1 32-20/2008-NDM-I Ministry of Home Affairs (Disaster Management Division) SITREP NO-118/ hours Dated, 26 H September, 2008 Subject: SOUTHWEST MONSOON-2008: DAILY FLOOD SITUATION REPORT SUMMARY OF IMPORTANT EVENTS AS ON RAINFALL SITUATION IN THE COUNTRY ORISSA Light to moderate rainfall with isolated heavy falls has been reported in a few parts of the State. No human death has been reported by the State during last 48 hours. o About lakh population in 18 districts and in 5851 villages have been affected due to flood so far. o 5.60 lakh ha crop area has also been damaged so far. o 1980 boats continued to be deployed in the affected areas. o In 877 relief camps about 3,53,071 persons have been accommodated. o 4,20,156 people have been evacuated to safer places so far. o 267 medical teams have also been deployed in the affected areas. BIHAR Moderate to heavy rainfall with isolated very heavy falls has been reported in some parts of the State. About 48,42,000 people from 2528 villages in 18 have been affected due to flood in the State. 13 human deaths have been reported by the State today. 3,87,189 houses have been damaged due to flood so far boats continued to be deployed for rescue and relief operations persons have been evacuated from the affected areas so far. In 407 relief camps about 4,51,562 people have been accommodated. 177 medical teams deployed and 409 Health Centre opened in the flood affected areas. UTTAR PRADESH No significant rainfall has been reported in the State. No human death has been reported by the State today. In all, 31,76,344 people from 5,033 villages in 23 districts have been affected severely. About 3,71,445 houses have been damaged so far lakh ha areas have been damaged so far. In 480 relief camps about 82,786 people have been accommodated. 4,858 boats and 183 mobile teams of doctors continued to be deployed. WEST BENGAL Light to moderate rainfall has been reported in some parts of the State. 01 human death has been reported by the State during last 48 hours. About lakh people have been affected in the State due to flood so far ha cropped areas has been damaged cattle livestock have been perished so far. 28,626 people have been evacuated to the safer places. 1
2 In 16 relief centres about 4,689 people have been accommodated. 05 medical teams continued to be deployed in the affected areas houses have been damaged due to flood so far. ASSAM Light rainfall has been reported in a few parts of the State. No human death has been reported by the State during last 24 hours. About lakh people have been affected in 21 districts and 1524 villages in the State due to flood so far people continued to be accommodated in 178 relief camps. 85 boats continued to be deployed in the State for relief and rescue operations. Human deaths As per provisional information received from the affected States/UTs, 16 human deaths (Bihar -13, Maharashtra -02 and West Bengal -01) were reported, raising the total death toll to 2558 from INDIA METEOROLOGICAL DEPARTMENT o Yesterday s feeble low pressure area over North Bay of Bengal and Neighborhood persists. Under the influence of above system, fairly widespread rainfall is likely over coastal areas of Orissa and West Bengal during next 24 hours and decrease thereafter. CENTRAL WATER COMMISSION There are 01 unprecedented, 01 High, 03 Moderates and 11 Low flood situation sites. INDIA METEOROLOGICAL DEPARTMENT Chief features o Yesterday s feeble low pressure area over North Bay of Bengal and Neighborhood persists. Under the influence of above system, fairly widespread rainfall is likely over coastal areas of Orissa and West Bengal during next 24 hours and decrease thereafter. o Subdued rainfall activity/mainly dry weather conditions is likely over northwest, west and central India during next 4-5 days. o Under this scenario, southwest monsoon is likely withdrawal from parts of northwest India during next 2-3 days. Outlook for next two days o Fairly widespread rainfall with isolated heavy falls is likely over northeastern states, West Bengal and Sikkim. o Likely withdrawal of southwest monsoon from some more parts of northwest India. CENTRAL WATER COMMISSION According to the Central Water Commission (CWC) report dated 26 th September, 2008, there are 01 unprecedented, 01 High, 03 Moderates and 11 Low flood situation sites (as per position at 0800 hrs). The details of unprecedented, high and moderate flood sites are as under:- UNPRECEDENTED FLOOD SITE In Uttar Pradesh, river Ghaghra at Ayodhya is flowing at 93.77m against the danger level of 92.73m with a falling trend. HIGH FLOOD SITE In Uttar Pradesh, river Ghaghra at Elgin Bridge in Barabanki is flowing at a level of m against the danger level of M with a falling trend. 2
