3 an invitation I am very excited to announce conference 2012, located in Queenstown, home of the Remarkables Mountain Range. Taking this as inspiration, we aim to celebrate what s remarkable in New Zealand. The 2012 keynote speakers are also nothing short of remarkable succeeding beyond all expectations in their fields. Leading the field is world cup winning rugby coach Sir Graham Henry, followed by political commentator Fran O Sullivan while chief executive of business growth centre the ICEHOUSE, Andrew Hamilton, follows through at the back of the scrum. Conference also offers workshop sessions led by LGNZ policy experts, covering issues facing the local government sector across social, environment, governance and transport, and infrastructure. And as always, conference will give us all a chance to network, share ideas and learn about the work our counterparts are doing in local government. Then there s the remarkable scenery, which we hope you will get to see, as you are hosted by the Queenstown Lakes District Council at one of several technical tours of the region. But no doubt the highlight will be the sunset trip up by gondola to the Skyline for the traditional welcome reception. Well for a start, you ll have the chance to see an unusual district at work. We have no factories, no great office blocks, no motorways, no major public transport none of the major trappings of a modern centre of commerce. Our greatest resource is genuinely our population, people for whom nine-to-five is not the norm. And while we still have growth, water, roading, community development and myriad other issues to deal with, like any other place, the way we live makes our southern centres distinctly different. You ll be here in July, when snowfalls often give us the chance to enact, refine and improve our readiness and systems. And while that goes on, our prime industry tourism, has to run as seamlessly as possible for visitors; our customers, who ve invested their money, time and confidence in us. We have prepared a programme of informative and educational experiences (technical tours) that ll give you an insight into how we do things down here. You ll see both local and visitor perspectives. And as the conference brings together elected members, mayors, chief executives and stake-holders, it s a valuable way to network and share experiences in one place at one time. 10 keynote SPEAKERS Sir Graham Henry Building a Remarkable Team Monday 16 July am Having reached remarkable heights in his code by coaching the All Blacks to glory in the 2011 Rugby World Cup, Sir Graham Henry has reached the peak of his profession. In 2011 he took out the Coach of the Year slot at the International Rugby Board awards making that a record 5th time. Although he has stepped down from his head coaching role, Graham will remain in New Zealand and continue to share his extensive skills and knowledge with local rugby coaches and players. Graham will inspire and motivate around the principles of working in a high performance environment and building a strong team culture that promotes excellence and team development. His presentations are readily applicable to the business environment. Fran O Sullivan The Central Local Government Nexus Local Governments Role in the Growth Agenda Monday 16 July pm Fran O Sullivan writes for the New Zealand Herald on political, business and international affairs. She is the executive editor of the Herald s Mood of the Boardroom Report the premier annual survey of chief executives in New Zealand. Fran s specialty is the linkages between government and business in New Zealand the political personalities and how they affect business decisions. She was a prime mover behind the establishment of the New Zealand/United States Council and is a regular attendee at World Trade Organisation and APEC meetings. She is also a director of the Pacific Economic Cooperation Council (NZ). Fran began her journalistic career in the press gallery and is a former editor of the National Business Review, where she led an award-winning journalistic team in the mid-1990s. Fran has interviewed many major political leaders including Tony Blair, Bill Clinton and Lee Hsien Loong. Fran has won numerous awards including Qantas Journalist of the Year (twice) and the Westpac Financial Journalist Award (three times). fantastic

John Brumby Tuesday 17 July am Former Premier of Victoria, the Hon John Brumby has spent over 20 years as a leader in the public service with more than 10 years as Treasurer and Premier of Victoria, six years as Leader of the Victorian Opposition and seven years as Federal Member of the House of Representatives for Bendigo during the Hawke Government. Since retiring from politics, Mr Brumby holds a number of board positions as well as a joint appointment to the Melbourne and Monash Universities as a Vice-Chancellor s Professorial Fellow. He is Chairman of the Motor Trades Association of Australia superannuation fund and an Independent Director of Huawei Technologies (Australia) Pty Limited. Mr Brumby is also a panel member of the Federal Government s Review into GST Distribution. Phil O Reilly Tuesday 11 July am With his finger on the pulse of businesses large and small, Phil O Reilly drives the agenda on behalf of business owners around New Zealand as CE of BusinessNZ. Phil also represents New Zealand employers at the International Labour Organisation, contributes to the governing body of the ILO, and is a Board member of the Business and Industry