The overall goal of the modification budget is to provide a reprogrammable radar and missile warning system, provide attacking missile declaration, sector direction finding, laser detection, and self-protection capability devices to applicable user aircraft AAR-47: FY 2009 Overseas Contingency Operations () supplemental and FY 2010 supplemental funded procurement of 950 AAR-47 B (V) 2 retrofit kits. FY 2012 and FY 2014 provides funding for a Class I Engineering Change Proposal (ECP) to provide Computer Processor (CP) upgrade, improvements to B(V)2 processing for improved performance in probability of detection and False Alarm Rate (FAR), along with addressing obsolescence issues in the AAR AN/APR-39(V)2: FY 2010 funding completed the Class I ECP and covered deferred tasks, which included 8 first-article ship sets for testing, APR-39 / AAR-47 software refinement, follow on test and evaluation to validate solutions and platform test and integration to support all current Radar Warning Receiver (RWR) and assault platforms using Aircraft Survivability Equipment (ASE). FY16 funds will support the procurement of 28 APR-39D(V)2s for MV-22 AND 16 APR-39D(V)2s for H-1 aircraft ALE-39 to 47 Retrofit: FY 2009/FY 2010 funds provided to procure AN/ALE-47 breech plates for CH-46, MV-22 and F/A-18 C/D lots providing more reliable countermeasures dispensing and ensured accurate onboard inventory reporting. FY 2010 funds provided the procurement of additional production CH-53 dual dispenser pods and the Non-Recurring Engineering (NRE)/installation to increase the expendables capacity from 120 to 240. FY 2010 funding also provided the procurement of new AN/ALE-47 test sets (ALM-290) for F/A-18C/D, MV-22, HH-60 and P-3 to replace original version ALM-286 test sets that could not declare ALE-47 as full mission capable due to the limitations of older system design. line funds provide modification of F/A-18 Lot aircraft with ALE-47 capability DIRCM: This Operational Safety Improvements Program (OSIP) provides current available technology improvements to survivability for United States Marine Corps aircraft. FY 2009 through FY 2011 funding was used to procure A-Kits and B-kits, along with program support. The funds in FY 2014, FY 2015 and support procurement, upgrade, and testing and fielding of the Department of Navy Large Aircraft Infrared Countermeasure (DoN LAIRCM)/Advanced Threat Warning (ATW) capability Common On-Board Jammer: Integrated Defensive Electronic Counter Measure (IDECM) Block 4 is an ECP to the ALQ-214 intended to render it suitable for operation on the F/A-18C/D aircraft, while retaining all IDECM suite functionality when installed on F/A-18E/F aircraft. The Electronic Frequency Converter (EFC) enables dataflow via the fiber optic cable to the Fiber Optic wed Decoy (FOTD) and is part of the IB-4 configuration when installed on the F/A-18E/F aircraft. This OSIP procures the ALQ-214 and the EFC.

Initial Spares ($ in Millions) Gross/Weapon System Unit Cost ($ in Dollars) Description: DESCRIPTION/JUSTIFICATION: The AN/AAR-47 warns of approaching missiles by detecting radiation associated with rocket motors and automatically initiates flare ejection. Detection algorithms are used to discriminate against non-approaching radiation sources. The AN/AAR-47 was a passive missile approach warning system consisting of four sensor assemblies housed in two or more sensor domes, a central processor unit and a control indicator. The AN/AAR-47 provides attacking missile declaration and sector direction finding as will be interfaced directly to the ALE-39/47 countermeasures dispenser. Without the AAR-47, helicopters and fixed wing aircraft have no capability to detect an infrared missile attack. Current deployed system has performance limitations in certain Overseas Contingency Operations () operating environments; the ECP supports United States Marine Corps (USMC) Universal Urgent Need Statement (UUNS) #03606UC. Fielded missile warning system has performance limitations in certain operational environments. USN/USMC assault aircraft will continue to be susceptible to the Man-Portable Air Defense (MANPAD) threat in certain operating environments. FY 2015 efforts will continue the maturation and fielding of the Class I ECP to include CP upgrade, Smart Dispenser integration with ALE-47 improvements to B(V)2 processing for improved probability of detection and False Alarm Rate (FAR)and addressing obsolescence issues within the AAR-47 program. DEVELOPMENT STATUS/MAJOR DEVELOPMENT MILESTONES: Milestone II was passed in Operational evaluation (on