D59662 Subject: Lemon Flats Second Access Agency Scoping Meeting City and Borough of Juneau The City and Borough of Juneau (CBJ) Engineering Department is initiating a study to evaluate a second access into the Lemon Flats Commercial District (LFCD). The second access would be designed to resolve the safety and congestion concerns associated with the existing access at Anka Street and Glacier Highway (Figure 1 project area map attached) The project is within the City and Borough of Juneau at approximately North Latitude and West Longitude. PURPOSE AND NEED The LFCD is one of the fastest developing areas of Juneau. The single access into the LFCD is the Anka Street/Glacier Highway intersection. This existing access will not meet the projected traffic demand over the next 20 years and does not enable heavier commercial traffic to be separated from the pedestrian and light commercial traffic that also access this area. In recognition of the rapid growth of this area and the increasing traffic concerns, the CBJ Area Wide Transportation Plan calls for implementing transportation enhancements and improved access into the Lemon Creek area. The objective of the proposed project is to complete the planning and design efforts for a second access into the LFCD that will resolve the safety and congestion concerns associated with the existing access. PRELIMINARY CONCEPTS Preliminary concepts for the road extension have been identified and are shown on the attached figure. The final alignment may be similar to one of these concepts or may differ from them as environmental and design studies move forward. PRELIMINARY RESEARCH RESULTS Relative to the proposed project area, issues pertaining to air quality, coastal zone management, land use and zoning, parks, recreational areas, refuges, habitat areas, sanctuaries, preserves, monuments, wild and scenic rivers, historical archeological and cultural properties, anadromous fish streams/resident fish, threatened and endangered species, eagle nests, navigable waters, floodplain management, wetlands, contaminated sites, spills and underground storage tanks, and water quality are addressed in Appendix A attached. 5 APPENDIX A Preliminary Research Results Lemon Flats Second Access Air Quality: The proposed project is not designated as non-attainment for any of the regulated air pollutants and will not require an air quality conformity analysis. Coastal Zone Management: A review of the Alaska Coastal Zone Boundaries Atlas found that the proposed project is located within the City and Borough of Juneau Coastal Management program boundaries. A Coastal Project Questionnaire or Multi-Agency Permit Application will be submitted to the Office of Project Management and Permitting for review to ensure compliance with coastal zone policies. Land Use and Zoning: The general project area is zoned Resource Development, Industrial, Medium Density Residential, Urban Low Density and General Commercial. Existing development is a mix of residential and commercial uses, consistent with the zoning district. Local Land Use and Transportation Plans: The 2001 Juneau Areawide Transportation Plan lists the Anka Street Intersection Improvements (near term), New Lemon Creek Crossing (medium term), and a Lemon Creek Bench Road (long term) projects as transportation solutions for the Lemon Creek Area. Land use in Juneau is regulated under the 1995 Juneau Comprehensive Plan which is currently under revision. State Land Use Plans, State Parks: State lands in the area are covered by the Juneau State Land Plan. No state parks will be affected by this proposed project. State Refuges, Critical Habitat Areas and Sanctuaries: A review of the Alaska Department of Fish &Game (ADF&G) publication, State of Alaska Refuges, Critical Habitat Areas, and Sanctuaries found that there are no state lands designated as State Refuges, Critical Habitat Areas, or Sanctuaries in the proposed project vicinity. However, the Mendenhall Wetlands State Game Refuge is located within a half-a-mile from the project area. Federal Recreational Area and National Forest: The proposed project will not take place within a Federal Recreational Area or National Forest. The Tongass National Forest is located approximately one mile north of the project area. National Wildlife Refuges: The U.S. Fish and Wildlife Service (USFWS) website was visited to determine if National Wildlife Refuges exist in the project area; none are present. National Parks, Preserves, Monuments and Wild and Scenic Rivers: The project area is not located within any national parks, preserves, or monuments therefore there will be no impacts to these resources. There are no Wild and Scenic Rivers in the project area. Historical, Archeological and Cultural Properties: CBJ will consult with the State Historic Preservation Office for this project. Anadromous Fish Streams / Resident Fish: A review of the ADF&G Fish Distribution Database on May 7, 2007, identified two streams, rivers or water bodies supporting resident fish species in the project area: Lemon Creek and Vanderbilt Creek. The Alaska Department of Natural Resources, Office of Habitat Management and Permitting will be consulted to determine if a Title 41 permit or Essential Fish Habitat Assessment is required. 