1 Regional Transport Committee Approved Organisation Update December 2016 ORGANISATION NAME: Horowhenua District Council RTC REPRESENTATIVE: Mayor Michael Feyen 1. MAINTENANCE, OPERATIONS AND RENEWALS The renewals and minor improvements work was completed on budget. Designs for all projects in line with HDC Activity Management Plan nearing completion with some physical works already underway/completed. Emergency Works June 2015 event remedial work completed under estimates. Joint Roading Maintenance Contract - The contract with Higgins is going well. Regular meetings and workshops between the three councils and Higgins staff continue to be held. Foxton Main St Redevelopment project has progressed with construction underway at the southern end of project. Further consultation and planning in progress for remaining phases of work. 2. WALKING AND CYCLING The footpath renewal work has continued. Graham Street, Levin, has had a full footpath renewal on both sides of the road. Stafford Street, Shannon, has had a full renewal on one side of the street for two full blocks. LTP submissions highlighted pedestrian issues around the Queen Street and service lane intersection. Safety initiatives were investigated, including making the service lane one way, and consultation was carried out with affected businesses that back onto the service lane. Work in this area following confirmation of alignment with Levin Town Centre Upgrade. Designs for an approximately 900m long shared walking/cycleway on Fairfield Road Levin have been completed. Construction to be carried out in conjunction with Stormwater and roading upgrades in the and financial years. 3. ROAD SAFETY The Horowhenua Road Safety Action Plan committee continues to meet on a regular basis. The Horowhenua Road Safety Group, a forum for community groups/organisations to come together, is now meeting regularly with a new chairperson yet to be elected. The Roading Operations Team Leader, Jenny Braithwaite represents Council operations on these committees. A likely replacement for Cr Tony Rush will be investigated also. 4. PLANNING Discussions/consultation between Horowhenua District Council and NZTA continue around the Otaki to Levin section of the RoNS. Council has formed a Town Centre Project Team to look at the requirements of Levin due to anticipated growth that will come about due to the RoNS. As part of this the team will look at Levin s interactions with the State Highway network.

2 ORGANISATION NAME: Horizons Regional Council RTC REPRESENTATIVES: Cr. Bruce Gordon, Cr. Rachel Keedwell 1. PUBLIC TRANSPORT A number of new trial services have recently been implemented, including the Levin Day Out In Town service, a new service covering the Summerhill area in Palmerston North and a regular weekday service between Ashhurst and Palmerston North. The tender for a weekday Whanganui to Palmerston North commuter bus service has recently been awarded for a two year trial period. The first timetabled trip will commence 7 February Work has also been c on the business case for the enhancements to the Palmerston North urban bus services. Timetable redesign and promotional work on the improvements to the Cloverlea- Milson and Fernlea-Heights urban routes are currently underway. Tender documents have been released for the Levin to Waikanae trial bus service. This two year trial service is scheduled to commence 7 March 2017 and will run return services on Tuesdays and Thursdays that will allow passengers to connect with the Wellington Metro train services. 2. ROAD SAFETY Work continues on implementing the regional Road Safety programme for the current year. We welcome our new Road Safety Coordinator Jeanie Boost Turner for the Manawatu and Palmerston North area. 3. PLANNING Planning has begun on the Regional Land Transport Plan A separate report on this is included elsewhere in the agenda.

