Reimbursement of Systems Completed without a TSA Funding Agreement 1 Description Manage the program (includes staffing, training, equipment testing, and other program support costs) Procure and deploy Transportation Security Equipment (TSE) to maintain 100% screening compliance Execute unforeseen and urgent projects to quickly remedy unacceptable safety issues or security vulnerabilities Fulfill projects with executed Letters of Intent (LOIs) or Other Transactional Agreements ( OTAs) Purchase and install equipment required for those projects Develop threat detection algorithms DOES NOT include the deployment of these capabilities Replace or upgrade aging machines that have reached the end of useful life Deploy new threat detection algorithms and Risk Based Security (RBS) capabilities Upgrade network equipment in support of capability enhancements Develop and deploy EDS system improvements to increase EDS lifespan, create efficiencies, and decrease alarm rates Funding is limited for Priorities 8-9 Install new in-line systems Implement Checked Baggage Inspection Systems (CBIS) improvements to facilitate Planning Guidelines and Design Standards (PGDS) compliance Implement CBIS infrastructure enhancements to enable RBS capabilities Reimburse airport operators who had a reasonable expectation of reimbursement for costs incurred while developing and/ or deploying in-line systems in the absence of an LOI or OTA funding agreement with TSA

8 High Speed EDS Status High Speed EDS (HSEDS) currently in testing Smiths XCT HI-SCAN Morpho Detection (MD) CTX-9800 SEIO Consistent with FedBizOpps posting from August 2013, TSA does not prohibit airports from designing or constructing for HSEDS However, TSA will not fund such projects due to the risk TSAWill Fund Purchase and Install of qualified EDS Design/ construction of new, approved HS CBIS systems once on QPL TSA Will Not Fund Any BHS retrofit for HS EDS Design/ construction of any HS CBIS prior to QPL availability 6
9 Certification of ICS Tote TSA is currently conducting certification testing of the first Independent Carrier System (ICS) tote for use with a qualified EDS model Beumer Glidepath and Morpho Detection teamed up to certify a Beumer tote with the MD CTX-9800 for a project at San Francisco International Airport (SFO) The companies worked with TSA to confirm that sending baggage on the tote through the machine would not affect the EDS detection capability Any airport interested in designing and installing an ICS system will need to have the proposed tote and EDS model certified by TSA prior to funding the facility modifications 7
