2 ABOUT US Strathclyde Partnership for Transport (SPT) is the Regional Transport Partnership for the west of Scotland and is a partnership of twelve councils. SPT was established by the Transport (Scotland) Act 2005, which created Scotland s seven Regional Transport Partnerships. SPT is the Public Transport Authority for the west of Scotland and is responsible for the development of the Regional Transport Strategy (RTS). 1 SPT is a statutory participant in Community Planning and a key agency in the Development Planning process. SPT has a range of operational responsibilities including the management and operation of the Subway, bus stations and bus infrastructure, supporting socially necessary bus services, delivering schools transport on behalf of eleven of our partner councils and coordinating the MyBus demand responsive transport service. SPT also acts as the secretariat for the Strathclyde Concessionary Travel Scheme on behalf of our partner Councils and the coordination of ticketing schemes including Subway smartcard and the ZoneCard multi modal scheme. Glasgow Council (GCC), in addition to wider responsibilities, is the local Roads Authority and Planning Authority for Glasgow. GCC is responsible for the development of the Local Transport Strategy 2 and Local Development Plan 3 and is lead partner in the development of the Glasgow Community Planning Partnership Single Outcome Agreement. 4 GCC has a duty to manage and maintain local public roads, footways, street lighting and traffic signals and the powers to improve infrastructure as necessary. GCC also has responsibility for road safety and flood risk management. SPT, GCC and partners work together to deliver a range of solutions to enhance and develop our transport network, infrastructure and services; to promote sustainable development; to mitigate and adapt to the impacts of climate change on the transport network and to promote accessible travel choices. This includes investment in and delivery of public transport infrastructure, active travel infrastructure, park and ride and strategic roads projects. 1

Foreword This Transport Outcomes Report (TOR), produced annually by SPT in partnership with each council in the west of Scotland, outlines the impact of transport improvements in each area to achieve more sustainable, healthy, inclusive and resilient communities across the SPT area. SPT continues to focus on achieving the four strategic outcomes from the Regional Transport Strategy Attractive, Seamless, Reliable Travel; Improved Connectivity; Access for All; and Reduced Emissions which underpin the successful delivery of key social, economic, environmental and health outcomes at national, regional and local levels. Two in every five Glasgow residents ride a bus every week 5 and one in every five (20%) use a bus to travel to work. 6 It is therefore vital that the public transport network in Glasgow an area with nineteen bus operators providing around 200 local services - is stable, safe and integrated to support all residents to meet their everyday travel needs as well as encourage more people to choose public transport. The Attractive, Seamless, Reliable Travel section outlines key progress in this area. More than 375,000 commuters travel to, from or across Glasgow every day 7 and the economy in Glasgow generates around 16% of the Scottish GVA 8. It is therefore vital that the strategic transport network is efficient, safe and reliable for employees and business; supports regeneration efforts and sustainable development; and is of a standard to attract investment to the area to sustain and grow the economy. The Improved Connectivity section outlines key progress in this area. Transport should enable all residents to meet their everyday needs and live full, independent lives. In Glasgow, key accessibility concerns include supporting the transport needs of an ageing population, 9 reducing travel barriers and connecting people living in areas of high deprivation with employment, healthcare and education opportunities. The Access for All section outlines key progress in this area. Reducing the negative impacts of transport on the environment and on population health remains a priority for SPT and Glasgow. Carbon emissions from transport in Glasgow are falling 10 and active travel rates are increasing, 11 but much work remains to reduce travel by private car and encourage more people to walk and cycle more often. The Reduced Emissions section outlines key progress in this area. This TOR outlines SPT s investments, projects and services for the past year and current year. The TOR also sets out the role of transport in achieving improved outcomes for local residents and business in Glasgow. For the longer term, SPT will continue to deliver for Glasgow through programmes such as Subway Modernisation, and work with GCC and partners on key initiatives including the Glasgow and Clyde Valley City Deal projects, city centre transport improvements, delivering a step change for bus (including Fastlink), and smart ticketing, ensuring Glasgow has a transport system fit for a modern, progressive 21 st century city. 4

