4 Lake Vyrnwy Half-Marathon 11 th September 2016 Plans are already well underway for this year s race. We intend to operate the same traffic orders as last year i.e. closing the road from Dafarn Newydd to No 9 Abertridwr from to and closing the road from Dafarn Newydd to the dam from to completely and then operating a single-file system via convoy on that stretch from to Anybody who wants to go around the lake will have to do so anti-clockwise i.e. facing the on-coming runners. The road from the dam to the Boathouse will be two-way after the runners have passed [about 13.20]. Traffic for the hotel will go up the main drive and down the Church drive. If anybody has any observations to make about the traffic system I should be grateful if you would let me know by 31 st March. The next meeting of the Local Organising Committee is on Tuesday 3 rd May at 7.30 in the Community Centre and you are welcome to attend if you would like to help organise this year s race. 5 DRAFT MINUTES Cyngor Cymuned LLANWDDYN Community Council MINUTES OF COMMUNITY COUNCIL MEETING Held at Artisans, Llanwddyn on Monday 8 th February 2016 Mrs Shan Mayor spoke and updated the council on the development of the Cycle Network MONTYTRAX. Notes are attached to these minutes. Present: Cllr R Herbert, Cllr P Graham, Cllr L Evans Cllr D Thomas and CCllr D Mayor Apologies for Absence (150) Nil Declaration of Interests (151) Nil Minutes of Last Meeting (152) It was RESOLVED by council that the Minutes of the meeting held on 11 January 2016 was a true record. Minutes were then signed by the Chairman. Matters arising (153) Nil Service Delivery (154) A summary of the Cluster meeting was sent to all councillors prior to Council meeting and was discussed at length. Council will await outcome of next Cluster meeting but were now of the opinion is that if any services are still on the table for transfer from 1st April 2016 Council should not take them on but require Powys to continue to deliver at their minimum service level, whatever that is, and use 2016/17 to determine if service is adequate, if not make provision through the 2017 precept to accept a transfer at our own service level from 1st April Update from Powys County Councillor (155) Councillor Darren Mayor spoke on the following subjects: a. Powys CC Consultations - Wished Councillors to publicize and encourage participation in the consultations on the Powys CC website. b. Street Lighting. No responses from agencies as yet, chasing up again. c. School Starting Ages. Highways (163) The following observations were brought to the attention of council: 1. Grid ref SH Washout from the purple trail", made worse by deposition from logging lorries using the trail. This is very bumpy and covered in loose material. It needs clearing off the road and the drainage needs clearing and/or improving to prevent recurrence. The log hauliers make no attempt to clean the road of the material they deposit as the come off the unpaved road onto the tarmac. 2. Grid ref SH Serious pot holes between Allt Forgans gate and the Bala turning. These are deep and growing rapidly. They are dangerous because they are flooded and not visible to the unsuspecting motorist. 3. Grid ref SH About 0.7 miles from the county boundary. On a

6 DRAFT MINUTES steep sloping bend on the narrow road across Waun y Gadfa, there is a deep pot-hole caused by erosion on the south of the road and a dangerously deep ditch on the north. wider vehicles, vans and 4x4s only just fit between the two hazards and the risk is that in avoiding the pot-hole, someone will go into the ditch, causing damage or injury. 4. Logging trucks cause damage and spread material from the verges generally round Lake Vyrnwy and this is made worse by the flooding of the road because the drains are mostly blocked. Council were also informed that Powys CC were in the process of conducting an internal survey of their Depots including Llanfyllin, with consultation parameters being looked at from an operational view. Letter from Wales Air Ambulance Thank you receipt for donation. Public Conveniences (160) Clerk informed council that both the Water the Electricity contract were now in the Community Councils name. It was confirmed that British Gas and Severn Trent supply the utilities. Planning (161) No Planning applications. Reports from Representatives (162) No reports given. Members Points of Information (164) Council discussed use of BMX Ramp on the playing field. 7 Budget Reaction News that Powys is to benefit from additional Welsh Government funding in the coming financial year has been welcomed by the county council s cabinet. Welsh Government Finance Minister Jane Hutt today (Tuesday) announced that three rural councils would receive additional funding with Powys receiving 1.9m as part of the annual budget settlement. Leader of Powys County Council, Councillor Barry Thomas said; I am very pleased at today s announcement of additional funding for Powys, the county had received the lowest settlement in the Wales with a 4.1 per cent cut in funding. The additional funding will help a great deal but will not solve all of our problems, and we still face very challenging savings targets over the next 3 or 4 years. I am very grateful to all of the Mid and West Wales Assembly Members for their support on this issue and in particular the work of the Welsh Liberal Democratic Leader Kirsty Williams for her involvement and she has been instrumental in bringing about this additional funding. Cabinet Member for Finance, Councillor Wynne Jones said; As a result of the additional funding we at last now know the level of cuts facing the council and we are now able to take forward budget proposals to the cabinet on February 18. The proposals will include savings of 29.7m over a three year period to produce a balanced budget. The Welsh Government s funding announcement will provide an additional 1.9m in the coming year and will mean that a number of very difficult proposals can be withdrawn. We will be taking forward a proposal that we no longer pursue plans to introduce transport charges for post-16 learners or take forward plans for further rural transport funding reductions and plans to move to a four-weekly collection of residual waste. Plans to make further cuts to rural bus services will also not be taken forward in the three year plan and the proposed cut in grant funding for Tourist Information Services has also been dropped from the 2016/17 budget, although there will be a 15 per cent cut in those grants. I am delighted to say that that the proposal will also include the provision of an extra 1.2m for the schools delegated budget and an additional 1.05m for adult social services. Powys still faces a very difficult financial period but the Welsh Government s recognition that it needs additional support is most welcome. The council will consider its annual budget on February 25 and set the level of council tax for the coming financial year on March 9. 9 Queen s 90th birthday street parties Powys County Council is inviting applications for road closures for street parties to celebrate The Queen's 90th birthday on Sunday 12 June. The Queen turns 90 on 21 April this year and national commemorations will centre on her official birthday weekend in June with a mass street party on the Mall, a service of thanksgiving at St Paul s Cathedral and the traditional Trooping the Colour ceremony. Local people are also being invited to run their own street parties and reignite the great British community spirit in honour of her Majesty. To help people set up their own Patron s Lunches and street parties across the country, the government has relaunched its street party guidance on In order to process the application, the council is requesting that any groups who intend to hold a street party on a public highway and have not presently made an application to the council, to do so in writing no later than Friday 29 April. Cllr John Brunt, Cabinet Member for Highways, said: "We have made a commitment to waive the normal fees for this service in recognition of the occasion. However, an assessment as to whether the closure can be granted will need to be made." 10 On March 20th, Dyfrig Jones will be taking on the challenge of swimming 5KM within a 3 hour timeline in aid of Sport Relief. Sport Relief is a charity event from Comic Relief, in association with BBC sport to raise money for the most vulnerable people in the UK and around the world. The challenge will take place at Llanfyllin Leisure Centre between the times of 10am and 4pm. To swim 5km is a big challenge for him especially as he is only 10 years old. 11 We had a fabulous night at the Masquerade Ball! The music, the food and decorations were just perfect. Topped off with the huge effort everyone made with their masks and gorgeous outfits, it was just perfect. We had a large number of people coming from all over the area which was fabulous. One gentleman and his partner came from Oswestry and said they ahd enjoyed themselves so much he hopes to bring more people again next time. Here s a few pics to enjoy of everyone in there finery..
