1 MINUTES OF THE MEETING OF ODIHAM PARISH COUNCIL PLANNING AND DEVELOPMENT COMMITTEE HELD IN THE PARISH ROOM, THE BURY, ODIHAM ON MONDAY 8 AUGUST 2016 COMMENCING AT 7.30PM Present: Cllrs Faulkner (Chair), Fellows, Fleming, Robinson-Giannasi and Worboys In attendance: Mrs Tilt (Deputy Clerk) Also present: 6 members of public 54/16 RECEIVE AND ACCEPT APOLOGIES FOR ABSENCE Apologies were received and accepted from Cllr Hale. Apologies were also received from District Cllr Gorys. 55/16 DECLARATIONS OF INTEREST RELATING TO ANY ITEM ON THE AGENDA Cllr Worboys declared a non-pecuniary interest in item 60/16 Land adjacent to Crumplins Business Court and Stapeley Farm. 56/16 PUBLIC SESSION A representative from Macallan Penfold Chartered Architects addressed the meeting regarding the amended plans for land adjacent to Crumplins Business Court in Dunleys Hill, Odiham (Appendix 1). 57/16 APPROVAL OF THE FOLLOWING MINUTES 27 June /16-39/16 18 July /16-53/16 The minutes were approved as an accurate record. 58/16 CHAIR S ANNOUNCEMENTS The Chair reminded the committee to include the office with the circulation of draft comments to planning applications prior to each planning meeting. The Chair noted the recent communication regarding Hart DC s Open Space Consultation in support of the Local Plan. 59/16 PREVIOUS PLANNING APPLICATIONS 16/01156/LBC Cedar Tree House, The Street, North Warnborough, Hook, Hampshire RG29 1BD. Removal of garden wall to allow for construction of new driveway to join main entrance to secondary entrance and parking area. Lowering of external garden wall from 2700 to 2000mm to improve amenity access. New garage door. Application withdrawn. 16/01379/AMCON 68 High Street, Odiham, Hook, Hampshire RG29 1LN. Removal of condition 11 of Application Reference Number: 12/02169/FUL relating to the Code for Sustainable Homes (Date of 07/12/2012). 1 of Planning Minutes

2 Odiham parish council has no comments to offer. 16/01326/HOU 2 Clevedge Way, North Warnborough, Hook, Hampshire RG29 1EH. Proposed front and side extension. 16/01206/FUL Park Corner Farm, Hillside, Odiham, Hook, Hampshire RG29 1JB. The proposal is for a 20m x 40m equestrian arena. Works to include a small amount of cut and fill, new land drains, membrane, stone base, silica sand and fibre surface. However, the council would be disappointed to see a subsequent application for lighting and would expect the use of the arena to remain solely private. 16/01078/HOU & 16/01079/LBC The White House, 36 High Street, Odiham, Hook, Hampshire RG29 1LG. Erection of single-storey extension to rear; various internal and external alterations including removal of walls, insertion of new w/cs and bathrooms, alterations to openings and works to roof; site drainage works; conversion of garage to games room. Application withdrawn. Odiham parish council raises no objection to this planning application subject to Hart DCs parking guidelines being adhered to. 16/00959/FUL 2 Jubilee Villas, Hook Road, North Warnborough, Hook, Hampshire RG29 1EX. Loft conversion with hip to gable extension and installation of roof lights. Odiham parish council raises no objection to this planning application, subject to Hart DCs parking guidelines being adhered to and would like to note that the property is within a Conservation Area. 60/16 CURRENT PLANNING APPLICATIONS 16/00635/FUL Amended Plans Land Adjacent to Crumplins Business Court, Dunleys Hill, Odiham, Hook, Hampshire RG29 1DU. The Town and Country Planning (General Permitted Development) (England) Order 2015 Erection of 8 dwellings with garages and new access onto Dunleys Hill. Odiham parish council objects to this planning application on the basis of the following:- OPC recognises that work has been done to address some of the multiple issues raised in its comments relating to the original application. OPC would expect the proposer to pay full attention to the development principles available with respect to the site in the submitted Neighbourhood Plan and would expect further consideration of the flood risks (including those posed by surface water) to ensure symmetry between Hart DC s drainage maps and those used in this application. OPC would be disappointed to lose the opportunity to gain public benefit from a shared access with the open space proposed at Dunleys Hill in the Neighbourhood Plan. 2 of Planning Minutes