6 Threatened and Endangered Species / Bald Eagle Nests: There are no known listed threatened or endangered species in the area and the project team is not aware of any eagle nests in the project area. Navigability, Floodplain Management, and Wetlands: As of May, 8, 2007, the water bodies in the project area are not listed on the United States Army Corps of Engineers (USACE) or United States Coast Guard (USCG) list of navigable waterways. Wetland Impact: According to the USFWS National Wetland Inventory Forested Wetlands and Emergent Wetlands are present in the Study Area. The Juneau Wetlands Management Plan has designated portions of the project area as containing class B and C wetlands. CBJ will consult with the USACE to determine if a Section 404 permit is needed for the proposed project. Floodplain: Juneau participates in the Flood Insurance Program. The Federal Emergency Management Agency (FEMA) Issued Flood Map for the Project Area is B and the Project Area is in Zone C (Areas of Minimal Flooding), with portions of Lemon Creek in Zones B (between 100 and 500 year floodplain) and A4 (within 100-year floodplain). Contaminated Sites, Spills and Underground Storage Tanks: A search of the Alaska Department of Environmental Conservation (ADEC) databases on May 7, 2007, revealed a contaminated site and leaking underground storage tanks in the project area. Both sites are conditionally closed. CBJ will coordinate with DEC on any contaminated site issues raised during the project. Water Quality: A Storm Water Pollution Prevention Plan and possibly a 401 Certification from ADEC will be needed prior to project construction. ### Appendix D - Page 5

11 LEMON FLATS SECOND ACCESS AGENCY SCOPING MEETING MAY 22, 2007 Michele Elfers (City and Borough of Juneau [CBJ]) introduced the project and the project team. Steve Noble (DOWL Engineers) gave a PowerPoint presentation (attached). Steve gave a brief overview of the purpose of the meeting to gather comments about the options presented and to collect as much information about the project area as possible. Purpose and Need: Alleviate congestion at the Anka Street/Glacier Highway intersection. Provide secondary access to the Lemon Flats Commercial District (LFCD). Fulfill commitment to the State of Alaska Department of Transportation and Public Facilities (DOT&PF) to evaluate access prior to additional development. Existing Conditions: Fluctuating traffic volumes over the past 5 years. LFCD is growing: Costco, new Home Depot, new car sales lot, new materials sources, possible Tlinget-Haida development, possible Office Depot development. Single access into LFCD. One access: has been some capacity upgrades as required by development. Combines heavy commercial traffic with pedestrian and light commercial traffic. Discontinuous pedestrian facilities. Bus stop at Glacier Highway and Anka Street intersection. Zoning, Land Use Designation, Wetland Delineation: Fish Habitat Lemon Creek and Vanderbilt CreekChum, Coho, Pink and Dolly Varden species found in Lemon and Vanderbilt Creeks. Juneau State Lands Plan identifies the project area as being comprised of State, State Selected, Mental Health Trust Land, Municipal, Municipal Selection, Private, and Native Owned. Anka and Glacier Highway Operates at LOS C or better during peak hours. Seasonal peaks during heavy construction periods. Large percentage of commercial trucks 7 to 8 percent. A 24-hour traffic count about a week ago counted 962 on the north section of Anka Street and 4267 on Commercial Boulevard. Environmental Research: No known T&E species. Not on list of navigable waterways. Class B and C wetlands present. Subject to Coastal Management Program. Air quality. Floodplain mapping. Contaminated sites. Access Analysis Key Evaluation Criteria: Purpose and Need. Traffic Circulation and Operations. Right-of-Way. Geometry Neighborhood Issues. Commercial/Business Access Concerns. Emergency Response. 13 Agency Scoping Meeting - May 22, 2007 Minutes June 13, 2007 Page 3 Recreational Trails/Pedestrian Facilities. Project Cost. Option One: Anka Street Rehabilitation: Does not provide second access to LFCD. Currently 60-foot right-of-way (ROW). No wetlands or creek impacts. Existing signalized intersection with Anka Street/Glacier Highway. This option is incomplete as there is major work required on the Glacier Highway as well. It needs to be part of the picture in the presentation. Maybe include it as an additional bullet point. Anka Street dead-ends at ACS and has other constraints at the intersection because it is on a curve. Part of the Home Depot project was optimizing the signal. Steve said that upgrading the intersection will assist in moving traffic in and out of the area but there is also congestion issues along Glacier Hwy that needs to be resolved. What is the anticipated effect of the Sunny Point project through this project area? Pete Hildre (Toner Nordling) said that the new Home Depot is anticipated to overload the signal on Saturdays. The Sunny Point project will help with the congestion however the spill over traffic will be on Tonsgard Court. There is not a No-Build option. Is it a forgone conclusion that we need second access in there? Has this been demonstrated? Steve