2 About the Trust Perth and Kinross Heritage Trust (PKHT) was established in 1988, with the aim of conserving, enhancing and promoting the archaeological and architectural heritage of the Perth and Kinross area. The Trust is a partnership of the Gannochy Trust, Perth and Kinross Council and Perth Civic Trust, and is funded by annual grants from the Gannochy Trust and Perth and Kinross Council, which are supplemented by grant aid from other sources for specific projects. The objectives of the Trust are achieved through the combination of projects, the administration of grants, and the provision of information and advice. PKHT is a company registered under the Companies Acts and is limited by guarantee (Company Reg. No ), and a Scottish Charity in terms of the relevant legislation (Scottish Charity No. SC003139). 3 Chairman s Report I am delighted to once again introduce the Annual Report for Perth and Kinross Heritage Trust. It has, as usual, been a very busy and highly productive year for the Trust and this report illustrates the continued high-quality of approach in difficult economic times. This has been recognised by the award of the Institute for Archaeologists (IfA) Registered Organisation status, a quality assurance scheme devised specifically for archaeological organisations, covering areas such as fieldwork and post fieldwork manuals, commitment to community involvement and best employment practice. Appropriately, one of the most significant developments of the year has been the establishment of the Friends of Perth and Kinross Heritage Trust, which brings together volunteers and interested individuals, from across Perth and Kinross and beyond. Many of them have worked on various Trust projects over the years and their enthusiasm and skills are of significant value to our work. This group of like-minded individuals now aims to develop projects as well as working alongside the Trust s professional staff to support and promote our work more widely. They have established an excellent website at which I whole-heartedly recommend. The year also saw the conclusion of our extremely successful 3-year Bridging Perthshire s Past project. This final year delivered the various outreach aspects of the project as reported in our Exploring Perthshire s Past section. I m delighted that we were able to employ Lindsay Farquharson, who so ably managed the project, for an additional six month period to deliver an excellent new series of Heritage Explorer maps, of the same high quality that she brought to the Wade project. We wish her well in her future career. It has been an important year for Perth, with the award of City Status, a process formally begun during the Perth800 celebrations in 2010, and which the Trust celebrated with its major new publication on the history of the burgh Perth: a Place in History. It has also been the 75th anniversary of one of our partners, the Gannochy Trust, with whom we join in celebration of their hugely significant contribution to Perth and its environs. More widely this is an exciting time for Tayside as a whole, with Dundee, our neighbouring city, redeveloping it s water-front and the imminent arrival of the Victoria and Albert museum there. In Perth it is also most appropriate that the year also saw two other major Tay related developments by the Trust. The first was the arrival of the Carpow logboat back in Perth where it is central to a prestige display at Perth Museum and Art Gallery. This has been the Trust s most significant archaeological project over the last decade. The monograph of the logboat has been rightly recognised by an international award from the Nautical Archaeology Society of which I am sure David Strachan is justifiably proud. The second, and highly exciting development, is the successful award of Heritage Lottery Funds to forward a large-scale landscape scheme in partnership with Perth and Kinross Countryside Trust. The Tay Landscape Partnership Scheme now has its own website at and will celebrate, over a three year period, the unique landscape character of the natural and historic environments of the upper Tay estuary and lower Strathearn, including the Carse of Gowrie between Perth and Dundee. There is a logboat connection between both cities, with the Pictish boat from Errol having been continually on display in Dundee since