3 MODERATE FLOOD SITES Assam River Brahamputra at Dibrugarh is flowing at m against the danger level of m with a steady trend. Uttar Pradesh River Yamuna at Mathura is flowing at m against the danger level of m with a rising trend. River Ghaghra at Turtipar is flowing at 64.77m against the danger level of 64.01m with a rising trend. DETAIL SITUATION REPORT ORISSA Light to moderate rainfall with isolated heavy falls has been reported in a few parts of the State during last 24 hours. No human death has been reported by the State during last 48 hours. o About lakh population in 18 districts and in 5851 villages have been affected due to flood so far. o houses have also been damaged so far. o 5.60 lakh ha crop area has also been damaged so far. o 1980 boats continued to be deployed in the affected areas for rescue and relief operations. o 877 relief camps are established in which about 3,53,071 persons have been accommodated. o Relief has been provided to 58,95,899 people so far in the affected areas. o 4,20,156 people have been evacuated to safer places so far. o Orissa Disaster Rapid Action Force (ORDAF) Teams have been deployed in the affected areas for rescue and relief operations o 267 medical teams have also been deployed in the affected areas for providing medical care. o cattle have also been accommodated in the cattle camps. o Halogen tablets, ORS packets, water pouches, cattle feed and relief materials have also been distributed. o The flood has caused 73 breaches on major river embankments and cut off roads at 939 places. o Water has started receding from the affected areas. BIHAR Moderate to heavy rainfall with isolated very heavy falls has been reported in some parts of the State during last 24 hours. In all, about 48,42,000 people from 2528 villages in 18 districts have been affected due to flood so far. 13 human deaths have been reported by the State today. Latest update on breach in afflux bund of Kosi Barrage Discharge of Kosi River at 8.00 AM on at Barahchetra has been reported as 56,500 cusecs, out of which 2,955 cusecs is passing through Kosi Barrage. UTTAR PRADESH No significant rainfall has been reported in the State during last 24 hours. No human death has been reported by the State today. In all, 31,76,344 people from 5,033 villages in 23 districts have been affected severely and 732 villages marooned in the State so far due to flood. About 3,71,445 houses (7128 fully and partially) have been damaged so far. About 69,202 people from the affected areas have been evacuated so far cattle/livestock are reported to have been perished lakh ha areas have been damaged so far. 480relief camps have been opened in the flood affected areas in which 82,786 people have been accommodated. 4,858 boats continued to be deployed in the affected areas for rescue and relief operations. 183 mobile teams of doctors along with medicines have been deployed in the flood affected areas for providing medical care. 17 Companies of PAC have been deployed with 184 motorized boats and 88 wooden boats in the affected areas for relief and rescue operations. WEST BENGAL Light to moderate rainfall has been reported in some parts of the State during last 24 hours. 01 human death has been reported by the State during last 48 hours. About lakh people, in all, are reported to have been affected in the State due to flood so far ha cropped areas has been damaged cattle livestock have been perished so far. About 28,626 people have been evacuated to the safer places. 16 relief centres are opened in which about 4,689 people have been accommodated. 05 medical teams continued to be deployed in the affected areas of the State houses ( fully and partially) have been damaged due to flood so far. ASSAM Light rainfall has been reported in a few parts of the State during last 24 hours. No human death has been reported by the State during last 24 hours. About lakh people have been affected in 21 districts and 1524 villages in the State due to flood so far people continued to be accommodated in 178 relief camps in the flood affected areas of the State. 85 boats continued to be deployed in the State for relief and rescue operations. 33,704 People have been evacuated from the affected areas and shifted to safer places. DEPLOYMENT OF NATIONAL DISASTER RESPONSE FORCE (NDRF) o Deployment since 15 th September, 2008 not received 4
5 LOGISTIC SUPPORT PROVIDED BY THE MINISTRY OF DEFENCE ON 26 TH SEPTEMBER, 2008 Army In Bihar, 17 Army columns and ETFs have been derequisitioned so far. 20 Army Columns and ETFs continue to be deployed for rescue and relief operations in flood affected areas. In Uttar Pradesh, 02 Army columns alongwith BAUTs and OBMs have been deployed for rescue and relief operations in Barabanki and Shahjahanpur. Navy In Orissa, 01 naval team continues to be deployed for relief operation in Kendrapara district. The team rescued 100 personnel and distributed 12 quintal of relief material on Air Force In Orissa, 04 MI-17 helicopters airlifted tons of relief materials and 06 passengers in 11 sorties. In Uttar Pradesh, 01 IL-76 aircraft airlifted 17.1 tons of relief equipment and 109 passengers in 03 sorties. RAINFALL SITUATION IN THE COUNTRY DURING LAST 24 HOURS Light to moderate rainfall with isolated heavy falls has been reported in some parts of Arunachal Pradesh, Assam, Andhra Pradesh, Bihar, Chhattisgarh, Goa, Jharkhand, Karnataka, Kerala, Maharashtra, Orissa, Rajasthan, Uttarakhand, Uttar Pradesh and West Bengal and in some parts of northeastern states. The rainfall activity in the rest of the country is not significant.