3 16/00606/REM Amended Plans Hatchwood Cottage, Farnham Road, Odiham, Hook, Hampshire RG29 1AB. SITE LOCATION: Land South of Farnham Road, Odiham, Hook, Hampshire RG29 1AQ. Reserved matters relating to appearance, landscaping, layout and scale pertaining to 15/00829/OUT: Development of up to 35 dwellings (including affordable units), new access from Farnham Road and other ancillary works. This comment should be read in conjunction with OPC s previous comments which, in the majority, still stand. OPC objects to this amended application. It sees that few of its detailed concerns, clearly communicated in its consultee response recorded on the Hart DC website on 8th April 2016, have been addressed. We would draw the applicant s attention to the following issues: the view; the unneighbourly relationship with Hatchwood Cottage; the failure to reduce ridge heights along the Eastern boundary of the development; the fact that the most southerly located houses are far too close to the mature, protected, trees on the south boundary to ensure that early felling requests will not occur. OPC sees little merit in the proposed woodland LEAP and the play area, the latter given its location. OPC s overall conclusion remains that this site simply cannot sustain 35 dwellings and retain a positive contribution to the community as required by the NPPF. The current layout bears no relation to any development at this end of the village. We invite the Planning Officer to a meeting with OPC to further discuss in detail our concerns and reservations which we do not have room to fully expand on and explain here. 16/01620/HOU Amended Plans Meadow View, King Street, Odiham, Hook, Hampshire RG29 1NJ. Single storey rear extension and side porch and replacement of 4 existing windows on the front elevation with timber white sash windows to match. Odiham parish council raises no objection to this planning application, but would like to comment that it is hoped the new sash windows will slide and not tilt. 16/01786/HOU & 16/01600/LBC 6 High Street, Odiham, Hook, Hampshire RG29 1LG. To replace the existing crittal style metal windows which are in poor condition with more suitable period style timber flush casement windows. To replace the existing 3 timber external doors with new more secure timber external doors in a more suitable period style. Odiham parish council wishes to leave it to the Conservation Officer to provide suitable advice. 16/01662/FUL Stapeley Farm, Long Lane, Odiham, Hook, Hampshire RG29 1JE. Change of use from office space to residential space. 16/01781/HOU 10 Burgess Close, Odiham, Hook, Hampshire RG29 1PG. Proposed single storey rear extension. 16/01568/FUL Amended Plans The Acorns, Rye Common, Odiham, Hook, Hampshire RG29 1HU. Proposed development is for the demolition of existing office/workshop building and construction of two new dwellings and garages and associated external works. 3 of Planning Minutes

Odiham parish council objects to this planning application as it feels it is too premature for the discharge of any of the conditions at this time. OPC would like to draw attention to its previously submitted comments regarding 15/00829/OUT and 16/00606/REM and ask to have noted that we are particularly concerned about this aspect given our experiences in the nearby development at Montfort Place. 16/01838/HOU 35 King Johns Road, North Warnborough, Hook, Hampshire RG29 1EJ. Single storey extension to front. 16/01785/FUL Willowbrook House, Rye Common, Odiham, Hook, Hampshire RG29 1HU. Demolition of outbuilding which is lawfully a dwelling (05/01385/LDCEX). 16/01816/HOU 10 Crownfields, Odiham, Hook, Hampshire RG29 1PL. Replacement ancillary outbuilding. 16/01797/HOU Milronda, Queens Road, North Warnborough, Hook, Hampshire RG29 1BB. Erection of a side and rear single and two storey pitched roof extensions. Odiham parish council objects to this planning application on the basis that it sees this proposal damaging the existing rhythm of predominantly single storey well placed dwellings. It also overwhelms any good design considerations as well as disturbing neighbours privacy. 16/01875/FUL Vallis House, Colt Hill, Odiham, Hook, Hampshire RG29 1AN. Erection of a detached two storey dwelling with associated access and parking. A resident addressed the meeting suggesting that Vallis House might be considered for emergency listing. Case : 16/01886/FUL Palace Gate House, 168 High Street, Odiham, Hook, Hampshire RG29 1NP. Alterations to doors and windows, provision of new roof-lights and extension to existing lower terrace. Odiham parish council wishes to refer this planning application to the Conservation Officer for suitable advice. 16/01934/LBC The White House, 36 High Street, Odiham, Hook, Hampshire RG29 1LG. Repair and refurbishment of existing roof (including leadwork); replacement of existing velux and lantern roof-lights; insertion of new roof-light. 16/01832/FUL Motohaus, Unit 5, Crumplins Business Court, Dunleys Hill, Odiham, Hook, Hampshire RG29 1DU. However, given the delicate relationship with near neighbours, OPC would ask Hart DC to review the commercial working hours practices. 16/01884/FUL Bel & Dragon At The George, High Street, Odiham, Hook, Hampshire RG29 1LP. Erection of a terrace of 4x2 bed houses with associated landscaping, car and cycle parking, refuse and recycling enclosures. Odiham parish council raises no objection to this planning application and appreciates both the professionalism and thoroughness that has gone into this application. 16/01916/HOU 16 Salmons Road, Odiham, Hook, Hampshire RG29 1NY. Erection of two and single storey rear extension and single storey front extension. 16/01666/HOU 12 Laurel Close, North Warnborough, Hook, Hampshire RG29 1BH. Two storey front and single storey rear extension. 61/16 PRE-APP ADVICE APPLICATIONS WITH HART DC 16/01754/PREAPP The Crown PH, Alton Road, Odiham, Hook, Hampshire RG29 1PH. Erection of 4 dwellings and associated works. 16/01946/PREAPP 80 High Street, Odiham, Hook, Hampshire RG29 1LL. T1 - fell one macrocarpa due to poor form and it keeps shedding limbs. Conifer (T1) - Fell to ground level to improve light levels into the garden and house, low amenity value and now too big for the space available.