said that none of these options are called alternatives that this project is not at that level of detail yet. It can be assumed that there will be a no-build option, but this is at the reconnaissance level and will be measured against the no-build option. Is there going to be more traffic to Home Depot since they are going to Costco first anyway? A representative from DOT&PF said that Home Depot has projected that there will be a large increase in traffic. This large increase in traffic made DOT&PF initiate a letter to the CBJ saying that that it needed to address the access and traffic congestion issues in the area before more development occurred as the signal is overloaded under current DOT&PF regulations. Option Two: Concrete Way: Provides second access to LFCD. ROW acquisition required. Appendix D - Page 12

14 Agency Scoping Meeting - May 22, 2007 Minutes June 13, 2007 Page 4 No wetland impact. Close to Glacier Highway and Anka Street intersection. Challenging geometry. Separates heavy commercial traffic. You can also take a look at taking out the Anka Street signal and just using Concrete Way and potentially you can remove the Anka Street signal and place one at Concrete Way. Steve said that the project team is looking at a few different options. He said that at the public meeting it was suggested that Concrete Way and Anka Street be turned into one-way streets. Does the Concrete Way extension go through a residential district? Steve said the area was zoned General Commercial. Option Three: the new Bench Road: Provides independent secondary access Residential concerns. Possible wetland and creek impacts. ROW acquisition. Longer term solution. There is an active Falconer near the trail site right under 3a. Home Depot is building a small portion of that road already and it will be attractive to those accessing the businesses. It will probably move traffic off the Fred Meyer and Sunny Point Glacier Highway access points onto the Western Auto access. Steve commented that one of the appealing aspects of this alignment is that it truly is independent of the other accesses in this area so if there is utility work or road work or congestion on Anka or Commercial then it is a completely independent way in and out of this area. The 3 and 3a options are one of the more attractive options for the fire department because of the access to the residential areas. Currently, that access is already very poor and requires the department to use 4x4 vehicles. The Charles or Commercial Boulevard extension separates our entrances and if there is a problem at one intersection then they are at the opposite end for better access. Steve said that this would probably be an appealing option for the fire department because if there is a fire in this area and the road gets blocked then there is a reduced response times. 15 Agency Scoping Meeting - May 22, 2007 Minutes June 13, 2007 Page 5 Option Four: Borrow Street Extension: Meets purpose and need. Neighborhood concerns. Possible wetland and creek impacts. ROW acquisition. Signal spacing. Provides independent secondary access. Are you looking down towards the south industrial area or closer to the Egan for access with this alignment? Steve said that Borrow Street is an awkward location to bring access off the Glacier Highway. The start of the curve is a bad place for access should be pushed south. I would assume that this has the most impact to the wetlands. Yes, because it is closest to Vanderbilt Creek which would make it really tough to permit. Alignment 4 and 4b could be connected another way making it an option. One of the issues with tying into Jenkins Drive would be that it is too close to that intersection that is currently there making it very problematic. Steve mentioned that circulation within the commercial district would be problematic with this option as there does not seem to be an easily identifiable direct route. Option Five: Davis Avenue/Anka Street Bridge: Provides second access. Right-of-way acquisition required. Requires new bridge. Neighborhood impacts. Residential concerns. Redirects heavy traffic through residential area. Appendix D - Page 14

16 Agency Scoping Meeting - May 22, 2007 Minutes June 13, 2007 Page 6 Cycle time is not a problem for left turns out of Anka Street but left turns off of Glacier Highway onto Anka Street is a problem. This option would give local residents easy access to the area but it cuts both ways as the commercial traffic would have better access to the residential area. Although, you could post the bridge down for load limits. I would like to see a separation from the residences and the industrial area as much as possible and Lemon Creek seems like a nice dividing line between the two. That is how our comprehensive plan is written, to minimize and avoid impact rather to introduce new problems. Steve agreed that that is what the team heard at the public meeting the night before. Maybe a pedestrian bridge would make sense at a later date as long as there is a continuation of pedestrian facilities off the bridge. I do not want to see them dumped off onto a heavy, truck route with no pedestrian facilities. There is no ROW to get over there. This is just an intuitive comment without seeing any of the