3 ORGANISATION NAME: Manawatu District Council RTC REPRESENTATIVE: Mayor Helen Worboys 1. MAINTENANCE, OPERATIONS AND RENEWALS Pre-reseal repairs currently being implemented for this season s (67km) reseals began in November A limited programme of LED replacement will be carried out in and with a view to including a district wide LED replacement programme in the LTP. 2. CAPITAL PROGRAMME Area Wide Treatments sites (4.7 km 2016/2017) McDonell Road (Stage 2), length 0.6km, completion due end of November Halcombe Road, length 0.8km, completion due March Newbury Line, length 1.5km, completion due April Pharazyn Street (Stage 2), length 0.650km, completion due October Taipo Road 1.1km is programmed for A (box culvert) bridge within the design area needs to be replaced. Currently scoping design options for culvert replacement. Cemetery Road, length 0.1km, completion due November Minor safety improvements Halcombe Road/Fergusson Rd Intersection, completion due December Awahuri-Feilding Road/Lees Rd Right Turn Bay. Currently under design with an anticipated tender to be on the market by end of November Seal extensions Cheltenham Cross Road - Short Rd to Benson Rd is complete. Currently working on the Benson Rd to McKay s Line section with completion due May The total project length is 4.6km. Makoura Road - Cone Creek Bridge to Apiti (5.5km section). McIntyre Contracting Ltd began works in early August Urban Reconstructions Stage 3 Pharazyn Street urban growth which includes roading, footpaths, street lighting, utilities and services. Construction is underway and is likely to be completed by June Wellington Street, Feilding, 0.4km. Construction is underway and is likely to be completed by March Seddon Street (North) 0.3km. Currently under design with an anticipated tender to be on the market by mid November Bridge replacements Three bridges (Taipo, Reserve Rd and Rongotea Rd) require upgrading to take HPMV loadings. The physical work has been programmed for Condition monitoring of these bridges will be undertaken on a monthly basis until they are replaced. Community Committee Projects Waitohi Road, Rongotea. Drainage piping works (300m) from Humber Street end is complete. There is now a dry platform in readiness for starting the construction of a walkway in Spring. Brent Holmes liaising with the Rongotea Community Committee on this collaboration project. Waugh Street, Kimbolton. Drainage piping works (170m) and seal widening is complete. School children now have a safer and dryer walking area as requested by the Kimbolton Community Committee.

4 Raumai Bridge A rock groyne and rope and rail tree groynes are being constructed to ensure the river course continues to flow under Raumai Bridge and to halt any further erosion. Works commenced in August. Rock groin has been completed. Rope and Rail groins will be installed by mid to late November. 3. EMERGENCY WORKS The total cost of restoring the flood damage caused by the June 2015 storm event is $6.1 million. $3.1 million was expended in financial leaving a budget of $3.0 million for the financial year. The majority of the permanent reinstatement of under-slips required the construction of 32 retaining walls, this is now complete. Three bridges were severely damaged. A temporary Bailey bridge is in place. Reu Reu Bridge and Nannestad-Rongotea are passable but with restrictions. Bridge Arapata Reu Reu Nannestad-Rongotea Programme Construction Start Date December 2016 November 2017 January 2017 Programme Construction Finish Date April 2017 February 2017 May WALKING AND CYCLING Feilding to Palmerston North cycle way An Economic Evaluation justifying the project was submitted to NZTA for the Feilding to Bunnythorpe section. NZTA are currently profiling the project for inclusion in the NLTP. When NZTA have completed their internal processes an application will be made to NZTA for funding to carry out an Indicative and Detailed Business case in the financial year. If the Business Case is approved and funding is available the construction of the cycle way will be carried out in MDC and PNCC officers have met and it has been agreed that the most expeditious approach would be for the project to proceed as a whole. MDC and PNCC will work collaboratively and costs will be apportioned between the two Councils. 5. ROAD SAFETY Manawatu District Council s safety performance was compared with other similar Road Controlling Authorities (RCA) using the ONRC Performance Measures Reporting Tool. The following RCAs were chosen as a peer group: Horowhenua District Council Manawatu District Council New Plymouth District Council Palmerston North City Council Ruapehu District Council Rangitikei District Council South Taranaki District Council

5 Stratford District Council Tararua District Council Wanganui District Council The Collective Risk (Crash Density) and Personal Risk (Crash Rate) are measures for checking that the road and roadsides are being maintained in such a way as to ensure that people feel safe driving them. An analysis was carried out of the number of Fatal and Severe Injury crashes from the Crash data for the last 10 years. The Collective Risk on the Manawatu District is ranked as Low to Medium and is below the Median of the peer group in all Road Categories. The Personal Risk however is ranked as High and above the Median of the peer group in all Road Categories. We are currently investigating the accident causes and applying the Safe Systems approach to compile an integrated forward programme of works to reduce the road toll in the District. 6. OTHER Kawakawa Industrial Park A Strategic Assessment of the Turners Road/Waughs Road (SH54) intersection was undertaken to determine whether or not an intersection upgrade was warranted and if so would an upgrade attract financial assistance from NZTA. The strategic assessment concluded that Kawakawa Industrial Park growth is unlikely to have an immediate impact on increased traffic generation in the area. In effect, further deterioration of the level of service at SH 54/Turners Road intersection and wider corridor is unlikely to occur as a direct consequence from any growth at the Kawakawa Industrial Park. NZTA would not support an upgrade of the SH 54/Turners Road intersection. 7. HEALTH AND SAFETY Health and Safety Representatives have been elected and Committees have been formed. Contractors have been inducted into MDC s Safety Systems and audits are being carried out on physical works. Staff are receiving training on the new requirements and responsibilities of the legislation.