its recovery in The Carpow exhibition in Perth will only run until January 2013, after which the logboat is scheduled for storage. Hopefully in the longer term a permanent display can be provided for this iconic artefact an appropriate legacy connecting the city with its estuarine heritage. As usual I could not possibly end this report without thanking David Strachan, our Manager, and all our staff for all their hard work and the enthusiasm with which they tackle the various projects we deal with. 5 Projects The two-year Historic Churchyards Project began in 2011 and covers over forty historic churchyards in the Carse of Gowrie and Strathmore. It is supported by the Heritage Lottery Fund, The Gannochy Trust and Perth and Kinross Council and aims to conserve buildings, gravestones and boundary walls, improve grass management and raise awareness of the rich heritage of graveyards, through education and outreach initiatives. Conservation work has commenced at several sites, with major works at Collace Mort House and provision of disabled access at Meigle. Elsewhere, invasive vegetation has been removed and prioritised gravestone stabilisation and sustainable management programmes have been developed at Meigle, Kilspindie and Collace. Large trees have been removed from Rait old parish church and volunteers have cleared ivy from boundary walls, listed buildings and monuments at Kinfauns. Meanwhile at Kinnoull, ivy was removed through Perth and Kinross Council (PKC) Youth Justice and Environmental Initiatives. At Meigle, volunteers of all ages helped to sow a wildflower meadow around the repaired gravestones, and greening the graveyards has become one of the project s themes with wildlife surveys, conservation and interpretation have taken place at ten churchyards, supported by the Tayside Biodiversity Action Fund. Presentations have been made to a number of different communities, churches and historical groups and the interest and expressions of help have been encouraging. A successful graveyard recording training at Collace churchyard, with the Friends of Perth and Kinross Heritage Trust, has led to further work at Kinfauns and Westown churchyard. The project is involving an increasing number of partners, funders and beneficiaries, including Tayside Rural Leader at Collace Mort House, PKC Property Services at Collace and Coupar Angus and for new disabled accesses at Coupar Angus, Meigle and Alyth, the latter has also received a community grant sourced from the Drumderg wind farm community benefit fund. 7 Projects The Trust s publication Carpow in Context: A Late Bronze Age Logboat from the Tay, the result of a tenyear project, was awarded the international Keith Muckelroy publication award for 2011 by The Nautical Archaeology Society at their annual conference in Portsmouth. Further, the fully conserved logboat was returned to Perth Museum and Art Gallery and put on display alongside contemporary burial urns from Moncreiffe and Scone, and for the first time, all the Bronze Age metalwork that is known to have been recovered from the river Tay, including six swords, axe-heads, spearheads, a gouge, sickle, and a dirk. Illustrated panels and interpretative films tell the story of the excavation and recovery, the conservation, and the Trust s reconstruction logboat Loch Tay in The exhibition will run from March 2012 to January 2013, and brings to completion one of the Trust s major archaeological projects to date. 5 Late Bronze Age metal-work from the Tay estuary brought together for the first time for the Carpow exhibition. The Trust, working in partnership with Perth and Kinross Countryside Trust, has successfully secured a Heritage Lottery Fund (HLF) grant to develop a major project for the inner Tay estuary area. These funds have been matched by both Trusts, with additional support from the Gannochy Trust, Perth and Kinross Council, and a number of other local organisations. The Tay Landscape Partnership (TLP) will bring together local, regional and national organisations to celebrate the unique character of natural and historic environments of the upper Tay estuary and lower Strathearn. A Steering Group for this development year will guide a small team, including two TLP development officers, and a number of working groups to collate and submit a full application early in 2013.

