Levy, Chair Tracy Duval Lisa Vallee Peter King Janice Marshall Also present: Stacey Cooper, Clerk Savannah Duval (Youth Council) 1. CALL TO ORDER The Chair called the meeting to order at 9:32 a.m. 2. MINUTES OF LAST MEETING i) Minutes - March 30, ITEMS FOR DISCUSSION i) Verbal update from the Director of Recreation and Community Services re: Accessible Playgrounds and Accessible Programming The Director of Recreation and Community Services provided an update regarding the proposed upgrading development of Martin Valley Trail progressing through Martin Valle Park. The Committee discussed the limestone based trails and issues that arise if it is not compacted properly and if there is any washout of Minutes of June 8, 2017 Page 2 of 13

3 the trail. The Director noted that she will review the grant and see if there is a possibility to upgrade the surface within the approved budget. The Committee will prepare a list of possible trail improvement areas in Penetanguishene for consideration by the Trails Committee. The Director also provided an update regarding the proposed Martin Valley Park upgrades. More information is required to determine the needs and budget requirements for this area. Accessible Programming: The Director of Recreation updated the Committee on the current programming. It was noted that the Event and Programming Coordinator would include in future programming advertising that people can contact us regarding accommodation for those who require it. ii) iii) Verbal Update from the Director of Recreation and Community Development re: Trails The Director of Recreation updated the Committee regarding the trail development connecting Copeland Creek to the Rotary Park Waterfront trail. The Director of Public Works added information regarding the Ojibway Landing studies that will assist in future trail development through the Waterfront park. Verbal update from the Director of Public Works re: Accessibility of Curbs and Sidewalks The Director of Public Works provided an update regarding the list of work orders related to the potholes and sidewalk concerns related to accessibility. It was noted that the Public Works department has newly acquired a "hot box" for asphalt repair which has a much more effective use for the areas that require it. There is also work being done on the replacement of sidewalks including a "Sidewalk Trip Hazard Repair" review from Safe Sidewalks Canada. It was also noted that the "Complete Streets Study" is scheduled for June 8, 2017 at the Midland Rec Centre. 4. NEXT MEETING Thursday November 9, :30 a.m. 5. Township of Tay iss Following two rounds of advertising, the Township has still not received sufficient applications from members of the public to constitute the Committee. Due to thee specialized nature of the work and composition of an Accessibility Advisory Committeee recruiting and sustaining these Committees can result in a great deal of work and staff time. As a result, we are approaching our neighbouring municipalities to see if there iss an interest in creating a joint Committee. Municipalities have a history of working together and accomplishing a great deal of progress. Presently, the County of Simcoe and the Township of Springwater have a successful joint Committee and we are inquiring as to whether or not the Town of Penetanguishene would be interested in creating a similar joint Committee. 8 Penetanguishene Trails Strategy Introduction to Strategy The Penetanguishene Trails Committee has committed to designing a Trails Strategy for the Town of Penetanguishene. In doing so, they will review the current availability of trails within the town, analyse potential gaps or shortcomings within the trail system and formulate a comprehensive plan set towards the development of the trails Vision The Penetanguishene Trails Committee promotes the development, use and maintenance of a variety of interconnected trails, in support of better health, tourism, strong communities, and environmental appreciation and protection Current Penetanguishene Trails In consultation with Emily Agar, of Penetanguishene s GIS Department, the following town map has been developed showing all current trail systems, including: Snowmobile Trails Bike Lanes Sidewalks Formal Trails Informal Trails & Paths Some of the informal trails are being designated as trails but may originally have been formed on private properties within the Town. As such, these trails will not be officially brought forward in the strategy, unless formal right-of-way agreements are being procured with the land owners. The Trails committee reviewed the maps, trying to note any inaccurate data. But more importantly, they are analyzing the maps for possible gaps or shortcomings with the current trail system. Are there wayfinding signs present that are confusing and misleading? or Are there areas whereby wayfinding signs are totally missing? Are there trail links that are missing? Links which could conveniently connect two or more trail segments, making the system more complete and user friendly Trails Strategy Review - Director of Recreation (Sherry Desj... Page 8 of 13

