Despiteusingcommercialdatabase,annualreports,balancesheetsandfilingover100Rightto Informationapplications,informationabout61projectswereunavailable.Hencethedataprovidedin thisreportisthatof125projects,withtotalcapacityof2,42,968mw. These125projectsarespreadin15states.Amongthe125,57arepublicsectorprojectsandprivate corporationsrun68. Thefiguresprovidedinthisreportarenotabsolute.Itistheminimumtheseprojectshavesecuredfrom differentfinancialinstitutions.lackoftransparencyandhidingbehindtheveiloffiduciaryrelationship betweenthebankandtheclient(thatisthereasoncitedwhilerejectingalotofrtiapplicationsby banks)preventsanypublicaccessorscrutinyoflending. Thereporthasused2014currencyexchangerateswhileconvertingthemintoIndianRupees. Development'of'powerHsector'in'India:'from'government'to'private' ' TheradicalrestructuringofpowersectorinIndia,witnessedsince1990s,setthegroundfortherapid expansionofpower.untilthen,thestatesandcentralgovernmentundertakingsdominatedpower sectorandtheyaccountedfor58%and32%ofthegenerationcapacityrespectively.privatesector accountedforonly10%.theindianelectricityact1910andtheelectricitysupplyact1948,alongwith StateElectricityBoardsregulatedthesector. Sincetheearly1990s,thepowersectorinIndiahasbeengoingthroughaprocessofreformsand restructuring. Forthepowersector,reformbeganinOctober1991,whenthePowerMinistryofthe GovernmentofIndiabegantopublishaseriesofnotificationsseekingtoencouragetheentryof privatelyownedgeneratingcompaniesintotheelectricitysector.thesegovernmentorders,someof whichwerelaterenactedinparliamenttobecometheelectricitylaws(amendment)actof1991, radicallyrevisedprevailinglegislationbypermittingprivateentitiestoestablish,operateandmaintain generatingpowerplantsofvirtuallyanysizeandtoenterintolongotermpowerpurchaseagreements 5%1000%MW%is%the%criteria%for%the%status%of%mega%power%projects,%set%by%the%Ministry%of%Power,%except%in%the%North%Eastern% states%and%jammu%and%kashmir.% 6