Working in partnership with Glasgow The 2015/16 Transport Outcomes Report follows the same structure as last year s report, with the principal sections based on the four strategic outcomes and the associated joint work streams, which fall from the Regional Transport Strategy Delivery Plan These are set out in Figure 2.1 below. This year s report provides an update on the joint work streams, whilst the 2014/15 TOR and the Delivery Plan provide additional background information on the work streams. SPT and Glasgow officers agree the joint work streams each year. The principle of the joint work streams underlines the shared responsibility of delivering the projects and services that support each strategic outcome, whether through policy development, stakeholder engagement, planning, project delivery or funding. Services, projects, investments and initiatives that benefit the local area are detailed under each joint work stream within the main body of the report (sections 7 10). Improving outcomes for Glasgow residents SPT is a statutory participant in Community Planning and works in partnership with Glasgow Council (GCC) and other partners across a range of themes including health, education, accessibility, social inclusion, equalities and community safety. Our four strategic outcomes are closely linked to national community planning policy priorities including independence for older people, improving the lives of young people, economic growth, stronger communities, more employment and reducing health inequalities. Transport has an important role in achieving the aims of the Glasgow Community Planning Partnership Single Outcome Agreement (SOA) Figure 3.1 shows the relationship between the TOR joint work streams and the SOA local priorities. More detail on the relationships is found in the text below. In support of Youth Employment - A safe, affordable and comprehensive transport network improves access to the education, healthcare, training and safe leisure opportunities that are essential for every young person to thrive. Early and comprehensive integration of development and transport planning increases the number of job opportunities that are realistically accessible by young people. Well-planned walking and cycling infrastructure can improve safe access to jobs and reduce the cost of travelling to work. High-quality, modern transport infrastructure and efficient transport networks support physical regeneration efforts and encourages private investment and job growth by reducing the cost of transport and congestion for business. In support of Vulnerable People Safe, accessible, affordable transport supports independent living by improving access to services and facilities and reduces isolation by making it easier to visit family and friends and attend social events. Improving road safety, reducing congestion on local roads and reducing emissions from transport reduces the negative impacts on health that cars and other transport may have on vulnerable communities. Sustainable development and land use patterns improves local access to goods and services, reduces car dependency, reduces community isolation and severance issues and reduces disparities between households that have access to a car and those that do not. Improving conditions for active travel encourages healthy, active lifestyles and reduces the cost of travel. Living and travelling in Glasgow This section provides a brief overview of key demographics and characteristics that influence travel behaviour and mode choice. 4.1 Resident population The resident population of Glasgow is growing, with an increase of 0.5% between 2013 and The number of older residents (aged 45 or older) increased by more than 2,000 between 2013 and 2014, whilst the number of younger residents (aged 44 or younger) increased by more than 800. Achieving Attractive Seamless Reliable Travel 7.1 Bus Policy SPT continues to progress its 10 Point Plan for bus policy, which sets out a menu of proposed changes to legislation, regulations and powers, which would strengthen the role of Public Transport Authorities like SPT in delivering a better offering for bus passengers and a more active return for the considerable public sector investment in the bus market. A key progression this year has been Transport Scotland s consultation on proposed changes to the bus registration process, which were very much in line with SPT s 10 Point Plan. SPT will continue to work with the national Bus Stakeholder Group and other partners to progress our bus policy initiatives. 