Advisory Committee to the OECD. He also chairs the Government s Green Growth Advisory Group, the Capitalising on Research and Development Action Group and the Redundancy and Employment Transition Advisory Group. He is joint chair of the New Zealand Workplace Health and Safety Council and board member of the Innovation Board of the Ministry of Science and Innovation and the Council of the Royal Society of NZ. He serves on a number of other Ministerial and advisory groups. Andrew Hamilton Get off the Grass! How Councils can help start-ups grow Tuesday 17 July pm Andrew Hamilton is CEO of The ICEHOUSE a business growth centre that works with start-ups, owner-manager firms and large family enterprises to enable their growth. The ICEHOUSE has worked with 75 start-ups and 2,500 established entrepreneurial firms since In this time it s raised $55m and helped create 700 new jobs. Owner managers working with The ICEHOUSE are growing EBIT (earnings before interest and tax) on average 31 per cent a year. In 2010, The ICEHOUSE was recognised as one of the top 10 technology hubs in the world by Forbes.com, the only such group outside of the USA. 9

As Hon President of the New Zealand Olympic Committee, Sir Eion will talk to you about his role in setting up the Per Cent Pure Winter Games in Queenstown, which promoted New Zealand as a tourism destination to a television audience of 740 million viewers. An accomplished businessman Sir Eion Edgar, 67, has spent a lifetime of service assisting talented New Zealanders to shine in sports and the arts. Sir Eion is currently chairperson of Forsyth Barr, one of New Zealand s leading independent investment houses. He is also Chairman of Central Lakes Trust and a Director of Mt. Cook Alpine Salmon and Vero Insurance. He helped establish the Queenstown Resort College to grow the number of graduates working in the tourism industry. Is bigger better and should our administrative boundaries be the same as our service delivery boundaries? These are some of the issues canvassed in this workshop on consolidation options based on recent research undertaken by the Australian Centre for Excellence in Local Government, which was supported by LGNZ. W02 Natural Hazards and Risk How do we reduce the risk from natural hazards the role of insurance and the market, the use and provision of information? Where does local government fit? W03 Water Infrastructure This workshop addresses the potential data deficiencies which have led to the conclusions highlighted in the National Infrastructure Plan. This will lead into a discussion of possible options and models for services delivery. T1 Council Controlled Organisations Warts and All Most Councils have Council Controlled Organisations to deliver particular services and facilities. Queenstown Lakes District Council possesses three Queenstown Airport, Lakes Environmental Ltd and Lakes Leisure Ltd. Participants will take part in a panel discussion involving directors from each of the Queenstown Lakes District Council s CCOs where they will compare and contrast their respective organisations and debate the benefits of CCO s, what works well, governance styles and public transparency. The workshop itself will take place at the Queenstown Events Centre, the hub of Lakes Leisure Ltd and the site of a fully integrated sports and recreation centre, incorporating sportsfields, swimming pools, a health and fitness centre, indoor/ outdoor courts and sports stadium. The session will conclude with a tour of the facility. T2 A different approach to affordable housing Housing affordability has been an issue in the Queenstown Lakes District since the 1970 s. Council responded with the Housing Our People in Our Environment (HOPE) Strategy in June It listed a range of 32 actions, including collaboration with central government, developers, and the creation of the Queenstown Lakes Community Housing Trust. The tour will include a visit to a new housing development by the Trust, the first stage of which has just been completed. The tour will then proceed to Jacks Point, a new development on the edge of Lake Wakatipu, a 5% voluntary contribution from which provided initial funding for the affordable housing programme. Jacks Point also features a championship golf course and, in the Club House Restaurant, delegates will take part in a discussion of how the strategy has helped the local community to meet its housing needs and will hear the views of developers, whose participation has been critical to delivering the programme. T3 The changing face of tourism in Queenstown Queenstown s growth has been firmly based on two planks its tourism industry and its heritage. This tour embraces both of these aspects, starting with a look behind the scenes at one of Queenstown s iconic tourist operations the Shotover Jet. The visit will focus on the most critical element of all adventure tourism meticulous attention to the highest standards of safety for patrons and staff. See how these powerful boats are maintained and the checks and balances are put in place to deliver a safe yet thrilling experience. The tour will continue on to historic Arrowtown and a look at three historic miners cottages, which as recently as 2007 were little more than derelict ruins. Purchased by the Council in response to community concerns about their future, a trust oversaw their upgrade and the Trust Chairperson, David Clarke, will take the group around the newly restored cottages and speak about the restoration project. amazing