The proposed programme includes a portfolio of projects that will provide long-term social, economic and environmental benefits covering: Conserving or restoring the built or natural heritage. Encouraging more people to take an active part in their landscape. Increasing opportunities for people to have access to, and learn about, the landscape and its heritage. Provide training opportunities for people in local heritage skills. vernacular clay buildings of the Carse of Gowrie, historic orchards, reed-bed management, and bee colony regeneration, however the main task of the development year will be to collate community engagement with various landscape studies to create a conservation plan for the area. The full project is planned to begin in late A series of possible projects have already been suggested to achieve this including excavation of Iron Age hill-forts, the story of the Cradle of Scotland and the role of Forteviot and Scone, celebrating the

10 Consultancy 8 Through a contract arranged by the Trust, reharling of the 1694 dated Kincarrathie Doo cot, Perth began in May and, despite being hindered by inclement weather, the quality achieved by the builders was a marked improvement on the previous condition. While in August work began on the replacing the failing original pantiles on the roof of the 1924 Kincarrathie Cricket Pavilion and Shelter and was completed before the autumn. In addition, the Trust s input to the MacRosty Park, Crieff concluded with the formal opening of the refurbished park in June Kincarrathie Doocot. The Trust provides a planning archaeology service to both Perth and Kinross Council s Environment Service and the Loch Lomond and the Trossachs National Park, ensuring that planning permissions assess archaeology in line with national planning policy. Over the year this has involved the detailed checking of 104 planning applications and the recommendation of 56 archaeological conditions. There have been a number of exciting archaeological discovers made during the year, which have come to light as a result of archaeological planning consultation. A large programme of archaeological work at Griffin Wind Farm has included the survey of two wellpreserved 17th century abandoned townships called Blairnabuiag and Riebeg. A Bronze Age fieldsystem including ten clearance cairns and four linear banks was also excavated, and found to relate to land clearance associated with settlements located further downhill towards the Ballinloan Burn. Two important prehistoric discoveries were made during preliminary works for the Beauly Denny Line power line. At Pittentain, near Crieff, a possible Neolithic wood henge was uncovered, a large portion of which will be impacted by a tower. The associated archaeology has been fully excavated and revealed a large wooden henge with associated structures and Neolithic pottery. Another prehistoric site, again with features and pottery, has been excavated at Fendoch, this time on the proposed site of a tower compound and access track. During a pre-application evaluation the remains of a Pictish linear barrow cemetery were uncovered at Bankhead of Kinloch near Meigle. The barrow cemetery contained a series of five enclosed burials within four main structures, a double square barrow, a single square barrow and two round barrows. This nationally significant cemetery was fully excavated and post-excavation research is ongoing to fully publish the results of the work. Finally, an evaluation was carried out prior to the construction of a house located adjacent to a possible prehistoric burial cairn of Market Knowe, Longforgan, known locally as Roman Knowe. This revealed two long cist burials which were subsequently fully excavated, and using Carbon14 dating a piece of charcoal from behind one of the cist stone slabs dated the burial to the

11 Consultancy mid 6th century AD. The burials highlight the long use of the Market Knowe site, which recent research has identified as being the Hundhil of Longforgan, the site of the Barony Court of Longforgan from at least the 14th century. A prehistoric cairn, surviving under forestry, at Griffin Wind Farm ( Headland Archaeology) The Trust continues to provide archaeological and architectural advice to Scotland Rural Development Programme applicants, part-funded through grant-aid by Historic Scotland. Over the year 52 requests for archaeological information and advice have been acted upon and comments made on 20 Forest Plans. This has included archaeological work at Blaeberry Hill post-medieval deserted farmstead. Part of this site is designated as a Scheduled Monument and archaeological monitoring and a limited excavation was carried out where a new access track impacted on the site. Architectural reports were also written for the refurbishment of a horse engine at Westhaugh of Tulliemet and a mill at Inveredrie. 9 Neolithic wooden henge discovered at Pittentian, near Crieff ( Northlight Heritage). 