4 1. INTRODUCTION The FIA APRC Malaysian Rally 2016 will operate under the regulations of the 2016 FIA Regional Rally Sporting Regulations. Parc Ferme All Parc Ferme will be established at the Angsana Complex Service Park area. Ceremonial Start and Finish Flag-Off will be held on Friday, 28 October at Angsana Complex Ceremonial Area and the Podium Finish will take place on Sunday, 30 October at the same venue. Scrutineering Scrutineering will be held on Thursday, 27 October from 0930hrs to 1800hrs at Proton Edar 3S Plentong. Schedule will be posted on Wednesday, 26 October at 0900hrs. 2. 6 4. SERVICE PARK 4.1 about the Service Park All service will be at the Service Park situated next to the Angsana Mall Johor Bahru (same location as previous years). All teams will be allocated a designated service area in the Service Park. Teams who wish to be allocated a servicing position alongside another team must advise the Organiser by Friday, 21 October. 4.2 Check List of Service Park Details (Layout is included in Appendix 5) i) Type of Surface : Tarmac ii) Facilities : Next to a shopping complex where teams can look for most of their needs during the rally. Lot of major banks, workshops, spare parts shops and eating places nearby. iii) Petrol / Diesel : Less than 5 minutes drive to the nearest fuel station 5. RECONNAISANCE A convoy two pass reconnaisance has been scheduled for Thursday, 27 October. Prior to reconnaissance, competitors will be required to register at the Secretariat and complete the Reconnaissance Registration Form. This form is also available on the event website and may be ed to the Permanent Secretariat prior to the rally week. 5.1 Timetable Reconnaissance for Competitors 1. Wireless connection is available throughout the hotel for use to upload and download data. 8. FUEL AND REFUELLING ZONES 8.1 General conditions Fuel shall comply with the provisions of Article 9 of Appendix J, Article 252 of the FIA International Sporting Code. The maximum content of lead permitted in Malaysia is 0.013g/litre for retail petrol. 8.2 FIA fuel The use of FIA fuel is permitted but will not be made available by the Organiser. 8.3 Distribution during the rally During the event, refueling may be carried out only in the refuelling zones designated by the Organiser in the road book. There will be two refueling zones during the whole duration of the rally :- a. Refuel Zone both Legs : Out of Service Park in Angsana Complex Service Area; b. Remote Refuel Leg 1 : R.E.M. football field; c. Remote Refuel Leg 2 : Mawai office. 6

IMPORT OF VEHICLES AND SPARE PARTS 9.1 VEHICLE REGISTRATION INTERNATIONAL COMPETITIORS All internationally registered vehicles imported into Malaysia require compulsory Third Party Insurance in order to use Malaysian roads. The issuing of TPI also applies to vehicles temporarily imported for rallies. Third Party Insurance is obtainable from our preferred insurance brokers. 9.2 TEMPORARY IMPORTATION OF VEHICLES AND PARTS All rally and support vehicles, tyres, parts and all components can be temporarily imported into Malaysia without incurring customs import duty or sales tax under an ATA Carnet or FIA / AIT Carnet de Passage en Douane. ATA Carnets are issued by the chamber of commerce in exporting country. Details for the export of the vehicles should be available from your local chamber of commerce. All items that are not re-exported within the period detailed on the Carnet will be liable for the Customs duty and tax. Consumables such as fuel, oils and tyres are liable to applicable taxes. All values must be at the normal price of the country of export. 9.3 IMPORT PROCEDURE FOR ATA CARNET & GUARANTEED DOCUMENT The Malaysian customs department insist that the ATA Carnet should be completed in English and list each item individually, showing serial numbers, values, country of origin, quantities and the number of containers in which they are packed. All tyres imported must be listed as either new or used. i. Description of car registration number, make/model, color, engine and chassis number. ii. Road registration log book. iii. Packing lists and invoices for car and parts. iv. Full shipping documents complete with insurance and invoiced value. v. International entrant Malaysian Port or Border Custom Workshop or destination specified by entrants for handling / in-clearing Ship cargo vi. For custom Clearance Send all documents (Copies and originals) 10. HOTEL / ACCOMMODATION RESERVATION OCEDURE FOR ATA CARNET The Organisers have successfully negotiated special rates with the rally official hotel, the Grand Paragon Hotel Johor Bahru. To enjoy this facility, kindly place all room bookings via the Hotel Reservation Form which is available for download on the event website. 11. SCRUTINEERING / SEALING AND MARKING 11.1 Pre-Event Scrutineering Date : Thursday, 27 October Time : hrs Location : Proton Edar 3S Plentong 11.2 Final Scrutineering Date : Sunday, 30 October Time : 1700hrs Location : Angsana Service Park 11.3 Preparation prior to Scrutineering Competitors should position their cars at the entrance to the scrutineering bay in accordance with the published schedule, and follow the direction of the officials present. In the case that the entrance is crowded with the vehicles of other competitors and entry on time is not possible, a member of the team concerned should find the post marshal and notify him or her of this fact. All competition numbers, optional advertising and plates must be affixed prior to scrutineering, placed as shown in the diagram in this event Supplementary Regulations or by mean of Bulletin. 7