daily traffic on the north side but I think you will add traffic to Anka Street when residents from Davis Avenue cut through to use Anka Street to get onto the Glacier Highway instead of Davis Avenue. Option Six: Northern Lemon Creek Bridge: Would require access through/adjacent to the prison and residential areas or over to Switzer Creek area The Comprehensive Plan shows a road going behind Switzer Creek. CBJ is going to develop those municipal lands some day and it needs access up there somehow. This option makes sense if you look at it from a long term perspective. Steve said the team knew about the long-term plan. The full plan has it starting at Short Street and then coming out somewhere near the DZ school. The Comprehensive Plan was intended to open up a development area for residential properties which is contrary to the truck route you want to put in. Those two are not compatible. The bridge crossing provides some redundancy for us to serve either side of the river, either the prison or the materials site. I noticed that Capital Transit is not here and some of these options would have some impact on their routes. Jennifer Payne (DOWL) said that they were invited and we will try to talk to them on the telephone about it. Appendix D - Page 15

The two recent counts were done just last week. Do you think there would be enough variance to steer us enough between options? I think option one or a no-build would be an option until we find out if Home Depot is really going to generate the traffic it is projecting. What about a Frontage Road or something to tie into Anka Street and remove the driveways from Glacier Highway which is what is causing the real problem. I think one of the key things that is driving this particular project is the fact that there is a lot of area up in Hidden Valley that has a lot of potential for a lot of development. If there is no congestion, does the project still have a purpose and need? If it is operating at acceptable levels during peak hours, even after Home Depot opens is there a need for the project? Yes there is a need for that because it is going to be in the future and it is probably not very far away. People raised a good point in the meeting last night, they said that had the project been done 20 years ago it would have been a lot cheaper, and it is only going to get worse. Think of the future development of the Hidden Valley a little bit and I think we are certainly going to see future development of the remaining portion of the gravel pit. The materials pits will be a fairly steady stream of traffic generation; it is the commercial development that will be the generator of traffic. Additionally, there is the access issue when it comes to emergencies. Have you thought about eliminating the intersection at Anka Street and servicing it as a frontage road from the fourth leg? Mike s right, in the future you are going to need a separate access but for the short-term maybe there are other options. We looked at the map a lot and there is not an easy way to fix this whole area. CBJ planners thought about moving the dump but that did not happen. We are living on borrowed time with this much too close together. I think there are two groups that want to see action: one is from a planning perspective is there is too much land both public and private in this area not to have a more robust more capable transportation system. The second group is the residents; they would love to see the noisy activities go somewhere else. The Hidden Valley route would affect the trail and that is about it, and they would like to see change in this area and pushing for more developed land. What is the potential for the landfill operations to go to Hidden Valley? That is the prime location that we have identified, but I think we are still at the far end of the window before we see it up there and we need a plan for what happens when we get up there and not put it off for years and look back. It is too far in advance to identify land use up there. Traffic generated by Home Depot and Costco or Office Depot is probably going to change the whole character of that area. The major lots around Anka Street are being held by land owners who are holding them for their retirement. They are very large lots. There is all this undeveloped area where the road can go in there and in five years if someone else develops it, all of a sudden there is not option for development. Has this been looked at in a Disaster Management Plan? There is no access plan for anything for protection for the general public. That would be my concern for access in this area for the public. Steve asked if the perception from the folks looking at Glacier Hwy and Sunny Point project is that the traffic volumes will decrease after the Sunny Point intersection is complete. Does the state have the numbers drawn for traffic for that area? We must have traffic numbers in that environment document. (DOT&PF) The number was identified from Sunny Pt at about 2,000 trips from a baseline several years ago: post Costco, pre Home Depot. We will see more exchange of traffic back and forth. (DOT&PF) Steve asked if there is something in the Long-Range Transportation Plan to upgrade the Glacier Highway? No. Appendix D - Page 17