12 Exploring Perthshire s Past Learning and Engagement 10 The Friends of Perth and Kinross Heritage Trust (FoPKHT) was established late in 2011 with the aims of promoting and supporting the archaeological, historical, heritage and conservation work of Perth and Kinross Heritage Trust. The group has already co-ordinated voluntary assistance for the Historic Churchyards project, and has developed a scheme to promote and distribute Trust publications. With a membership of around 70, FoPKHT are developing new ways to support the Trust, and have published their own website ( The proceedings of the highly successful two-day conference Perth: a Place in History, held at Perth Concert Hall as part of the Perth800 celebrations in 2010, were published and launched in Perthshire Archaeology Month Within one year of the conference itself. The Provost and Prof. TC Smout, HM Historiographer Royal for Scotland, were joined by over 100 people to celebrate this latest history of Perth, the first in over 100 years to cover the full story from prehistory to the present. This prestige publication for the Trust includes twelve papers covering various aspects of the history and development of Perth, by nationally recognised Perthshire Archaeology Month: Dunsinnan ( George Logan). archaeologists and historians from a variety of backgrounds. Perthshire Archaeology Month 2011 ran throughout September and provided 46 free events, walks, talks and exhibitions, with contributors including a number of local history and archaeology societies and Perth Museum and Art Gallery. The Trust ran minibus trips to guided walks at several archaeological sites including the Cleaven Dyke, Dundurn Hillfort, Dunsinnan Hillfort and the Roman sites along the Gask Ridge, this last event again including demonstrations by The Antonine Guard. Another key event provided by the Trust s Historic Churchyard Project, was a five-day programme of ivy clearance at Kinfauns churchyard and further historic building recording at Westown church. These events were attended by both local residents and participants from further afield. Finally, an archaeology-themed photography competition was held over September and prizes were awarded to entrants in three categories (Junior, Youth and Adult) who best captured what they felt was special about the historic environment of Perth and Kinross. Doors Open Days saw forty-two buildings opened over the weekend of the September to over 5,000 visitors. In addition to the favourites, such as the Fire and Police stations (again fully booked), some notable new venues included Perth Academy, celebrating their 80th anniversary, and Historic Scotland s Sunnybrae Cottage in Pitlochry which, along with Balvaird Castle, is not usually open to the public. The Pictish Stone Museum in Meigle was free over the weekend and saw unprecedented attendance with the Trust

13 Exploring Perthshire s Past Learning and Engagement Doors Open Day: Kinfauns Parish Church revisited by the former Beadle and his daughter (the church closed in 1975). 11 providing tours of the adjacent graveyard. Amongst the twelve churches opened, five provided special local history events and, in connection with the Churchyards Project, the Victorian Kinfauns Church, alongside the cleared medieval ruin, was opened up for the first time in 20 years. The third and final year of the Bridging Perthshire s Past project, supported by the Heritage Lottery Fund, focused on the delivery of outreach and interpretation products, following the completion of the conservation programme with work at bridges at Moulinearn and Loch Tummel. At the former this included repairs to the arch ring and abutments to prevent scour from the river eroding the bridge foundations, and the installation of a safety fence. At Tummel bridge a brass plaque was installed recording the construction date of 1730, and covering an unsightly inscription in cement recording work in the 1970s. The project successfully delivered the planned aims: to conserve, enhance and promote the 18th century military bridges and roads in the area, A before and after illustrating the conservation work at the military bridge at Moulinearn, near Pitlochry.

14 Exploring Perthshire s Past Learning and Engagement 12 and the latter was delivered by a suite of products including 15 interpretation boards erected at key sites throughout highland Perthshire, and the production of a publication General Wade s Legacy: exploring the 18th century military roads in Perthshire and an associated map-based leaflet, promoting residents and visitors to explore the roads and bridges while learning more about this key period in Scottish history. Also on the theme of 18th century military history, the Trust partnered with the Black Watch Museum Trust to publish The Black Watch (Royal Highland Regiment). This new regimental history was launched at Balhousie Castle, the Museum of The Black Watch, and is a timely as the museum is plans a major redevelopment over the next few years. The Trust has produced as series of Heritage Explorer maps, under the title Exploring Perthshire s Past, designed to guide visitors and residents to the best archaeological and historical sites in the area. They cover the four major periods in Perthshire's past: Prehistoric Perthshire settlement and ceremony introduces