6 ORGANISATION NAME: Palmerston North City Council RTC REPRESENTATIVE: Mayor Grant Smith 1. MAINTENANCE, OPERATIONS AND RENEWALS Resealing contracts for the construction season have now been let. The contract for chipseal and asphaltic concrete (AC) surfacing was for a total of $1.6m and was awarded to Higgins Contractors. The contract covers chipseal surfaces and AC surfaces throughout the city. Area wide pavement treatment to rehabilitate roading pavement in Tremaine Avenue (Russell Street to Tyndall Street) and in Kelvin Grove Road between the rail level crossing and Kaimanawa Street is underway. An additional area wide treatment is underway at the Lyndhurst Street/Cuba Street roundabout to address failure of the pavement. A small kerb and channel replacement project is underway in Broadway Avenue between Victoria Ave and Vivian Street to address mobility access issues. 2. CAPITAL PROGRAMME Subsidised work Funding approval has been given for the upgrade of Roberts Line Railway crossing to barrier arms. The crossing, at the Railway Road end of Roberts Line, is a safety improvement to address a short stack issue. KiwiRail has ranked the crossing as a high priority for installation in the current year. PNCC will complete installation of a right turn bay on Railway Road as part of its Minor Improvements programme to complement the planned Kiwirail works. Non-subsidised work Council will shortly be going out to tender for the reconstruction of James Line. This project has been delayed due to consenting issues and will now be completed during The Council budget for this is $2.247m and involves the section of road between State Highway 3 and the railway line. The work includes installation of services, footpaths, streetlights, drainage channels and new side road connections. The carriageway will be constructed to collector road standard. Construction will allow planned residential growth to occur on both sides of the road. Stage 4 is now planned for and will complete the section at the northern end to the intersection with Kelvin Grove Road. Approval was recently given by Council for Powerco to install temporary overhead power cables along Main Street between the substation and Keith Street. The cables were necessary to ensure continued power supply to the Main Street substation. Trenching has begun for the placement of ducts along Main Street which will eventually carry additional cables. Powerco has a major project underway to construct a new substation in Palmerston North at a site in Ferguson Street. Further ducting work is planned to link to the site of the proposed pedestrian cycle bridge over the Manawatu River. 3. EMERGENCY WORKS Minor damage was done to the Fitzherbert Bridge hand rails in the recent earthquake and is scheduled for repair. No other structures were damaged in the event. 4. WALKING AND CYCLING Construction work is complete on the first stage of the Fitzherbert Bridge to Linton shared pathway. The 3 kilometre section from the Fitzherbert Bridge to the Turitea stream has been completed by Blackley Construction and the connection at the Fitzherbert Bridge, including a farm underpass, was completed by Higgins Construction. An official opening of the pathway will be held once

7 landscaping and fencing work is completed. The sod turning ceremony for the pathway was held in May 2016, attended by the Minister of Transport. In August Council confirmed the design concept and site for the proposed pedestrian cycle bridge at Ruha Street intersection with Dittmer Drive. The site is the furthest upstream option considered and was preferred due to the availability of parking and lower relative height of the stopbank in the area, giving the bridge a lower profile than might otherwise have been achieved. Availability of parking and visual impacts have both been significant features in the consultation to date. A contract for detailed design has now been let to Opus Consultants costing $346,000. A consent application has been lodged for the bridge with a decision on public notification expected before Christmas Council has also resumed construction on the pathway from Ashhurst to the City following the Manawatu River. A section of pathway following Te Matai Road is under construction at a cost of $199,206. A bridge across Stoney Creek was lowered into place during October The pathway will initially connect to a piece of land owned by Council with construction planned next year to connect through to Raukawa Road. When completed, the shared pathway will run from Maxwells Line to Ashhurst, providing an off-road pathway for the entire distance. 5. PLANNING Council s Integrated Transport Strategy was adopted in November Work to develop a programme business case will be undertaken in the financial year and will form the basis of an implementation plan for future capital expenditure programmes. Work has also started on Council Asset Management Plan, which will be reviewed in advance of next year s Ten Year Planning process. Work has started on a programme business case for the transport components of the Food HQ proposal. The Strategic Business Case was completed early 2016 and further workshops have been underway to assess potential options.