the CH-53E) was passed in October Milestone III was passed in May 1987 for full production with extension of application to all other platforms. Production of 709 systems and preparation of a Level III data package followed, with deliveries completed in early Under full and open competition, a contract for up to 1200 systems was awarded to Hercules (now Alliant) in December Actual orders were for Lockheed Martin in September Deliveries began in January 1997 and were completed in July There are two upgrade programs: The Computer Processor (CP) Micro Processor (MP) upgrade program FY 1997-FY 1999 replaced the 8086 MP board with an MP board with new software to enhance threat declaration and to better control false alarms. The second upgrade; AAR-47(V)2 Sensor upgrade, contained two phases; Phase one upgraded the Ultra Violet (UV) sensors with a solid state spectral filter assembly with embedded laser warning capability. Phase two incorporated a Class I sensor ECP (Dynamic Blanking) which upgraded the AAR-47(V) 2 sensors to the AAR-47A (V) 2 sensor design. Due to the current operational environment a third sensor class I ECP is required which improves probability of detection in the current theaters of operation. FY 2007 funded the procurement of 5 first article test units for USMC/USN/United States Air Force operational assessment and the accelerated development of a Class I ECP for AAR-47B (V) 2 for multiple Type/Model/Series (T/ M/S) and delivery of 300 PDX upgrade kits consisting of four sensors and one CP unit. This is an O-level replacement with the existing sensors being sent to the contractor, upgraded and then sent back to the fleet. The AAR-47B (V) 2 reached Initial Operational Capability (IOC) status in October Congressional add funds provided in FY 2008 funded the operational flight software for the Hostile Fire Indication (HFI) capability. FY 2008 funds are a payback for utilization of AAR-47 baseline budget for requirements. FY 2009 and FY 2010 funds procured 950 AAR-47 B (V) 2 retrofit kits. FY 2009 and FY 2010 funded a Class I ECP and improved missile warning capabilities in support of UUNS #03606UC for United States Navy (USN)/USMC assault aircraft. Congressional add funds provided in FY 2009 and FY 2010 funded the AAR-47 operator interface and the continued HFI capability effort. FY 2012 and FY 2014 funds a class I ECP to provide computer processor upgrade and smart dispense and improvements to B(V)2 processing for improved performance in probability of detection and False Alarm Rate (FAR), and addresses obsolescence issues in the AAR-47. Initial Spares ($ in Millions) Gross/Weapon System Unit Cost ($ in Dollars) Description: DESCRIPTION / JUSTIFICATION: The AN/APR-39A/B/C/D (V) 2 Radar Signal Detecting Set is designed for US Marine Corps, US Navy, US Air Force, and US Army Assault Support aircraft to provide onboard situational awareness and warning of radar threats. The AN/APR-39A/B/C/D(V)2 also provides control and display of the AAR-47 Missile Warning System and Chaff dispense commands to the ALE-47 Counter Measure Dispensing System. In addition, the AN/APR-39C/D (V) 2 provides control and display of the AAQ-24 and AAR-59. The APR-39A/B/C/D (V) 2 consists of five antennas, one Cockpit Control unit, a display, two, three, or four receivers, and one processor. FY 2012 thru funding will support a Class I ECP, APR-39D (V) 2, that corrects part I major deficiencies against the Radar Warning Receiver (RWR) noted in AH-1W, MV-22 and KC-130T Operational Evaluation (OpEval) reports. The current RWR provides inaccurate direction of arrival information, time delayed detection and identification of threat emitters causing loss of situational awareness to combat aircrews. The APR-39D (V) 2 system will be the RWR solution for all assault support aircraft (MV-22, AH-1, H-60, UH-1, H-53, and C-130). line procurement of upgraded systems will start in. FY16 Overseas Contingency Operations () funds will support the procurement of 28 APR-39D(V)2s for MV-22 AND 16 APR-39D(V)2s for H-1 aircraft. DEVELOPMENT STATUS/MAJOR DEVELOPMENT MILESTONES: The AN/APR-39A/B (V) 2 is in the Aircraft Procurement, Navy (APN)-1 Post Production and sustainment phase (MSIII3Q/96). The Department of Navy is the lead service of this joint service program. The US Army awarded the production contract thrid quarter 1996, and continues to administer the contract. The Department of Navy delivery of production systems commenced June Procurement of an APR-39A/B (V) 2 for the additional requiring platforms will be, by extension of application with the