1 BROMPTON BY SAWDON PARISH COUNCIL Miss Emma Steele Clerk of the Parish Council Telephone Kirkvale Sawdon Scarborough YO13 9DU Draft Minutes of a meeting of the Parish Council held on 24 th April 2017 at Brompton Village Hall commencing at 7.35pm Present, Cllr S Triffitt (Chairman), Mr R Carey (Vice Chairman), Cllr Mrs M.K. Stockill,, Cllr Mr S Willbourne, Cllr Mrs Cllr J Gray, Cllr M Evans, E. Steele (Clerk), 6 parishioners. Apologies for absence: None 1 The chairman opened the meeting and welcomed everyone. 2 Absence as above 3 Minutes of the last meeting The minutes of the last meeting held on 20 th March 2017 had an error in Item 12. Vivienne was spelt incorrectly, changed to Vivian, then were accepted as a true and accurate record and signed by the Chairman. 4. Matters arising None 5 Declarations of interest Cllr J Gray 10.a & Cllr M Evans 10.a 6 Police report- The clerk read out the report as no police officers were able to attend the meeting. Since the last meeting there are no reports for Brompton and Sawdon. 7 Report by Borough/County Councillor(s). The clerk read out a report from Cllr D Jeffels as he was unable to attend the meeting. Scarborough Council's scrutiny board is looking at the future of all its public toilets. Parish and town councils at Whitby and Filey are likely to be involved in taking over the running of some of the loos in key tourist areas and SBC itself is to spend several thousands of pounds upgrading others. Plans to build some 240 new homes in the vicinity of Beacon Road Seamer/Irton have now been submitted to SBC by Linden Homes. A Special meeting of Irton PC has been called to discuss the plans because of local concerns on the design of the scheme. One of the priorities will be to seek significant funding to improve the mini-roundabout at the junctions of Pasture Lane, the former A64, and Stoney Haggs Road which will see a marked increase in the volume of traffic if the development goes ahead. There are concerns about the potential impact of reduced funding to schools in North Yorkshire, Cllr Jeffels is currently meeting local head teachers to explore ways of dealing with the situation. The Government has today (Mon April 3) announced that 20 million is to be made available to seaside resorts for new projects and hopefully Scarborough Borough to benefit. Cllr Jeffels expects to get more details shortly when he attends a meeting of the British Holiday Destinations Association Page 1 of 3

2 8 Open Forum Mary Jones mentioned that a new series of Penelope Keith s Villages of the year is to be aired. The researcher contacted Mary with regards to entering Brompton, which Mary is to do and hopefully if successful to be filmed in June with the open Gardens. 9 Highways matters - a.) Tree outside the school to be looked into further. b.) Letter received Joe Harrison to confirm Grounds maintenance costs This will remain the same as last year 7 cuts at per cut with added for the new area top side of Sawdon Village Hall per cut. c.) SAWDON- Highways Department has passed on the complaint about blocked drains in the Main Street to Environmental Health Officers at SBC. It appears there has been some kind of leakage of a yellow liquid which has got into the drainage system. BROMPTON- The faulty street light near the junction of Sawdon Lane and the A170 has been replaced with a new lamp along with all the other street lamps in the village. Work is to be carried out on the footpath linking Hungate and the Village Hall which has become hazardous because of tree roots making it extremely hazardous. Suggestion of signs indicating that HGVs should not use Malpas Road as requested by the PC, has been discussed with highway officers. However it appears it could cause problems for trucks going down Barker Lane, Snainton to. Farms and properties on Snainton Carrs, because they would have to make long detours if prevented from using Hungate, The Butts and Malpas Road. YLCA Membership (1a) The following accounts were presented for payment:- a.) E Steele Clerks salary and Expenses b.) Brompton By Sawdon Village Hall Fund Village Hall Hire April c.) Four Degrees West Domain 2 year renewal d.) Normans of Scarborough Limited Stationery e.) John Glover Public Seats Maintenance f.) Sawdon Village Hall Fund Hire of Hall Page of 4

3 (2) Update on the Councils current financial position - The Clerk updated the Council on its current financial situation. It had a total of p in the bank at the end of March 2017 and p in the business saver account. Payments received HMRC VAT and Northern Powergrid Brompton and Sawdon Village Halls Brompton Village Hall -.A commemorative opening was held and now has a plaque outside the pinfold site. The website has been set up with adjoining pages to the church, Brownies etc. Sawdon Village Hall - The children s party that was held over Easter was very successful. A curry night is to be held 25th April. The profit is to be split between the Village Hall and the Alzheimer s Society. Phase 2 is now completed, round the back of the village hall has been resurfaced with a path leading to the door. The planting has been done to hide the container. 13 Update on attendance at outside meetings - None 14 The Butts, Brompton - Cllr Triffitt has obtained a rough verbal estimate for the repair of the bank side from the Bridge to the Seat which is 14,000. Official quotes are to be obtained and grants looked into. Cllr Triffitt went to Wykeham trees for advice on which trees would be be suitable for planting at the side of the stream, these are to be Hornbeam or Alder and a beech for Sherburn Road. These are to be planted in autumn costing 12ft 14ft 65 +VAT or 14ft 16ft 75 + VAT. 15 The Spinny, Sawdon A management committee has been formed and the decking is to be moved all agreed with Temple and partners. 16 Correspondence a.) ed received YLCA, Grants Bulletin. b.) received YLCA, Governance & accountability financial guide published. c.) received Local council review Article in the next edition on Neighbourhood planning. d.) received Consultation on the dog control public space protection. e.) received Sawdon Village Hall committee minutes of the meeting held 21st March 2017 to confirm Spinny Management Committee 17 Parish Issues a.) The Caretaker Grant has been granted, PC awaiting paperwork. b.) Discuss Caretaker jobs to be completed - nothing is required at present time. c.) War memorial- Di Ford is to take over the maintenance, she explained that it requires investment with new planting. Grants to be looked into for this if no grants available the parish council will cover the costs. d.) PC to look at the map to establish the conservation area following M. Temple s letter from last meeting the area is not in a conservation area. It was agreed by councillors not to put signs up. e.) Clerk to write to unsuccessful caretaker vacancy applicant. f.) Money from the Anne Smiths charity to be looked into to put towards play equipment. g.) Cllr Carey obtained the information on the clause on the land for sale on Woodgate Way. If planning permission were to be granted on the land only then would be proportion of the sale be given the PC. Page of 4

Cllr Stockill stated that information regarding the caretaker grant and the pond at the spinny was in previous minutes. i) Clerk to contact Cllr Jeffels regarding the state of pot hole repairing after a unsatisfactory hole has been filled at the Butts. j) Cllr Evans mentioned that the Alms houses need tidying up. Cllr Carey explained that over 3000 has been spent on replacement windows, guttering and grab rails and are now waiting for Graham Mort to provide a price for a membrane and gravel to be put in the garden area. k.) Issues with parking on Cayley Lane / Church Lane are still ongoing. The clerk explained that she had contacted the Parking enforcement department and they explained that it was a police matter. l.) Clerk to contact Brompton Hall School to ask if they can trim back the hedge on West Brow. m.) Complaints have been made to the PC regarding the ditches outside Martin Tubbs at the Butts that there is no life to be seen. The Chairman and Cllr Carey advised that the ditches were cleared out with the appropriate instruction from the Environmental Agency. 18 Date, time and place of next meeting The next meeting would take place on Monday 15 th May 2017 at Sawdon Village Hall for the annual and ordinary meeting commencing at 7.00pm.