8 ORGANISATION NAME: Rangitikei District Council RTC REPRESENTATIVE: Mayor Andy Watson 1. MAINTENANCE, OPERATIONS AND RENEWALS This year s resealing/resurfacing programme is scheduled to be 60 km. Pre resealing repairs are 99% completed. Footpath works resulted in 1100m of renewal plus 650 of new footpaths. Street Lighting: 267 LED lights have been purchased for installation in Marton to alleviate circuit over loading issues. The cost is $100k and is part of a bulk purchase with MDC and HDC. 2. Tenders for this project closed on 1 November and is under evaluation. Orchard Road realignment over 200m to retreat from the top of a river cut scarp on the Whangaehu River. This project started 17 October 16 and is due to be complete late November. Parewanui Road Bulls: A route study of Parewanui Road is to be undertaken to address all the issues. The proposal to seal widen RP has been deferred until 2017/2018 financial year in order to combine the works identified in the study. Makokomiko Road geometry improvement at the bridge, started 14 November 16 and is due to be complete before Christmas. Investigation of safety issues on Mokia Road has identified the existing guardrail installations on bridge approaches needs completing in order to comply with the design standards. Bridge replacement: Mangaweka Bridge: The programed strengthen works are complete, however, further deterioration was found that has resulted in the weight restriction of 6 tonnes remaining in place. Reassessment of the bridge is being undertaken. 3. EMERGENCY WORKS The total cost of restoring the flood damage caused by the June 2015 storm event is estimated to be $12.7 million. Expenditure at the end of the financial year was on track at $6.32 million.

9 Mount Curl contract let to Stringfellows is in the order of 55% complete. Wet weather continues to hamper progress at this site. Rata Bridge Replacement awarded to Emmett s Civil Construction is in the order of 99% complete. The Bailey bridge has been removed. 4. OTHER PROJECTS Council is involved in the investigation and implementation of the following projects: Installation of a structure to display event advertising banners across the main street (SH1) at the Taihape Town Hall. Currently the project is in the stages of obtaining a Building Consent. Fabrication of key components has started. Investigating 3km of seal extension Turakina Valley Road between McLeays Bridge and near Mangahoe Road. Sealing this section of road would provide an alternative sealed road to SH3. Investigating a new entrance to Whangaehu Village with NZTA as a result of a petition. Undertake a speed assessment survey to consider lowering the speed limit through Kauangaroa Village. Constructing parking facilities to cater for large truck and trailer units at the new Wyley s bridge site was completed on 11 November with the exception of trimming some trees. 5. ROAD SAFETY Council's previous approach to carrying out road safety audits by using its own staff is inconsistent with Transport Agency requirements. Council will engage the services of independent and appropriately experienced people to carry out road safety audits in future. 6. HEALTH AND SAFETY Health and Safety audits are being carried out on physical works. Staff are receiving training on the new requirements and responsibilities of the legislation.