required follow-on test and evaluation, conducted on each platform. The AN/APR-39B (V) 2 is glass cockpit compatible for H-1 upgrade aircraft. FY 2008 funded the development of the Computer Processor Unit (CPU) ECP upgrade B (V) 2 program now known as C (V) 2. This included incorporation of the Army APR-39A (V) 1 CPU now known as C (V) 1 and Memory Circuit Card Assemblies (MCCA). FY 2010 funding completed the Class I ECP and cover deferred tasks, which included 8 first-article ship sets for testing, APR-39 / AAR-47 software refinement, follow on test & evaluation to validate solutions and platform test and integration to support all current RWR and assault platforms using Assault Survivability Equipment (ASE). The MV-22, AH-1Z, UH-1Y, CH-53K and MH-60S platforms have planned APN-1 procurement of APR-39 systems in FY 2010 and beyond. FY 2009 funded the combined operator interface effort with the AAR-47. FY 2010 funded the Class I ECP CP upgrade to the APR-39C (V) 2. FY 2012 funds were used to start the Class I ECP Non-Recurring Engineering (NRE) efforts for the correction of deficiencies of the RWR system. As a joint program, Under Secretary of Defense (Acquisition Technology & Logistics) memo of November 1986 directed US Navy and US Army to participate in the US Air Force (USAF) Engineering Manufacturing Development (EMD) phase. Initial Spares ($ in Millions) Gross/Weapon System Unit Cost ($ in Dollars) Description: DESCRIPTION/JUSTIFICATION: The AN/AAQ-24 Department of the Navy, Large Aircraft Infrared Countermeasures (DoN LAIRCM) System (B-kit) consists of 5 components: Missile Warning Sensor (MWS) (5 ea.), processor (1 ea.), guardian laser transmitter assembly (2 ea.), controller interface unit (1 ea.), and Viper Laser (2 ea.). A-kits are platform specific and include mounting assemblies, cabling and wiring, and an embedded Global Positioning System (GPS)/ Inertial Navigation System (INS). Urgent Universal Need Statement (UUNS) #03606UC dated 17 Nov 2006 mandated NAVAIR to field improved Aircraft Survivability Equipment (ASE) on all USMC (and USN) rotary-wing aircraft to counter infrared surface-to-air missile threats in support of the Global War on Terrorism (GWOT). Current USMC operations posed additional surface to air threats requiring Advanced Threat Warning (ATW) and countermeasure capability against Man-Portable Air Defense Systems (MANPADS) and awareness of incoming Rocket Propelled Grenades (RPG), hostile gunfire, Anti-Aircraft Artillery (AAA), and laser-guided weapons. ECPs include the upgrades to add ATW, Smart Dispensing capabilities as well as processor interfaces to support unique aircraft architecture. ATW sensors provide improved MWS detection (Pd), lower False Alarm Rate (FAR), threat bearing and geo-location, Hostile Fire Indication (HFI), threat ID (category), and Laser Warning (LW). FY 2011 through FY 2020 supports procurement, ECPs, integration, validation, FOT&E, and fielding of DoN LAIRCM/ATW systems on CH-53K, C-20, C-40, KC-130J, CH-53E, CH-46, P-8 and MV-22 USMC/USN platforms. Supplemental funds in FY 2014, FY 2015 and support procurement, upgrade, and testing and fielding of the Department of Navy Large Aircraft Infrared Countermeasure (DoN LAIRCM)/Advanced Threat Warning (ATW) capability. DEVELOPMENT STATUS/MAJOR DEVELOPMENT MILESTONES: Assistant Secretary of the Navy (ASN) approved the DoN LAIRCM program Milestone C / Full Rate Production (FRP) in Jan DoN LAIRCM provides a cost effective Infrared Counter Measure (IRCM) suite for assault support, combat aircraft. FY 2005 GWOT supplemental funds enabled the Analysis of Alternative (AOA) for an Assault Directed IR Countermeasures (DIRCM) program comparing Government Off The Shelf (GOTS), Gen I MWS and ALE-47 Counter Measure Dispensing System (CMDS) with Gen II MWS and DIRCM. FY 2007 PMA272 conducted a Technology Assessment Program (TAP) Flight evaluation the AOA results on USMC CH-53E using FY 2007 supplemental funds to integrate A-kit and B-kit test articles. The TAP was completed in July 2007, demonstrating DoN LAIRCM improved IR MWS technology combined with advanced DIRCM improved IRCM performance and mitigated existing UV MWS and CMDS deficiencies. DoN LAIRCM completed Operation, Test and Evaluation (OT&E) and achieved IOC in May The DoN LAIRCM program continues to expand; since 2010 CH-53K, C-20, C-40, KC-130J, and V -22 PMOs have submitted requirements for LAIRCM. The Program Offices (i.e., PMA-207, PMA-261, PMA-275 etc.) use Aircraft Procurement, Navy (APN) 1,2,4, and 5 funding as appropriate to integrate and procure DoN LAIRCM systems.
