4 Presentation Outline Purpose of presentation is to emphasize the importance of maintaining a solid relationship between an airport and POTW. We will illustrate this by describing our experiences at DFW and DTW where the relationship with the POTW was neglected and it took many years to restore the relationship.
5 EPA / ELG EPA (pre-elg): Uncertain of treatability problems. EPA (8/07): 44 of 50 largest airports discharge to POTWs. EPA (3/08): No evidence of pass- through problems. ELG may increase POTW needs.
6 Range of Airport/POTW Discharges PDX 1,200 lbs./day; 10K max. MSP 10K lbs./day; 20K lbs./day max. IND 65K/day; Negotiating for more. DTW 15K lbs. BOD/day; 22K max. COL 6K lbs. BOD/day; 15K max. DEN 18K lbs. BOD/day; 22K max. PIT 140 lbs./day.
7 DTW s POTW Relationship 93 forecast was ~60K lbs. BOD/day; 100K w/ clarifier. DTW ADF Collection System based on gate deicing to POTW. Test in March 95 sent 260K lbs. BOD/day for five days. Significant impacts; never really got over 25K/day after that.
8 DFW s s Relationship with the POTW How things looked in the 90 s DFW s s primary discharge point for deicing waste was the POTW Large POTW served 26 cities (>100 MGD) Permit with a 250 mg/l limit Deicing less common than today Minor BOD surcharges Pre-treatment plant on DFW removing oil and solids
9 DFW s s Relationship Began to Deteriorate When AA Flight Attendant s s strike settled, Thanksgiving holiday AA chose to maintain operations through a winter event 1993 Thanksgiving storm became record breaking deicing event (more glycol applied on a single day than has been used in any year since) POTW was short staffed because of Thanksgiving holiday No warning given to POTW of approaching glycol slug Slug of glycol caused upset condition at POTW resulting in untreated sewage being released from the POTW
10 Lesson Learned The POTW decides what the POTW gets. When the POTW says turn it off,, you must obey.
11 What is Your Relationship with the POTW? You flush, POTW receives Deicing runoff helps feed their bugs POTW is merely a service provider POTW has choice to refuse deicing runoff
12 DTW s POTW Evolution $160 mil. upgrade complete; DTW building pads ($110 million). DWTF experienced slow death in Numerous NPDES exceedances (mostly TSS). Mandated reduction to 5K lbs. Co-funded study indicated P deficiency and limit of 10,000 lbs. Initiated construction of $8 mil. force-main to Detroit system.
13 What Could Disrupt Your Relationship with the POTW? Forgot to send a birthday card to POTW manager Bean and chili eating contests held simultaneously at the airport Airport discharges contain trace metals or other regulated compounds pursuant to permit Switch to different type of toilet paper Sending a slug of deicing fluid that disrupts POTW
14 Repairing DFW s s Relationship with the POTW POTW announced intent to enforce permit conditions (250 mg/l limit) it) Airport built detention ponds to trickle fluid out ($6 miilion) POTW reiterated that 250 limit was per permittee,, and airport could not rely on unused capacity of other permittees DFW installed 9 source isolation deicing pads ($18 million) DFW contracted for deicing treatment POTW reiterated that 250 limit was per permittee,, and airport could not rely on unused capacity of other permittees DFW constructed Reverse Osmosis facility ($70 million) Solid relationship with POTW
15 DFW s POTW Communication Program POTW is invited to Foul Weather Committee meetings POTW staff are educated on deicing program DFW staff have responsibilities for routine and event communications with POTW operators DFW staff must manage and report collected deicing runoff DFW staff must report on deicing fluid usage
16 DTW / DWTF Today Averaged 16K lbs. BOD/day this season. DWTF ran smoothly, no FeCl 3. Protocol essential to increased discharge. Added 262 gals. 70% PA in 07/ 08. Management Committee worried about future reductions.
17 Fate of DTW ADF 2007/ % 1% 59% ADF Recycled ADF to DWWTF ADF to Surface Water Loss 13%
18 Lessons Learned ADF runoff is very treatable with limitations. One POTW may not be enough; it may take more than a POTW. ADF collection methods are driver. $$ doesn t t talk; it swears!
19 Treatment Issues Flow Limitations - Wet-weather limitations - Conveyance system limitations Nutrient Deficiencies ADF is phosphorus deficient. FeCl 3 may not be needed. Phosphoric acid addition beneficial. Solids Handling Solids loadings increase w/ ADF. Cold weather issues.

22 Concluding Thoughts POTW has little experience with airport operations and deicing runoff represents a risk Communication is one of the most important tools in maintaining a solid relationship How deicing works How the airport is managing glycol slugs How other POTWs handle deicing Notification prior to deicing Notification of anticipated concentrations Follow up following major events Easier to maintain a relationship compared to resuscitating a caustic relationship