10 ORGANISATION NAME: Ruapehu District Council RTC REPRESENTATIVE: Mayor Don Cameron 1. MAINTENANCE, OPERATIONS AND RENEWALS Health and Safety The new legislation came into effect on 4 April During September, staff undertook a webex training on the Safety in Design requirements and responsibilities of the legislation and clarification was obtained on the H&S responsibilities of the Contractors for the Construction phase of designed works. Financial YTD The total value of subsidised work claimed and approved for the month to 31 October 2016 is $1,183,393. The Subsidised Roads maintenance programme is sitting at 37.3% expenditure at 34% of the year due to the early commencement of the pavement rehabilitation programme. The main activities undertaken this month were sealed pavement repairs, pavement rehabilitation, emergency work reinstatement, metalling unsealed roads, drainage maintenance and vegetation works. General and Sealed Pavement The Roadmen and other Downer staff spent 2,044 hours and travelled 14,653km undertaking routine works such as culvert and drain clearing (14 roads), filling potholes, edge breaks and clearing shoulders (19 roads), repairing and painting signs and sight rails (12 roads), clearing litter, detritus, vegetation and fallen trees (27 roads), cleaned 3 bridges and minor works on 7 other roads. The pavement crews sealed Waitaanga, Mangaparo and Ohura Roads repairs with Poro O Tarao Road and Ohura Township pre-reseal repairs also sealed. Kerb and channel repairs in Taumarunui and Raetihi completed during October. Vegetation Control Mulch & Mow undertook arm (high lift) mowing predominantly in the Waimiha area and this included Kokomiko, Ongarue Waimiha, Poro O Tarao and Ongarue Stream Roads. Berm mowing (sealed roads only) commenced late in the month and was carried out on roads close to Taumarunui township and included, Makokomiko, Ngakonui Ongarue, Pukehou and Taringamotu Roads. Water channel spraying was extensive this month and ranged from the Oio valley in the south, to the west, east and northern boundary parameters in the upper part of the district. The saw blade programme, which trims overhanging trees and branches, continued on Otunui Sth Road. A total of 266kms of arm mowing, 60km of berm mowing and 641kms of water channel spraying were achieved during October. Unsealed Pavement Maintenance During October maintenance grading included Oruakukuru, Turakina Valley, Mangaeturoa North Kawautahi, Waitewhena, Mangapapa, Tapuiwahine, Waikaka, Whenuakura, Ohura Mokau and Mangakahikatea Roads. Although October was not as wet as September, the pothole patching gang remained busy as the spring weather continues to impact on the unsealed roads and corresponds with the development of potholes. Water channel clearing remained a focus during October as it will through November in the Otunui area. The damp spring weather meant the application of metal could continue during the month and aggregate was applied to 30 roads and soft spots on 2 roads attended to. Heavy Maintenance and Improvements The majority of the work during the month has been reinstatement of 12 Emergency Work sites, slip clearance (Minor Events) on 27 roads, trees and detritus cleared on 4 roads, water channels cleared on 9 roads, replaced culverts on three roads, the Tech-hub carpark works and a new sightrail on Ruatiti Road.

11 Pavement rehabilitation Jilesen Contractors are continuing with the construction of the Poro O Tarao Road, Ongarue Waimiha Road and Whangaehu Valley Road sites. The accuracy of the earthworks is being to be monitored after overcut was observed on Poro O Tarao Road and undercut on Whangaehu Valley Road. The table below indicates the current 16/17 rehabilitation programme. The sealing chip stockpiling can commence for a December - January construction start. 2. CAPITAL PROGRAMME Bridge renewals Waitewhena and Mangateitei Bridges are programmed for renewal this financial year, pending approval by NZTA, and are expected to be complete by June 2017, subject to negotiations with Kiwirail on their clearance requirements. Specifically, council is negotiating with Kiwirail on the Waitewhena clearance requirements over the mothballed rail line used for a tourism rail cart adventure. Kiwirail has indicated a relaxed clearance requirement conditional on council raising the bridge should the line be open for use by heavy rail traffic. Council is waiting on the Kiwirail planning team for formal legal agreement on this option. Structural Component Renewal - Deck, component and handrail replacement is under way for eight bridges in the 2016/17 year and are expected to be completed by June EMERGENCY WORKS Funding for $2.23M for Emergency Works has been budgeted in the EAP process and expenditure is summarised and split between the initial response, major works and Professional Services in the following table. 20 June 2015 Event: All sites for this event had been reported as complete, with final inspections identifying that deterioration has occurred at several of the monitor sites necessitating reinstatement works. Approved funding of $132,536 has been automatically carried over in the NZTA Tio system for this event. 1 July 2016 Event: Emergency work funding has been submitted and approved for Immediate Response of $126,000 and reinstatement works during 2016/17 at an estimate of $229,000, totalling $355,000 for this event. Additional funding of $262,000 is required from NZTA as the actual construction costs received for a number of sites vary significantly from the original estimate