7.2 Statutory Quality Partnerships & Bus Infrastructure In 2014/15, SPT service compliance inspectors identified 77 breaches of traffic regulations and made 6 reports to the Traffic Commissioner across 15 days of local service monitoring in Glasgow. Also, SPT inspectors made 9,039 vehicle checks and made 10 reports to the Traffic Commissioner across 210 days of monitoring within the Glasgow sqp. These breaches include instances of engine idling, illegal parking and services not operating as registered. Inspectors will continue to undertake local monitoring throughout 2015/16. SPT bus station staff managed 505,000 departures at Buchanan Bus Station, 148,000 departures at East Kilbride Station, 69,000 departures at Hamilton Bus Station and 26,000 departures at Greenock Bus Station for bus services operating within Glasgow during 2014/15. In 2014/15, SPT maintained 3,047 bus stops and 1,469 shelters under agency agreement and maintained 3,420 SPT-owned, pole-mounted information cases in Glasgow. SPT delivered 14 new bus stops, 15 bus stop pole upgrades and 240 bus stop graphics upgrades in 2014/15 with 41,000 investment from the SPT capital programme. SPT began delivery of the c. 3 million re-design of Govan Bus Station / Interchange. Glasgow Council delivered a variety of bus infrastructure improvements across Glasgow including with the Glasgow sqp with 1.1 million investment from the SPT capital programme in 2014/15 including many projects that improved facilities and services on key bus routes and transport interchanges for the Commonwealth Games in the Clyde Gateway area and city centre. Other projects included commencement of Summerston bus termini works; improvements to bus corridors for Pollokshaws Road, Drumchapel, Royston and Pollok; and outline design and modelling for Stirling Road Bus Hub. GCC will seek to deliver further infrastructure improvements in the Glasgow sqp and on quality bus corridors throughout Glasgow with 2.1 million in approved SPT capital funds in 2015/16. SPT and GCC will continue to work together to deliver the redevelopment of Partick Bus Station, to monitor the Glasgow sqp and to work with bus operators to make further improvements to bus travel in Glasgow for the benefit of passengers. 7.3 Subway In 2014/15, SPT invested 11.2 million in the Subway to continue to deliver a safe and reliable service, whilst progressing on time and on budget with the modernisation programme. This investment included 4.8 million for the station improvement programme including: installation of new entrance canopies, new escalators and first phase for the installation of passenger lifts at St. Enoch; advance works at Kelvinbridge to deal with water ingress; completion of design and award of contracts for stations works at Buchanan Street and Govan; and progression of design for Bridge Street, Cessnock, Kelvinbridge and Shields Road. 11

13 Bus mileage (in thousands) In 2014/15, new escalators also were installed at Cowcaddens, St. George s Cross and Govan stations. Infrastructure improvements works continued including the award of key contracts for tunnel lining improvement, tunnel pumping station upgrades and the renewal of the yard ramps and turnout chamber track system. The procurement process for the new rolling stock neared completion. SPT undertook significant planning and preparatory works in advance of the Commonwealth Games to ensure that Subway travel was available for spectators, staff, volunteers, visitors and regular passengers throughout the Games period. Over the period, there was a 100% increase in patronage on 2013/14 figures. In 2015/16, station refurbishment works will continue at Govan station, which includes a new bus station and interchange with Fastlink, and Buchanan Street station and designs will be completed for station refurbishments at Bridge Street, Shields Road, Cessnock and Kelvinbridge Stations. New escalators will be delivered at Partick and Shields Road and infrastructure improvement works will progress including undertaking tunnel lining improvements between Hillhead and Buchanan Street, replacement of the tunnel pumping stations and completion of detailed design for ramps and turnout chamber works, prior to site implementation in 2016/17. The contract for new rolling stock, signalling and control systems will be awarded and initial work will commence on designing the new trains, signalling system, control centre and platform screen doors. 7.4 Smart and Integrated Ticketing SPT continues to promote ZoneCard integrated ticketing products and provides administrative and secretarial support to the ZoneCard Forum. Glasgow residents bought an estimated 50,000 ZoneCards and made around 2,400,000 trips using a ZoneCard in 2014/15 saving Glasgow residents an estimated 1,500,000. SPT is working with ScotRail to integrate rail and Subway ticketing systems in 2015/16, allowing passengers to pay for rail or Subway travel with either ScotRail or Subway smartcards. Additionally, a substantial proportion of the Strathclyde Bus Investment Programme is targeted towards developing an interface with commercial bus operators with the aim of establishing fully integrated ticketing across all public transport modes. In addition, discussions are underway with GCC to consider the use of Bramble Smartcard Technology on a multiple range of applications such as parking, schools and other council services. 7.4 Additional figures in support of Attractive Seamless Reliable Travel Figure 7.1 Bus mileage in Glasgow Commercial Supported / / /15 12

