations Helicopters. (3) In 2013, software enhancements to National Aviation Company Information System (NACIS) were completed to permit the issuance of AOCs in the ICAO format. As of October 2014, all Transport Canada offices had been advised to convert to this format. (4) In 2014, TCCA began issuing PORDs to private operators. The format of the PORDs matches the ICAO format AOCs. (5) Since May 1st, 2016, NACIS no longer allows for the issuance of AOCs in the non-icao format. (6) TCCA will complete the conversion of all remaining non-icao format AOCs to the ICAO format no later than June 30th, SPECIAL AUTHORIZATION DANGEROUS GOODS (1) The new format of the AOC includes a mandatory requirement for a DANGEROUS GOODS SA. The mandatory nature of this component of the AOC is generated by the inherent nature of carrying dangerous goods in all types of air operations. The specific approvals for this SA are YES or NO. (2) The specific approval of NO is used to indicate that an air operator has no intention of deliberately carrying dangerous goods as mail or cargo, and is therefore not seeking authorization to do so. However, this option does not relieve the air operator of complying with the Transportation of Dangerous Goods Regulations. It is understood that many items carried in passenger and flight crew baggage are considered dangerous goods and air operator personnel must receive training on how to identify these items and manage their risk. Therefore, this training is a requirement for all air operators. The acceptability of this training program will be determined by the Transportation of Dangerous Goods Directorate. (3) The specific approval of YES is used to indicate that an air operator is authorized to carry dangerous goods as cargo or mail. The criteria associated with this authorization, and the acceptability of the air operator s application for such authorization, are determined by the Transportation of Dangerous Goods Directorate. (4) There is no mandatory requirement for a DANGEROUS GOODS SA on a PORD. However, all operators must comply with the Transportation of Dangerous Goods Regulations. (5) For information on applying for and maintaining all DANGEROUS GOODS SAs, readers can consult the most recent issue of AC Dangerous Goods Special Authorization of 7 AC Issue 01
5 5.0 AREA(S) OF OPERATIONS (1) The former Points Abroad, Between Points in Canada and Canada and Abroad authorizations have been replaced by the individual ICAO Area of Operation authorizations as defined in ICAO Doc Regional Supplementary Procedures. North America (NAM) Caribbean (CAR) South America (SAM) North Atlantic (NAT) Pacific (PAC) Africa / Indian Ocean (AFI) Middle East / Asia (MID/ASIA) Europe (EUR) (2) There is no blanket authority for an air operator to conduct operations globally. Rather, an air operator seeking the addition of a particular Area of Operation to their AOC or PORD should demonstrate compliance with the Area of Operation criteria found in ICAO Doc Regional Supplementary Procedures. (3) Air operators who are already conducting operations to various Areas of Operation are automatically issued the Area of Operation authorizations within which their AOC Bases and/or Scheduled Points are located when their AOC is converted to the ICAO format. (4) A new SA OPERATIONS BETWEEN POINTS ABROAD has been created, based on section of the CARs, to address Canadian AOC holders operating scheduled flights entirely outside Canada not covered by an EXTENDED CHARTER SA. 6.0 NAVIGATION SPECIFICATIONS FOR PBN OPERATIONS (1) The SA section of the AOC and PORD is organized by Authorization Groups. The title of PBN AIRSPACE Authorization Group has been renamed NAVIGATION SPECIFICATIONS FOR PBN OPERATIONS. (2) SA RNP APCH has been moved from the AERODROMES, APPROACHES/ EN ROUTE IFR FLIGHT group to the renamed NAVIGATION SPECIFICATIONS FOR PBN OPERATIONS group. (3) Approved equipment is no longer indicated on the SA in the Remarks section for all PBN navigation specifications. This includes: RNAV 1 AND 2, RNAV 5, RNP 10, RNP 4, RNP 2, RNP 1, RNP - RADIUS TO FIX (RF), RNP APCH and RNP AR APCH. 7.0 SPECIAL AUTHORIZATION RNP APCH (1) RNP APCH is an approach navigation specification which requires a SA in Canada. Specific approvals may be issued for four (4) distinct lines of minima: LPV, LP, LNAV/VNAV and LNAV. (2) An RNP APCH procedure is labelled by the procedure identification RNAV (GNSS) in the Canada Air Pilot. It is important to note that despite the naming convention, there are no RNAV approach specifications. (3) Guidance on the application for and issuance of SA RNP APCH is located in AC Required Navigation Performance Approach (RNP APCH). (4) OPS SPEC 620 has been renamed SA RNP APCH. (5) Approved equipment is no longer indicated on the SA in the Remarks section of 7 AC Issue 01
6 (6) The approved lines of minima shall be annotated in the Specific Approvals section of the SA. (7) Inclusions or exclusions are to be annotated by aircraft type and/or registration in the Remarks section of the SA, as required. (8) Due to current limitations within the NACIS program, if a second RNP APCH SA is required due to differences in aircraft types, it will be labeled RNP APCH (#2), RNP APCH (#3), etc... RNP APCH APPROVALS SPECIAL AUTHORIZATIONS SPECIFIC APPROVALS REMARKS Available Options: RNP APCH LPV, LNAV/VNAV, LNAV LPV, LP, LNAV/VNAV, LNAV LPV, LP, LNAV As Required LNAV/VNAV, LNAV LNAV Available Options: RNP APCH (#2) LPV, LNAV/VNAV, LNAV LPV, LP, LNAV/VNAV, LNAV LPV, LP, LNAV As Required LNAV/VNAV, LNAV LNAV 8.0 SPECIFIC GUIDANCE INSTRUMENT PROCEDURES (GNSS)(100) (1) All operators with SA Instrument Procedures (GNSS)(100) must have this SA converted to RNP APCH to the pertinent minima. (2) As of June 30th, 2017, SA Instrument Procedures (GNSS)(100) will be relabeled as SA RNP APCH LNAV ONLY in NACIS. This may result in a reduction of the operator s current privileges under SA Instrument Procedures (GNSS)(100) if the operator is currently using LNAV/VNAV and/or LPV lines of minima. In order to avoid such a reduction, operators are encouraged to apply for SA RNP APCH and demonstrate how they satisfy the AC criteria associated with such operations. (3) There is no fee to the operator when converting this SA prior to June 30th, (4) For changes commenced after June 30th, 2017, the standard service fees apply as detailed in TP14984 Transport Canada Civil Aviation Service Standards Activities. 9.0 SPECIFIC GUIDANCE OPS SPEC 100 (1) Holders of OPS SPEC 100 qualify for SA RNP APCH with a Specific Approval of LNAV, but may be granted the use of a lower minimum, if approved. (2) There is no fee to the operator for their AOC to be converted to the ICAO format INFORMATION MANAGEMENT (1) Not applicable of 7 AC Issue 01