12 including a large culvert outlet collapsing on Makino Road, with an estimated repair cost of $75,000. NZTA funding for all Emergency works for 2016/17 is at the Base Rate of 65% for expenditure to the value of 10% of the roading programme, i.e. up to $989,034, then at 85% for the remainder. The increased local share of the two event sites is accommodated within the approved budget values. The estimated costs associated with the storm events this calendar year are detailed as follows. This work is underway in association the Friends of the Mangapurua, DoC and Whanganui District Council. Routine trail maintenance is currently being undertaken. 5. ROAD SAFETY The revised joint Road Safety Action Plan between Ruapehu District Council, New Zealand Transport Agency, Horizons Regional Council, NZ Police and other road safety partners has been agreed. The RSAP adopts the Safer Systems approach and aligns with the National Road Safety campaigns and advertising calendar. Road Safety advertising campaigns were delivered for the winter season campaign with a focus on speed, winter driving and alcohol. CVIU have been involved in commercial transport compliance operations including passenger transport providers. 6. PLANNING The transport team are now well underway with implementation of the One Network Road Classification System and integrating these changes into the Program Business Case supporting Activity Management Planning and Long Term Plan review These early works are to be coordinated with preparations to contribute to the Regional Land Transport Strategy and program review.

MAINTENANCE, OPERATIONS AND RENEWALS Our Renewal Programme is well underway with 70% of our Reseals will be completed prior to Christmas. Remainder will be completed early New Year as we are now facing a supply issue for Chip but will be available late December. EMERGENCY WORKS Work has been steadily progressing on Emergency Repairs Work is commencing on the Waitahora River works this week Waitahora Road 23.4km

14 A Resource Consent application has been now lodged with Horizon Regional Council. Following approval the planned start date is March April Coast Road - Akitio Damage from the recent Earthquake has been minimal with minor slips and additional Pavement Dropouts. We have one Bridge that has an abutment damage but crews are going to re-excavate and backfill the abutment. Short Road-Pahiatua 3. 16 ORGANISATION NAME: Whanganui District Council RTC REPRESENTATIVE: Mayor Hamish McDouall 1. MAINTENANCE, OPERATIONS AND RENEWALS Road maintenance delivery continues to be delivered through the Whanganui Alliance, a Private- Public performance tensioned shared-risk contract with Downer, with specialist support from specialist consultants. 2. CAPITAL PROGRAMME This year two key projects will be commencing: o LED Street Lighting upgrade - Council upgraded 1,000 street lights by 30 June 2016 and is progressing with the upgrade of another 1,000 street lights this financial year. o Whanganui Urban Shared Pathway Project (refer to Walking and Cycling below). 3. WALKING AND CYCLING o Council s new Active Transport Facilitator has been tasked with making walking and cycling a popular and safe travel choice for the people of Whanganui. o Base on New Plymouth s successful Let s Go brand and learnings, Whanganui has taken up the Let s Go Whanganui initiative that will provide the community with infrastructure, opportunities and information required to allow a wide range of transport choices. o This initiative will involve a high level of community engagement and programmes over the next years. o Council has completed the physical works on the first part of the Urban Cycleway Programme. This was a shared pathway from the Whanganui City Bridge, under Cobham Bridge and on to Bedford Avenue. 4. EMERGENCY WORKS On the 20 June 2015 another emergency event impacted on 79% of Council s rural roads and 7% of the urban roading network. Over a thousand major slips and dropouts have been identified and the reinstatement of our roading network has been estimated at $25M, with just under $9.5M along the Whanganui River Road alone. NZTA has resolved to enhance the reinstatement of the Whanganui River Road at 100% FAR and the remainder at the standard rates. By the 30th June 2016 $16M (of the $25M) repair works had been completed. This financial year the focus will be on major repair works.

ROAD SAFETY Whanganui s Road Safety Action Plan (RSAP) group, consisting of Council, Horizons, Police, ACC, DHB and NZTA, met on the 8th August This working group continues to work positively and members have a good understanding of each other s goals and programs. 6. OTHER Roading managers are currently working on the transition process to the One Network Road Classification (ONRC) system and its full integration by 1 July Consequently roading managers are under pressure to have their Activity Management Plans completed by July Council s significant 10-year roading issue remains the need to reinvest an additional $18M to reinstate the roads damaged by the hauling of 15 million tonnes of timber (worth $1.5B) through its rural roads.