15 8. Achieving Improved Connectivity 8.1 Fastlink In 2014/15, 7.2 million was invested in the Fastlink core scheme between Glasgow city centre and the South Glasgow Hospitals (SGH) campus. Fastlink services began operating in early May 2015, operating between the city centre and SGH. Overall, the services provide a 5 min peak and 10 min off-peak service frequency. The Fastlink Statutory Quality Partnership came into effect in June 2015, following extensive consultation with bus operators. SPT will continue to work with GCC to progress the Fastlink city centre routes and associated bus priority measures which are fundamental to the success of the project, and with GCC and Renfrewshire Council to progress the development of Fastlink to Renfrew via Braehead. In the longer term, SPT will progress plans for more Fastlink routes in line with the West of Scotland Public Transport Conurbation Study and SPT s City Deal initiative, the Strathclyde Bus Investment Programme, which will be developed to support Clyde Valley councils City Deal projects to maximise regional benefit. 8.2 Strategic Rail Enhancements SPT, Glasgow City Council, Transport Scotland, Network Rail and Scotrail are working with the adjacent site developer towards the delivery of a new rail station and park and ride facility at Robroyston. Development and preliminary design of the rail station to GRIP4 stage will be undertaken in 2015/16. SPT is providing 100,000 in capital funding for this project. SPT will continue to engage with Transport Scotland and Network Rail through the Queen Street Area Passenger Forum to seek to minimise disruption to passengers throughout the station redevelopment and to ensure the new station is integrated with other modes including Fastlink. SPT and GCC will continue to support Transport Scotland and Network Rail as the delivery of the Edinburgh-Glasgow Improvements Programme is progressed. SPT will continue to work with ScotRail as alternative timetable and travel arrangements are identified to minimise passenger disruption during the 20-week Queen Street tunnel closure planned for spring/summer SPT, through the West of Scotland Rail Forum and other engagement activities, will continue to co-ordinate and lead on regional input to the ScotRail franchise including service and timetable changes, fares and ticketing; investment in rail infrastructure; network planning; and new station development. SPT and GCC will continue to work together to explore opportunities for High Speed Rail (HSR) for the city and the region. 8.3 Strategic Road Enhancements In 2014/15, GCC delivered junction improvements at Tweedsmuir Road to improve road safety and bus journey time reliability with 200,000 in approved funds from the SPT capital programme. 14

16 8.4 Integrating Transport and Land Use Planning to be checked In 2014/15, SPT provided input on a number of development proposals, including the redevelopment of Queen Street Station, the proposed expansion of Buchanan Galleries, and the Sighthill Transformational Regeneration Area Masterplan. Through the Queen Street Area Passenger Forum and public consultations, SPT has continued to work with all parties to promote efficient integration of all transport modes and improved passenger facilities as part the Queen Street Station redevelopment, the refurbishment of Buchanan Subway station and the proposed Buchanan Galleries expansion. SPT s engagement in relation to the Sighthill Transformational Regeneration Area has been focused around sustainable travel options for the area including bus penetration and active travel options. In addition SPT provided input and comment on the proposed City Development Plan and worked closely with Clydeplan team in providing input for the development of and responded on the Strategic Development Plan Main Issues Report. SPT will continue to work with GCC and other key stakeholders to promote the sustainability and accessibility of the city centre, including examining options to address air quality concerns. 18 9. Achieving Access for All 9.1 Socially Necessary Services In 2014/15, SPT supported 37 local bus services in Glasgow on contracts that carried 1.6 million passengers in total. SPT MyBus services in Glasgow carried 103,000 passengers. SPT provided 232,000 in grants to 3 community transport operators to provide community transport services across Glasgow. In 2014/15, SPT managed 112 school bus contracts on behalf of Glasgow Council for services that transported 2,700 children to school every school day. SPT compliance inspectors made 97 inspections on site at schools, SPT vehicle examiners inspected 215 vehicles operating on school contracts and SPT processed 208 Disclosure Scotland clearance applications for potential drivers on school contracts. SPT will continue