START PROCEDURE 12.1 Ceremonial Start Date : Friday, 28 October Time : 2045hrs Place : Angsana Complex Ceremonial Area 12.2 Procedure and Instructions A representative of the team may deliver the car to the pre-start park which will be open from 1800hrs to 1900hrs. The penalty for late arrival is RM50.00 per minute. Crews are allowed to wear their team attire and be present with the car in the pre-start park at least 15 minutes before the ceremonial start time of the first car. During the Ceremonial Start, all cars will be flagged off at intervals of between 30 sec to 45 sec. 13. FINISH PROCEDURE 13.1 Finish Date : Sunday, 30 October Time : 1600 hrs Place : Angsana Complex Ceremonial Area 13.2 Programme 1600hrs 3rd APRC across ramp, interviewed, and park in front of ramp as directed. 2nd APRC across ramp, interviewed, and park in front of ramp as directed. 1st APRC across ramp, interviewed, and park in front of ramp as directed. Awards Ceremony for APRC winners. 1620hrs 3rd MRC across ramp, interviewed, and park in front of ramp as directed. 2nd MRC across ramp, interviewed, and park in front of ramp as directed. 1st MRC across ramp, interviewed, and park in front of ramp as directed. Awards Ceremony for MRC winners. Balance of APRC and MRC competitors across ramp in finish order Procedure and Instructions On arrival at the final regroup, competitors will be held and reorganised into the correct order for crossing the finish ramp. Competitors shall follow instructions from marshals to proceed onto the finish podium. The following presentation procedures will be undertaken for the first three crews in APRC and MRC. Third overall will drive onto the finish podium, stop with nose of car on exit ramp. They stop the engine, crew gets out of the car and stands on either side of the car with doors open waiving for the photographers (20 sec) and interviewed. After the interview they drive off the ramp and park their car as directed by finish marshals. The crew goes to a waiting area. This same procedure is repeated for the crew positioned second overall. The winners drive onto the finish ramp with nose dropped to the exit. The crew will then exit the car and be interviewed. They may be joined by their team personnel for a maximum of 30 seconds. Team personnel then leave the ramp. The wining crews (first, second and third) then proceed to the Awards Ceremony Podium. Dignitaries are then called in to present the awards. Crews step up onto the boxes in order - third, second, winner - as they are announced by the MC. Presenters then move forward with the trophies for each crew member and present simultaneously, shake hands and then move back, out of the way of the photographers view. Nonalcoholic sparkling juice will then be presented to the crews. Drivers and co-drivers hold up trophies for photographers. They then place trophies behind them on the podium. Winning driver's national anthem played as flags of 1st, 2nd and 3rd placed drivers raised. When the national anthem finishes, spray sparkling juice (about 30 seconds). All remaining crews then drive to the top of the finish ramp, open doors, climb out, wave to crowd, climb back in the car and drive to the parc fermé. 8

10 Vehicles required for Final Checks will be taken by their team technicians, under supervision, to the scrutineering venue. Other vehicles will be placed in the final Parc Fermé. All cars can be removed from the parc fermé by 2030hrs on Sunday (upon Stewards approval). 14. Johor is a golfer s paradise with more than 20 golf courses to be challenged. And when it comes to shopping, Johor is a haven which offers everything for a bargain. For history lovers, walk into a time zone of heritage and visit the Sultan Ibrahim Buiding and the Royal Museum. Watch and experience the Kuda Kepang and Zapin, Johor s popular Malay dances. Popular with local and foreign tourists alike, JB boasts a myriad of landmarks, such as The Grand Palace or Royal Abu Bakar Museum and houses a splendid array of priceless treasures, antiques and heirlooms of the Royal Collection. The "Ghazal" music, which is unique to Johor, is usually performed during cultural shows and weddings. Another famous performance distinctly Johorean is the "Kuda Kepang" dance, which is spun from tales of Islamic heroes. Dancers imitate the movement of horses to the music of a traditional orchestra. 11

13 Shopping opportunities abound in JB. Modern malls, arcades, handicraft centres, bazaars and flea markets offering international and local products all vie for attention. Local craftwork is sure to catch the eye and they do make lovely souvenirs of a trip to the South. Also not to forget is the new State Administrative Centre which is located in Nusajaya which also house the fifth LEGOLAND Theme Park in the world and first in Asia. Another interesting side of JB can be experienced when night falls over the city. A sumptuous array of food stalls and vendors appear (as if by magic) and the adventurous tourist should delight in trying out the taste of popular local dishes such as the famous Laksa Johor or flaked fish and gravy cooked with coconut milk and served with noodles and vegetables. The state is endowed with an abundance of natural attractions that provide numerous opportunities for a wide range of outdoor recreational and leisure activities HISTORY OF JOHOR The state of Johor lies at the southern most part of Malaysia. It is the third largest state in Western Malaysia. To the Siamese, Johor is "Gangganu" or "Treasured Stones". It was also once known as the "End of the Land" as it occupies the tail portion of mainland Asia. Its present name, Johor is derived from an Arabic word "Jauhar" which means Precious Stones. Climate Malaysia is a tropical country. It is hot and humid all year round. The temperature usually lies between 27 to 30 degrees Celsius. Not to forget, be prepared for the torrential rain. Time Zone Greenwich Mean Time hrs. Currency The legal tender accepted in Malaysia is Ringgit Malaysia (RM). The denominations are : Coins : Five, Ten, Twenty and Fifty cent. Notes are One, Five, Ten, Twenty, Fifty and One Hundred ringgit. Banks are open from Monday to Friday 0930hrs to 1600hrs except for selected outlets which operates on the weekend. Automatic Telling Machines operate 24 hours a day and accept all major credit cards. Credit Cards are accepted in most shops but travellers are advised to check first with the proprieter. The current exchange rate is approximately US$1.00 = RM4.10. Currency (including travellers cheques) of less than US$10,000 may be freely brought into or taken out of the country. If you intend to bring into or take out of the country amounts greater than US$10,000, you must declare this at the Customs counters.