the people who lived in the area from around 4000BC to AD250 and locates the most impressive remains of their settlements, ceremonial monuments and burial places. The Romans in Perthshire explains the invasions and guides visitors to some of the best preserved archaeological sites of this period in the country. Picts, Scots and the Creation of Alba: monuments in stone explores the people known as the Picts and the events which laid the foundations for the unification of Scotland and identifies the most tangible evidence of the Picts, their carved stones and the ecclesiastical architecture of the Pictish-Gaelic kingdom. Finally Historic Perthshire sets out the most impressive castles, church sites and townships of the medieval and post-medieval periods in Perth and Kinross. The new interpretation panel at the Tay Bridge, Aberfeldy. 15 Grants Historic Building Grants were provided to assist with the reinstatement of a prominent shop-front cornice on the Wellmeadow in Blairgowrie and, in association with the Climate Challenge Fund s work, to improve windows at two properties in Muthill. The repair of a stone wall adjacent to the refurbished Pitcairngreen Village Hall, the reslating of a B listed Masonic Hall in Dunning, and replacement windows at the United Free Church in Balbeggie have been also been supported along with the clock in the tower of Muthill New Parish Church and repairs to lead-work and louvres in the roof of the B-listed Riverside Methodist Church in Rattray. Finally the Trust joined with others in supporting the restoration of the Wash House in Scotlandwell. The Coupar Angus Townscape Heritage Initiative, in which the Trust collaborated and provided funding, finished at the end of the period covered by this report with fourteen minor restoration schemes, three major projects and substantial public realm improvements completed. A similar Conservation Area Regeneration Scheme in Blair Atholl is well advanced with conservation repairs to nine buildings on site. Early in 2012 a start was made on a Councilfunded scheme to enhance shop fronts in Crieff which is being taken forward in conjunction with Crieff Community Trust. 13 One of the replacement windows at Balbeggie and Collace United Free Church of Scotland The Conservation Area Regeneration Scheme (supported by Historic Scotland) will see fabric repairs to several properties in Blair Atholl.

The Trust's total income in financial year 2011/2012 amounted to 380,244. The major contributors to the Trust s activities were once again the Gannochy Trust and Perth & Kinross Council and the Trust appreciates the founding partners continuing support. Included within this total, the Heritage Lottery Fund and other contributors to the work of the Heritage Trust have generously provided funding for specific projects amounting to 48,012 and fees have been charged for professional services totalling 28,196. The Trust s expenditure in 2011/2012 totalled 450,258, which resulted in a net operating deficit for the year of 70,014. 18 Looking Ahead As reported, the Tay Landscape Partnership development year will form a significant part of the Trust s work over 2012, leading to a full application in early The work will involve the Trust Manager directly as part of the TLP team, but also the Architect who will have an important role both in the development and delivery of the scheme. The A-listed Lower City Mills, Perth was renovated in 1989 and opened as visitor attraction in the form of a working mill and shop for six years until it was mothballed and is now partly used as offices and Visitor Information Centre for Visit Scotland. The Trust is developing a review this investment and the opportunity to revive the four storey half of the building not used as offices as a live mill (where the wheel turns), perhaps to serve as a focus to promote the broader historic, and later, water-powered heritage of the Tay watershed. Finally, the Trust is also planning, in partnership with Northlight Heritage, a new landscape archaeology project focusing on the rich upland archaeology in north-east Perthshire, and the Pictish long-houses known as Pitcarmick buildings in particular. Named after the estate in Strathardle where the site were first recognised, only one site has been excavated and these simple turf and stonebuilt farms and byres, important because of their early medieval date, have been neglected by academia and national heritage agencies alike. The Trust is currently fund-raising to develop a pilot project to investigate a similar building in Glenshee, and employ the 'citizen science' approach adopted for the community archaeology project carried out at the Black Spout Iron Age homestead, Pitlochry, from The homesteads, like the Pitcarmick buildings, are archaeological site-types peculiar to Perthshire and so highly appropriate research topics for the Trust. In the longer term, it is hoped that the project will encompass both prehistoric, early medieval, and later archaeology of Glenshee and Strathardle, for the benefit of both residents and visitors alike. 16 A Pitcarmick-type building outlined through the snow in Glenshee.