to provide and support socially necessary services in Glasgow in 2015/ Access to Healthcare SPT is working in partnership with NHSGGC and GCC to deliver improved public transport services for the South Glasgow Hospitals (SGH) campus. SPT officers directly engaged with public transport operators resulting in the registration of new or amended commercial bus services, significantly increasing the number of direct services to the hospitals. SPT and GCC delivered key service improvements using developer contributions to fund enhancements to the existing service from Castlemilk and new services for the north of the city to the SGH via Clyde Tunnel. Overall, the number of peak hour buses will increase to over 80 by July Additionally, in 2014/15, SPT supported local bus services that provided direct access to Gartnavel Hospital, Stobhill and Victoria Infimary Hospitals, provided MyBus services for healthcare appointments and supported community transport services that provided transport for healthcare appointments and hospital visiting. The Hospital Evening Visitor Service was redesigned (from April 2015) to provide an improved service to the SGH. SPT will continue with Fastlink, Govan Interchange re-development and development of the Integrated Transport Hub to improve access to healthcare as well as continuing to provide socially necessary services. 9.3 Equal Access In 2014/15, SPT Travel Centre staff helped 1,063,000 people with travel enquiries and SPT maintained 13 Travel Points at hospitals, college and university campuses and other sites to provide public transport timetables and journey planning information in easily accessible locations. In 2014/15, GCC delivered high access kerbs and further accessibility improvements at bus stops with support from SPT capital programme. This investment in more accessible infrastructure will continue in 2015/16. In 2014/15, SPT delivered access improvements at St. Enoch Subway station including wayfinding and tactile paving and progressed delivery of new passenger lifts between street level and platform level. Further access improvements will be delivered in 2015/16 at St. Enoch, Buchanan St and Govan stations as part of the Subway Modernisation programme. In 2014/15, Glasgow residents saved an estimated 1.9 million on rail and Subway travel through the Strathclyde Concessionary Travel Scheme and SPT processed 13,000 National Entitlement Card (NEC) applications or renewals on behalf of GCC and handled 31,000 enquiries on NECs from Glasgow residents. SPT will continue to deliver these services in 2015/16. 17

Achieving Reduced Emissions 10.1 Park and Ride SPT, Glasgow City Council, Transport Scotland, the Developer, Network Rail and Scotrail are working towards the delivery of a new rail station and park and ride facility at Robroyston. Robroyston was identified through earlier studies as an appropriate site for strategic park and ride due to proximity to the M80 and development proposals within the area. SPT provided 65,000 in capital funding in 2014/15 and is providing an additional 20,000 in 2015/16 to support the development of the park and ride element Cycling In 2014/15, GCC delivered phase 3b of the walking and cycling route linking Glasgow city centre and National Cycle Route 75 with Hampden Stadium and Cathkin Braes Country Park. This phase completed the section between Calder Street and Cathcard Road via Aikenhead Road. SPT provided 100,000 in capital funding for this project, which was used to match Sustrans Community Links funding. In 2014/15, GCC delivered the first phase of the Tradeston Cycling Scheme to provide a segregated cycling route between Glasgow city centre and Pollokshields via Tradeston. SPT provided 250,000 in capital funding for this project in 2014/15, which was used to match Sustrans Community Links funding. In 2015/16, GCC will seek to deliver extensions to the route between Paisley Road and South Bank, and Scotland Street to Paisley Road. SPT is providing 100,000 in capital funding in 2015/16, which will be used to match Sustrans Community Links funding Travel Behaviour Change SPT will continue to support car sharing through JourneyShare, which currently has 4,635 members across the region, and will continue to promote best practice in sustainable travel promotion through the Sustainable Travel Group, of which Glasgow City Council is a member. Topics in 2014/15 included Smarter Choices, Smarter Places; Community Links funding; local cycling strategies; cycle routes to the South Glasgow Hospitals; integrating rail and active travel; delivering cycle friendly campuses for tertiary education institutions; and influencing travel habits. SPT will continue to support the season ticket employer loan scheme; to encourage mode shift for commuter journeys through Bike Week, Walk to Work Week and the Cycle to Work scheme; to improve conditions for cycling and walking through the SPT capital programme and will provide travel planning support within available resources. 19