9 Trail Gaps Identification The trails committee held several meetings discussing the current and potential trails within the town and came up with a total of ten potential gaps within the current trail system. Please note that this is intended to be a Living Trails Strategy Document and as such gaps, inaccuracies as identified by all trail users, residents and town staff will continue to be identified and processed. A Penetanguishene Trails Survey was conducted within the trails committee, attempting to rank the perceived gaps in the Penetanguishene Trail System. In total, five participants provided input. While ranking, the following concepts were considered: potential trail surface conditions desired (natural, limestone, asphalt) potential width and length of the trail gap potential funding requirements accessibility to matching dollars funding (RTO7 Wayfinding or Simcoe) Current acceptance by Town Council (on the Town s current radar) Trails Gap Identified on GIS Map Trails Strategy Review - Director of Recreation (Sherry Desj... 11 Once again, it is very important to realize that this strategy is intended to be a Living Trails Strategy Document. Future gaps and inaccuracies will continue to be identified. Especially gaps that might present themselves as we - the Town - continue to consider our neighbouring municipalities, the Town of Midland and Tiny Township. One immediate example might be a consideration of a northerly extension of Penetanguishene s Copeland Creek Trail up into Tiny Township, allowing them to continue the trail with an approach to Awenda Park. Certainly, such an extension could form a notable connection between a lively small town and a world-class natural park Timeline Strategy With each potential trail project, the Trails Committee will consider and present a report to the Recreation and Community Services (RCS) Department, outlining each of the following trail stages. Trail Definition In preparation for this definition stage, the committee will engage in a variety of activities to assess and understand the potential vision of the proposed trail project. Such strategies might include: Conducting a to the project site, to fully comprehend the current conditions for the project. The flora and fauna found in the local area will be comprehensively reviewed to ensure our actions will have a positive effect on the geographic area. Consult with local residents to discuss their expectations for the area. Hold an informal open house event. One very important ingredient in ensuring such acceptance is to encourage a sense of ownership to a local initiative. Allowing local residents to provide their option and views on a local trail, gives them the opportunity to say: This is my trail. I gave the Town the idea to design it this way! The overall scope will be defined, providing a meaningful vision for the project. Trail Design A detailed design portfolio will be created for the project. This will include a precise description for the proposed trail, including: The perceived impact on the local environment. The trail width, length, slope and cross slope will carefully be plotted and calculated. The base construction requirements for the proposed trail. The proposed surface covering for the Trail. This might include: Natural Surface: This would have the least impact to the environment, however, it may not be possible to fully adhere to the AODA Standards (Accessibility for Ontario with Disabilities Act) due to the terrain. Limestone Surface: Such a surface covering will provide better accessibility, however, increase costs. Asphalt/Concrete Surface: Such surfacing will heighten accessibility to perfect conditions but will have an impact on costs and the area s natural appeal. 12 Trail Costing: Considering all of the above design features, a complete costing for the project will be provided. It should be noted that with some projects, both a recommended and an alternate project costing scenario may be presented in the report. Furthermore, occasionally the more expensive version of the project may be kept on file as a future potential upgrade project to the same trail system. Potential Funding Models: For each project, the committee will seek out and propose many different funding opportunities for each specific project. The trail committee greatly appreciates the $25,000 which council have approved in the 2017 budget. As well, they fully respect that this money, to be received, must be fully matched by an external funding source, such as: Simcoe County: Trails Connecting Communities Program Regional Tourism Organization 7 (RTO7): Tourism Wayfinding Signage While the committee is happy to assist with the preparation of any and all funding grant requests, all such draft applications will be passed on to the RCS Director for final completion, approval and submission. In addition, the committee would be pleased to approach local businesses and community organizations who may have a vested interest in partnering with the various proposed local trail projects. Finally, in the different scenarios, both local volunteers and/or town in-kind support may also be an effective source of project funding and support. Full Trail Development Plans: The above detailed trail design, costing, funding models and consultation support will be passed directly to the RCS Department who may work with the Public Works department, for final analysis, costing, projections and approval. RCS will have total control of the development project and timeline. Of course, members of the trails committee will be eager to provide any assistance that might be requested. Promotional Strategies for the Trail: Trails Committee will organize and assist with the promotional strategies for the trail project. In all cases, the promotional costs will be kept to a minimum and currently active resident communication techniques will be used. Such concepts will include (but not limited to): Town website promotion Social media, including both Facebook, Twitter and Instagram Council announcements with Live Streaming Official Opening Event: Gaining local resident approval and acceptance is always key to the successful implementation of every and all projects. Now it is time to give back to the local residents. Time to encourage and Trails Strategy Review - Director of Recreation (Sherry Desj... Page 12 of 13

13 openly invite all to come out and enjoy what the Town has provided. Appropriate plans for an Official Opening Event for the trail project will be provided for by the committee. Trail Maintenance Strategy: Perfect, great construction will minimize future maintenance procedures and costs. But there will always be such a requirement and associated costs. A proper maintenance regime and schedule will be designed and defined by the trails committee and presented to the RCS Department for consideration and final approval. Trails Strategy Summary: This Strategy document is to form an action plan, and a methodology by which the Trails Committee can become more than just an advisory committee, whereby they can say: We want this trail! Rather it forms a Living Document, which describes an ever-changing mechanism whereby they can take an active role in promoting the development, use and maintenance of a variety of interconnected trails. The committee can do the ground work, investigate the need, research the means and present a solution.
